The Tiung Biru Jambaran Project Speeded Up

PT Pertamina EP Cepu (PEPC) decided to move fabrication into the country in order to ensure the continuation of the Jambaran Tiung Biru (JTB) project when the coronavirus spread in a number of countries.

Jamsaton Nababan

PEPC Managing Director Jamsaton Nababan said a number of equipment factories were scattered in a number of countries affected by the coronavirus. Even one part factory is located in Wuhan. For this reason, the move to the fabrication process has been carried out.

Covid-19

"There is one part fabricated in Wuhan. But we have taken a strategic step to move the fabrication to Indonesia with the permission of the licensor, "he said.

By moving part of the fabrication process into the country, Jamsaton hopes that the potential for material delays can be minimized. PEPC also decided to use global scale inspector staff.

The Engineering Procurement and Construction (EPC) Contractor of the JTB Gas Processing Facilities (GPF), PT Rekayasa Industri (Rekind) claims, coordination has been ongoing. Managing Director of Rekind Yanuar Budinorman said coordination continues to be carried out in order to maintain the continuity of the project.

the Jambaran Tiung Biru (JTB) project

"Long lead items have been purchased, are being processed in fabrication, large equipment is already on site. The project coordination is very good," he said.

Yanuar added that with a number of efforts, his side was optimistic that the JTB project's onstream target in July 2021 could be achieved.

"Construction has been delayed a little because of rain and recently the corona pandemic, we started to rebound in May," he explained.

For the sake of smoothing the acceleration plan, Rekind is ready to increase the workforce to 1,000 people in the next two months. Jamsaton added the acceleration of the project can be done considering that around 60% of material needs are already on site.

"From the drilling target of six wells, we have completed drilling of four wells," he said.

In addition, the construction of a 5-kilometer pipeline is underway and is targeted for completion in April 2021.

"For gas facilities, it is 54.94%. Until December the target is 94% for GPF, "said Jamsaton.

The Jambung Tiung Biru Project is a national strategic project with a total investment of US $ 1.53 billion.

JTB Project on Target

PT Pertamina EP Cepu (PEPC) and PT Rekayasa Industries believe the US $ 1.53 billion Jambaran-Tiung Biru (JTB) project could be streamed in July 2021 despite being delayed. The JBT project, a national strategic project, has a gas production capacity of 192 million cubic feet per day (MMscfd), which will supply gas to consumers using the Gresik-Semarang gas pipeline. Later, gas supply from the JTb project is expected to overcome the gas supply deficit in 19 industrial sectors in Central and East Java.

Jambaran-Tiung Biru (JTB)

Based on data revealed by Pertamina EP Cepu (PEPC), the progress of the JTB Gas Processing Facility Procurement (EPC) Gas Processing Facility as of March 18, 2020 recorded only 54.94% of the planned 55.35%.

Jamsaton Nababan

"Seeing the progress achieved and the remaining time, we believe the JTB project target for on-stream can be achieved," said Jamsaton Nababan, Director of Pertamina EP Cepu (PEPC).

Pertamina EP Cepu (PEPC)

He revealed that the 0.4% delay was due to weather factors which had become an obstacle in the project. However, a number of strategies have been prepared, one of which is by bringing in automatic welding machines that can be used indoors so that the project can be carried out.

In addition, it has mobilized a number of workers to work at night shifts. Meanwhile, in the next 2 months, about 500-1,000 workers will be added. It will also use a number of water pumps to suck up rainwater so as not to cause flooding on the project site.

"The addition of workers was in accordance with the initial schedule plan, so it was not due to minus 0.4. That's normal in the project category, indeed the plan will increase. "

Meanwhile, when the corona outbreak broke out, Jamsaton made sure it would not affect the amount of material and equipment needed for the project. According to him, most of the company's orders have been made before the outbreak of the virus.

"In several other countries, there are also corona issues, we have taken steps, that our inspectors use inspectors worldwide. So, in general, there are no more issues watching in these countries, "he explained.

