The RDMP of Balikpapan is Accelerated

State-owned oil and gas company PT Pertamina (Persero) is accelerating the operation of the East Kalimantan Kalimantan Balikpapan refinery development master plan (RDMP) while waiting for additional financial support from investors.

During a working visit to the RDMP Balikpapan construction area, the Deputy for the Coordinating of the Management of Natural Resources Energy and the Environment, the Coordinating Ministry for the Economy, Monty Girianna, said that the construction of the project had reached around 11.62%.

"The challenge might be to complete the work completed in the time before mid-2023, the refinery must be operational. With greater capacity and higher quality products, "he said.

Monty explained that until now the construction of the refinery is still going according to the initial plan, however there is still a need to accelerate efforts.

"Actually, completing the preparation of regulatory issues, regulatory issues, and land issues. For Balikpapan the land already exists, the infrastructure is already there, only the existing infrastructure is being repaired and then preparing new units, "he explained.

Monty said that compared to work on other refinery projects from Pertamina such as in Bontang, Tuban, and Cilacap, the RDMP Balikpapan progress was among the fastest. 

     From Gresik, Pertamina's Mega Project and Petrochemical Director Ignatius Tallulembang said that by the end of January, the construction of the Balikpapan RDMP was targeted to be a comprehensive 12%. According to him, the progress of Balikpapan refinery construction was due to an acceleration strategy.

For this year, Pertamina has prepared a budget of close to US $ 1 billion for the RDMP Balikpapan construction phase. Meanwhile, the source of investment funds for Balikpapan RDMP construction comes from internal funds.

"We are still able to issue the budget ourselves. The EPC target [engineering, procurement, and construction contracts] is above 25% until the end of 2020."

Mubadala Petroleum

He added that external financial support, one of which is Mubadala Corporation, will still be agreed on next April. Previously, Pertamina and Mubadala, investment companies from the United Arab Emirates signed a principle agreement or Refinery Investment Principle Agreement to further evaluate investment cooperation opportunities in the processing sector.

The agreement will provide a clear structure to ensure cooperation as a pathway to potential joint investment, one of which is to ensure the acceleration of the development of Balikpapan RDMP.

    Pertamina President Director Nicke Widyawati explained, the signing of this agreement was a form of Pertamina and Mubadala's commitment as one of the investors who expressed interest in developing the RDMP Balikpapan.

According to Nicke, currently, Pertamina is still looking for equity investors (capital investment partners) to join in developing RDMP RU V Balikpapan. In November 2019, Pertamina has issued a Preliminary Information Memorandum to selected investors who have expressed their interest and commitment to the RU V Balikpapan RDMP project. The estimated investment needed for the project is around the US $ 5.5 billion.

The Phase I Balikpapan RDMP refinery is targeted to be operational in June 2023. Phase II is targeted to be completed in 2025-2026 and able to process

high sulfur crude oil.

PERTAMINA EP

Meanwhile, a subsidiary of Pertamina on the upstream side, Pertamina EP, admitted that in the last two years there has been an increase in production (incline) of oil and gas refineries, but these conditions have not been able to catch up with the natural decline rate. Pertamina EP President Director Nanang Abdul Manaf said that in a year at least the decline rate of blocks managed by Pertamina EP reached 30%. 

Meanwhile, in the last 2 years, there has been an increase in production (incline), from 79,700 barrels per day (BPD) in 2018 to 82,200 BPD in 2019. This means that there has been an increase in production by 2,500 BPD. Production in 2019 should be able to reach even higher, but because of the decline rate, the increase reached only 2,500 BPD. On the other hand, this year's Pertamina EP production target is set at 90,000 BPD.

"If the 90,000 BPD challenge is indeed hard, it's just because it has become a mandate for the constitution to pursue it that way," Nanang said at the hearing.

Pengerjaan RDMP Balikpapan Dipercepat.

BUMN minyak dan gas bumi PT Pertamina (Persero) mempercepat pengerjan proyek pengembangan kilang (refinery development masterplan/ RDMP) Balikpapan Kalimantan Timur sambil menanti dukungan dana tambahan dari investor.

Dalam kunjungan kerja ke wilayah konstruksi RDMP Balikpapan, Deputi Bidang Koordinasi Pengelolaan Energi Sumber Daya Alam, dan Lingkungan Hidup Kementerian Koordinator bidang Perekonomian Monty Girianna mengatakan bahwa pengerjaan pembangunan proyek itu sudah mencapai sekitar 11,62%.

“Tantangannya mungkin menyelesaikan pekerjaan selesai dalam waktu sebelum tahun 2023 pertengahan, kilang harus sudah beroperasi. Dengan kapasitas yang lebih besar dan produk kualitas yang lebih tinggi," katanya.

Monty menjelaskan bahwa sampai saat ini pembangunan kilang masih berlangsung sesuai rencana awal, Akan tetapi masih perlu ada upaya percepatan.

“Sebetulnya menyekesaikan persiapan masalah peraturan, masalah regulasi, dan masalah lahan. Untuk Balikpapan lahan sudah ada, infrastruktur sudah ada, hanya yang diperbaiki eksisting infrastruktur dan kemudian menyiapkan unit-unit yang baru,” jelasnya.

