Mahakam Block Finally Managed Pertamina

Starting Monday, January 1, 2018, the management of the Mahakam block shifted from Total E & P Indonesia to Pertamina. The process begins with the delivery of Mahakam Work Area management from Total E & P Indonesia and Inpex Japan to the government represented by Head of SKK Migas Amien Sunaryadi, which then submitted to Pertamina represented by Director Hulu Syamsu Alam.

1. Changed Name

3. Mahakam Block Potentially Profitable

Based on SKK Migas data as of November 2017, the Mahakam Working Area produces oil and condensate of 52 thousand barrels of oil per day, and 1.360 million cubic feet of natural gas per day. This figure is planned to be achieved by drilling development wells of 69 wells, 132 workover wells, 5623 repair wells, and POFD 5 oil and gas fields in the Working Area of Mahakam.

Blok Mahakam Akhirnya Dikelola Pertamina

Mulai Senin 1 Januari 2018 pengelolaan Blok Mahakam beralih dari Total E&P Indonesia ke Pertamina. Proses diawali dengan penyerahan pengelolaan Wilayah Kerja Mahakam dari Total E&P Indonesia dan Inpex Jepang kepada pemerintah yang diwakili oleh Kepala SKK Migas Amien Sunaryadi, yang selanjutnya diserahkan ke Pertamina diwakili oleh Direktur Hulu Syamsu Alam.

Berikut ini merupakan fakta-fakta tentang pengambilalihan Blok Mahakam dari Total E & P Indonesia ke PT Pertamina. 

Mulai 1 Januari 2018, Blok Mahakam Resmi Dikelola Pertamina 1 Januari Pertamina Kelola Blok Mahakam, Ladang Migas Terbesar di Indonesia di Blok Mahakam, Wakil Menteri ESDM: Insya Allah, 31 Desember 100% ke Pertamina. 

1. Berubah Nama 

Setelah dikuasai pihak Asing selama 50 Tahun, Blok Mahakam kini berganti nama menjadi Wilayah Kerja (WK) dikelola oleh Pertamina Hulu Mahakam (PHM) yang disebut-sebut sebagai cucu perusahaan Pertamina. Sebelumnya pengelolaan berada di tangan Total E&P Indonesia dan lnpex selama 50 tahun.

2. Peralihan Melalui Beberapa Tahap 

Pihak Pertamina selama masa peralihan telah melakukan berbagai upaya dan koordinasi dengan semua pihak. Mengingat pengelolaan Wilayah Kerja Mahakam sebagai tugas negara yang akan dijalankan sesuai tugas pokok, dan fungsi Pertamina sebagai BUMN

"Pengelolaan dilaksanakan dengan tetap menjaga produksi Wilayah Kerja blok Mahakam yang masa puncak produksi reservoirnya pada periode 2003-2009 telah terlewati. 

PHM mengontrol biaya operasi dan tetap mengedepankan QHSSE (Quality, Health, Safety, Security and Environment) dalam operasionalnya," kata Direktur Hulu Pertamina Syamsu Alam.

Sebelumnya, Pertamina telah berhasil membuktikan pengelolaan blok migas pascaterminasi, yakni Blok Offshore North West lava (ONWJ) pada 2009, dan West Madura Offshore (WMO) pada 2011.

3. Blok Mahakam Berpotensi Menguntungkan 

Berdasarkan data SKK Migas per November 2017, Wilayah Kerja Mahakam berproduksi minyak dan kondensat sebesar 52 ribu barel minyak per hari, dan 1.360 juta kaki kubik gas bumi per hari. Hal itu yang menjadikan Blok Mahakam memiliki potensi yang cukup menjanjikan, dengan bukti per 1 Januari 2018 sebesar 4,9 Tiliun Cubic Feet (TCF) gas, 57 juta barel minyak, serta 45 juta barel kondensat.

Sedangkan, pada Persetujuan Program Kerja dan Anggaran (WP&B) 2018, SKK Migas menargetkan produksi PHM 42,01 ribu barel minyak per hari, dan 916 mmscf gas per hari. Angka tersebut direncanakan tercapai dengan adanya pengeboran sumur pengembangan sebanyak 69 sumur, 132 workover sumur, 5623 perbaikan sumur, serta POFD 5 lapangan migas di Wilayah Kerja Mahakam.

Oil and Gas Production This Year Approximately 99% of Target

The Upstream Oil and Gas Upstream Business Unit (SKK Migas) said that until the end of the year, oil and gas lifting could reach 99 percent of this year's Revised State Budget target of 1.97 million barrels of oil equivalent per day (boepd). If detailed, the APBN-P 2017 target of oil reaches 815,000 barrels per day (bpd) and gas is 6,440 mmscfd.

Head of Program and Communication Division SKK Migas Wisnu Prabawa Taher stated, although not reaching 100% of the target, the achievement was good. Meanwhile, next year's oil and gas production target is projected to reach 2 million boepd. "There are four peak production phase projects and five new PODs in 2018," he added.