On the other hand, Managing Director of Industrial Engineering Yanuar Budinorman said that the coordination in the work of the JTB project with Pertamina EP Cepu (PEPC) at this time was very good. In addition, all workers who were empowered in the project were all Indonesian citizens so that they were not affected by the issue of the spread of the coronavirus.

Japan Gas Corporation (JGC)

The JTB gas field development project has a project value of US $ 1.53 billion. The value of the EPC GPF contract (Indonesian Consortium-JGC-JCC Consortium) is the US $ 983 million.

Head of SKK Migas Dwi Soetjipto previously stressed that the JTB Field was the only hope for supplying the largest gas supply in East Java so that the JTB Project had to be on-stream in July 2021.

Commitment to the Jambaran-Tiung Biru On-Stream Project July 2021

Towards the end of the first quarter of 2020, PT Pertamina EP Cepu (PEPC) and PT Rekayasa Industri (REKIND) reaffirmed their commitment to maintain the positive performance of the Jambaran - Tiung Biru Gas Field Development Project (JTB) for on-stream targets in July 2021.

the Jambaran - Tiung Biru Gas Field

Accelerating efforts work has been done to encourage the progress of the GPF-JTB EPC Project which as of March 18 2020 recorded 54.94% progress from the 55.35% plan, resulting in a variance of minus 0.41%.

Covid-19

This decline occurred because of challenges that have hampered construction work, one of which is high rainfall. In 2019, the actual progress is always ahead of 0.5% and plan. At present, another challenge faced is the Covid-19 pandemic which has caused lock-down conditions in several countries where the fabrication of equipment and materials such as Italy, Korea, and China.

"This has the potential to have an impact on the project equipment and material procurement process," explained REKIND President Director, Yanuar Budinorman.

Anticipating this, PEPC and REKIND jointly coordinated intensively with relevant vendors in an effort to maintain the delivery of equipment and materials not to affect the on-stream gas target in July 2021, including using resident inspectors abroad to supervise fabrication.

In his direction on the March 7, 2020 field visit, SKK Migas Head Dwi Soetjipto stressed that the JTB Field was the only hope for supplying the largest gas in East Java so the JTB Project had to be onstream in July 2021. For this reason, it was hoped that PEPC and the EPC contractor, the Consortium REKIND-JGC-JGI Indonesia and SKK Migas work hand in hand in executing this JTB Project.

Japan Gas Corporation (JGC)

"Implementation of the construction of the JTB Project as a National Strategic Project is a mandate that is not easy, however, since the inaugural Design of the EPC GPF JTB on January 4, 2019, REKIND is committed to always showing the best professionalism and performance. With solid collaboration with PEPC, REKIND is optimistic that the onstream Iuli 2021 target will be achieved, "he stressed.

PEPC and REKIND continue to prioritize work safety and work on strategies to accelerate work both in terms of the adequacy and competence of human resources, reliable management, and project supervision. This strategy is implemented, among others, by placing under one roof the entire Project team, both from PEPC and REKIND, so that coordination, review processes, and approvals can be carried out quickly and effectively.

The Jambaran-Tiung Biru Project Will Be Operated Next Year

PT Pertamina EP Cepu (PEPC) ensures that the Jambaran-Tiung Biru Project can start operating according to the target, namely in July 2021. This subsidiary of PT Pertamina (Persero) will pursue construction delays in the next two months.

Jamsaton Nababan

Pertamina EP Cepu President Director Jamsaton Nababan said, of the five jobs that had to be completed in the Jambaran-Tiung Biru Project, his side had completed three jobs namely front end engineering design / FEED, land acquisition, and early civil work. Two more jobs are currently in the process of construction of a gas processing facility / GPF and well drilling.

He explained, the development of GPF development so far had reached 54.94%. It has also completed four wells out of a total of six wells needed (75%).

"So in total, if I'm not mistaken the development has reached almost 56%, still 44% will be completed. So we believe we can be on stream in July 2021, "he said.

