Among them, Chairperson of the Central Advisory Board of PWI Margiono, Heri Susanto (Director of Research & Data, Katadata), Komaidi Notonegoro (Executive Director of the ReforMiner Institute), and Nur Wahidi (Head of SKK Migas Representative Jabanusa).

In the context of achieving project targets according to schedule, according to Nur Wahidi, constructive support from all stakeholders is highly expected, both local governments, community leaders, mass media, and society at large.

"I also say many thanks for the support of the mass media to SKK Migas so far. Only one percent of negative news about upstream oil and gas in Jabanusa during 2019, "he said.

Specifically for the Jarmbaran Tiung Biru project, Nur Wahidi explained, the overall project progress reached 37.72 percent. Where is the progress for project engineering work with 80.72 percent, procurement with 40.36 percent, and construction with 14.49 percent. It is targeted that in June 2021 the Jambaran Tiung Biru project will be completed and start production.

From this project, the maximum target for gas sales is to increase 10 percent nationally or equivalent to 192 million cubic feet per day. During this time, as many as 15 cooperation contract contractors (KKKS) in the Jabanusa SKK Migas area are currently carrying out oil and gas exploitation. In addition, there are 6 KKKS carrying out exploration activities. Jabanusa's position in national oil and gas lifting is very important and becomes a backbone.

2018 data shows that the realization of oil lifting from Jabanusa amounted to 253,822 thousand barrels per day or reached 102.60 percent of the target. While the gas lifting target is 753.2 million cubic feet per day. In 2019, the oil lifting target from Jabanusa is 258,169 thousand barrels per day and until 2019 it will reach 100.87 percent of the target.

Two Upstream Oil and Gas Projects Delayed

The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) stated that there are two upstream oil and gas projects whose operating schedule is expected to retreat to the first quarter of 2020, namely the Bukit Tua Phase 3 and Buntal projects. In fact, the two projects are targeted to be operational by the end of this year along with four other oil and gas projects.

SKK Migas Deputy for Operations Julius Wiratno said the setback of the two oil and gas projects affected the performance of oil and gas production ready for sale this year. However, Julius did not explain how deep the impact was on production performance until the end of 2019.

"The Buntal-5 project is definitely backing down because the drilling rig is late entering Indonesia. The Bukit Tua Phase 3 project may also shift to 2020, but we are still recovering, "he said.

The Puffer-5 project was undertaken by Medco E&P Natuna Ltd with an investment of US $ 33 million. The project is targeted to produce 45 million cubic feet of gas per day (MMscfd). The Bukit Tua Phase 3 project in the Ketapang Block, worked on by Petronas Carigali Ketapang II Ltd with an investment of US $ 1,5 million.

Petronas

Bukit Tua Phase 3 is estimated to produce 3.82 barrels of oil per day (bpd) and 31 MMscfd of gas. Previously, according to SKK Migas data the Buntal-5 project was expected to operate in November 2019, while the Bukit Tua Phase 3 project would operate in December 2019.

"The rest of the project will be operational this year," said Julius.

Four other projects, namely the Bison-Iguana-Gajah Putri project, were carried out by Premiere Oil Natuna Sea BV with an investment of US $ 171 million. The project will produce 163 MMscfd of gas. The project project by PT Medco E&P Indonesia is estimated to produce 10 MMscfd. The investment value is US $ 11 million.

PetroChina International Jabung Ltd

The Harvest Project is carried out by PetroChina International Jabung Ltd with an investment of US $ 17 million. Its production is estimated at 2,000 bpd.

the Cepu Block

The Full Well Stream Kedung Keris Project in the Cepu Block was undertaken by ExxonMobil Cepu Limited (EMCL) with a production of 3,800 bpd. the project investment reached US $ 72 million. Even though there are projects that are backing down, Julius said there are also projects that can be accelerated.

ExxonMobil Cepu Limited (EMCL)

"We are trying to speed up the Big Bamboo Project to increase oil and gas production in 2019. Additional Bamboo Besar oil and gas fields are around 2,700-3,000 bpd," he added.

The smooth running of these projects will affect the realization of upstream oil and gas investment which is still difficult to reach the target. SKK Migas estimates that this year's upstream oil and gas investment will only reach Rp168.97 trillion US $ 12 billion. The figure only rose slightly compared to the realization of 2018 worth US $ 11.98 billion.