Wisnu said several projects to be started next year include Block A which is projected to produce 70 mmscfd of gas. There is also a Cricket Project which will reach the peak of production next year. The current gas production from the Cricket Project has reached 600 mmscfd.

Upstream Director of Pertamina Syamsu Alam said upstream production is achieved, until the end of November 2017 already 693,000 boepd with oil and gas each contributing 50%.

"The greatest contribution from Pertamina EP Cepu is 80,000 bpd," said Syamsu, and the second contribution came from PT Pertamina EP and PHE.

Although some targets are not reached, SKK Migas can still smile broadly because the state revenue exceeds the target.

"Outlook is about US $ 13 billion from US $ 12.2 billion this year," said Vishnu.

Amien said oil and gas revenues are encouraged because the price of Indonesian crude oil or Indonesian Crude Price (ICP) continues to increase.

Produksi Migas Tahun Ini Sekitar 99% dari Target 

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) menyatakan hingga akhir tahun lifting migas bisa mencapai 99% dari target APBN-P tahun ini sebesar 1,97 juta barrels oil equivalent per day (boepd). Jika didetailkan, target APBN-P 2017 minyak mencapai 815.000 barel per hari (bph) dan gas 6.440 mmscfd.

Kepala Divisi Program dan Komunikasi SKK Migas Wisnu Prabawa Taher menyatakan, meskipun tidak mencapai 100% dari target, pencapaian itu sudah bagus. Sebab, sepanjang tahun ini terjadi beberapa pengembangan di lapangan migas yang tidak optimal dan ada penurunan produksi secara alamiah yang lebih besar dari perkiraan SKK Migas. 

"Di beberapa lapangan, penurunan alamiah diperkirakan 10%-15% ini malah 20%-25%. ltu wajar sebetulnya karena kita dominan lapangan tua," ungkapnya, Kamis (14/12).

Selain itu, Kepala SKK Migas Amien Sunaryadi beberapa waktu lalu juga bilang, faktor yang membuat lifting tidak mencapai 100% misalnya karena gas di Blok Simenggaris belum ada pembeli. Lalu, ada kejadian platform rigs di Blok West Offshore Madura (WMO) milik PT Pertamina Hulu Energi WMO miring, sehingga terjadi gangguan fasilitas produksi (unplanned shutdown).

Apalagi pipa-pipa migas yang sudah tua, sehingga produksi tertahan. 

"Tahun ini banyak yang unplanned shutdown, apalagi kalau Lapangan Banyu Urip mati sehari saja, bisa turun," ungkap Amien.

Kemudian cadangan migas juga diperkirakan tidak mencapai target karena plan of development (PoD) Blok Kasuri belum selesai. Blok Kasuri diprediksi dapat memproduksi gas 285 mmscfd. 

"Kalau Blok Kasuari beroperasi, target bisa melewati," ujarnya.

Sementara proyeksi investasi hingga akhir tahun hanya US$ 10,5 miliar-US$ 11 miliar. Dalam catatan SKK Migas pada akhir November 2017 investasi hulu migas yang masuk hanya US$ 8 miliar-US$ 9 miliar dari target US$ 12 miliar tahun ini.

Meski tidak bisa mengenjot investasi pada tahun ini. SKK Migas yakin tahun depan investasi migas akan lebih besar, yakni mencapai US$ 12 miliar. Ini karena harga minyak mulai naik. 

"Kegiatan KKKS bisa meningkat di tahun 2018, tentu saja juga untuk eksplorasi," ujar Wisnu.

Tahun depan diprediksi bagian investasi kegiatan eksplorasi bisa mencapai 10%-15% dari total seluruh investasi tahun 2018. Sementara, target produksi migas tahun depan diproyeksikan bisa mencapai 2 juta boepd. Pencapaian produksi itu bisa dicapai dengan proyek baru dan pencapaian produksi maksimal di sejumlah blok berproduksi pada tahun 2017.

"Ada empat proyek fase puncak produksi dan lima POD baru di 2018," imbuhnya.

Wisnu menyatakan, beberapa proyek yang akan dimulai tahun depan di antaranya adalah Blok A yang diproyeksi bisa menghasilkan gas sebesar 70 mmscfd. Ada juga Proyek Jangkrik yang tahun depan akan mencapai puncak produksi. Saat ini produksi gas dari Proyek Jangkrik sudah mencapai 600 mmscfd.

Direktur Hulu Pertamina Syamsu Alam mengatakan, produksi hulu tercapai, sampai akhir November 2017 sudah 693.000 boepd dengan minyak dan gas masing-masing memberikan kontribusi 50%. 

“Paling besar kontribusi dari Pertamina EP Cepu sebesar 80.000 bph," kata Syamsu. Lalu kontribusi kedua datang dari PT Pertamina EP dan PHE. 

