PT Pertamina Records the Best Achievement



During the year 2019, PT Pertamina EP Cepu (PEPC) recorded its best achievement. Starting with PEPC, which again contributed to the largest profit in the Pertamina subsidiary with a value of USD 849.5 million from total revenue of USD 1,803.96 million. Achievement of PEPC's profit in 2019 increased by 0.75% from the achievement of its profit in 2018 with a value of USD 843.1 million.

In addition to recording the largest profit from PEPC's production realization in 2019, the Banyu Urip Field was recorded to be able to achieve a lifting realization of up to 102% of the target. The Banyu Urip field, which contributes more than 25% of national oil production, has exceeded the 2019 production target with an average production of 217.6 MBOPD.

The Kedung Keris Field, which was already on stream on November 22, 2019, contributed to an additional 5,000 BOPD of national oil production which could be increased to 10,000 BOPD at peak production. Pertamina EP Cepu Wins International Award



PT Pertamina EP Cepu (PEPC), a subsidiary of PT Pertamina (Persero) received a prestigious international award from Project Financing International (PFI).

The award was given at the 2019 PFI Award some time ago in London, England. At the event, the award held by PFI named PEPC as the Asia Pacific Oil and Gas Deal of the Year.

According to him the award was obtained because of the success of PEPC in obtaining project financing for the Jambaran-Tiung Biru Unitization (JTB) Gas Development Project as a whole.

Project financing can be completed in less than six months from the issuance of Project Info Memo (PIM) and Request for Proposals (RFP) on 30 January 2019 with Financial Close on 13 June 2019. 

     Project Financing The JTB project undertaken by PEPC is also one of the projects the first to combine conventional funding with Islamic funding, with a total funding value of USD 1.8 billion, consisting of conventional USD 1.7 billion and USD 100 million sharia (Wakala).

The financial institutions which are incorporated in the JTB Project Financing consist of eight international banks and four domestic banks. International banks that participated were the Bank of China, CIMB, DBS, Intesa Sanpaolo, Maybank, MUFG, Milbank, and SMBC.

"While the domestic financial institutions involved are Bank Mandiri, Bank Negara Indonesia, BTPN and Bank Rakyat Indonesia. The JTB project has been designated by the Government of Indonesia as one of the National Strategic Projects with gas production that will be distributed through Pertagas's Gresik-Semarang Gas Pipeline for use in the country, "said the former lecturer at the Faculty of Communication at Dr. Soetomo University in Surabaya.

JTB will have a production capacity of 330 MMSCFD (raw gas) with gas sales of 192 MMSCFD. The scope of work of the JTB Gas Project includes Land Acquisition that has been completed, Early Civil Work (ECW) which has also been completed.

The scope of work currently underway is the drilling of six gas wells carried out by Pertamina Drilling Services Indonesia (PDSI) which is a subsidiary of Pertamina (Persero) and the construction of the Gas Processing Facilities (GPF) conducted by the Consortium of PT. PEPC Wins Zero Accident Award from the Provincial Government



PT. Pertamina EP Cepu (PEPC) won the Zero Accident Award from the Government of East Java Province. This award was handed over to Apple Akbar which was held by the Government of East Java Province at the Surabaya Industrial Estate Rungkut (SIER) Surabaya Football Field.

The Award was handed over by the Governor of East Java Khofifah Indar Parawansa and witnessed by around 300 ceremony participants and invitations from various agencies. 

    The award presented as part of the implementation of the 2020 National Occupational Health and Safety (K3) launched by Khofifah, who on this occasion read the remarks of the Minister of Manpower Ida Fauziyah, emphasizing that occupational safety and health faced challenges in the increasingly complex world of employment.

"Therefore we need a control strategy that is more effective, efficient, and innovative in preventing workplace accidents and occupational diseases. For this reason, the Minister of Manpower Ida asks all parties to make concrete efforts towards the implementation of OSH in their respective environments so that the OSH culture is truly realized throughout the country, "he explained.

Khofifah also invited all stakeholders, including employers, trade unions, workers and the community, to continue to improve supervision and awareness of the importance of OSH. OHS issues should not only be remembered and discussed when accidents or accidents occur in the workplace.

PEPC Raih Penghargaan Zero Accident dari Pemerintah Provinsi

PT. Pertamina EP Cepu (PEPC) berhasil meraih penghargaan Zero Accident dari Pemerintah Propinsi Jawa Timur. Penghargaan ini diserahkan pada Apel Akbar yang diadakan oleh Pemerintah Propinsi Jawa Timur di Lapangan Sepakbola Lingkungan Industri Surabaya Industrial Estate Rungkut (SIER) Surabaya. 

Penganugerahan ini diserahkan oleh Gubernur Jawa Timur Khofifah Indar Parawansa dan disaksikan sekitar 300 peserta upacara dan undangan dari berbagai instansi. Penghargaan yang diserahkan merupakan bagian dari pelaksanaan Bulan Kesehatan dan Keselamatan Kerja (K3) Nasional Tahun 2020 yang dicanangkan Khofifah, yang pada kesempatan tersebut membacakan sambutan Menteri Tenaga Kerja Ida Fauziyah, menegaskan bahwa keselamatan dan kesehatan kerja menghadapi tantangan dunia ketenagakerjaan yang makin kompleks.

“Karenanya diperlukan strategi pengendalian yang lebih efektif, efisien, dan inovatif dalam mencegah terjadinya kecelakaan kerja dan penyakit akibat kerja. Untuk itu, Menteri Tenaga Kerja Ida meminta semua pihak dapat melakukan upaya konkret terhadap pelaksanaan K3 di lingkungan masing-masing agar budaya K3 benar-benar terwujud di seluruh Tanah Air,” paparnya.