Monty menuturkan bahwa dibandingkan pengerjaan untuk proyek kilang lain dari Pertamina seperti di Bontang, Tuban, dan Cilacap, progres RDMP Balikpapan termasuk yang paling cepat. 

     Dari Gresik, Direktur Mega Proyek dan Petrokimia Pertamina Ignatius Tallulembang mengatakan hingga akhir Januari, konstruksi RDMP Balikpapan ditargetkan menyeluruh 12%. Menurutnya, kemajuan konstruksi kilang Balikpapan terjadi karena adanya strategi percepatan.

Untuk tahun ini, Pertamina menyiapkan anggaran mendekati US$1 miliar untuk tahapan konstruksi RDMP Balikpapan. Adapun, sumber dana investasi untuk konstruksi RDMP Balikpapan berasal dari dana internal.

"Kami masih mampu sendiri mengeluarkan anggaran itu. Adapun target EPC [kontrak rekayasa, pengadaan, dan konstruksi] di atas 25% hingga akhir 2020.”

Dia menambahkan dukungan dana dari eksternal, salah satunya Mubadala Corporation, masih akan disepakati pada April mendatang. Sebelumnya, Pertamina dan Mubadala, perusahaan investasi berasal Uni Emirat Arab menandatangani perjanjian prinsip atau Refinery Investment Principle Agreement untuk mengevaluasi lebih lanjut peluang kerja sama investasi di sektor pengolahan.

Perjanjian tersebut akan memberikan struktur yang jelas untuk memastikan kerja sama sebagai jalur menuju investasi bersama yang potensial, salah satunya dalam rangka memastikan percepatan pengembangan RDMP Balikpapan. 

    Direktur Utama Pertamina Nicke Widyawati menjelaskan, penandatangan perjanjian ini merupakan bentuk komitmen Pertamina dan Mubadala sebagai salah satu investor yang menyatakan minat untuk pengembangan RDMP Balikpapan.

Menurut Nicke, saat ini Pertamina masih mencari equity investor (mitra investasi modal) untuk bergabung dalam mengembangkan RDMP RU V Balikpapan.

     Pada November 2019, Penamina telah mengeluarkan Preliminary Information Memorandum kepada investor terseleksi yang telah menyatakan minat dan komitmennya terhadap proyek RDMP RU V Balikpapan. Estimasi investasi yang diperlukan untuk proyek tersebut sekitar US$ 5,5 miliar.

Kilang RDMP Balikpapan Tahap I ini ditargetkan bisa mulai beroperasi pada Juni 2023. Tahap II ditargetkan selesai pada 2025-2026 dan mampu mengolah

minyak mentah kadar sulfur tinggi.

PERTAMINA EP

Sementara itu, anak usaha Pertamina disisi hulu yakni Pertamina EP mengaku dalam dua tahun terakhir telah terjadi peningkatan produksi (incline) kilang migas tetapi kondisi tersebut tidak mampu mengejar laju penurunan alamiah (decline rate). Presiden Direktur Pertamina EP Nanang Abdul Manaf menuturkan dalam setahun setidaknya besaran decline rate blok yang dikelola Pertamina EP mencapai 30%. 

    Adapun, dalam 2 tahun terakhir terjadi peningkatan produksi (incline) yakni dari 79.700 barel per hari (bph) pada 2018 menjadi 82,200 bph pada 2019. Artinya, ada kenaikan produksi sebesar 2.500 bph. Produksi pada 2019 seharusnya bisa mencapai lebih tinggi lagi, tetapi karena adanya decline rate, peningkatan yang tercapai hanya 2.500 bph. Di sisi lain, target produksi Pertamina EP tahun ini ditetapkan 90.000 bph.

“Kalau challenge 90.000 bph memang berat, hanya saja karena sudah jadi amanah konstitusi kita kejar ke arah sana,” kata Nanang dalam Rapat Dengar Pendapat (RDP) antara Komisi VII DPR dengan 10 Kontraktor Kontlak Kerja Sama (KKKS), di Jakarta.

     Menurutnya, untuk mengejar target tersebut Pertamina EP berencana melakukan pengeboran 94 sumur.

12 Projects Become Mainstay

The government is relying on 12 upstream oil and gas projects to increase production this year. The 12 projects are targeted to produce 7,200 barrels of oil per day and 520 million standard cubic feet of gas per day. Last year, the oil and gas production target was not reached. 

Arifin Tasrif

    According to the Minister of Energy and Mineral Resources (ESDM) Arifin Tasrif, there is the potential for additional oil and gas lifting production by 2020. Several oil and gas working areas this year have entered the production stage. In addition to the new work area, additional production is also obtained from the development of the old oil and gas working area.

"In recent years, oil and gas lifting has continued to fall. The reason is that the existing oil wells are old and their productivity is decreasing. We hope that there will be additional production through the development of existing wells and new wells, "Arifin said.

The 12 projects are located in Sumatra, Java, and Kalimantan. The total investment for all projects is 1.4 billion US dollars, or around Rp 19 trillion. The overall production capacity is estimated at 7,200 barrels of oil per day and 520 million standard cubic feet of gas per day (MMSCFD). 

the Merakes Field

    Of all the projects, the Merakes Field in the East Sepinggan Block, East Kalimantan, is one of the fields with the largest gas production, which is 360 MMSCFD.

