Remove Multilevel Traders, Not Guarantee Gas Prices Down



However, the abolition of multilevel gas traders does not always reduce gas prices. The gas distribution regime in stages has ended. This year, the Ministry of Energy and Mineral Resources (ESDM) abolished multilevel gas traders, who have been considered to be an obstacle to accelerating gas shipments to end users. By removing multilevel gas traders, the government is now reallocating (reallocating) six gas contracts to at least eight business entities.

Later, gas supply can be more smoothly. The order is the supply of gas from the source (oil and gas contractor) to the business entity and forwarded to the end user. This is the mandate of ESDM Minister Regulation Number 6 of 2016 concerning Provisions and Procedures for Determining the Allocation and Utilization and Price of Natural Gas.

Before that rule, the flow of gas supply was very long. In order, the supply from the gas source is sent to the business entity. Then sent again to the level one consumer trader (trader), then goes to the second level consumer trader. In addition to reallocation, the Gas Sale and Purchase Agreement (PJBG) from the business entity to the end user has also been signed.

"There is no problem with the PJBG," Arcandra said.

By trimming multilevel gas traders, he explained, this could not necessarily reduce gas prices to end users. Because, the decline in gas prices depends on the PJBG.

Referring to data obtained by KONTAN, there are six reallocation letters issued by the Ministry of Energy and Mineral Resources. First, the reallocation of gas from Jatinegara Field owned by PT Pertamina EP to PT Bayu Buana Gemilang. Previously, the gas from PT Pertamina's subsidiary for PT Sinergi Patriot was later sold to PT Pasundan Resources. Then the company sold it back to PT Bayu Buana Gemilang.

Second, the reallocation of gas from PT Pertamina Hulu Energi West Madura Offshore (PHE WMO) to PT Perusahaan Gas Negara Tbk (PGAS). Previously, the gas from the WMO Block was allocated first to PT Gresik Migas, then to PGAS. Supply from the field was previously sold first to South Sumatra PDPDE before being purchased by PDPDE Gas. Sixth, the supply from Terang Sirasun Batur (TSB) Field, which was worked out by Kangean Energy Indonesia LTD, was reallocated to PT Bayu Buana Gemilang and PT Sarana Cepu Energi.

Hapus Trader Bertingkat, Tak Jamin Harga Gas Turun


Namun, penghapusan trader gas bertingkat tidak selalu menurunkan harga gas. Rezim penyaluran gas secara bertingkat telah berakhir. Tahun ini, Kementerian Energi dan Sumber Daya Mineral (ESDM) menghapus trader gas bertingkat, yang selama ini dinilai menjadi penghambat percepatan pengiriman gas kepada pengguna akhir (end user). Dengan menghapus trader gas bertingkat, pemerintah kini mengalokasikan ulang (realokasi) enam kontrak gas kepada sedikitnya delapan badan usaha. 

Kelak, pasokan gas bisa semakin lancar. Urutannya adalah pasokan gas dari sumber (kontraktor migas) ke badan usaha dan diteruskan ke pengguna akhir. Ini merupakan amanat Peraturan Menteri ESDM Nomor 6 Tahun 2016 tentang Ketentuan dan Tata Cara Penetapan Alokasi dan Pemanfaatan serta Harga Gas Bumi.

Sebelum aturan itu, alur pasokan gas sangat panjang. Urutannya, pasokan dari sumber gas dikirim ke badan usaha. Selanjutnya dikirim lagi ke badan usaha (trader) konsumen tingkat satu, kemudian masuk ke trader konsumen tingkat dua. Wakil Menteri ESDM Arcandra Tahar mengatakan pemerintah telah menyelesaikan seluruh kasus trader gas.

"Sudah dialokasi semua," ungkap dia di Kantor Kementerian ESDM.

Selain realokasi, Perjanjian Jual Beli Gas (PJBG) dari badan usaha ke pengguna akhir pun sudah ditandatangani.

"Tidak ada masalah dengan PJBG," kata Arcandra.