Khofifah juga mengajak seluruh pemangku kepentingan baik pengusaha, serikat pekerja, pekerja dan masyarakat, untuk terus meningkatkan pengawasan dan penyadaran akan pentingnya K3. Persoalan K3 hendaknya tidak hanya diingat dan dibahas saat terjadi kasus kecelakaan atau musibah di tempat kerja. 

    PT Pertamina EP Cepu (PEPC) menerima penghargaan dengan kategori Zero Accident dengan jumlah safety manhours 5.083.740 jam. Jumlah jam kerja selamat PEPC secara akumulatif 13.918.729 jam.

Tiung Biru Allocation US $ 591 Million in 2020



PT Pertamina EP-Cepu (PEPC) continues to develop the Jambaran-Tiung Biru unitization gas field project. Next year, a subsidiary of PT Pertamina (Persero) will allocate investment funds of US $ 591 million.     Until November 2019, the employment phase is up to 47.3%. The project has two clusters, namely the Jambaran East Gas Field and the Jambaran Central Gas Field. On October 9, 2019, PEPC began working on a well or spud in the Jambaran East Gas Field consisting of four wells.

PEPC has completed drilling at the Jambaran East Gas Field up to the 12-1 / 4-inch hole route at JAM-3 and JAM-5 wells. The next target is drilling in JAM-8 and then the following work in the JAM-4 Well. 

    The drilling completion target is around June 2020. If the work at the Jambaran East Gas Field is completed, PEPC will move to the Jambaran Central Gas Field with the workmanship target at JAM-6 and JAM-7 wells. 

     They hope to start drilling around July next year. Until now, PEPC still holds the project completion target or on stream Jambaran-Tiung Biru in the second quarter of 2021.

"Hopefully everything can be finished and can save even more time because later there can be saving costs, more efficient and more gas who entered, "explained Jamsaton Nababan, President Director of PT Pertamina EP-Cepu during a media meeting in Bojonegoro, East Java.

If Jambaran-Tiung Biru operates, PEPC calculates that there will be an additional gas production of 192 million cubic feet per day (mmscfd) and 2.5 trillion cubic feet (TCF) reserves. The company managed to flow the gas through the Gresik-Semarang transmission pipeline.

     While working on the Jambaran-Tiung Biru project, in 2020 PEPC is aiming for profits of US $ 852 million or higher than this year's target of US $ 845 million. The strategy is to increase production next year and pursue operational cost-efficiency. Until November 2019, PEPC pocketed a net profit of US $ 790 million. Alokasi Tiung Biru US$ 591 Juta di 2020


PT Pertamina EP-Cepu (PEPC) terus melanjutkan pembangunan proyek lapangan gas unitisasi Jambaran-Tiung Biru. Tahun depan, anak usaha PT Pertamina (Persero) itu mengalokasikan dana investasi sebesar US$ 591 juta. Nilai investasi PEPC 2020 naik 78,55% dibandingkan alokasi pada tahun ini yang mencapai US$ 331 juta. Adapun realisasi penyerapan anggaran hingga November 2019 sebesar US$ 297 juta.

Target pengerjaan proyek Jambaran-Tiung Biru tahun depan adalah merampungkan pengeboran sumur dan membangun fasilitas pemrosesan gas alias gas processing facility (GPF). Anggaran investasi juga mencakup pengeboran dan akuisisi lahan. Menurut catatan internal PEPC, perkembangan pengerjaan Jambaran-Tiung Biru sejauh ini masih sesuai rencana.

     Hingga November 2019, tahap pekerjaan sampai 47,3%. Proyek itu memiliki dua kluster, yakni Lapangan Gas Jambaran East dan Lapangan Gas Jambaran Central. Pada 9 Oktober 2019, PEPC mulai mengerjakan tajak sumur atau spud in Lapangan Gas Jambaran East yang terdiri dari empat sumur.

PEPC sudah menyelesaikan pengeboran di Lapangan Gas Jambaran East sampai trayek lubang 12-1/4 inci di sumur JAM-3 dan JAM-5. Target berikutnya yakni pengeboran di JAM-8 lalu menyusul pekerjaan di Sumur JAM-4. Target penyelesaian pengeboran sekitar Juni 2020. 

     Kalau pekerjaan di Lapangan Gas Jambaran East rampung, PEPC bam bergeser ke Lapangan Gas Jambaran Central dengan target pengerjaan di Sumur JAM-6 dan Sumur JAM-7. Mereka berharap bisa memulai pengeboran sekitar Juli tahun depan. Hingga kini, PEPC masih memegang target penyelesaian proyek atau on stream Jambaran-Tiung Biru pada kuartal II 2021. 

"Mudah-mudahan bisa selesai semua dan bisa lebih banyak lagi menghemat waktu karena nanti bisa ada saving cost, lebih efisien dan lebih banyak gas
yang masuk," beber Jamsaton Nababan, Direktur Utama PT Pertamina EP-Cepu saat temu media di Bojonegoro, Jawa Timur.

Kalau Jambaran-Tiung Biru beroperasi, PEPC menghitung akan ada tambahan produksi gas sebesar 192 juta kaki kubik per hari (mmscfd) dan Cadangan 2,5 triliun kaki kubik (TCF). Pemsahaan tersebut bercana mengalirkan gasnya melalui Pipa transmisi Gresik-Semarang.