This relatively stagnant achievement also makes this year's oil and gas investment target of US $ 14.79 billion difficult to achieve. Based on ESDM Ministry data, the realization of upstream oil and gas investment has indeed been under pressure in the past 4 years. One of the most noticeable decreases in upstream oil and gas investment and exploration.

Dua Proyek Hulu Migas Tertunda

Nilai investasinya US$11 juta.

Proyek Panen dikerjakan oleh PetroChina International Jabung Ltd dengan investasi US$17 juta. Produksinya diperkirakan mencapai 2.000 bph.

Repsol Find Partners in Andaman Block III

The Aceh Oil and Gas Management Agency (BPMA) said Repsol Indonesia was looking for partners to work on the Andaman III Block. Repsol is currently still exploring in the oil and gas block which is estimated to have a gas potential of 3-4 trillion cubic feet (Trillion Cubic Feet / TCF).

BPMA Deputy of Operations and Planning Teuku Muhammad Faisal said Repsol saw that they could not work on the Andaman III Block themselves. Therefore, the Spanish oil and gas company plans to release part of its Participating Interest (PI) ownership in the block to find partners.

Blogger Agus Purnomo in Petronas PC Ketapang

"Actually there is more that they are working on, namely partners to share PI, they are proposing. One of the candidates is Petronas, "he said. Currently, Repsol holds 100% PI in the Andaman III Block.

 the Andaman III Block

Repsol is still carrying out exploration activities in the Andaman III Block. Referring to BPMA data, in 2017-2018, Repsol has conducted several exploration activities, namely acquisition, and processing of 3D seismic data covering 3,670 square kilometers (km2). In addition, Repsol has also procured long-lead items needed for operations.

Repsol

Now, Repsol is making preparations for drilling the Rencong IX Well. BPMA, continued Faisal, has given a recommendation for an extension of the exploration period of the Andaman III Block for two years. However, he said, the extension of this exploration period still had to wait for approval from the Minister of Energy and Mineral Resources (ESDM) Arifin Tasrif.

According to him, the additional exploration period was given so that Repsol can continue drilling wells. The extension was even longer than Repsol's request, which was only around one year. Because the regulator has an interest so that exploration activities in the Andaman III Block can be completed.

"Repsol can be a maximum of two years, seeing their preparations in the past year and this year. They are optimistic indeed, asking for a year is enough, [but] instead of not completing the regulator also a hassle, "explained Faisal.

The reason is, it also needs time regarding the correspondence with the Minister of Energy and Mineral Resources. Acting Director-General of Oil and Gas at the Ministry of Energy and Mineral Resources, Djoko Siswanto, said that his party was still waiting for a recommendation from BPMA regarding the extension of the Andaman III Block exploration period.

"Still waiting for the BPMA recommendation for the extension. We wait 1-2 days, "he said.

The Andaman III Block covers an area of 8,440 square kilometers off the coast of Aceh. This block is located in a water depth of 1,300 meters in the North Sumatra basin area. Based on the results of a seismic survey that has been carried out, the Acting Task Force of the Aceh Oil and Gas Management Agency (BPMA) Azhari Idris said, the prospects are predicted to have 3-4 TCF potential.

The Well drilling by Repsol is planned to be carried out in the first half of 2020. The Andaman III Block is an exploration block that was won by Talisman at an auction of work areas in 2009. However, Repsol acquired Talisman in 2015 so that the block is managed by Repsol. The Andaman III production sharing contract was signed on September 11, 2009, and is valid for 30 years or until 2039.

National Oil and Gas Lifting Target Increases to 2.02 Million BOEPD

Lifting oil and gas (oil and gas) this year is targeted to increase to 2.02 million barrels of barrel oil equivalent per day (BOEPD), from the 2018 realization of 1.9 million BOEPD. The addition of production is one of the 13 oil and gas projects planned to start operating this year.

Head of the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) Dwi Soecipto said, oil lifting in 2019 is targeted at 775 thousand barrels per day (BPD), where last year's realization was 778 thousand BPD. While the gas lifting target is set at 1.25 million BOEPD, up from last year's 1.13 million BOEPD.

"So that oil and gas lifting in 2019 is 2.02 million BOEPD, from the 2018 realization of 1.92 million BOEPD," he said at a hearing at the House of Representatives Commission VII (DPR).