The application of enhanced oil recovery (EOR) methods will also be carried out this year. EOR uses water or chemical injection methods so that oil can be lifted out. This method is commonly applied in old wells whose productivity has decreased.

Head of the Special Task Force for Upstream Oil and Gas Business Activities (SKK oil and gas) Dwi Soetjipto said, this year there were two OER implementation projects in the form of trials and studies. The trial implementation of EOR will be conducted in the Sago, Gemah, Jatibarang, and Tanjung fields managed by PT Pertamina EP, a subsidiary of PT Pertamina (Persero). The EOR study will be applied in the Pedada field in Riau and Kaji -Semoga in South Sumatra.

"No doubt, a decline in oil and gas production. However, we are trying our hardest so that the rate of decline does not increase. As major projects begin to operate in the coming years, it is expected that oil and gas production will increase from 2022, "Dwi said.

In 2019, Indonesia's oil lifting is 746,000 barrels per day or less than the target of 775,000 barrels per day. The 2019 natural gas lifting as much as 1.06 million barrels of oil equivalent per day or below the target of 1.25 million barrels of oil equivalent per day. This year, the target of lifting oil is 755,000 barrels per day and natural gas is 1,191 million barrels of oil equivalent per day. The government is targeting oil production of 1 million barrels per day in 2030.

Pessimistic

In a hearing with oil and gas SKK last week, member of the House of Representatives Commission VII, Abdul Wahid, said he was pessimistic that the target of producing 1 million barrels of oil per day in 2030 could be achieved. He reflected on oil and gas production which has continued to decline in recent years. Likewise, the realization of a seismic survey to find new reserves that did not reach the target in 2019.

"It is unfortunate that oil and gas production continues to decline. Such conditions are still exacerbated by illegal oil theft which reaches 20,000 barrels per day. With the seismic survey target that was not achieved in 2019, I am pessimistic that 1 million barrels of oil per day can be achieved by 2030, "Wahid said.

Based on SKK oil and gas data, in 2019 new sources of oil and gas reserves were found from 16 projects throughout Indonesia. New oil reserves were found at 384 million barrels and natural gas at 4.54 trillion cubic feet. The biggest finding in the Sakakemang Block in South Sumatra is 327 million barrels of oil equivalent.

IN INDONESIA

12 Proyek Menjadi Andalan

Pemerintah mengandalkan 12 proyek hulu minyak dan gas bumi untuk menambah produksi pada tahun ini. Ke-12 proyek itu ditargetkan dapat menghasilkan 7.200 barel minyak per hari dan gas 520 juta standar kaki kubik per hari. Tahun lalu, target produksi minyak dan gas bumi tidak tercapai. 

    Menurut Menteri Energi dan Sumber Daya Mineral (ESDM) Arifin Tasrif, ada potensi penambahan produksi siap jual (lifting) minyak dan gas bumi pada 2020. Beberapa wilayah kerja minyak dan gas tahun ini sudah memasuki tahap produksi. Selain wilayah kerja baru, penambahan produksi juga diperoleh dari hasil pengembangan wilayah kerja minyak dan gas yang lama.

”Dalam beberapa tahun terakhir, liftng minyak dan gas terus turun. Penyebabnya, sumur-sumur minyak yang ada berusia tua dan produktivitasnya menurun. Kami berharap ada penambahan produksi lewat pengembangan sumur yang ada dan dan sumur yang baru,” kata Arifin.

Ke-12 proyek tersebut berlokasi di Sumatera, Jawa, dan Kalimantan. Total investasi untuk seluruh proyek 1,4 miliar dollar AS atau sekitar Rp 19 triliun. Adapun kapasitas produksi secara keseluruhan diperkirakan 7.200 barel minyak per hari dan gas 520 juta standar kaki kubik per hari (MMSCFD). Dari seluruh proyek itu, Lapangan Merakes di Blok East Sepinggan, Kalimantan Timur, merupakan salah satu lapangan dengan produksi gas terbesar, yaitu 360 MMSCFD. 

Penerapan metode pengurasan minyak tingkat lanjut  atau (enhanced oil recovery/EOR) juga akan dilakukan tahun ini. EOR menggunakan metode penyuntikan air atau dengan bahan kimia agar minyak dapat terangkat keluar. Cara ini lazim diterapkan di sumur-sumur tua yang produktivitasnya menurun.

Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK minyak dan gas) Dwi Soetjipto mengatakan, tahun ini ada dua proyek penerapan OER berupa uji coba dan kajian. Uji coba penerapan EOR akan dilakukan di lapangan Sago, Gemah, Jatibarang, dan Tanjung yang dikelola PT Pertamina EP anak usaha PT Pertamina (Persero). Adapun kajian EOR akan diterapkan di lapangan Pedada di Riau dan Kaji-Semoga di Sumatera Selatan.

”Tidak dimungkiri, terjadi penurunan produksi minyak dan gas. Akan tetapi, kami berusaha sekuat tenaga agar tingkat penurunannya tidak membesar. Seiring mulai beroperasinya proyek-proyek besar di beberapa tahun mendatang, diharapkan produksi minyak dan gas meningkat mulai 2022” kata Dwi.