Asal tahu, pengembangan proyek Jambaran-Tiung Biru membutuhkan total biaya sebesar US$ 1,5 miliar. PEPC telah memperoleh komitmen pendanaan hingga US$ 1,8 miliar dari sindikasi 12 bank lokal dan asing. Sambil mengerjakan proyek Jambaran-Tiung Biru, tahun 2020 PEPC membidik keuntungan sebesar US$ 852 juta atau lebih tinggi ketimbang target tahun ini yakni US$ 845 juta. 

     Strateginya dengan meningkatkan produksi pada tahun depan dan mengejar efisiensi biaya operasional. Hingga November 2019, PEPC mengantongi laba bersih sebesar US$ 790 juta. Mereka mengklaim sebagai kontributor terbesar di antara anak usaha Pertamina yang lain. 

"Kinerja keuangan kami tahun ini sesuai rencana dan bahkan target produksi minyak APBN sudah dicapai," ujar Jamsaton.

2020, PEPC Issues Investment of US $ 591 Million

The drilling work will begin with the removal of the rig from Blora Regency, Central Java from July to September 2020. PEPC is working with local police to oversee its journey. He added, related to the work on GPF, the mobilization of heavy equipment in the form of selexol 2 absorbers and was completed in early December 2019. In total, the execution of this GPF has exceeded the target.

"The actual GPF works are already 43.5%, while in the planning it is 42.6%," he said.

However, shipments of heavy vehicle equipment will continue in 2020. The GPF contractor, the Industrial Engineering Consortium, Japan Gas Corporation, and Japan Gas Indonesia (RJJ) conducted intense coordination with relevant agencies and security forces in the mobilization of the equipment. Because the super-heavy transport vehicles will cross five bridges in three districts, namely Gresik, Lamongan, and Bojonegoro.

Previously, the five bridges had been previously strengthened by the RJJ Consortium. For project funding, Jamsaton stated that it had obtained syndicated commitments from 12 banks worth the US $ 1.8 billion. However, it is certain that the funds received by his party amounted to the US $ 1.6 billion.

The existence of this difference is because there is an additional estimate of gas production of 20 million cubic feet per day / MMSCFD that has not been sold as a result of the absence of government allocations. However, it is certain that the funding needs are safe considering the total investment needs for the Jambaran-Tiung Biru Project are the only US $ 1.55 billion.

"It means, we don't need to use our own money, all are money lenders.

"There are also no guarantees to lenders, there is nothing we mortgaged because what was sold was the performance or economics of the project," Jamsaton stressed.

Of the 12 banks that provided loans, he said four of them were domestic banks, namely BRI, Mandiri, BTPN, and BNI. In this funding, MUFG Bank is the financial advisor, facility agent, and lead arranger.

This funding agreement has a unique hybrid financing structure, which combines conventional financing and, for the first time, Islamic financing under the Trustee Borrowing scheme. Each section (tranche), conventional and sharia, provides project financing facilities with two tenors, namely 10 and 15 years.

Gas production generated by the JTB Project of 192 mmscfd will be channeled through the Gresik-Semarang transmission pipeline. With JTB gas reserves of 2.5 trillion cubic feet (TCF), JTB is expected to have a multiplier effect, specifically to overcome the gas supply deficit in Central and East Java. The JTB project is projected to also increase state revenue from the US $ 3.61 billion during the contract period.

Net Income Increases

In addition to working on and operating the Jambaran-Tiung Biru Project, PEPC also holds a 45% participating interest in the Cepu Block. From the block that has produced this oil, Jamsaton projects that its performance will remain brilliant next year.

Although PEPC's oil production is targeted to be stable at 96.16 thousand barrels per day (BPD) and the price of Indonesian crude oil (Indonesian Crude Price / ICP) drops to US $ 68.02 per barrel, the company's profit is targeted to increase.

"In 2020, the net profit is the US $ 852 million. This year, the projected net profit is the US $ 845 million," he said.

Meanwhile, next year's oil price assumption is the US $ 68.02 per barrel, lower than this year's US $ 74.56 per barrel assumption. This is in line with the average realization of oil prices up to November 2019 yesterday at the US $ 68.52 per barrel.

In 2020, it also budgeted an operating cost of US $ 157 million or higher than this year of US $ 150 million. Regarding production, the PEPC oil allotment is calculated assuming the Cepu Block oil production target next year will be 214 thousand BPD. The target is down slightly compared to this year which is called Jamsaton around 217 thousand BPD.

In 2019, from the PEPC production target of 96.16 thousand BPD, the realization up to November was 97.87 thousand BPD. With this production achievement, PEPC became Pertamina's upstream subsidiary with the largest oil production contribution.

"PEPC's financial performance this year is still very good and can still be according to plan. Even the APBN production target has been achieved. The benefits have also been achieved," he said.


Until last November, it had posted a net profit of US $ 790 million. While according to the state budget, the Cepu Block production target is 216 thousand BPD. To achieve the net profit target, Jamsaton explained, his party would increase oil production in the Cepu Block to be higher than the target. 

    Increased production is by continuing to complete the revised environmental impact analysis (EIA) with a maximum production of 235 thousand BPD. In addition, it will minimize the cessation of planned and unplanned operations.

Direktur Utama Pertamina EP Cepu Jamsaton Nababan mengatakan, hingga November 2019 lalu, pengerjaan Proyek Jambaran-Tiung Biru telah mencapai 47,3%, lebih cepat dari perencanaan 46,5%. 