Meski beberapa target tak tercapai, SKK Migas masih bisa tersenyum lebar karena pendapatan negara melebihi target. 

"Outlook sekitar US$ 13 miliar dari US$ 12,2 miliar tahun ini," ujar Wisnu.

Amien mengatakan, pendapatan migas terdorong karena harga minyak mentah Indonesia atau Indonesian Crude Price (ICP) terus meningkat.

"Jadi bukan prestasi SKK Migas, kata dia.

Kementerian Keuangan juga lega dengan tren di industri migas ini. 

“Jika penerimaan negara melewati target Menteri Keuangan senang," katanya.

SKK Migas Holds Socialization to All Layers

Socialization is an important activity which should be conducted by Special Unit for Upstream Oil and Gas Business Activities (SKK Migas). By cooperating with the Contractor of Cooperation Contract (K3S) of Madura Island working area, it has socialized to all levels, including the affected communities.

SKK Migas Gelar Sosialisasi ke Semua Lapisan

Sosialisasi merupakan kegiatan penting yang perIu dilakukan Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas). Dengan menggandeng Kontraktor Kontrak Kerjasama (K3S) Wilayah kerja Pulau Madura, pihaknya telah bersosialisasi ke semua lapisan, termasuk masyarakat yang terdampak.

Di antara K3S yang dimaksud adalah Pertamina Hulu Energy West Madura Offshore (PHE WMO), Husky CNOOC Madura Limited (HCML), Petronas, Santos dan juga didukung Kangean Energi Indonesia (KEI). Masing-rnasing memaparkan program Corporate Social Responsibility (CSR). 

“Ini merupakan program kerja SKK Migas dengan K3S,” terang perwakilan SKK Migas Ami Hermawati.

Selain itu, pihaknya juga sempat memberikan kuliah umum kepada para mahasiswa. Adapun kegiatan tersebut, juga merupakan bagian dari sosialisasi terhadap para akademisi. Tujuannya untuk memberikan informasi tentang industri hulu migas. 

“Jadi kami lakukan sosialisasi ke semua lapisan, hingga masyarakat paling bawah yang terdampak kegiatan industri hulu migas," paparnya.

Dalam pelaksanaan di lapangan, pihaknya pun tidak segan memberi peringatan berupa teguran kepada operator  K3S. Hal itu bakal dilakukan, ketika mengetahui kegiatan industri hulu migas tidak sesuai dengan Standart Operating Procedure (SOP).

“Itu menjadi tugas kami. Karena kegiatan industri migas itu merupakan high risk, high cost dan high technology ,” katanya.

Field Manager PHE WMO Muchammad Yani menambahkan, pemberian bantuan untuk pendidikan, masyarakat dan lingkungan adalah bentuk dukungan nyata perusahaan. Karena itu, pihaknya tidak akan melupakan semua kewajibannya. 

“Kami tidak akan melupakan apa yang telah menjadi kewajiban dan tanggungjawab kami," menurutnya.

Dapat diketahui, sejumlah bantuan yang dilakukan antara lain PHE WMO bersama masyarakat Bangkalan terdampak membangun Himpunan Penduduk Pemakai Air Minum (HIPPAM) di Desa Bandang Dajah, Kecamatan Tanjung Bumi. Lalu ada penghijauan kawasan pesisir pantai, menjadi Taman Pendidikan Mangrove (TPM) di Desa Labuhan Kecamatan Sepulu.

“Sekarang di TPM sudah banyak dilakukan penelitian skala internasional, terhadap burung migran dan sejumlah warga Labuhan sudah tidak kembali menjadi Tenaga Kerja Indonesia (TKI). Kini di TPM juga sudah ada puluhan ribu pengunjung, dengan manfaat ekonomi yang Iuar biasa. Beberapa mahasiswa Indonesia sudah melakukan penelitian biota laut untuk keperluan skripsi," jelasnya. 

Selain di Kabupaten Bangkalan Madura, program CSR juga dilakukan di Kabupaten Gresik. PHE-WMO bersama masyarakat Gresik, telah membangun Kampung Hijau Sumber Rejeki di Desa Sidorukun, Kabupaten Gresik.

Gas Production PHE-WMO Exceeds Target

Pertamina Hulu Energi West Madura Offshore (PHE WMO) gas production up to October 2017 reached 120 million standard cubic feet per day (MMSCFD). This achievement exceeded the targets in the Work Plan and Corporate Budget (RKAP) of 112.5 MMSCFD.

General Manager of PHE WMO, Kuncoro Kukuh said the average oil production reaches 7,500 barrels oil per day (BOPD) as of October 2017.

"This figure is close to the target in RKAP 2017 of 7,611 BOPD," Kuncoro Kukuh said in a press release.

