Pertamina Apply ACS Technology

PT Pertamina Refinery Unit (RU) V Balikpapan is working with PT Yokogawa Indonesia to implement Advance Control System technology starting in November. Advance Control System is an environmentally friendly technology that will be applied in the process of oil refining at existing refineries. 

    The technology allows the refining process to be more accurate and efficient. The implementation of this technology is the result of cooperation between the Government of Indonesia and Japan through the Joint Crediting Mechanism Scheme which has been going on for 3.5 years.

The cooperation is in demand by many state-owned and private companies, due to funding incentives in the form of grants, the transfer of technology, and the development of capacity to reduce greenhouse gas emissions. The application of ACS to the existing oil refinery in PT Pertamina Refinery Unit (RU) V Balikpapan is one of 27 projects with the application of similar technology in Indonesia.

"The application of ACS can save energy with sophisticated control equipment that can control the energy consumption of the refinery. This technology is targeted to reduce greenhouse gas emissions up to 3,400 tons of CO2 throughout the year, "said the General Manager of PT Yokogawa Indonesia Nanang Dwi Suprapto, Sunday (1/10).

ACS technology was developed by Yokogawa Electric Corporation Japan. The joint crediting mechanism scheme has been applied to 17 countries spread across Asia, America, and Africa. Pertamina Managing Director Dwi Soetjipto welcomed the arrival of the first Pertamina Gas VLGC Ship 2 LPG carrier from Iran at Kalbut Port, Situbondo. The LPG load of 44,000 metric tons (MT) was brought from Iran after loading from the Asaluyeh Port by traveling around 13 days.

"This marks a new round of Pertamina-NIOC cooperation and is an opening door for a more significant Indonesia-Iran trade cooperation," Dwi said in Situbondo, Thursday (10/13).

Dwi said, the initial lifting of the ex-Iranian LPG cargo which was the result of cooperation with the National Iranian Oil Company (NIOC), would open up other business development opportunities between Pertamina and NIOC both upstream and downstream. 

     This success was due to support from the government which was initiated through the Indonesia-Iran G-G MoU on February 24, 2016, between the Director-General of Oil and Gas and continued with the Minister of Energy and Mineral Resources' visit to Iran along with the agreed Head of Agreement (HOA) between Pertamina and NIOC on May 30, 2016.

In the HOA, it was agreed that the buying and selling of Pertamina's LPG with NIOC for 2016 and 2017 with a total volume of 600,000 MT. The purchase of LPG through direct transactions commercially also provides benefits to both parties, especially for Pertamina which always targets supply with competitive terms and prices.

After the initial lifting, the next cargo from NIOC will arrive at the end of the 3rd week, around November 20, 2016. In addition to purchasing LPG, Pertamina - NIOC has previously signed a memorandum of understanding to conduct a preliminary study of two giant oil fields in Iran, namely Ab- Teymour and Mansouri (Bangestan -Asmari) who had reserves of more than 5 billion barrels last August 2016.

To open the cooperation, Pertamina made several visits to explore the commercial aspects, operational aspects and aspects of compliance with the law. Pertamina also carries out due diligence on all parties involved in the LPG lifting process chain and other cooperation to ensure the process is in accordance with the provisions.

Iran Menjadi Pemasok Baru LPG Pertamina

PT Pertamina melakukan lifting perdana kargo LPG eks Iran dengan Kapal Very Large Gas Carrier (VLGC) Pertamina Gas 2, di Pelabuhan Kalbut Situbondo, Jawa Timur. Kegiatan ini merupakan momentum bersejarah dengan masuknya Iran sebagai negara pemasok baru LPG untuk Indonesia. 

Direktur Utama Pertamina Dwi Soetjipto menyambut kedatangan Kapal VLGC Pertamina Gas 2 pengangkut LPG perdana dari Iran tersebut di Pelabuhan Kalbut, Situbondo. Muatan LPG sebanyak 44.000 metrik ton (MT) tersebut dibawa dari Iran setelah selesai dilakukan loading dari Pelabuhan Asaluyeh dengan menempuh perjalanan sekitar 13 hari. 

“Ini menandai babak baru kerjasama Pertamina-NIOC dan menjadi pintu pembuka bagi kerjasama perdagangan Indonesia-Iran yang lebih signitikan,” kata Dwi di Situbondo, Kamis (13/10). 

Dwi menuturkan, lifting perdana kargo LPG eks Iran yang merupakan hasil kerja sama dengan National Iranian Oil Company (NIOC) ini, akan membuka peluang pengembangan bisnis lain antara Pertamina dengan NIOC baik di hulu maupun hilir. Keberhasilan ini karena dukungan dari pemerintah yang diawali melalui MoU G to G Indonesia-Iran pada 24 Februari 2016 antara Dirjen Migas dan dilanjutkan dengan kunjungan Menteri ESDM ke Iran bersamaan dengan disepakatinya Head Of Agreement (HOA) antara Pertamina dengan NIOC pada 30 Mei 2016. 

Dalam HOA tersebut, disepakati jual beli LPG Pertamina dengan NIOC untuk tahun 2016 dan 2017 dengan total volume 600.000 MT Pembelian LPG melalui transaksi langsung tersebut secara komersial juga memberikan manfaat kepada kedua belah pihak, utamanya bagi Pertamina yang selalu menargetkan pasokan dengan term dan harga yang kompetitif. 

Setelah lifting perdana, kargo berikutnya dari NIOC akan tiba di akhir minggu ke-3, sekitar tanggal 20 November 2016. Selain pembelian LPG, Pertamina - NIOC sebelumnya telah menandatangani nota kesepahaman untuk melakukan preliminary study terhadap dua lapangan minyak raksasa di Iran, yaitu Ab-Teymour dan Mansouri (Bangestan -Asmari) yang memiliki cadangan lebih dari 5 miliar barel pada Agustut 2016 lalu. 

Untuk membuka kerja sama tersebut, Pertamina melakukan beberapa kali kunjungan untuk mendalami aspek komersial, aspek operasi serta aspek kepatuhan kepada hukum. Pertamina juga melakukan due diligence pada semua pihak yang terlibat dalam mata rantai proses lifting LPG dan kerja sama lainnya untuk memastikan proses berlangsung sesuai dengan ketentuan.