Pada tahun 2020 pihaknya masih akan melanjutkan pengerjaan proyek ini dengan merampungkan pengeboran sumur dan pembangunan fasilitas pemrosesan gas (gas processing facility/GPF). Untuk itu, pihaknya menyiapkan anggaran investasi yang lebih besar pada 2020.

"Anggaran investasi PEPC pada tahun depan itu US$ 591 juta, termasuk GPF, drilling, dan land acquisition," kata dia.

Anggaran investasi ini naik 78,55% dibanding alokasi tahun ini yang sebesar US$ 331. Sementara realisasi pengunaan anggaran investasi tahun ini hingga November 2019 yakni sebesar US$ 297 juta.

Di tahun ini, pihaknya telah memulai pengeboran empat sumur di Jambaran East. Pihaknya telah merampungkan trayek lubang 12-1/4 inch pada sumur JAM-3 dan JAM-5. Kini pihaknya masih melaksanakan pengeboran JAM-8. Setelah itu akan dilakukan optimasi atau re-entry sumur yang telah ada, yakni JAM-4. Berikutnya, pihaknya akan mengerjakan Sumur JAM-6 dan Sumur JAM-7 yang berada di Jambaran Central.

"Kami akan memulai lagi pengeboran dua sumur tersebut pada tahun 2020," ujar Jamsaton. 

Pekerjaan pengeboran ini akan dimulai dengan pemindahan rig dari Kabupaten Blora Jawa Tengah pada Juli hingga Semptember 2020. PEPC bekerja sama dengan Polsek setempat untuk mengawal perjalanannya. Dia menambahkan, terkait pengerjaan GPF, mobilisasi alat berat berupa alat absorber 2 dana selexol, telah selesai pada awal Desember 2019 lalu. Secara total, pengerjaan GPF ini telah melampaui target.

"Pengerjaan GPF actual sudah 43,5%, sementara dalam perencanaan 42,6%," tuturnya.

Namun, pengiriman peralatan kendaraan berat ini masih akan berlanjut di tahun 2020. Kontraktor GPF, Konsorsium Rekayasa Industri, Japan Gas Corporation, dan Japan Gas Indonesia (RJJ) melakukan koordinasi intens dengan dinas terkait dan aparat pengamanan dalam mobilisasi alat tersebut. Pasalnya, kendaraan pengangkutan super berat ini akan melintasi lima jembatan di tiga kabupaten, yakni Kabupaten Gresik, Lamongan, dan Bojonegoro. 

Sebelumnya, kelima jembatan ini sudah diperkuat terlebih dahulu oleh Konsorsium RJJ. Untuk pendanaan proyek, Jamsaton menyatakan bahwa pihaknya telah memperoleh komitmen sindikasi dari 12 bank senilai US$ 1,8 miliar. Namun, dana yang dipastikan telah diterima pihaknya yakni sebesar US$ 1,6 miliar.

Adanya selisih ini lantaran terdapat estimasi tambahan produksi gas 20 juta kaki kubik per hari /MMSCFD yang belum terjual sebagai dampak belum adanya alokasi dari pemerintah. Meski demikian, kebutuhan pendanaan dipastikannya aman mengingat total kebutuhan investasi untuk Proyek Jambaran-Tiung Biru hanya US$ 1,55 miliar.

"Artinya, kami tidak perlu menggunakan uang sendiri, semuanya uang lenders.

Tidak ada juga jaminan ke lenders, tidak ada yang kami gadaikan karena yang dijual performance atau keekonomian proyeknya," tegas Jamsaton.

Dari 12 bank yang memberikan pinjaman, dikatakannnya empat diantaran merupakan bank dalam negeri, yaitu BRI, Mandiri, BTPN, dan BNI. Dalam pendanaan ini, MUFG Bank menjadi penasihat keuangan, facility agent, dan lead arranger. 

Kesepakatan pendanaan ini memiliki struktur pembiayaan hybrid yang unik, yaitu menggabungkan pembiayaan konvensional dan, untuk pertama kalinya, pembiayaan syariah di bawah skema Trustee Borrowing (pinjaman wali amanat). Tiap bagian (tranche), konvensional dan syariah, memberikan fasilitas pembiayaan proyek dengan dua tenor, yaitu 10 dan 15 tahun. 

Produksi gas yang dihasilkan oleh Proyek JTB sebesar 192 mmscfd nantinya akan dialirkan melalui Pipa transmisi Gresik-Semarang. Dengan cadangan gas JTB sebesar 2,5 triliun kaki kubik (TCF), JTB diharapkan dapat memberikan multiplier effect , khususnya untuk mengatasi defisit pasokan gas di Jawa Tengah dan Jawa Timur. Proyek JTB diproyeksikan juga akan meningkatkan pendapatan negara dari US $3,61 miliar selama masa kontrak.

Laba Bersih Naik

Selain mengerjakan dan mengoperatori Proyek Jambaran-Tiung Biru, PEPC juga memegang hak partisipasi sebesar 45% di Blok Cepu. Dari blok yang telah memproduksi minyak ini, Jamsaton memproyeksikan kinerjanya akan tetap cemerlang  pada tahun depan. 

Walaupun produksi minyak bagian PEPC ditargetkan stabil sebesar 96,16 ribu barel per hari (bph) dan harga minyak mentah Indonesia (Indonesian Crude Price/ICP) turun menjadi US$ 68,02 per barel, laba perusahaan justru ditargetkan naik.

"Pada 2020, laba bersih targetnya US$ 852 juta. Tahun ini proyeksi laba bersih US$ 845 juta," kata dia.