Dengan pemangkasan trader gas bertingkat, dia menjelaskan, hal tersebut tidak lantas bisa menurunkan harga gas ke pengguna akhir. Sebab, penurunan harga gas tergantung PJBG.

Mengacu data yang diperoleh KONTAN, ada enam Surat realokasi yang diterbitkan Kementerian ESDM. Pertama, realokasi gas dari Lapangan Jatinegara milik PT Pertamina EP ke PT Bayu Buana Gemilang. Sebelumnya, gas dari anak usaha PT Pertamina itu untuk PT Sinergi Patriot kemudian dijual ke PT Pasundan Resources. Lantas perusahaan ini menjualnya kembali ke PT Bayu Buana Gemilang.

Kedua, realokasi gas dari PT Pertamina Hulu Energi West Madura Offshore (PHE WMO) ke PT Perusahaan Gas Negara Tbk (PGAS). Sebelumnya, gas dari Blok WMO ini dialokasikan terlebih dulu ke PT Gresik Migas, kemudian ke PGAS. Ketiga, realokasi pasokan gas dari JOB PHE-Talisman Jambi Merang ke PT Inti Daya Latu Prima dan PGAS. Jatah gas ini sebelumnya dijual ke PT Pembangunan Kota Batam terlebih dulu sebelum ke dua badan usaha Inti Daya dan PGAS. 

Keempat, jatah gas dari JOB PHE-Talisman Jambi Merang direalokasi dari PT Pengembangan Investasi Riau ke PT Gagas Energi Indonesia. Sebelumnya, pasokan mengalir dulu ke Pengembangan Investasi Riau kemudian ke PT Taruko Energi, baru dibeli oleh Gagas Energi. Kelima, pasokan dari Lapangan Pulau Gading dan Sungai Kemawang JON PHE-Talisman Jambi Merang direalokasi dari PDPDE Sumatra Selatan ke PT PDPDE Gas. 

Pasokan dari lapangan itu sebelumnya dijual dulu ke PDPDE Sumatra Selatan sebelum dibeli oleh PDPDE Gas. Keenam, pasokan dari Lapangan Terang Sirasun Batur (TSB) yang digarap Kangean Energy Indonesia LTD direalokasi ke PT Bayu Buana Gemilang dan PT Sarana Cepu Energi.

Pengamat Energi dan Pertambangan Universitas Gadjah Mada (UGM), Fahmy Radhi menilai, dengan realokasi gas kemungkinan harga gas bisa bisa turun. 

"Tapi penurunannya belum signifikan," kata dia.

Hal itu lantaran infrastruktur gas masih sedikit. Terutama yang dibangun PGAS dan Pertagas yang belum menjangkau semua end user.

"Jadi, tanpa ada penambahan jaringan pipa, mustahil harga gas bisa diturunkan setara dengan harga gas di Malaysia, " pungkas Fahmy.

Planned subsidiary to run oil, gas block



State energy holding firm Pertamina is looking to set up a new subsidiary that will manage the Rokan Block, one of the country’s biggest oil and gas blocks, after it was awarded the tender ahead of former operator Chevron Pacific Indonesia (CPI).

This was revealed by the senior vice president for upstream strategic planning, portfolio and evaluation at Pertamina, Meidawati, at an oil and gas seminar in Jakarta recently.

"We have a plan [to set up a new subsidiary] for the block. It is in the pipeline and we are still assessing the option,” she said, adding that a new unit would help the company speed up the adaptation process of managing the block.

CPI, a subsidiary of United States-based oil and gas giant Chevron, is still operating the block, which will be managed by Pertamina from 2021 to 2041. CPI is operating it under the old Production Sharing Contract (PSC) based on a cost recovery scheme, which will be replaced by a new method called a gross split.

Pertamina’s plan to establish a new subsidiary is based on its experience with one of its upstream units, Pertamina Hulu Mahakam (PHM), which took over the Mahakam Block in East Kalimantan from France’s Total E&P Indonesie.