It is said, the mineral content of PHE WMO field is more dominant gas than oil. Most of PHM WMO production gas is absorbed by power company PT Pembangkitan Jawa Bali (PJB) Gresik, a subsidiary of PT PLN. Besides, gas is also distributed to PT Petrokimia Gresik.

"The gas absorption from Petrokimia Gresik increased from an average of 5-10 MMSCFD, rising to 20 MMSCFD. While the contract for Petrokimia Gresik 35 MMSCFD, "he explained.

PHE WMO continues to encourage a number of new development activities. However, he admits that development at sea is difficult and takes longer time than onshore.

Produksi gas Pertamina Hulu Energi West Madura Offshore (PHE WMO) hingga Oktober 2017 mencapai 120 juta standar kaki kubik per hari (MMSCFD). Pencapaian ini melampaui target dalam Rencana Kerja dan Anggaran Perusahaan (RKAP) sebesar 112,5 MMSCFD. 

General Manager PHE WMO, Kuncoro Kukuh mengatakan rata-rata produksi minyak mencapai 7.500 barel oil per day (BOPD) per Oktober 2017. 

“Angka ini mendekati target dalam RKAP 2017 sebesar 7.611 BOPD,” ujar Kuncoro Kukuh dalam siaran persnya.

Dikatakan, kandungan sumber daya mineral dari lapangan PHE WMO memang lebih dominan gas ketimbang minyak. Sebagian besar gas produksi PHE WMO diserap oleh perusahaan listrik PT Pembangkitan Jawa Bali (PJB) Gresik, anak usaha PT PLN.  Disamping itu gas juga didistribusikan ke PT Petrokimia Gresik.

“Penyerapan gas dari Petrokimia Gresik ini meningkat dari rata-rata 5-10 MMSCFD, naik menjadi 20 MMSCFD. Sedangkan kontrak untuk Petrokimia Gresik 35 MMSCFD,” terangnya.

PHE WMO terus mendorong sejumlah kegiatan pengembangan baru. Namun diakuinya bahwa pengembangan di laut agak sulit dan butuh waktu lebih lama dibandingkan onshore (daratan).

”Pengembangan membuat platform saja butuh waktu sekitar tiga tahun,” tandasnya.

Seperti diketahui, PHE WMO merupakan operator dari Kontraktor Kontrak Kerja Sama (KKKS) Blok West Madura Offshore di bawah SKK Migas. Blok ini dioperasikan oleh Pertamina sejak 2011. Wilayah operasi PHE WMO terletak di lepas pantai barat daya Pulau Madura, Jawa Timur. Saat ini luas wilayah kerja PHE WMO mencapai 1.666,26 kilometer persegi.

Realization Still Far from Target

Financial problems are the main obstacle in realizing the upstream oil and gas upstream target of 2017, which until the beginning of October was only US $ 6.74 billion from US $ 12.29 billion.

As for activities in the production work area, capital expenditure targets are not achieved due to procurement factors. That is, as happened on the Madura MBH project.

Based on data from SKK Migas as of October 5, 2017, the realization of upstream oil and gas investment reached US $ 6.74 billion with US $ 6.18 billion of which came from the exploitation work area and US $ 560 million from the exploration work area. In fact, the target to be achieved for total upstream investment during the year is US $ 12.29 billion, referring to the 2017 revised work plan and budget (WP & B).

For investment from the production work area the target is US $ 11.42 billion and exploration of US $ 870 million. Throughout 2017, 2D seismic survey activities have been undertaken in 4 activities with an area of ​​3,929 square kilometers (km2) of 28 and an area of ​​10,338 km2. Meanwhile, for SD seismic survey activities, there are 6 activities with an area of ​​2199 km2 of 17 activities plan and an area of ​​6,151 km2.

It is estimated that by the end of the year, 11 out of 2D and 3D seismic survey activities will be realized. For the current exploration drilling has been realized 40 wells from the target of 44 wells. Meanwhile, it is projected that until the end of the year the drilling target will be achieved.

For development drilling, 128 wells of 215 wells were realized. On the other hand, the realization of work over 605 wells from 926 wells and until the end of 2017 will reach 925 wells.

Unlike capital expenditure, the projected achievement of ready-to-sell production or oil and gas lifting is even better. According to Amien, achievement of lifting will exceed the achievement of investment.

The lifting until September 30, 2017, amounted to 797,000 barrels per day (bpd) of oil from the target of 815,000 bpd and gas 6,367 mmsfd per day (MMscfd) and the target of 6,440 MMscfd refers to APBN 2017. For the achievement of oil lifting reaches 98% and gas 99%.

Amien said, if the realization of oil and gas lifting missed from the target, its achievement will be in the range of 99%. There are several projects expected to increase oil production by 2017 with a total of 705 bpd from West Madura Offshore Block of 105 bph and Rokan Block of 600 bph.