2D & 3D Seismic

To achieve this target, his party has compiled a work program that will be carried out in the exploration block and in the exploitation block. According to him, the exploration block is planned to carry out 4,328 kilometers (km) of 2D seismic, 3D seismic area of 4,693 square kilometers (km2), and 57 wells of exploration well drilling.

While in the exploitation block, exploration activities will be carried out in the form of 3,814 km of 2D seismic, 3D seismic area of 1,747 km2, and drilling of wildcat wells or delineation of 40 wells.

"Then there will be workover of 969 wells, 29,256 well service activities, and drilling wells for the development of 345 wells," he explained.

In addition, SKK Migas also plans to have 13 oil and gas projects that will be operational this year. In the first quarter, there were two projects planned to start on stream, the Betara Complex Project with the production of 12 million cubic feet per day (million standard cubic feet per day / MMSCFD) by Petrochina International Jabung Ltd. and Terang Sirasun Batur Phase 2 of 200 MMSCFD by Kangean Energy Indonesia Ltd.

PT Pertamina Hulu Energi Offshore North West Java (ONWJ)

"So the total production estimate is 240 thousand BOEPD, which is 1,300 MMSCFD gas and 8,600 BPH oil. "The estimated total investment value is US $ 702 million," Dwi said.

To achieve this year's lifting target, SKK Migas recorded five of the biggest oil producers, namely Exxon Mobil Cepu Limited 216 thousand BPH, PT Chevron Pacific Indonesia 190 thousand BPD, PT Pertamina EP 85 thousand BPD, PT Pertamina Hulu Mahakam 50 thousand BPH, and PT Pertamina Hulu Energi OSES 32 thousand BPH.

Furthermore, the five largest gas producers are PT Pertamina Hulu Mahakam 196 thousand BOEPD, BP Berau Ltd 188 thousand BOEPD, ConocoPhilips (Grissik) Ltd 145 thousand BOEPD, PT Pertamina EP 145 thousand BOEPD, and Eni Muara Bakau 115 thousand BOEPD.

Press Cost Recovery

"Meanwhile, Dwi added, this year's upstream oil and gas investment is targeted at the US $ 14.79 billion, up from last year's US $ 11.99 billion. Next, the target of state revenue from the upstream oil and gas sector is set at the US $ 17.51 billion, not unlike the realization of 2018 of US $ 17.5 billion.

For cost recovery, this year it is targeted to reach the US $ 10.22 billion. This figure is lower than last year's realization of US $ 11.7 billion. According to Dwi, his party is indeed trying to control this cost recovery amount. According to Dwi, one of the ways to reduce cost recovery is the synergy between the contractors (KKKS).

Chevron Ready to Transfer Oil to Pertamina

PT Pertamina (Persero) agreed to buy 2.5 million barrels of oil per month from PT Chevron Pacific Indonesia and Rokan Block in Riau. So far, oil-based revenue sharing from the Rokan Block, which is Chevron's share, is always exported.

Senior Vice President of Integrated Supply Chain (ISC) Pertamina Hasto Wibowo said that the company had agreed to transfer crude oil exports from a number of cooperation contract contractors (KKKS) of 3.35 million barrels per month or around 112,000 barrels per day (bpd).

Petronas

Of the total, the oil supply from Chevron is the largest, while the rest comes from several other contractors, such as Petronas, and Medco. However, the company did not enter into an oil purchase agreement with ExxonMobil Indonesia.

Previously, nine KKKS had agreed to sell oil to Pertamina and leave one large contractor in the discussion phase with the government, namely Chevron Pacific Indonesia. At that time, Chevron was one of several oil and gas contractors who claimed they were still not can sell the oil that is the profit share of the giant company from the United States to Pertamina. At that time, Chevron said there were still tax problems in the process of selling oil to Pertamina.

"Regarding the selling price, of course we have compromised. If it is more expensive than imports, we choose to remain imported, "Hasto said.

According to him, with the agreement, the oil and gas SOE was able to reduce the volume of crude oil imports by around 4 million barrels per month. The average Pertamina crude oil imports of around 11 million barrels per month can be reduced to 7 million-7.5 million barrels per month.

"Costs will also decrease, overall for the country, foreign exchange is also safe."

Arcandra Tahar