Sepanjang 2019, Iifting minyak Indonesia 746.000 barel per hari atau kurang dari target 775.000 barel per hari. Adapun lifting gas bumi 2019 sebanyak 1,06 juta barel setara minyak per hari atau di bawah target 1,25 juta barel setara minyak per hari. Tahun ini, target lifting minyak sebanyak 755.000 barel per hari dan gas bumi 1,191 juta barel setara minyak per hari. Pemerintah menargetkan produksi minyak 1 juta barel per hari pada 2030.

Pesimistis

Dalam rapat dengar pendapat dengan SKK minyak dan gas pada pekan lalu, anggota Komisi VII DPR, Abdul Wahid, mengatakan pesimistis target produksi minyak 1 juta barel per hari pada 2030 dapat tercapai. Ia berkaca pada produksi minyak dan gas yang terus merosot dalam beberapa tahun terakhir. Begitu pula dengan realisasi survei seismik untuk mencari smnber cadangan baru yang tidak mencapai target pada 2019.

”Sangat disayangkan produksi minyak dan gas terus menurun. Kondisi seperti itu masih diperburuk dengan pencurian minyak secara ilegal yang mencapai 20.000 barel per hari. Dengan target survei seismik yang tidak tercapai pada 2019, saya pesimistis 1 juta barel minyak per hari bisa dicapai pada 2030,” kata Wahid.

Berdasarkan data SKK minyak dan gas, pada 2019 ditemukan sumber cadangan minyak dan gas baru dari 16 proyek di seluruh Indonesia. Cadangan baru minyak yang ditemukan sebanyak 384 juta barel dan gas bumi sebanyak 4,54 triliun kaki kubik. Temuan terbesar di Blok Sakakemang di Sumatera Selatan sebesar 327 juta barel setara minyak.

Pertamina EP Relies on the EOR Method

PT Pertamina EP (PEP) claims to successfully exceed the 2019 oil and gas lifting target. This subsidiary of PT Pertamina (Persero) promises oil and gas production in 2020 will be even greater with the support of enhanced oil recovery (EOR) methods and reactivation of old wells.

The implementation of EOR in Tanjung Field is expected to be completed this year. In addition, the field trials at the Jirak, Ramba, and Belimbing fields will be completed in 2021. PEP is also preparing waterflood applications in three other fields namely Jirak, Ramba, and Belimbing.

"Studies are still being carried out on dozens of other fields," said Nanang.

Implementation of the waterflood and EOR patterns will optimize oil production and increase reserves. The application of EOR is expected to be able to increase production by 5% to 10%.

"Additional production (confirmed) after the full-scale stage is complete," explained Nanang.

PEP is targeting to drill 108 development wells this year. PEP will also reactivate old wells.

"We have tried, but for Pertamina EP it is not economical," Nanang said.

PEP will collaborate with regionally owned enterprises (BUMD) as has been done in Cepu, Blora, Sekayu, and Pali. Reactivation efforts include 200 wells with an average potential of 10 bopd per well.

"The wells are long-abandoned ones. It is estimated that investment per well starts from the US $ 100,000 to the US $ 1 million or the US $ 2 million," Nanang said. For reactivation of old wells. The PEP must partner with Regional Government Enterprises (BUMD).

PEP mencatatkan realisasi lifting minyak tahun 2019 lalu sebesar 82.213 barrel oil per day (bopd) dari target 82.190 bopd. Sedangkan produlsi gas sebesar 959 mmscfd dari target 749 mmscfd. 

Dari sisi keuangan, laba bersih PEP mencapai US$ 634juta dengan EBITDA sebesar US$ 1.821 juta. Presiden Direktur PT Pertamina EP Nanang Abdul Manaf menjelaskan pihaknya akan memacu produlsi minyak dan gas tahun 2020 ini untuk mengejar target yang Iebih besar. Target lifting minyak 85.000 bopd dan gas sebesar 932 mmscfd. Salah satu strategi PEP untuk memacu produksi adalah tetap menerapkan teknologi EOR di beberapa lapangan minyak dan gas.

"Di Lapangan Tanjung (Kalimantan Selatan) sudah mengimplementasikan chemical EOR polymer. Di Rantau (Aceh) mulai implementasi polymer juga tahun ini,"katanya. 

Penerapan EOR pada Lapangan Tanjung diharapkan rampung pada tahun ini. Selain itu, field trial pada Lapangan Jirak, Ramba dan Belimbing akan rampung pada tahun 2021 mendatang. PEP juga sedang menyiapkan penerapan waterflood pada tiga lapangan lain yakni Jirak, Ramba dan Belimbing.

"Studi masih dilakukan pada puluhan Iapangan Iainnya,” ujar Nanang.

lmplementasi pattern waterflood dan EOR akan mengoptimalkan produksi minyak dan penambahan cadangan. Penerapan EOR diharapkan mampu memberikan peningkatan produksi sebesar 5% hingga 10%. 

"Tambahan produksi (dipastikan) setelah tahapan full scale selesai," terang Nanang.

PEP menargetkan pengeboran 108 sumur pengembangan pada tahun ini. PEPjuga akan reaktivasi sumur tua. 

“Sudah kami upayakan, tapi untuk Pertamina EP tidak ekonomis,” kata Nanang.

PEP akan menjalin kerjasama dengan badan usaha milik daerah (BUMD) seperti yang telah dilakukan di Cepu, Blora, Sekayu dan Pali. Upaya reaktivasi antara lain terhadap 200-an sumur dengan potensi rata-rata 10 bopd per sumur. 