Realisasi Masih Jauh dari Target

Permasalahan keuangan menjadi kendala utama dalam merealisasikan target investasi hulu minyak dan gas bumi 2017 yang hingga awal oktober hanya tercapai US$ 6,74 miliar dari yang ditetaplan sebesar US$ 12,29 miliar.

Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Amien Sunaryadi mengatakan masalah ini tidak hanya berdampak pada perusahaan kecil tetapi juga perusahaan besar, utamanya untuk kegiatan eksplorasi.

“Setelah di WP&B [work plan & budget] bulan September ternyata ada banyak yang tidak terealisasi karena ternyata ada banyak yang mengalami kesulitan keuangan,” ujarnya usai menghadiri Paparan Capaian Kinerja Hulu Minyak dan Gas Bumi Kuartal III/2017, Jumat (27/ 10).

Adapun untuk kegiatan di wilayah kerja produksi, target belanja modal tidak tercapai karena faktor pengadaan. Hal itu, seperti yang terjadi pada proyek Madura MBH. 

Dari data SKK Migas per 5 Oktober 2017, realisasi investasi hulu migas tercapai US$ 6,74 miliar dengan US$ 6,18 miliar di antaranya berasal dari wilayah kerja eksploitasi dan US$ 560 juta dari wilayah kerja eksplorasi. Padahal, target yang harus dicapai untuk total investasi hulu sepanjang tahun ini adalah sebesar US$ 12,29 miliar mengacu pada rencana kerja dan anggaran (WP&B) revisi 2017.

Untuk investasi dari wilayah kerja produksi targetnya sebesar US$ 11,42 miliar dan eksplorasi US$ 870 juta. Sepanjang 2017, telah tercapai kegiatan survei seismik 2D sebanyak 4 kegiatan dengan luas 3.929 kilometer persegi (km2) dari 28 dan luas 10.338 km2. Sementara itu, untuk kegiatan survey seismik SD, terdapat 6 kegiatan dengan luas 2.199 km2 dari rencana 17 kegiatan dan luasnya 6.151 km2.

Diperkirakan hingga akhir tahun akan terealisasi 11 kegiatan survey seismik 2D dan 3D. Untuk pengeboran eksplorasi saat ini sudah terealisasi 40 sumur dari target 44 sumur.  Adapun, diproyeksikan hingga akhir tahun target pengeboran akan tercapai.

Untuk pengeboran pengembangan, terealisasi sebanyak 128 sumur dari 215 sumur. Di sisi lain, realisasi kerja ulang (work over) sebanyak 605 sumur dari 926 sumur dan hingga akhir 2017 akan tercapai 925 sumur.

LIFTING AMAN

Berbeda dengan belanja modal, proyeksi pencapaian produksi siap jual atau lifting minyak dan gas bumi justru lebih baik. Menurut Amien, pencapaian lifting akan melampaui pencapaian investasi.

Adapun, realisasi lifting hingga 30 September 2017, sebesar 797.000 barel per hari (bph) minyak dari target 815.000 bph dan gas 6.367 juta kaki kubik per hari (MMscfd) dan target 6.440 MMscfd mengacu pada APBN 2017. Untuk capaian lifting minyak mencapai 98% dan gas 99%.

Amien menyebut, apabila realisasi lifting migas meleset dari target, capaiannya akan berada di kisaran 99%. Terdapat beberapa proyek yang diperkirakan akan menambah produksi minyak di 2017 dengan total 705 bph dari Blok West Madura Offshore sebesar 105 bph dan Blok Rokan sebesar 600 bph.

Production West Madura Offshore Down

PT Pertamina Hulu Energi West Madura Offshore will innovate to reduce the company's oil production capacity. Understandably, the decline rate of Pertamina Hulu Energi West Madura Offshore has reached 50% per year.

As of October, Pertamina Hulu Energi West Madura Offshore oil production is only 7,500 barrels per day (bopd). This amount is lower than the target of this year's work plan is 7,611 bopd. During the year, the lowest production occurred in October.

Kukuh said the production decline was due to several natural problems that occurred in the well. Therefore, the company is focusing on exploration wells to add reserves. Without exploration, Pertamina Hulu Energi West Madura Offshore will not survive because the production decline rate reaches 50%.

In addition to exploring, the company will continue to innovate to keep production up above target. One of them with enhanced oil recovery (EOR). Pertamina Hulu Energi West Madura Offshore gas production is still above the target work plan is 112.5 million cubic feet of gas per day (mmscfd). As of October, its production reaches 120 mmscfd.

Produksi West Madura Offshore Turun

PT Pertamina Hulu Energi West Madura Offshore akan melakukan inovasi untuk menekan penurunan kapasitas produksi minyak perusahaan. Maklum, laju penurunan produksi (decline rate) Pertamina Hulu Energi West Madura Offshore sudah mencapai 50% per tahun.