Sementara itu, asumsi harga minyak pada tahun depan US$ 68,02 per barel, lebih rendah dari asumsi tahun ini US$ 74,56 per barel. Hal ini sejalan dengan realisasi rerata harga minyak hingga November 2019 kemarin sebesar US$ 68,52 per barel. 

Pada tahun 2020, pihaknya juga menganggarkan biaya operasi sebesar US$ 157 juta atau lebih tinggi dari tahun ini US$ 150 juta. Terkait produksi, jatah minyak PEPC dihitung dengan asumsi target produksi minyak Blok Cepu pada tahun depan sebesar 214 ribu bph. Target tersebut turun sedikit jika dibandingkan tahun ini yang disebut Jamsaton sekitar 217 ribu bph.

Di tahun 2019 ini, dari target produksi bagian PEPC 96,16 ribu bph, realisasi hingga November kemarin sudah 97,87 ribu bph. Dengan capaian produksi ini, PEPC menjadi anak usaha hulu Pertamina dengan kontribusi produksi minyak terbesar.

"Kinerja keuangan PEPC tahun ini masih sangat bagus masih bisa sesuai rencana. Bahkan target produksi APBN pun sudah dicapai. Keuntungan juga tercapai," tutur dia.

Hingga November lalu, pihaknya telah membukukan laba bersih sebesar US$ 790 juta. Sementara sesuai APBN, target produksi Blok Cepu sebesar 216 ribu bph. Untuk mencapai target laba bersih, Jamsaton menjelaskan, pihaknya akan meningkatkan produksi minyak di Blok Cepu menjadi lebih tinggi dari target. Peningkatan produksi yakni dengan terus merampungkan revisi analisis dampak lingkungan (Amdal) dengan produksi maksimal 235 ribu bph. Selain itu, pihaknya akan meminimalkan penghentian operasi terencana maupun tidak terencana.

"Serta kami akan berusaha melakukan efisiensi biaya operasi," ujar dia.

EMCL Production Towards 10 Thousand Barrels

    Head of the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) Dwi Soetjipto said oil production at the Kedung Keris field currently reaches 5,000 barrels of oil per day. Later, gradually, its capacity will increase to 10 thousand barrels of oil per day.

"If calculated with the price of ICP oil (Indonesian crude oil price) of USD 60-USD 65 per barrel, there will be gross revenue of USD 237 million or equivalent to Rp 3.3 trillion a year," Dwi explained before the media.

The income according to Dwi Soetjipto is not exactly small. Dwi Soetjipto believes that the revenue will contribute significantly to the regional and central economy. Currently, the Cepu Block production from the Banyu Urip field reaches 220 thousand barrels of oil per day. 

Chevron Pacific Indonesia

     That is the most contribution. Previously, the highest oil production was produced by the Rokan Block which is managed by Chevron Pacific Indonesia. The figure is around 210 thousand barrels of oil per day.

"But, overtaken EMCL which is more than 200 thousand barrels of oil per day. In fact, Rokan's production has dropped to 190 thousand barrels," Dwi said. Because the production capacity of the Cepu Block has changed, EMCL needs to revise the Environmental Impact Analysis (AMDAL). Based on the results of the maximum capacity trial test, the production of 235 thousand barrels of oil per day (BPD) is still safe.

"The test has been done. Still waiting to get permission to operate at that level," Dwi said.

Louise McKenzie

ExxonMobil Cepu Limited President Louise McKenzie revealed oil production in the Cepu Block contributed 25 percent to the nation.

"Number one in Indonesia. Therefore, we will continue to produce" he said.

While waiting for the drop in environmental impact analysis to increase production to 235 thousand barrels of oil per day, he has prepared facilities that are in line with the production capacity at the Kedung Keris field, which has reached 10 thousand barrels. 

     The oil production activities of the Kedung Keris project are a collaboration between ExxonMobil Cepu Limited (EMCL) and Cepu Block partners. Namely, PT Pertamina EP Cepu (PEPC) and the Cepu Block Participating Interest (PI) Cooperation Agency.

"We will continue to evaluate the capability and performance of the Kedung Keris well," McKenzie said.

The engineering, procurement, and construction contract of the Kedung Keris project with an investment of up to USD 76 million were undertaken by PT Meindo Elang Indah. The project consists of a tread for one well operation and an 8-inch diameter underground pipe. 

Banyu Urip central processing facility

     The pipe extends along 15 kilometers and is connected with a Banyu Urip central processing facility. Head of East Java ESDM Office Setiadjit emphasized that the East Java Provincial Government is ready to support increased oil production in the region.

"If there is a submission for making EIA due to increased production, we will facilitate and accelerate" he explained.

Produksi EMCL Menuju 10 Ribu Barel


Produksi minyak Blok Cepu meningkat. Sebab, ExxonMobil Cepu Limited (EMCL) resmi memulai produksi minyak di lapangan Kedung Keris. EMCL juga sudah mengajukan revisi analisis mengenai dampak lingkungan (amdal) atas peningkatan produksi tersebut. 

     Kepala Satuan Kerja Khusus Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Dwi Soetjipto menyebutkan, produksi minyak di lapangan Kedung Keris saat ini mencapai 5.000 barel minyak per hari. Nanti, secara bertahap, kapasitasnya meningkat menjadi 10 ribu barel minyak per hari.

"Kalau dihitung dengan harga minyak ICP (harga minyak mentah Indonesia) USD 60-USD 65 per barel, akan ada pendapatan kotor atau gross revenue USD 237 juta atau setara Rp 3,3 triliun setahun,” terang Dwi di hadapan media.