"Sumur-sumur itu adalah yang sudah lama ditinggalkan. Diperkirakan, investasi per sumur mulai dari US$ 100.000 hingga US$ 1 juta atau US$ 2 juta," ujar Nanang. Untuk reaktivasi sumur tua. PEP harus menggandeng Badan Usaha Milik Daerah (BUMD).

2019, Pertamina EP Lifting Exceeds Target

     To achieve this target, there are several challenges that must be faced including meeting the expectations of national oil production stakeholders of one million BOPD in 2030, optimizing gas prices, maintaining a positive trend for the last three years of oil and gas PEP (2017-2019), Ageing Production Facilities, EOR Implementation, and big discovery.

Furthermore, Nanang explained that several strategic points that will be implemented to achieve the 2020 Work Plan include maintaining and increasing HSSE performance, Execution of the On Time On Budget On Schedule and On Return work program by implementing the Business Acceleration Program (BAP) consistently. It also implements Cost Effectiveness & Efficiency and applies Good Change Management.

"Our strategy must also be aggressive at the beginning of this year and apply a culture of sharing and synergy between assets and fields," he added.

2019, Lifting Pertamina EP Melampaui Target

Kinerja PT Pertamina EP, salah satu anak perusahaan PT Pertamina (Persero) sekaligus Kontraktor Kontrak Kerja Sama di bawah pengawasan SKK Migas, mencatat hasil positif untuk angka lifting minyak selama tahun 2019.

“Pada tahun 2019, PEP meraih angka produksi minyak sebesar 82.213 BOPD dan gas sebesar 959 MMSCFD. Sedangkan untuk lifting gas berada di angka 749 MMSCFD dan lifting minyak berada di angka 82.190 BOPD atau 102 % dibandingkan dengan target Rencana Kerja dan Anggaran Perusahaan (RKAP) sebesar 80.733 BOPD,”kata President Director Pertamina EP Nanang Abdul Manaf di Jakarta.

Menurut Nanang, untuk pemboran eksplorasi pihaknya elah melaksanakan sebanyak 11 sumur dan untuk pemboran eksploitasi telah dibor sebanyak 99 sumur, sedangkan untuk kinerja seismik 3D telah terlaksana seluas 469 km2 dan untuk seismik 2D telah terlaksana sebesar 496 km, atau 140% dari target sebesar 355 km.

Dalam hal keuangan, laba bersih yang diperoleh oleh PEP adalah sebesar US$ 634 juta dan Ebitda sebesar US$ 1.821 juta. Komitmen PEP dalam bidang Health Safety Security and Environment juga dibuktikan dengan Zero Fatality dan ZeroLost Time Incident dengan jumlah jam kerja selamat sebanyak 99.741.534.

Nanang juga menegaskan bahwa untuk kedepannya harus ada penambahan cadangan baik minyak dan gas di tiap field dan asset. Beliau mengatakan bahwa saat ini beberapa sumur field sudah memasuki usia senja. 

Untuk itu perlu diremajakan lagi dengan cara menemukan titik titik sumur baru sebagai cadangan. Adapun target 2020, pihaknya ingin menghasilkan minyak sebesar 85.000 BOPD dan gas sebesar 932 MMSCFD. 

     Untuk mencapai target tersebut, ada beberapa tantangan yang harus dihadapi antara lain memenuhi harapan Stakeholder produksi minyak nasional sebesar satu juta BOPD tahun 2030, optimalisasi harga gas, mempertahankan trend positif tiga tahun terakhir migas PEP (2017-2019), Ageing Production Facilities, EOR Implementation, dan big discovery.

Lebih lanjut Nanang menjelaskan beberapa point strategi yang akan dilaksanakan untuk pencapaian Rencana Kerja tahun 2020 diantaranya adalah menjaga dan meningkatkan lagi kinerja HSSE, Eksekusi program kerja On Time On Budget On Schedule and On Return dengan mengimplementasikan Bussiness Acceleration Program (BAP) secara konsisten. Selain itu juga menerapkan Cost Effectiveness & Efficiency serta menerapkan Good Change Management.

“Strategi kami juga harus agresif di awal tahun ini serta menerapkan budaya sharing dan sinergi antar asset serta field,” tambahnya.

Sementara itu Komisaris Utama Pertamina EP Basuki Trikora Putra mengucapkan apresiasi terhadap kinerja Pertamina EP selama 2019. Khususnya di bidang lifting minyak yang sangat membanggakan serta catatan yang bagus di bidang HSSE. Supply Is Ready to Increase from 12 Projects

The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) estimates 12 upstream oil and gas projects are ready to operate throughout 2020 with estimated gas production of 705 million standard cubic feet per day (MMscfd) and oil of 3,000 barrels per day (BPD).

Julius said the Merakes project by Eni East Sepinggan Ltd had an estimated production of 400 MMscfd. Meanwhile, gas reserves in the Merakes Field are estimated at 2 trillion cubic feet (Tcf).

Eni started the Merakes-1 Well in 2014. Three years ago, Eni had drilled the Merakes-2 Appraisal Well. Eni has begun developing the Merakes Field in May 2019.