Per Oktober, produksi minyak Pertamina Hulu Energi West Madura Offshore hanya 7.500 barel per hari (bopd). Jumlah ini lebih rendah dari target rencana kerja tahun ini yaitu 7.611 bopd. Sepanjang tahun ini, produksi terendah terjadi di bulan Oktober.

Sementara pada Januari-Februari 2017 lalu, produksi Pertamina Hulu Energi West Madura Offshore masih 8.000 bopd dan terus menurun hingga 7,800 bopd di September. Angka tersebut diperkirakan akan terus mengalami penurunan sampai tahun depan.

"Kami menargetkan produk tahun depan sekitar 6.000 barel per hari tetapi belum disampaikan ke SKK Migas, " kata Kuncoro Kukuh, General Menager Pertamina Hulu Energi West Madura Offshore di Bangkalan, Selasa (24/10).

Kukuh mengatakan, penurunan produksi itu karena beberapa masalah alamiah yang terjadi di sumur. Oleh karena itu, perusahaan ini fokus pada sumur eksplorasi untuk menambah cadangan. Tanpa ekplorasi, Pertamina Hulu Energi West Madura Offshore tidak akan bisa bertahan karena decline rate produksinya mencapai 50%.

Di samping melakukan eksplorasi, perusahaan ini akan terus berinovasi untuk menjaga produksi bisa tetap berada di atas target. Salah satunya dengan enhanced Oil recovery (EOR). Produksi gas Pertamina Hulu Energi West Madura Offshore masih di atas target rencana kerja yaitu 112,5 juta kaki kubik gas per hari (mmscfd). Per Oktober, produksinya mencapai 120 mmscfd.

National Oil Production Reaches 805 Thousand BPH

National oil production until the beginning of October was recorded at 805,451 barrels per day (bpd) or 98.77% of the target set in the 2017 Revised State Budget of 815 thousand bpd. Until the end of the year, oil production is projected not to be as high as the target.

Conversely, in the data obtained, gas production actually exceeded the target. As of early October, the average annual production for gas was recorded at 7.596 million cubic feet per day (MMscfd). This realization is 18.6% higher than the targeted gas production target of 6,403.12 MMscfd.

Thus, in total, the national oil and gas production has exceeded the target. This year, oil and gas production is targeted to reach 1.96 million barrels of oil equivalent per day (barrel oil equivalent per day / boepd). Apparently, the realization of oil and gas production actually able to touch 2.16 million boepd or 10.2% higher than the target

Director General of Oil and Gas at the Ministry of Energy and Mineral Resources (ESDM) Ego Syahrial said national oil production is projected to be unable to achieve the target set at 815 thousand bpd this year. However, national oil production estimates until the end of the year will only be a thin margin below that target.

"It looks like 98% [of the target] is reached. If in the oil and gas industry it's a fair 5% deviation, it's only about 2% only, no problem. The important thing in terms of Rupiah, "he said in Jakarta, Monday (9/10).

Still from the same data, mentioned some causes of low oil production. First, the planned shutdown of several contractor cooperation contracts (KKKS), namely PT Pertamina Hulu Energi (PHE) Offshore North West Java (ONWJ), Star Energy and PT PHE West Madura Offshore (PHE-WMO) . The next cause is unplanned shutdown in PHE ONWJ, Chevron Pacific Indonesia (CPD and Santos Madura Offshore.

Operational constraints also cause the national oil and gas production is not optimal. Some of these are wells that have been shut off during other well drilling at Medco Natuna, delayed distribution of oil due to bad weather at CPI, the shutting of wells due to the high salt content in Odira, and the operational constraints on Citic.

Not only the problems in the upstream, gas production is not optimal because of the decrease in gas absorption, namely in JOB Pertamina Talisman Jambi Merang and Mubadala Petroleum. In addition, there are economic problems that helped suppress oil production, namely in PT Pertamina EP Although projected not to achieve the target of oil production, Ego said that the government is not hand-me-on. The government has been closely monitoring to ensure there is not much unplanned shutdown that will make oil production significantly reduced.

"Now Mr. Jonan (Minister of ESDM Ignatius Jonan) is very hard about unplanned shutdown. Otherwise we [the government] did not intervene, could be more saggy [production], "he explained.

Additional Production

Head of Program and Communications Division of Special Unit for Upstream Oil and Gas Business Unit (SKK Migas) Vishnu Prabawa Taher said it also will continue to boost oil production to increase in the remainder of this year. From the upstream operas side, it will minimize disruption of operations, ensure new projects operate on time, and maximize lifting by ships in terminals. Specifically for gas, it will strive for the absorption of gas can be as optimal as possible.

"So the overall target production or lifting oil and gas, we are trying to achieve," he said.

In real terms, it projected additional production from several fields. In detail, PHE WMO-24 project, water flood in Petapahan Field by CPI, drilling of Well 27 in Bukit Tua Block by Petronas Carigali, and Kelok and Kokoh Square in CPI's Rokan Block.

"The total gain (additional production) is about 2,500 bpd," said Vishnu.