Pendapatan tersebut menurut Dwi Soetjipto tidak bisa dibilang sedikit. Dwi Soetjipto yakin pendapatan itu bakal berkontri busi signifikan terhadap perekonomian daerah dan pusat. Saat ini produksi Blok Cepu dari lapangan Banyu Urip mencapai 220 ribu barel minyak per hari. Itulah kontribusi yang paling banyak. Sebelumnya, produksi minyak tertinggi dihasilkan Blok Rokan yang dikelola Chevron Pacific Indonesia. Angkanya berkisar 210 ribu barel minyak per hari.

"Tapi, disalip EMCL yang lebih dari 200 ribu barel minyak per hari. Bahkan, produksi Rokan turun menjadi 190 ribu barel" tegas Dwi Lantaran kapasitas produksi Blok Cepu berubah, EMCL perlu merevisi Analisis Dampak Lingkungan (AMDAL). Berdasar hasil tes uji coba kapasitas maksimal, produksi 235 ribu barel minyak per hari masih aman. 

"Tes sudah dilakukan. Masih menunggu mendapatkan izin beroperasi di level itu" ujar Dwi.

Presiden ExxonMobil Cepu Limited Louise McKenzie mengungkapkan, produksi minyak di Blok Cepu berkontribusi 25 persen terhadap nasional. 

"Nomor satu di Indonesia. Karena itu, kami bakal terus melanjutkan produksi" tuturnya.

Sambil menunggu turunnya izin amdal pada peningkatan produksi menjadi 235 ribu barel minyak per hari, dia sudah menyiapkan fasilitas yang sesuai dengan kemampuan produksi di lapangan Kedung Keris yang mencapai 10 ribu barel. Kegiatan produksi minyak dari proyek Kedung Keris merupakan kerja sama antara ExxonMobil Cepu Limited (EMCL) dan para mitra Blok Cepu. Yakni, PT Pertamina EP Cepu dan Badan Kerja Sama Participating Interest (PI) Blok Cepu.

"Kami akan terus mengevaluasi kemampuan dan kinerja dari sumur Kedung Keris" kata McKenzie.

Kontrak rekayasa, pengadaan, dan konstruksi proyek Kedung Keris dengan nilai investasi mencapai USD 76 juta dikerjakan PT Meindo Elang Indah. Proyek itu terdiri atas tapak sumur untuk operasi satu sumur dan pipa bawah tanah berdiameter 8-inci. Pipa tersebut menjulur sepanjang 15 kilometer dan tersambung dengan fasilitas pengolahan pusat Banyu Urip. Kepala Dinas ESDM Jatim Setiadjit menegaskan, Pemprov Jatim siap mendukung peningkatan produksi minyak di wilayahnya. 

"Jika ada pengajuan pembuatan amdal karena peningkatan produksi, kami bakal fasilitasi dan percepat" jelasnya.

The Government Guarantees Fertilizer and Petrochemical Industrial Gas Supply



The government is committed to meeting gas needs for the fertilizer and petrochemical industry, in accordance with the applicable regulations and production sharing contracts (PSCs). In fact, seven large gas projects operating in the next few years have the potential to be a source of gas for the industry.

Acting Director-General of Oil and Gas at the Ministry of Energy and Mineral Resources (ESDM) Djoko Siswanto said that in the Oil and Gas Law, the government has prioritized gas supply for the country, particularly the fertilizer and petrochemical industries. In fact, in some PSCs with oil and gas companies, there is an obligation to set aside a portion of their gas production for the domestic market (DMO).

"This DMO problem is only a matter of price. There are DMOs whose prices are set, there are market prices. Then, the DMO contract is five years old, [there is] the same as the contract. It depends on the economy when preparing the POD (the plan of development), "he said after a meeting with the House of Representatives Commission VII.

PUPUK ISKANDAR MUDA (PIM)

He admitted some fertilizer factories are still difficult to get gas, one of them is PT Pupuk Iskandar Muda (PIM). The reason is that the gas sources in this region are starting to run out. In return, the government covered the gas needs of this fertilizer plant using liquefied natural gas / LNG with the risk of very high gas prices.

Pupuk Kalimantan Timur (PKT)

However, fertilizer factories in some regions can obtain gas at competitive prices such as PT Pupuk Kalimantan Timur (PKT), PT Pupuk Kujang Cikampek (PKC), PT Pupuk Sriwidjaja (Pusri), and PT Petrokimia Gresik. In fact, the CCP can obtain gas at prices below the US $ 5 per million British thermal units (MMBTU). Going forward, the fertilizer plant can get gas from supplies currently exported through pipes to Singapore and Malaysia.

"In 2022, fertilizer factories are needed, while the export of gas through pipes from the working area in Natuna and Grissik Field will be completed. So, Kujang and Sriwidjaja Fertilizers can use this, "said Djoko.

The Head of the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) Dwi Soetjipto added that the gas supply for PIM had to wait for the development of several oil and gas blocks in the region. The supply of gas directly from the pipeline is expected to cut gas prices to PIM.

"In the future, we will discuss so that the price can be reduced by using other sources. Potential is in the Andaman Blocks I, II, and III. From the available data, the potential is good, "he said.

PT Pupuk Indonesia (Persero)

The Managing Director of PT Pupuk Indonesia (Persero) Aas Asikin Idat revealed that his gas supply shortage problem had already been faced. In addition, some gas supply contracts owned by fertilizer companies are short-term for around 2-3 years. He hopes to be able to obtain long-term supply certainty.

