Remove Multilevel Traders, Not Guarantee Gas Prices Down

However, the abolition of multilevel gas traders does not always reduce gas prices. The gas distribution regime in stages has ended. This year, the Ministry of Energy and Mineral Resources (ESDM) abolished multilevel gas traders, who have been considered to be an obstacle to accelerating gas shipments to end users. By removing multilevel gas traders, the government is now reallocating (reallocating) six gas contracts to at least eight business entities.

Later, gas supply can be more smoothly. The order is the supply of gas from the source (oil and gas contractor) to the business entity and forwarded to the end user. This is the mandate of ESDM Minister Regulation Number 6 of 2016 concerning Provisions and Procedures for Determining the Allocation and Utilization and Price of Natural Gas.

Before that rule, the flow of gas supply was very long. In order, the supply from the gas source is sent to the business entity. Then sent again to the level one consumer trader (trader), then goes to the second level consumer trader. Deputy Minister of ESDM Arcandra Tahar said the government had completed all cases of gas traders.

Arcandra Tahar

"All have been allocated," he said at the ESDM Ministry Office.

In addition to reallocation, the Gas Sale and Purchase Agreement (PJBG) from the business entity to the end user has also been signed.

"There is no problem with the PJBG," Arcandra said.

By trimming multilevel gas traders, he explained, this could not necessarily reduce gas prices to end users. Because, the decline in gas prices depends on the PJBG.

Referring to data obtained by KONTAN, there are six reallocation letters issued by the Ministry of Energy and Mineral Resources. First, the reallocation of gas from Jatinegara Field owned by PT Pertamina EP to PT Bayu Buana Gemilang. Previously, the gas from PT Pertamina's subsidiary for PT Sinergi Patriot was later sold to PT Pasundan Resources. Then the company sold it back to PT Bayu Buana Gemilang.

Second, the reallocation of gas from PT Pertamina Hulu Energi West Madura Offshore (PHE WMO) to PT Perusahaan Gas Negara Tbk (PGAS). Previously, the gas from the WMO Block was allocated first to PT Gresik Migas, then to PGAS. Third, the reallocation of gas supply from JOB PHE-Talisman Jambi Merang to PT Inti Daya Latu Prima and PGAS. This gas allotment was previously sold to PT Pembangunan Batam City before the two Inti Daya and PGAS business entities.

Fourth, the gas allocation from JOB PHE-Talisman Jambi Merang was reallocated from PT Riau Investment Development to PT Gagas Energi Indonesia. Previously, the supply flowed first to the Riau Investment Development then to PT Taruko Energi, which was just bought by Gagas Energi. Fifth, supplies from Pulau Gading Field and Kemawang JON River PHE-Talisman Jambi Merang were reallocated from PDPDE South Sumatra to PT PDPDE Gas.

Supply from the field was previously sold first to South Sumatra PDPDE before being purchased by PDPDE Gas. Sixth, the supply from Terang Sirasun Batur (TSB) Field, which was worked out by Kangean Energy Indonesia LTD, was reallocated to PT Bayu Buana Gemilang and PT Sarana Cepu Energi.

Energy and Mining Observer at Gadjah Mada University (UGM), Fahmy Radhi assessed, with gas reallocation the possibility of gas prices could go down.

Gadjah Mada University (UGM)

"But the decline has not been significant," he said.

This is because the gas infrastructure is still small. Especially those built by PGAS and Pertagas that have not reached all end users.

"So, without the addition of pipelines, it is impossible for gas prices to be reduced to the equivalent of gas prices in Malaysia," Fahmy concluded.

Hapus Trader Bertingkat, Tak Jamin Harga Gas Turun

"Tapi penurunannya belum signifikan," kata dia.

Planned subsidiary to run oil, gas block

State energy holding firm Pertamina is looking to set up a new subsidiary that will manage the Rokan Block, one of the country’s biggest oil and gas blocks, after it was awarded the tender ahead of former operator Chevron Pacific Indonesia (CPI).

Chevron Pacific Indonesia (CPI)

This was revealed by the senior vice president for upstream strategic planning, portfolio and evaluation at Pertamina, Meidawati, at an oil and gas seminar in Jakarta recently.

"We have a plan [to set up a new subsidiary] for the block. It is in the pipeline and we are still assessing the option,” she said, adding that a new unit would help the company speed up the adaptation process of managing the block.

CPI, a subsidiary of United States-based oil and gas giant Chevron, is still operating the block, which will be managed by Pertamina from 2021 to 2041. CPI is operating it under the old Production Sharing Contract (PSC) based on a cost recovery scheme, which will be replaced by a new method called a gross split.

the Mahakam Block

Pertamina’s plan to establish a new subsidiary is based on its experience with one of its upstream units, Pertamina Hulu Mahakam (PHM), which took over the Mahakam Block in East Kalimantan from France’s Total E&P Indonesie.