Produksi Minyak Nasional Capai 805 Ribu BPH  

Produksi minyak nasional hingga awal Oktober ini tercatat baru sebesar 805.451 barel per hari (bph) atau 98,77% dari target yang ditetapkan dalam APBN Perubahan 2017 yakni 815 ribu bph. Sampai akhir tahun, produksi minyak diproyeksikan tidak akan setinggi target.

Sebaliknya, dalam data yang diperoleh, produksi gas justru melampaui target. Hingga awal Oktober ini, realisasi rata-rata produksi tahunan untuk gas tercatat sebesar 7.596 juta kaki kubik per hari (million standard cubic feet per day/ MMscfd). Realisasi ini lebih tinggi 18,6% dari target produksi gas yang ditetapkan 6.403,12 MMscfd.

Sehingga, secara total, produksi migas nasional sudah melampaui target. Tahun ini, produksi migas ditargetkan mencapai 1,96 juta barel setara minyak per hari (barrel oil equivalent per day/boepd). Ternyata, realisasi produksi migas justru mampu menyentuh 2,16 juta boepd atau 10.2% lebih tinggi dari target

Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) Ego Syahrial mengatakan, produksi minyak nasional diproyeksikan tidak akan dapat mencapai target yang ditetapkan 815 ribu bph pada tahun ini. Namun, perkiraan produksi minyak nasional hingga akhir tahun itu hanya akan selisih tipis di bawah target tersebut.

“Sepertinya akan 98% [dari target] tercapai. Kalau dalam industri migas itu deviasi 5% wajar, ini hanya sekitar 2% saja, tidak masalah. Yang penting dari sisi Rupiahnya,” kata dia di Jakarta, Senin (9/ 10).

Masih dari data yang sama, disebutkan beberapa penyebab rendahnya produksi minyak. Pertama, adanya penghentian operasi terencana (planned shutdown) di beberapa kontraktor kontrak kerja sama (KKKS), yakni PT Pertamina Hulu Energi (PHE) Offshore North West Java (ONWJ), Star Energy, dan PT PHE West Madura Offshore (PHE-WMO). Penyebab berikutnya penghentian operasi tidak terjadwal (unplanned shutdown) di PHE ONWJ, Chevron Pacific Indonesia (CPI) dan Santos Madura Offshore.

Kendala operasi juga menyebabkan produksi migas nasional tidak optimal. Beberapanya yakni adanya sumur yang dimatikan selama pengeboran sumur lain di Medco Natuna, penundaan penyaluran minyak karena cuaca buruk di CPI, dimatikannya sumur karena kandungan garam yang tinggi di Odira, dan kendala operasi di Citic.

Tidak hanya masalah di hulu, produksi gas tidak maksimal lantaran adanya penurunan penyerapan gas, yakni di JOB Pertamina Talisman Jambi Merang dan Mubadala Petroleum. Selain itu ada masalah keekonomian yang turut menekan produksi minyak, yakni di PT Pertamina EP Meski diproyeksikan tidak capai target produksi minyak, dikatakan Ego bahwa pemerintah tidak bemangku tangan. Pemerintah selama ini secara ketat melakukan pengawasan untuk memastikan tidak banyak terjadi unplanned shutdown yang bakal membuat produksi minyak berkurang signifikan. 

“Sekarang Pak Jonan (Menteri ESDM Ignasius Jonan) keras sekali soal unplanned shutdown. Kalau tidak kami [pemerintah] tidak turun tangan, bisa lebih jeblok lagi [produksi] ,” jelasnya.

Tambahan Produksi

Kepala Divisi Program dan Komunikasi Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Wisnu Prabawa Taher mengatakan, pihaknya juga akan terus menggenjot produksi minyak agar bertambah di sisa tahun ini. Dari sisi operas hulu, pihaknya akan meminimalkan gangguan operasi, memastikan proyek baru beroperasi tepat waktu, serta memaksimalkan lifting oleh kapal di terminal.  Khusus gas, pihaknya akan berupaya agar penyerapan gas bisa seoptimal mungkin. 

“Sehingga Overall target produksi atau lifting migas, kami upayakan dapat tercapai,” tuturnya.

Secara riil, pihaknya memproyeksikan adanya tambahan produksi dari beberapa lapangan. Rincinya, proyek PHE WMO-24, injeksi air (water flood) di Lapangan Petapahan oleh CPI, pengeboran Sumur 27 di Blok Bukit Tua oleh Petronas Carigali, serta Lapangan Kelok dan Kokoh di Blok Rokan yang dikelola CPI. 

“Total gain-nya (tambahan produksi) sekitar 2.500 bph,” kata Wisnu.

Upstream Oil and Gas Industry Supports the Efforts of Creating Quality Domestic Products.