Toto Pranoto, a state-owned enterprises expert at the University of Indonesia, said he believed that creating a new subsidiary was due to Pertamina’s need to ease its performance calculation and its PSC With the government. Based on Pertamina’s previous experience with its upstream subsidiaries, Toto projected that the prospective Rokan subsidiary would likely produce less oil and gas compared to the block’s previous operator, Chevron, due to a long adaptation process in terms of technology use.

PHE Oil and Gas Production Exceeds Target



PT Pertamina Hulu Energi (PHE) recorded an average oil and gas production of 229,441 barrels of barrel oil equivalent per day last September. The realization exceeds the target set at 224,818 BOEPD or around 102.1%.

The average oil production from the subsidiary of PT Pertamina (Persero) was recorded at 80,103 barrels per day (BPH) in September. “Kontributor terbesar terhadap produksi PHE secara konsolidasi tetap dari PHE Offshore North West Java (ONWJ), setelah itu Blok SES dan ketiga PHE West Madura Offshore (PHE-WMO) ,” kata Ekariza dalam keterangan tertulis di Jakarta, Rabu (7/11).

Ekariza menuturkan, seiring adanya peningkatan produksi minyak pada September 2018, rata-rata produksi siap jual (lifting) minyak PHE juga meningkat. Pada September lalu lifting minyak PHE naik menjadi 81,9 ribu bph, dibandingkan realisasi pada bulan sebelumnya rata-rata sebesar 61 ribu bph.

Secara kumulatif hingga akhir kuartal ketiga 2018, Pertamina Hulu Energi membukukan produksi migas sebesar 198.505 BOEPD atau 1,2% melebihi target yang ditetapkan pada periode yang sama sebesar 196.247 BOEPD.

Cumulatively up to the end of quarter III / 2018, Pertamina Hulu Energi posted oil and gas production of 198,505 boepd or 101.2% of the target set at 196,247 boepd. The cumulative daily production of PHE oil averaged 64,051 bpd until the third / 2018 quarter or 97% of the target.

Meanwhile, PHE's average daily gas production reached 779 MMscfd until the end of quarter III / 2018 or 103% of the target set at 754 MMscfd. Another Pertamina subsidiary, PT Pertamina EP, said that the achievement of investment realization until October 2018 was 70% of the target of US $ 630 million.

Kinerja 2 Anak Usaha Pertamina Semakin Berkilau


PT Pertamina Hulu Energi, anak perusahaan PT Pertamina (Persero) yang bergerak di sektor produksi dan eksplorasi minyak dan gas bumi, mencatatkan kenaikan rerata produksi migas hingga September 2018. Rerata produksi migas Pertamina Hulu Energi per September 2018 sebesar 229.441 barel setara minyak per hari (barrel oil equivalent per day/boepd) atau 102,1% dari target 224.818 boepd.

      Rerata produksi minyak selama Januari-September 2018 sebanyak 80.103 barel per hari (bph) dan gas bumi mencapai 865 juta kaki kubik per hari (MMscfd) atau 105% dari target 824 MMscfd.

Direktur Operasi dan Produksi PT Pertamina Hulu Energi Ekariza mengatakan bahwa faktor pendorong yang mendongkrak kineija operasional PHE selama Januari-September 2018 adalah telah masuknya saham partisipasi 100% Blok Southeast Sumatera di Sumatra Selatan melalui anak usaha PT PHE Offshore Southeast Sumatera.

Selain itu, kinerja produksi migas beberapa anak usaha Pertamina Hulu Energi juga melampaui target. Beberapa anak usaha itu antara lain JOB Medco E&P Tomori Sulawesi, PHE NSO & NSB, PHE Ogan Komering, BOB Bumi Siak Pusako Pertamina Hulu, JOB Pertamina Talisman Jambi Merang, dan JOB Pertamina Petrochina Salawati.