"Moreover, the majority of gas contracts expire in 2021-2022 and many have no certainty about the gas, including the allocation we have not received," he explained.
The absence of long-term supply, he claimed, would have an impact on the continued operation of the plant. Aas gave an example, the PIM-owned factory would stop operating altogether if there was no certainty of gas in 2020. Then, some of the Pupuk Kujang and Pusri factories would also immediately stop operating in 2023 and 2024 respectively due to supply shortages.

PUPUK SRIWIJAYA (PUSRI)

While the urea Petrochemical Gresik plant has the potential to operate in 2021. But he admitted, the absence of long-term gas supply is related to gas prices. At present, the gas price paid by his party exceeds the factory economy, which is an average of US $ 5.8 per MMBtu. 


    This figure is even higher than the price of gas for fertilizer plants in several other countries, where an average of US $ 3.95 per MMBtu. On the other hand, the price of this gas reaches 70% of the total production cost.

"Iskandar Muda has a contract, but this is not yet effective because the price is set at the US $ 7.8 per MMBtu. Some Sriwidjaja ended in 2023-2027 at a price of US $ 5.2-6 plus a toll fee. The Kujang Fertilizer Factory ends in 2022 at a price of US $ 5.73-6 per MMBtu. Petrokimia Gresik has a relatively large price of around US $ 6.36-7.85 per MMBtu, "said Aas.

Seven Projects

Meanwhile, Djoko continued there have been a number of gas projects that could secure gas supplies for fertilizer and petrochemical plants in the future. He hoped that a fertilizer and petrochemical plant would be built near this gas project.

"For example, building [a factory] in Bintuni, or [near] Sakakemang," he said.

Dwi added, there were seven gas projects that could be a source of gas for the fertilizer and petrochemical industries. The total potential supply of this gas reaches 1,167 million cubic feet per day / MMSCFD. The seven gas projects will start producing gas in the period 2023-2027.

"In South Sumatra there is a Sakakemang Project by Repsol SA starting production in 2021 of 300 mmscfd, this can be accelerated in part," he said.

The buyer of this gas is Pupuk Indonesia. Furthermore, the Nunukan PT Pertamina Hulu Energi (PHE) Project 90 mmscfd began in 2024 with the buyer of PT Karya Mineral Jaya. Gas projects in the Bontang Area and Indonesia Deepwater Development (IDD) 100 MMSCFD starting in 2023 with buyers of PT Kaltim Methanol Industri (KMI) and Kaltim Pharma Industri (KPI). 

PT Pertamina EP Cepu (PEPC)

     The Sandalwood and Alas Tua Project by PT Pertamina EP Cepu (PEPC) 150 mmscfd starting in 2023. Then, the Tangguh Train III Refinery Project for the petrochemical industry each amounted to 90 mmscfd for phase I in 2022 and phase II in 2026.

Genting Oil

The Kasuri Project by Genting Oil with petrochemical industry buyers amounted to 197 mmscfd starting in 2023. Finally, the Abadi LNG Project amounted to 150 mmscfd in 2027 and will be accelerated.

Dwi admitted it is not impossible that all national gas production is used domestically. However, this depends on the readiness and ability of the domestic industry to buy the gas supply. Not only that, but the readiness of the gas distribution infrastructure is also important. 

     Referring to SKK Migas data, the distribution of gas into the country until last September was recorded at 4,013.67 mmscfd from the total lifting gas of 6,103.26 mmscfd. While the total gas supply for the fertilizer industry is 749.44 mmscfd.

IN INDONESIA

Pemerintah Jamin Pasokan Gas Industri Pupuk dan Petrokimia


Pemerintah berkomitmen memenuhi kebutuhan gas untuk industri pupuk dan petrokimia, sesuai dalam regulasi dan kontrak kerja sama (production sharing contract/PSC) yang berlaku. Bahkan, tujuh proyek gas besar yang beroperasi dalam beberapa tahun ke depan berpotensi menjadi sumber gas bagi industri tersebut. 

Pelaksana Tugas Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) Djoko Siswanto mengatakan, dalam Undang-Undang Migas, pemerintah telah memprioritaskan pasokan gas untuk dalam negeri, khususnya industri pupuk dan petrokimia. Bahkan di beberapa PSC dengan perusahaan migas, terdapat kewajiban menyisihkan sebagian produksi gasnya untuk pasar domestik (domestic market obligation/DMO).

“Soal DMO ini kan soal harga saja. Ada DMO yang hargasnya ditentukan, ada yang harga pasar. Kemudian, kontrak DMO ini ada yang lima tahun, [ada yang] sama dengan kontraknya. Itu tergantung keekonomian saat menyusun POD (plan of development),” kata dia usai rapat dengan Komisi VII DPR.

Diakuinya, beberapa pabrik pupuk memang masih sulit mendapatkan gas, salah satunya PT Pupuk Iskandar Muda (PIM). Pasalnya, sumber gas yang ada di wilayah ini memang mulai habis. Sebagai gantinya, pemerintah menutup kebutuhan gas pabrik pupuk ini menggunakan gas alam cair/LNG dengan risiko harga gas yang sangat tinggi. 

Namun pabrik pupuk di beberapa wilayah bisa memperoleh gas dengan harga kompetitif seperti PT Pupuk Kalimantan Timur (PKT), PT Pupuk Kujang Cikampek (PKC), PT Pupuk Sriwidjaja (Pusri), dan PT Petrokimia Gresik. Bahkan, PKT bisa memperoleh gas dengan harga di bawah US$ 5 per juta british thermal unit (mmbtu). Ke depannya, pabrik pupuk bisa memperoleh gas dari pasokan yang saat ini diekspor melalui pipa ke Singapura dan Malaysia. 