Jamsaton admitted, the progress of the GPF development was a bit late compared to the schedule, which was around 0.4% of the target. This is due to the very high rainfall at the project site. In addition, the Covid-19 pandemic also affected the fabrication process of some equipment needed for GPF.

However, it has prepared a number of strategies to pursue this delay. To speed up the project, it has added automatic welding machines, large-powered pumps, and increased hours of night work. This allows the construction of the Jambaran-Tiung Biru Project to last 24 hours.

Jambaran-Tiung Biru Project

Regarding the procurement of equipment, he admitted there were several tools that were fabricated in Wuhan, China. However, with the approval of the licensor, the fabrication of this tool has been moved to Indonesia.

the Corona Virus

While the fabrication of some other equipment is also done in Italy, Spain and South Korea. However, despite the lockdown imposed due to the widespread Corona Virus in the country, the workmanship of this tool continues.

"The project of minus 0.4% is still normal. So indeed the material has come, after the Corona Virus spread. So the material delivery is not constrained, "said Jamsaton.

Japan Gas Corporation (JGC)

The GPF Jambaran-Tiung Biru Project facility was undertaken by a consortium of PT Rekayasa Industri (Rekind), Japan Gas Corporation (JGC), and Japan Gas Indonesia (JGI). Managing Director of Rekind Yanuar Budinorman revealed, the GPF's work included deploying gas sales pipelines.

At present, the progress of the GPF is indeed somewhat late, which is still 54.94% of the target of 55.35%. While the progress of deploying the pipeline is 5.5 kilometers (km) out of a total of 11 km. However, with various anticipatory steps carried out together with Pertamina EP Cepu, he is optimistic that he can catch up. Moreover, it also plans to add 500-1,000 workers in the field.

"We have taken steps and will rebound in two months, in April May. It means, we will be back on track, "said Yanuar.

The GPF facility is targeted to start operating in July 2021. While the gas pipeline is targeted for completion in April next year. Referring to Pertamina EP Cepu data, the contract value for the GPF works by Rekind is US $ 983 million.

Jamsaton added, the drilling of six wells in the Jambaran-Tiung Biru Project will be completed ahead of GPF, which is later this year. In April-May, it will begin drilling in Central Jambaran. The drilling is completed first so that once the GPF is finished, the gas can be directly flowed.

"As of December, for the GPF we target a 94% progress, if the total project is 92%," he said.

As long as the project is not delayed, he is optimistic that the investment of this project will not increase despite the Corona Virus pandemic, which is still at US $ 1.55 billion.

Gas supply

Jamsaton stated that he was committed to completing the Jambaran-Tiung Biru Project given the importance of the gas produced. On several occasions, the Head of SKK Migas Dwi Soetjipto said that he had warned that East Java would begin to lack gas supply in 2021-2022.

"So, the only hope is Jambaran-Tiung Biru," he said.

He explained, according to the government's allocation, his party had sold gas from this project totaling 172 million cubic feet per day / mmscfd to PT Pertamina (Persero). Next, Pertamina will sell gas to consumers. Until now, Pertamina has signed a 100 mmscfd gas sale and purchase contract with PT PLN (Persero) for a power plant in Gresik, East Java.

"There is still 72 mmscfd remaining that will be allocated by Pertamina Persero," said Jamsaton.

However, with design optimization, it was able to increase the production of the Jambaran-Tiung Biru Project by 20 mmscfd to 192 mmscfd. This additional 20 mmscfd gas production has not yet received an allocation letter from the government. The reason is that the government has the authority to determine who buys gas supplies.

"We get assignments to the allocation to whom, after that we can sell the gas to those who get the allocation," he explained.

Regarding the government's decision to impose a gas price of US $ 6 per million British thermal unit (MMBTU), Jamsaton revealed that his party had not yet received a decree from the government. However, with a government policy where the cooperation contract contractor (KKKS) part is not reduced, it will not be a problem.

"So even though gas prices are going down, as long as the project economy remains the same, it doesn't matter," he said.