“Kontributor terbesar terhadap produksi PHE secara konsolidasi tetap dari PHE Offshore North West Java (ONWJ) baru Blok SES dan ketiga PHE West Madura Offshore (WMO) ,” katanya, Rabu (7/11).

Dia menambahkan, seiring dengan peningkatan produksi minyak pada September 2018, rata-rata produksi siap jual (lifting) minyak PHE juga naik menjadi 81.900 barel per hari (bph), lebih tinggi dibandingkan dengan realisasi pada bulan sebelumnya 61.000 pbh.

Secara kumulatif hingga akhir kuartal III/2018, Pertamina Hulu Energi membukukan produksi migas sebesar 198.505 boepd atau 101,2% dari target yang ditetapkan 196.247 boepd. Produksi harian minyak PHE secara kumulatif mencapai rata-rata sebesar 64.051 bph hingga kuartal III/2018 atau 97% dari target. 

Sementara itu, rerata produksi harian gas PHE mencapai 779 MMscfd hingga akhir kuartal III/2018 atau 103% dari target yang ditetapkan 754 MMscfd. Anak usaha Pertamina lainnya, PT Pertamina EP, menyatakan capaian realisasi investasi hingga Oktober 2018 tercatat 70% dari target senilai US$ 630 juta.

Presiden Direktur Pertamina EP Nanang Abdul Manaf mengatakan bahwa pihaknya optimistis target investasi 2018 akan tercapai hingga akhir tahun ini. Menurutnya, realiasasi pengeboraan dan pengembangan sumur migas sudah dilakukan di 60 sumur dari target 90 sumur. 

   Pertamina EP juga optimistis dengan produksi minyak berkisar 83.000 bph hingga akhir tahun dan harga minyak mencapai US$ 80 per barel, laba bersih perseroan diperkirakan mencapai US$ 815 juta atau setara dengan Rp 12,38 triliun (kurs Rp15.000 per dolar AS).

First Quarter, PHE Gas Production Up 2 Percent



PT Pertamina Hulu Energi (PHE), a subsidiary of PT Pertamina (Persero) in the upstream sector, recorded gas production of 777 million cubic feet per day (MMSCFD) during January-March 2018. The amount is up 2 percent over the same period of 2017 of 765 MMSCFD .

"In 2018, PHE set a production target for March of 767.8 MMSCFD, realization of 1.2 percent higher" said R. Gunung Sardjono Hadi, Director of PHE.

PHE oil production in the first three months of 2018 was 63.037 barrels oil per day (BOPD), not much different from the same period of 2017 of 62,623 BOPD.

"PHE in 2018 targeted oil production in March at 65,243 BOPD, so production in March 2018 was 96.6 percent of the target," Gunung said.

According to Sardjono Hadi Mountain, PHE will accelerate the monetization of PHE reserves by implementing a backup source clustering strategy. This strategy can be used in working areas that have less gas reserves, but can be monetized soon. With PHE clustering no longer thinking just waiting for gas buyers, but innovating how to create a market. The reason, although having large reserves will be useless if there is no gas absorber.

"So it does not depend on the market, but it creates the market. That is what we are now pursuing, The concept of gas monetization is clustered. So we also have to think how to get into the midstream, "said Mount Sardjono Hadi.

He cited the development of gas in Senoro. Senoro gas will never be monetized if the facility does not build the refinery and regasification DSLNG in cooperation with several companies. PHE will also be more open to cooperate with other companies.

Meanwhile, Ekariza, Director of Operations and Production of PHE, said the realization of PHE gas production depends on absorption in the market if the absorption of large market, PHE can increase its gas production.

"First quarter gas production is higher because there is an increase in absorption. The largest production contribution comes from Tomori, "said Ekoriza.In addition to Tomori, the contribution of PHE gas production comes from the Offshore North West Java (ONWJ) block, Jambi Merang and West Madura Offshore (WMO).