Total E&P Indonesie

Meidawati said Pertamina was also assessing the option of managing the Rokan Block with a partner as investors have shown an interest to jointly manage the block The governnients decision to Choose Pertamina to operate the block in July Caused a stir, leading to some alleging that rising nationalistic sentiment in the energy sector was behind it.

However, experts say setting up anew subsidiary to operate the block is a move in the right direction as long as the decision making process emanates from Pertamina’s head office, adding that it would help it to simplify the operating process.

Pri Agung Rakhmanto, a researcher at Jakarta based energy research group the ReforMiner Institute, said setting up a second tier company was an usual thing for Pertamina to do in light of its upstream strategy, adding that the move would not create problems due to it being directly controlled from head office.

Toto Pranoto, a state-owned enterprises expert at the University of Indonesia, said he believed that creating a new subsidiary was due to Pertamina’s need to ease its performance calculation and its PSC With the government. Based on Pertamina’s previous experience with its upstream subsidiaries, Toto projected that the prospective Rokan subsidiary would likely produce less oil and gas compared to the block’s previous operator, Chevron, due to a long adaptation process in terms of technology use.

Blogger Agus Purnomo in PT. PHE West Madura Offshore (WMO)

A case in point, he said, was the weak performance of Pertamina’s upstream subsidiary Pertamina Hulu Energy (PHE), which operates the West Madura Offshore (PHE-WMO) in Gresik, because the unit failed to maintain block oil production in 2011.

the Rokan Block

Several reports at the time stated that production fell from an average of 14,000 barrels of oil per day (bopd) to only 1,200 bopd. Meidawati acknowledged that it would be a challenge to maintain production at Rokan over the next three years as it had matured, or Was entering a phase of decline.

the Rokan Block

“There is something that We could learn there [in the Rokan Block] because it will be a test for us to manage this big block, of which oil production now has declined by 20,000 bopd in less than a year,” the Pertamina’s senior vice president said.

Pertamina is in the process of paying its US$ 784 million signature bonus to the government as one of the requirements in the Rokan Block deal, and the funds will be considered as non-tax revenue (PNBP).

It has vowed that the transaction would be finalized no later than this year. Once the bonus has been transferred to the government, the official contract for Pertamina to take over the block will be signed.

First Quarter, PHE Gas Production Up 2 Percent

PT Pertamina Hulu Energi (PHE), a subsidiary of PT Pertamina (Persero) in the upstream sector, recorded gas production of 777 million cubic feet per day (MMSCFD) during January-March 2018. The amount is up 2 percent over the same period of 2017 of 765 MMSCFD .

"In 2018, PHE set a production target for March of 767.8 MMSCFD, realization of 1.2 percent higher" said R. Gunung Sardjono Hadi, Director of PHE.

PHE oil production in the first three months of 2018 was 63.037 barrels oil per day (BOPD), not much different from the same period of 2017 of 62,623 BOPD.

"PHE in 2018 targeted oil production in March at 65,243 BOPD, so production in March 2018 was 96.6 percent of the target," Gunung said.

According to Sardjono Hadi Mountain, PHE will accelerate the monetization of PHE reserves by implementing a backup source clustering strategy. This strategy can be used in working areas that have less gas reserves, but can be monetized soon. With PHE clustering no longer thinking just waiting for gas buyers, but innovating how to create a market. The reason, although having large reserves will be useless if there is no gas absorber.

"So it does not depend on the market, but it creates the market. That is what we are now pursuing, The concept of gas monetization is clustered. So we also have to think how to get into the midstream, "said Mount Sardjono Hadi.

He cited the development of gas in Senoro. Senoro gas will never be monetized if the facility does not build the refinery and regasification DSLNG in cooperation with several companies. PHE will also be more open to cooperate with other companies.

"Like Senoro if there is no DSLNG it will not be developed. That's one example for another development. We try to find, create new markets. So we do not sit sweetly waiting to come buyers, "said Mount Sardjono Hadi.

Meanwhile, Ekariza, Director of Operations and Production of PHE, said the realization of PHE gas production depends on absorption in the market if the absorption of large market, PHE can increase its gas production.

"First quarter gas production is higher because there is an increase in absorption. The largest production contribution comes from Tomori, "said Ekoriza. In addition to Tomori, the contribution of PHE gas production comes from the Offshore North West Java (ONWJ) block, Jambi Merang and West Madura Offshore (WMO).

Termination Blocks The target of PHE oil and gas production in the Company's Work Plan and Budget (RKAP) 2018 has also included the production of four terminated block of contracts to be managed by PHE. The four blocks are Tuban, Ogan Komering, Offshore South East Sumatra (OSES) and North Sumatra Offshore (NSO).

Two of the four blocks, Tuban and Ogan Komering, the production sharing contract (PSC) have been signed on April 20, 2018 and are effective as of May 20, 2018.

However, for Sukowati unitization field previously managed by Joint Operation Body (JOB) of Pertamina ~ PetroChina East Java from May 20, 2018 submitted to PT Pertamina EP Another block, Ogan Komering, contract is also signed on 20 April 2018 and effective on 20 May 2018.