The US $ 1.53 Billion JTB Project is Targeted to Be Completed on Time

SKK Migas states that it will oversee national strategic projects to be completed on time. One of them is the Jambaran Tiung Biru (JTB) project in Bojonegoro, East Java, which has an investment of US $ 1.53 billion targeted for onstream in August 2021.

Dwi Soetjipto

"The realization of upstream oil and gas projects that will support increased production, received special attention from the President of the Republic of Indonesia," said SKK Migas Head Dwi Soetjipto during a working visit to the Management Work Through (MWT) activity on Saturday (March 7).

Julius Wiratno

During the working visit, the SKK Migas Head was accompanied by Deputy Operations Julius Wiratno, Expert Advisor Satya W Yudha, Head of the Waras JTB Project Acceleration Unit Budi Santosa and SKK Migas Representative Chief Jabanusa Nurwahidi.

Nurwahidi

The JTB project is one of the four national strategic projects in the oil and gas sector determined by President Joko Widodo through Presidential Decree number 56 of 2018. The completion of the JTB project will also contribute significantly to the addition of national oil and gas production. The JTB project as a whole is valued at the US $ 1.53 billion and is expected to be streamed in August 2021.

the Jambaran Tiung Biru (JTB) project

"At the Limited Meeting on March 4, 2020, with one of the agenda of increasing national oil and gas production, President Joko Widodo has requested that the national strategic projects can be completed immediately. For this reason, SKK Migas will increase supervision so that the national strategic oil and gas sector projects can be completed at the designated time, even if they can be accelerated, "Dwi Soetjipto said.

Dwi added, the increase in supervision will be demonstrated by SKK Migas through field visits by SKK Migas management every weekend.

"This step is to ensure that the project can be completed on schedule and cost-efficient."

The JTB project is operated by Pertamina EP Cepu (PEPC). The JTB project in addition to making a large contribution to the addition of national gas, during project implementation has had a positive impact on the Regional Government and local communities. Based on SKK Migas data, as of February 2020, the number of workers absorbed in the JTB project was around 4,470 people.

In order to support the regional economy and increase the capacity of local entrepreneurs, SKK Migas has required the procurement of goods and services worth up to Rp 10 billion to be carried out by regional entrepreneurs, so that local entrepreneurs have the opportunity to develop and create jobs.

PEPC President Director, Jamsaton Nababan said during his presentation that the JTB project had a very big challenge because previously the contractor who built the EPC resigned, so the project activity had been stopped for several months.

"Thank you to SKK Migas for helping to overcome this difficult time, so that in the end the construction of the EPC JTB can be continued by a new contractor namely Industrial Engineering," he said.

To oversee the project to run smoothly, Pertamina intensified coordination with the EPC Contractor and placed supervisor inspectors in the vendor-owned workshop. This mechanism is to catch up with the target, and the project can still be built with the best quality and support the reliability of the JTB refinery operation when producing later.

Director of REKIN, Jakub Tarigan, in his report, said that since being appointed as an EPC contractor, his side had worked hard and intensive coordination with SKK Migas and Pertamina so that the project delays by February 2020 could be shortened by only 0.66%, or there had been an acceleration of 19, 3%.

"This achievement is extraordinary when the rain challenge is very extreme right now. We have prepared 9 pumps to ensure a maximum of 2 hours the project site is dry so that work activities will be normal ".

During a visit to the project site, the rain poured heavily, all contractors and subcontractors showed their readiness by making changes to the system so that work could continue to be carried out and all project human resources could be utilized.

Alokasi Tiung Biru US$ 591 Juta di 2020

PT Pertamina EP-Cepu (PEPC) terus melanjutkan pembangunan proyek lapangan gas unitisasi Jambaran-Tiung Biru. Tahun depan, anak usaha PT Pertamina (Persero) itu mengalokasikan dana investasi sebesar US$ 591 juta. Nilai investasi PEPC 2020 naik 78,55% dibandingkan alokasi pada tahun ini yang mencapai US$ 331 juta. Adapun realisasi penyerapan anggaran hingga November 2019 sebesar US$ 297 juta.

Hingga November 2019, tahap pekerjaan sampai 47,3%.