PT Pertamina Hulu Energi (PHE), anak usaha PT Pertamina (Persero) di sektor hulu, mencatat produksi gas 777 juta kaki kubik per hari (MMSCFD) sepanjang Januari-Maret 2018. Jumlah tersebut naik 2 persen dibanding periode yang sama 2017 sebesar 765 MMSCFD.

“Pada 2018, PHE menetapkan target produksi bulan Maret sebesar 767,8 MMSCFD, realisasinya 1,2 persen lebih tinggi" ujar R. Gunung Sardjono Hadi, Direktur Utama PHE. 

Untuk produksi minyak PHE pada tiga bulan pertama 2018 tercatat 63,037 barrel oil per day (BOPD), tidak jauh berbeda dibanding periode yang sama 2017 sebesar 62,623 BOPD. 

“PHE pada 2018 menargetkan produksi minyak bulan Maret sebesar 65,243 BOPD, sehingga produksi Maret 2018 tercatat 96,6 persen dari target,” kata Gunung.

Menurut Gunung Sardjono Hadi, PHE akan mempercepat monetisasi cadangan PHE dengan menerapkan strategi klasterisasi Sumber cadangan. Strategi ini bisa digunakan di wilayah kerja yang memiliki cadangan gas tidak terlalu besar, namun bisa segera dimonetisasi. Dengan klasterisasi PHE tidak lagi berpikir hanya menunggu pembeli gas, namun berinovasi bagaimana menciptakan pasar. Pasalnya, meski memiliki cadangan besar akan percuma jika tidak ada penyerap gas.

“Jadi tidak tergantung pasar, tapi menciptakan pasar. Itu yang sekarang kami kejar, Konsep monetisasi gas dibikin klaster. Jadi kami juga harus berpikir bagaimana bisa masuk ke midstream,” kata Gunung Sardjono Hadi.

Dia mencontohkan pengembangan gas di Senoro. Gas Senoro tidak akan pernah dimonetisasi andai kata tidak terbangun fasilitas kilang serta regasifikasi DSLNG yang bekerja sama dengan beberapa perusahaan. Untuk itu PHE juga akan lebih membuka diri dalam menjalin kerja sama dengan perusahaan lain. 

“Seperti Senoro kalau tidak ada DSLNG itu tidak akan dikembangkan. Itu salah satu contoh untuk pengembangan lain. Kami mencoba mencari, menciptakan pasar baru. Jadi kami tidak duduk manis menunggu datang pembeli,” kata Gunung Sardjono Hadi.

Sementara itu, Ekariza, Direktur Operasi dan Produksi PHE, mengatakan realisasi produksi gas PHE sangat tergantung dari penyerapan di pasar jika penyerapan pasar besar, maka PHE bisa meningkatkan produksi gasnya. 

“Produksi gas kuartal I lebih tinggi karena ada peningkatan penyerapan. Kontribusi produksi terbesar berasal dari Tomori," kata Ekariza. Selain Tomori, kontribusi produksi gas PHE berasal dari blok Offshore North West Java (ONWJ), Jambi Merang dan West Madura Offshore (WMO).

Blok Terminasi Target produksi migas PHE pada Rencana Kerja dan Anggaran Perusahaan (RKAP) 2018 juga telah memasukkan produksi dari empat blok habis kontrak (terminasi) yang akan dikelola penuh PHE. Keempat blok tersebut adalah Tuban, Ogan Komering, Offshore South East Sumatera (OSES) dan North Sumatera Offshore (NSO).

Dua dari empat blok tersebut, yakni Tuban dan Ogan Komering kontrak kerja sama bagi hasilnya (production sharing contract/PSC) telah ditandatangani pada 20 April 2018 dan berlaku efektif per 20 Mei 2018.

Namun untuk lapangan unitisasi Sukowati yang sebelumnya dikelola Joint Operation Body (JOB) Pertamina~PetroChina East Java mulai 20 Mei 2018 diserahkan ke PT Pertamina EP Blok lainnya, Ogan Komering, kontraktnya juga telah ditandatangani pada 20 April 2018 dan efektif berlaku pada 20 Mei 2018.