Entering the third quarter of 2020, SKK Migas projects that three projects will produce. This year, the government is targeting lifting oil and gas 1.95 million Barrels of Oil Equivalent Per Day (BOEPD), while the realization of lifting in 2019 is 1.8 million BOEPD. SPEED OF LICENSING

Meanwhile, SKK Migas accelerates the upstream oil and gas licensing process to an average of 3 days from the previous 15 days to ensure all oil and gas projects are completed on time.

SKK Migas Head Dwi Soetjipto said the One Door Service Policy (ODSP) program was present to build a transformation towards improving upstream oil and gas investment. In addition, the implementation of OSDP is expected to be in line with the dream of producing 1 million barrels of oil in 2030.

According to him, oil and gas exploration and exploitation activities require several licenses involving more than one agency. Through ODSP, SKK Migas claims that all licensing contract cooperation (KKKS) licensing process services are carried out in one door quickly.

Not only that, SKK Migas and KKKS also jointly conducted research on the completeness for each licensing requirement from various existing agencies. Dwi also promised that in the future the upstream oil and gas licensing related to SKK Migas would be integrated into the local government level.

      Licensing processes that take time, such as the EIA permit are promised to be completed sooner. Dwi added that this was important considering that if the project was completed on time, the project costs would not have been substantial and those that had been agreed upon and implementation were more efficient.

On the same occasion, Secretary-General of the Ministry of Energy and Mineral Resources (ESDM) Ego Syahrial said that from 2017 to 2019 it had cut 189 permits. Of the licenses that were cut, at least 60 regulations came from the oil and gas sector.

Pasokan Siap Bertambah dari 12 Proyek

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) memperkirakan 12 proyek hulu migas siap beroperasi sepanjang 2020 dengan estimasi produksi gas sebesar 705 juta standar kaki kubik per hari (MMscfd) dan minyak 3.000 barel per hari (bph).

Deputi Operasi SKK Migas Julius Wiratno mengatakan mengatakan dari 12 proyek migas yang direncanakan mulai beroperasi pada tahun ini, yang paling besar adalah Proyek Merakes yang dikerjakan Eni Indonesia.

“Merakes akan beroperasi pada kuartal keernpat tahun 2020 ini,” ujarnya.

Julius mengatakan proyek Merakes oleh Eni East Sepinggan Ltd memiliki estimasi produksi 400 MMscfd. Adapun, cadangan gas di Lapangan Merakes diperkirakan sebesar 2 triliun kaki kubik (Tcf). 

Eni mulai Sumur Merakes-1 pada 2014. Tiga tahun berselang, Eni telah mengebor Sumur appraisal Merakes-2. Adapun, pemerintah telah menyetujui proposal rencana pengembangan (POD) Lapangan Merakes yang terletak di cekungan Kutai, lepas pantai Kalimantan Timur, pada April 2018. Eni sudah memulai pengembangan Lapangan Merakes pada Mei 2019.

Pada 2 Mei 2019, dilakukan pemotongan baja secara simbolis sebagai salah satu bukti dimulainya proyek pengembangan Iapangan Merakes. Di Lapangan Merakes, Eni rencananya akan mengebor enam sumur bawah laut serta membangun sistem pipa bawah laut yang akan terhubung dengan fasilitas produksi terapung (floating production unit/FPU) Jangkrik di Blok Muara Bakau. Berdasarkan data SKK Migas, pada kuartal I/2020, diperkirakan ada empat proyek hulu migas yang

beroperasi.

Keempat proyek tersebut adalah Bukit Tua Phase 3 oleh Petronas Carigali Ketapang II Ltd dengan estimasi produksi 31,5 MMscfd, Grati Pressure Lovering oleh Ophir Indonesia (Sampang) Pty. Selanjutnya, pada kuartal II/2020 tercatat ada tiga proyek yang direncakan beroperasi. Sebut saja seperti proyek Randu Gunting oleh PT PHE Randu Gunting dengan estimasi produksi 3 mmscfd, Kompresor Betung oleh Pertamina EP dengan estimasi produksi sebesar 15 mmscfd, Malacca Strait Phase-1 oleh EMP Malacca Strait dengan estimasi produksi 3.000 bph, Meliwis oleh Ophir Indonesia (Madura Offshore) Pty. Ltd dengan estimasi produksi 20 mmscf. 

Memasuki kuartal III/2020, SKK Migas memproyeksikan tiga proyek akan berproduksi. Mulai dari proyek Cantik oleh PT Sele Raya Belida dengan estimasi produksi sebesar 2,5 mmscfd, Kompresor LP-MP SKG-19 oleh Pertamina EP dengan estimasi produksi 150 mmscfd serta Peciko 8A oleh Pertamina Hulu Mahakam dengan estimasi produksi 8 mmscfd.

Tahun ini, pemerintah menargetkan lifting migas 1,95 juta barel setara minyak per hari (boepd), sedangkan realisasi lifting 2019 sebesar 1,8 juta boepd. Adapun, target produksi minyak 755.000 bph, sedangkan gas sebesar 1,19 juta boepd. Capaian lifting minyak 7.000 bph, serta gas 1,06 juta oepd pada 2019.

PERCEPAT PERIJINAN

Adapun, SKK Migas mempercepat proses perizinan hulu migas menjadi rata-rata 3 hari dari sebelumnya selama 15 hari untuk memastikan seluruh proyek migas selesai tepat waktu. 