SKK Migas and Cooperation Contractors (KKKS) of Jabanusa region are committed to using domestic goods products and are expected to work actively from the Partners, as well as to support efforts to create quality domestic products, competitive in price and delivery capability so as to maximize the multiplier effect of upstream oil and gas activities .

According to Deputy of Control of SKK Migas Procurement, Djoko Siswanto, in Vendor's Day Together East event, Java at Golden Tulip Hotel, Batu, Malang, Upstream Oil and Gas is in a condition that has a severe challenge that is the price of unstable world crude oil resulting in upstream operations Migas, to get around this challenge Procurement Activities Goods and Services are required to increase TKDN (Domestic Component Level), change the pattern of utilization of goods or services from import into local.

Djoko added, one example of local content priority is Project Masela which turns offshore into onshore in order to improve local Maluku capability.

This routine annual activity aims to provide new knowledge for KKKS partners, in the Procurement of Upstream Oil and Gas Goods and Services especially related to the applicable regulations and provide training for regulatory fulfillment, and to give appreciation to local partners who have provided work best.

While there are about 250 local companies in East Java who became partners of 8 KKKS Jabanusa JOB Pertamina-PetroChina East Java, Pertamina EP Cepu, PHE WMO, Petronas Carigali, Santos, Kangean Energy Indonesia, HCML, and Lapindo Brantas.

The event was opened by Deputy of Controlling Procurement of SKK Migas, Djoko Siswanto accompanied by Chief of Supply Chain Management and Cost Management Division, Widi Santusa and Head of Goods and Services Division, Erwin Suryadi and 8 KKKS Jabanusa. Djoko Siswanto delivered some messages for KKKS and KKKS Partners to be able to participate in supporting Upstream Oil and Gas Industry activities as stated in their commitment to cooperation contract.

In the question and answer session, National Capacity Building Manager Bayu Murbandono reiterated the programs together with SKK Migas and KKKS to support domestic product liability.

Industri  Hulu Migas Dukung Upaya Penciptaan Produk dalam Negeri Berkualitas.

SKK Migas dan Kontraktor Kerja Kerjasama (KKKS) wilayah Jabanusa berkomitmen menggunakan produk barang jasa dalam negeri dan diharapkan kerjasama aktif dari Mitra Kerja, juga untuk mendukung upaya penciptaan produk dalam negeri berkualitas, kompetitif dalam harga dan kemampuan delivery sehingga memaksimalkan multiplier effect dari kegiatan hulu migas.

Menurut Deputi Pengendalian Pengadaan SKK Migas, Djoko Siswanto, dalam acara Vendor's Day Bersama East, Java di Hotel Golden Tulip, Batu, Malang, dunia Hulu Migas sedang dalam kondisi yang memiliki tantangan berat yakni harga minyak mentah dunia yang belum stabil berakibat terhadap kegiatan operasi Hulu Migas, untuk menyiasati tantangan ini Kegiatan Pengadaan Barang dan Jasa dituntut untuk meningkatkan TKDN (Tingkat Komponen Dalam Negeri), merubah pola pemanfaatan barang atau jasa dari impor menjadi lokal.

Djoko menambahkan, salah satu contoh pengutamaan konten lokal adalah Project Masela yang merubah offshore menjadi onshore dalam rangka meningkatkan kemampuan lokal Maluku.

Kegiatan yang dilakukan rutin tiap tahun ini bertujuan untuk memberikan pengetahuan baru untuk mitra kerja KKKS, dalam kegiatan Pengadaan Barang dan Jasa Hulu Migas terutama yang terkait dengan regulasi yang berlaku dan memberikan pelatihan untuk pemenuhan regulasinya, serta memberikan apresiasi kepada mitra kerja lokal yang telah memberikan kerja terbaik. 

Sedangkan ada sekitar 250 perusahaan Lokal Jatim yang menjadi Mitra Kerja dari 8 KKKS Jabanusa yakni JOB Pertamina-PetroChina East Java, Pertamina EP Cepu, PHE WMO, Petronas Carigali, Santos, Kangean Energi Indonesia, HCML, dan Lapindo Brantas.

Acara dibuka Deputi Pengendalian Pengadaan SKK Migas, Djoko Siswanto yang didampingi Kepala Divisi Pengelolaan Rantai Supply dan Analisis Biaya, Widi Santusa dan Kepala Divisi Pengelolaan Barang dan Jasa, Erwin Suryadi serta 8 pimpinan KKKS Wilayah Jabanusa. Djoko Siswanto menyampaikan beberapa pesan untuk KKKS dan Mitra Kerja KKKS untuk dapat turut serta mendukung kegiatan Industri Hulu Migas yang dituangkan dalam komitmennya terhadap kontrak kerjasama.

Sementara dalam sesi tanya jawab, Manager Pemberdayaan Kapasitas Nasional, Bayu Murbandono menekankan kembali program-program bersama SKK Migas dan KKKS untuk mendukung kewajiban penggunaan produk dalam negeri.