First Quarter PHE Gas Production Up Two Percent

PT Pertamina Hulu Energi, a subsidiary of PT Pertamina (Persero) in the upstream sector, has recorded 777 million cubic feet of gas per day (MMSCFD) during January-March 2018. Up 2% over the same period of 2017 of 765 MMSCFD.

"In 2018, PHE set a production target for March of 767.8 MMSCFD, realization of 1.2% higher," said Director of PHE, R. Gunung Sardjono Hadi.

Mount added for oil production PHE in the first three months of 2018 recorded 63.037 barrels oil per day (BOPD), not much different from the same period of 2017 of 62,623 BOPD.

"PHE in 2018 targeted oil production in March at 65,243 BOPD, so production in March 2018 was 96.6% of the target," he explained.

PHE will accelerate the monetization of PHE reserves by implementing a backup source clustering strategy. This strategy can be used in working areas that have less gas reserves, but can be monetized soon.

With PHE clustering no longer thinking just waiting for gas buyers, but innovating how to create a market even though having large reserves would be useless if there were no gas absorber.

"So it does not depend on the market, but it creates the market. That is what we are now pursuing as to the concept of clarified gas monetization gas. So we also have to think how to get into the midstream, "explained Mount.

He cited the development of gas in Senoro, Senoro gas will never be monetized if the facility is not built and regasification Donggi-Senoro Liquid Natural Gas (DSLNG) in cooperation with several companies. To that end PHE will also be more open in cooperation with other companies.

"Like Senoro if there is no DSLNG it will not be developed, that's one example for other development. We are trying to find and create new markets, so we do not sit sweetly waiting to come buyers, "he said.

Meanwhile, according to Director of Operations and Production of PHE, Ekariza, PHE gas production realization is highly dependent on market absorption. If the absorption of large markets, then PHE can increase gas production.

"Gas production in the first quarter is higher because there is an increase in absorption, the largest production contribution comes from Tomori," Ekariza said.

In addition to Tomori, the contribution of PHE gas production comes from Offshore North West Java (ONWJ) block, Jambi Merang and West Madura Offshore (WMO).

Pertamina Hulu Energi Gas Production Increases

PT Pertamina Hulu Energi, a subsidiary of PT Pertamina (Persero) in the upstream sector, recorded gas production of 777 million cubic feet per day (MMSCFD) during January-March 2018, up 2% over the same period of 2017 of 765 MMSCFD.

"In 2018, PHE set a production target for March of 767.8 MMSCFD, realization of 1.2% higher," said Director of PHE R. Gunung Sardjono Hadi in Jakarta.

PHE oil production in the first three months of 2018 was 63.037 barrels oil per day (BOPD), not much different from the same period of 2017 of 62,623 BOPD.

"PHE in 2018 targeted oil production in March at 65,243 BOPD, so production in March 2018 was 96.6% of the target," Gunung said.

According to Gunung, PHE will accelerate the monetization of PHE reserves by implementing a backup source clustering strategy. This strategy can be used in the Work Area which has gas reserves not too large, but can be monetized immediately. With PHE clustering no longer thinks just waiting for gas buyers, but innovates how to create a market. The reason, although having large reserves will be useless if there is no gas absorber.

"So it does not depend on the market, but it creates the market. That's what we're after now. The concept of gas monetization is clustered. So we also have to think how to get into the midstream, "he said.

So we do not sit sweetly waiting to come buyers, "he said.

Tuban Block

Meanwhile, PHE is also targeting production in Tuban block for oil of 8.11 MBOPD and gas production of 11.11 MMSCFD. Meanwhile, for Ogan Komering, PHE targets gross production for oil of 1.95 MBOPD and gas production of 8.21 MMSCFD.

The target of the production of PHE inigas in the Company's Work Plan and Budget (RKAP) 2018 has also included the production of four terminated block of contracts to be managed by PHE.

However, for the Sukowati unitization field previously managed by Joint Operation Body (JOB) of Pertamina-PetroChina East Java from 20 May 2018 submitted to PT Pertamina EP Another block, Ogan Komering, the contract has also been signed on 20 April 2018 and effective on 20 May 2018. For undepreciated balance of Tuban and Ogan Komering block has been submitted by PHE to the Special Unit for Upstream Oil and Gas Business Unit (SKK Migas) and is currently awaiting verification and approval.
(CNOOC)

Until the end of 2017, JOB PPEJ oil production gross reach 10.5 MBOPD and gas production of 14.2 MMSCFD. Meanwhile, the production of Ogan Komering gross reached 2.25 MBOPD and gas production of 8.64 MMSCFD. In addition to Tuban and Ogan Komering, starting in October 2018 PHE will also begin to take over the management of OSES which is currently managed by China National Offshore Oil Corporation (CNOOC) SES Ltd. For NSOs, PHE has now become operator after 2015 acquired 100 percent of ExxonMobil's participation rights.