Kepala SKK Migas Dwi Soetjipto mengatakan program One Door Service Policy (ODSP) hadir untuk membangun transformasi menuju perbaikan investasi hulu migas. Selain itu, pelaksanaan OSDP diharapkan searah dengan mimpi produksi minyak 1 juta barel pada 2030. 

Menurutnya, dalam kegiatan eksplorasi maupun eksploitasi migas membutuhkan beberapa perizinan yang melibatkan lebih dari satu instansi. Melalui ODSP, SKK Migas mengklaim seluruh layanan proses perizinan Kontraktor Kontrak Kerja Sama (KKKS) dilaksanakan dalam satu pintu dengan cepat.

Tidak hanya itu, SKK Migas dan KKKS juga bersama-sama melakukan penelitian atas kelengkapan untuk setiap persyaratan perizinan dari berbagai instansi yang ada. Dwi juga menjanjikan ke depan perizinan hulu migas yang berhubungan dengan SKK Migas akan ikut diintegrasikan hingga ke level pemerintah daerah. 

Proses perizinan yang menghabiskan waktu, seperti perizinan Amdal dijanjikan akan diselesaikan lebih cepat. Dwi menambahkan hal ini penting mengingat jika proyek selesai tepat waktu, biaya proyek juga tidak akan bertamnah besar dan yang telah disetujui dan pelaksanaan lebih efisien. 

Pada kesempatan yang sama, Sekretaris Jenderal Kementerian Energi dan Sumber Daya Mineral (ESDM) Ego Syahrial mengatakan sepanjang 2017 hingga 2019 pihaknya telah memangkas 189 perizinan. Dari perizinan yang dipangkas, setidaknya 60 regulasi yang berasal dari sektor migas.

“Tahun ini dilanjutkan dengan ODSP, SKK Migas ambil peran lebih jauh lagi. Ujungnya untuk mampu memproduksi 1 juta barel,” katanya.

Sementara itu Vice President Corporate Services Inpex Masela Ltd Nico Muhyiddin mengakui permasalahan perizinan merupakan hal yang dapat memperlambat proyek. Menurutnya, kolaborasi antara SKK Migas dan KKKS akan melihat permasalahan lebih dalam sehingga upaya mencari jalan keluar lebih cepat dan tepat.

“Kami harapkan implementasi program ini berlangsung dengan baik sehingga target yang dituju bisa dicapai dengan benar," katanya.

Vice President Public and Government Affairs ExxonMobil Indonesia Azi N. Alam juga mengapresiasi langkah SKK Migas menerapkan layanan ODSP. Azi menjelaskan koordinasi yang sudah terjalin ditambah dengan ODSP memberikan kemajuan dalam proses adendum revisi analsisi mengenai dampak lingkungan (Amdal) di Lapangan Banyu Urip Bojonegoro Jawa Timur.

“Kami kerja sama dengan SKK Migas, Kementerian ESDM, dan KLHK [Kementerian Lingkungan Hidup dan Kehutanan] untuk kemauan adendum amdal,” katanya.

SKK Migas Ensures Oil and Gas Licensing for Only Three Days

    Even more than that, SKK Migas will help the KKKS to be able to fulfill the documents that are required for licensing and assist the licensing arrangements in the relevant agencies.

According to Dwi, with the delay in the completion of the upstream oil and gas project due to the ODSR due to the long and time-consuming process of licensing, this will not happen again. This is important considering that if the project is completed on time, the project costs will also not increase greater than agreed upon and implementation is more efficient.

"Because any delays in the upstream oil and gas project will lead to cost escalation. The impact on the government is that state revenue is delayed and not optimal, "he stressed.

He said the ODSP service completes the operation of the Integrated Operation Center (IOC) conducted by his party at the end of last year. He is optimistic that with these two improvements, the upstream oil and gas target this year can be achieved. Kepala SKK Migas Dwi Soetjipto menuturkan, kegiatan eksplorasi maupun eksploitasi migas membutuhkan beberapa perizinan yang melibatkan lebih dari satu instansi. Karenanya, dengan dukungan aktif SKK Migas, dia optimistis tidak akan ada lagi kendala perizinan di hulu migas dan perizinan bisa selesai lebih cepat. Percepatan perizinan ini dapat direalisasikan dengan diresmikannya One Door Services Policy (ODSP).

“Sehingga proses perizinan bisa dipercepat dari biasanya 15 hari menjadi hanya tiga hari,” kata dia usai meresmikan ODSP.

Melalui ODSP, seluruh layanan proses perizinan kontraktor kontrak kerja sama (KKKS) dilaksanakan dalam satu pintu dan prosesnya juga lebih cepat. SKK Migas dan KKKS bersama-sama melakukan penelitian atas kelengkapan untuk setiap persyaratan perizinan dari berbagai instansi yang ada saat ini. Bahkan lebih dari itu, SKK Migas akan membantu KKKS untuk dapat memenuhi dokumen yang menjadi persyaratan perizinan serta mendampingi pengurusan perizinan di instansi terkait.  