“Di 2022, pabrik pupuk sudah butuh, sementara ekspor gas melalui pipa dari wilayah kerja di Natuna dan Lapangan Grissik akan selesai. Jadi, Pupuk Kujang dan Sriwidjaja bisa pakai ini,” tutur Djoko. 

Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Dwi Soetjipto menambahkan, pasokan gas untuk PIM memang harus menunggu pengembangan beberapa blok migas di wilayah tersebut. Adanya pasokan gas langsung dari pipa diharapkan bisa memangkas harga gas ke PIM.

“Ke depan, kami diskusi agar harganya bisa ditekan dengan memanfaatkan sumber lain. Potensi ada di Blok Andaman I, II, dan III. Dari data yang ada, potensinya bagus,” ujarnya.

Direktur Utama PT Pupuk Indonesia (Persero) Aas Asikin Idat mengungkapkan, masalah kekurangan pasokan gas sudah dihadapi pihaknya. Ditambah lagi, sebagian kontrak pasokan gas yang dimiliki perusahaan pupuk bersifat jangka pendek sekitar 2-3 tahun saja. Pihaknya berharap bisa memperoleh kepastian pasokan untuk jangka panjang.

“Apalagi, mayoritas kontrak gas berakhir di 2021-2022 dan banyak yang belum ada kepastian gasnya, termasuk alokasinya belum kami terima,” jelasnya.

Tidak adanya pasokan jangka panjang, diklaimnya akan berdampak pada kelanjutan operasi pabrik. Aas mencontohkan, pabrik milik PIM akan berhenti operasi seluruhnya jika tidak ada kepastian gas di 2020. Kemudian, sebagian pabrik Pupuk Kujang dan Pusri juga akan menyusul berhenti beroperasi masing-masing di 2023 dan 2024 karena ada kekurangan pasokan. 

Sementara pabrik urea Petrokimia Gresik berpotensi beroperasi pada 2021. Namun diakuinya, tidak adanya pasokan gas jangka panjang ini berkaitan dengan harga gas. Saat ini, harga gas yang dibayarkan pihaknya melebihi keekonomian pabrik, yakni rata-rata US$ 5,8 per mmbtu. 

     Angka ini bahkan lebih tinggi dari harga gas bagi pabrik pupuk di beberapa negara lain, di mana rata-rata US$ 3,95 per mmbtu. Di sisi lain, harga gas ini mencapai 70% dari total biaya produksi.

“Iskandar Muda ada kontrak, tetapi ini belum juga efektif karena harga yang ditetapkan US$ 7,8 per mmbtu. Sriwidjaja ada yang berakhir di 2023-2027 dengan harga US$ 5,2-6 ditambah toll fee. Pabrik Pupuk Kujang berakhir di 2022 dengan harga US$ 5,73-6 per mmbtu. Petrokimia Gresik harga relative besar sekitar US$ 6,36-7,85 per mmbtu,” kata Aas.

Tujuh Proyek

Sementara itu, Djoko melanjutkan telah ada sejumlah proyek gas yang bisa mengamankan pasokan gas untuk pabrik pupuk dan petrokimia di masa mendatang. Dia berharap, pabrik pupuk dan petrokimia dibangun di dekat proyek gas ini. 

“Misalnya bangun [pabrik] di Bintuni, atau [dekat] Sakakemang,” ujarnya.

Dwi menambahkan, terdapat tujuh proyek gas yang bisa menjadi sumber gas bagi industri pupuk dan petrokimia. Total potensi pasokan gas ini mencapai 1.167 juta kaki kubik per hari/MMSCFD. Ketujuh proyek gas ini akan mulai memproduksi gas pada periode 2023-2027.

“Di Sumatera Selatan ada Proyek Sakakemang oleh Repsol SA mulai berproduksi di 2021 sebesar 300 mmscfd, ini bisa dipercepat sebagian,” ujarnya. 

Pembeli gas ini adalah Pupuk Indonesia. Selanjutnya, Proyek PT Pertamina Hulu Energi (PHE) Nunukan 90 mmscfd mulai 2024 dengan pembeli PT Karya Mineral Jaya. Proyek gas di Area Bontang dan Indonesia Deepwater Development (IDD) 100 mmscfd mulai 2023 dengan pembeli PT Kaltim Methanol Industri (KMI) dan Kaltim Pharma Industri (KPI). 

     Proyek Cendana dan Alas Tua oleh PT Pertamina EP Cepu (PEPC) 150 mmscfd mulai 2023. Kemudian, Proyek Kilang Tangguh Train III untuk industri petrokimia masing-masing sebesar 90 mmscfd untuk tahap I di 2022 dan tahap II di 2026. 

Proyek Kasuri oleh Genting Oil dengan pembeli industri petrokimia sebesar 197 mmscfd mulai 2023. Terakhir, Proyek LNG Abadi sebesar 150 mmscfd di 2027 dan akan dipercepat. 

Dwi mengakui, bukan tidak mungkin seluruh produksi gas nasional digunakan di dalam negeri. Namun, hal ini tergantung kesiapan dan kemampuan industri domestik membeli pasokan gas tersebut. Tidak hanya itu, kesiapan infrastruktur distribusi gas juga penting. 

      Mengacu data SKK Migas, penyaluran gas ke dalam negeri hingga September lalu tercatat mencapai 4.013,67 mmscfd dari total lifting gas 6.103,26 mmscfd. Sementara total pasokan gas untuk industri pupuk yakni sebesar 749,44 mmscfd.