Menurut Dwi, dengan adanya ODSR keterlambatan penyelesaian proyek hulu migas karena hambatan proses perizinan yang lama dan menghabiskan waktu, tidak akan terjadi lagi. Hal ini penting mengingat jika proyek selesai tepat waktu, maka biaya proyek juga tidak akan bertambah lebih besar dari yang telah disetujui dan pelaksanaan lebih efisien.

“Karena setiap keterlambatan proyek hulu migas akan menimbulkan ekskalasi biaya. Dampak bagi pemerintah adalah penerimaan negara tertunda dan tidak optimal,” tegas dia.

Layanan ODSP disebutnya melengkapi pengoperasian Integrated Operation Center (IOC) yang dilakukan pihaknya pada akhir tahun lalu. Dia optimis dengan dua perbaikan ini, target hulu migas pada tahun ini dapat tercapai. Pasalnya, beroperasinya IOC dan ODSP dapat menyelesaikan beberapa hambatan, antara lain di bidang perizinan dan akurasi data.

“Kami memiliki cukup waktu untuk melakukan perbaikan jika ada kendala yang ditemukan saat implementasi WP&B (work plan and budget/rencana kerja dan anggaran). Kami memiliki data untuk mencegah kejadian negatif yang dapat menghambat operasional hulu migas di tahun ini,” jelas Dwi.

Ke depannya, pihaknya berharap layanan ODSP dapat memberikan kontribusi yang nyata dan optimal untuk meningkatkan iklim investasi minyak dan gas nasional. Sehingga, Indonesia mampu bersaing dengan negara-negara lain di kawasan seperti Malaysia, Thailand dan Vietnam, maupun belahan dunia lainnya, mengingat investasi hulu minyak dan gas adalah investasi lintas negara.

“Ini tahapan kami ingin membangun transformasi, sesuai visi pemerintah dan arahan Pak Menteri (Menteri ESDM Arifin Tasrif) , kami harus selalu memperbaiki investasi di hulu migas. Salah satunya untuk mengejar mimpi 1 juta bph (barel per hari) ,” tutur Dwi.

Vice President Corporate Services INPEX Masela Ltd Nico Muhyiddin dan Vice President Public and Government Affairs ExxonMobil Indonesia Azi N Alam mengapresiasi langkah SKK Migas menerapkan layanan ODSP Kedua perusahaan ini sudah secara langsung merasakan manfaat ODSP ketika mengurus analisi dampak lingkungan (Amdal) proyek migas yang digarap masing-masing perusahaan.

“Seperti diketahui perizinan selama ini merupakan hal yang dapat memperlambat proyek. Langkah ini sangat tepat, harapan kami permasalahan akan ditangani dengan cepat dan tepat. Kami harapkan implementasi program ini berjalan dengan baik sehingga target yang dituju bisa dicapai dengan benar,” ujar Nico.

12 Proyek

Sementara itu, Deputi Operasi SKK Migas Julius Wiratno mengatakan, terdapat 12 proyek migas yang direncanakan mulai beroperasi pada tahun ini. Salah satu yang paling besar adalah Proyek Merakes yang dikerjakan ENI Indonesia.

“Merakes akan beroperasi pada kuartal keempat tahun ini,” ujarnya.

Di Lapangan Merakes, ENI rencananya akan mengebor enam sumur bawah laut serta membangun sistem pipa bawah laut yang akan terhubung dengan fasilitas floating production unit/FPU Jangkrik di Blok Muara Bakau. 

Puncak produksi Lapangan Merakes diperkirakan bisa mencapai 60.305 barel setara minyak per hari (barrel oil equivalent per day/ boepd). Pada kuartal pertama, Julius melanjutkan, terdapat empat proyek yang ditargetkan beroperasi. 

     Rincinya, Bukit Tua Phase-3 dengan estimasi produksi 31,5 juta kaki kubik per hari/ mmscfd oleh Petronas Carigali Ketapang II Ltd, Grati Pressure Lowering 30 mmscfd oleh Ophir Indonesia (Sampang) Pty Ltd, Buntal-5 45 mmscfd oleh Medco E&P Natuna Ltd, dan Sembakung Power Plant oleh PT Pertamina EP.

Selanjutnya, empat proyek akan beroperasi di kuartal kedua. Rincinya, Proyek Randu Gunting dengan perkiraan produksi 3 mmscfd oleh PT Pertamina Hulu Energi Randu Gunting, Kompresor Betung 15 mmscfd oleh PT Pertamina EP Malacca Strait Phase-13.000 bph oleh EMP Mallacca Strait, serta Meliwis 20 mmscfd oleh Ophir Indonesia (Madura Offshore) Pty Ltd. 

      Terakhir di kuartal ketiga 2020 terdapat tiga proyek migas yang dijadwalkan beroperasi. Ketiga proyek ini adalah Proyek Cantik 2,4 mmscfd oleh PT Sele Raya Belida, Kompresor LP-MP SKG-19 150 mmscfd oleh PT Pertamina ER serta Peciko 8A 8 mmscfd oleh PT Pertamina Hulu Mahakam.

Pada 2020, lifting migas nasional ditetapkan 1,95 juta boepd, naik sedikit dari realisasi tahun lalu 1,8 juta boepd. Rincinya, produksi minyak naik menjadi 755 ribu bph dari realisasi 746 ribu bph, serta gas menjadi 1,19 juta boepd dari realisasi 1,06 juta boepd.
