Four New Oil and Gas Fields, East Java to be Oil and Gas Fields



SKK Migas expects that four large upstream oil and gas sector projects in the Java, Bali and Nusa Tenggara (Jabanusa) regions will be completed on schedule. Thus, the four projects can immediately support the national oil and gas lifting target. Also able to restore East Java (East Java) as oil and gas fields in Indonesia.

Dengan demikian, empat proyek tersebut bisa segera mendukung target capaian lifting migas nasional. Juga mampu mengembalikan Jawa Timur (Jatim) sebagai ladang migas di Indonesia. 

Kepala SKK Migas Jabanusa Nur Wahidi mengatakan bahwa keempat proyek strategis hulu migas itu berada di Bojonegoro dan Madura. Tepatnya, proyek Kedung Keris, Bojonegoro, yang dioperatori ExxonMobil Cepu Ltd (EMCL), proyek Jambaran Tiung Biru di Bojonegoro dengan operator Pertamina EP Cepu (PEPC), proyek Bukit Tua Phase 3 di Sampang yang dikerjakan Petronas Carigali Ketapang II Ltd, dan proyek TSB Phase 2 di Sumenep dengan operator Kangean Energi Indonesia (KEI).

"Selesainya proyek sesuai jadwal berpengaruh positif terhadap pencapaian target lifting yang telah ditetapkan pemerintah," ujar Nur saat Lokakarya Media Periode III SKK Migas Jabanusa-KKKS dengan para pemimpin media massa Jawa Timur dan Jawa Tengah.

Hingga saat ini, pengerjaan proyek Jambaran Tiung Biru mencapai 37,72 persen. Targetnya, Juni 2021 proyek tersebut sudah selasai dan bisa mulai berproduksi. 

"Dari proyek ini, target maksimum sales gas bisa meningkat 10 persen secara nasional atau setara 192 juta kaki kubik per hari,” terangnya.

Direktur Eksekutif Reforminer Institute Komaidi menambahkan bahwa investasi hulu migas membutuhkan 73 sektor pendukung dan 45 sektor pengguna.
Sebanyak 73 sektor pendukung itu mampu berkontribusi 55,99 persen terhadap PDB. Sementara itu,  tenaga kerja yang bisa dipekerjakan mencapai 61,53 persen.

Four Upstream Oil and Gas Strategic Projects in Jabanusa



A total of four (4) major upstream oil and gas sector projects in the SKK areas of Java, Bali and Nusa Tenggara (Jabanusa) are expected to be completed according to the specified schedule. Because the four projects strongly support the achievement of oil and gas lifting targets nationally. 

     The four upstream oil and gas strategic projects are the Kedung Keris project in Bojonegoro Regency, East Java Province with the operator ExxonMobil Cepu Ltd (EMCL), the Jambaran Tiung Biru project in Bojonegoro Regency with the Pertamina EP Cepu (PEPC) operator, the Bukit Tua Phase 3 project operated by Petronas Carigali Ketapang II Ltd in Sampang Regency, East Java Province, and finally the Phase 2 TSB project with Kangean Energi Indonesia operator in Sumenep Regency, East Java Province.

Specifically for the Jarmbaran Tiung Biru project, Nur Wahidi explained, the overall project progress reached 37.72 percent. Where is the progress for project engineering work with 80.72 percent, procurement with 40.36 percent, and construction with 14.49 percent. It is targeted that in June 2021 the Jambaran Tiung Biru project will be completed and start production.

From this project, the maximum target for gas sales is to increase 10 percent nationally or equivalent to 192 million cubic feet per day. During this time, as many as 15 cooperation contract contractors (KKKS) in the Jabanusa SKK Migas area are currently carrying out oil and gas exploitation. In addition, there are 6 KKKS carrying out exploration activities. Jabanusa's position in national oil and gas lifting is very important and becomes a backbone.

2018 data shows that the realization of oil lifting from Jabanusa amounted to 253,822 thousand barrels per day or reached 102.60 percent of the target. While the gas lifting target is 753.2 million cubic feet per day. In 2019, the oil lifting target from Jabanusa is 258,169 thousand barrels per day and until 2019 it will reach 100.87 percent of the target.

The target for lifting gas from Jabanusa is set at 731.3 million cubic feet per day. Support from all parties is needed by SKK Migas Jabanusa in this context, Nur Wahidi stressed, because until now from monitoring related to permits and land issues in Jabanusa, there are a number of problems that must be resolved immediately. 13 non-technical licensing issues, 77 explosive licensing issues, 5 land acquisition issues, and 3 forest area lease-to-use permits issues.

 "SKK Migas and KKKS work in the interests of the country, especially in the context of fulfilling national energy and state revenues," he warned.

Empat Proyek Strategis Hulu Migas di Jabanusa


Sebanyak empat (4) proyek besar sektor hulu minyak dan gas di kawasan SKK Jawa, Bali, dan Nusa Tenggara (Jabanusa) diharapkan selesai sesuai jadwal yang ditetapkan. Sebab, keempat proyek sangat mendukung target capaian lifting minyak dan gas secara nasional. 

      Empat proyek strategis hulu migas itu adalah proyek Kedung Keris di Kabupaten Bojonegoro, Propinsi Jawa Timur dengan operator ExxonMobil Cepu Ltd, proyek Jambaran Tiung Biru di Kabupaten Bojonegoro dengan operator Pertamina EP Cepu (PEPC), proyek Bukit Tua Phase 3 yang dioperatori Petronas Carigali Ketapang II Ltd di Kabupaten Sampang, Propinsi Jawa Timur, dan terakhir proyek TSB Phase 2 dengan operator Kangean Energi Indonesia di Kabupaten Sumenep, Propinsi Jawa Timur. 

Hal tersebut dikatakan Kepala SKK Migas Jabanusa, Nur Wahidi pada kegiatan lokakarya Media Periode III SKK Migas Jabanusa-KKKS dengan pimpinan media massa dari Jatim dan Jateng, Selasa (19/Nov/2019). 

“Kita harapkan ke-empat proyek tersebut selesai on schedule. Sebab, selesainya proyek sesuai jadwal berpengaruh positif terhadap pencapaian target lifting yang telah ditetapkan pemerintah,” ujarnya. 

Pada kegiatan lokakarya III SKK Migas Jabanusa dengan pimpinan media massa di Bali, sejumlah narasumber tampil memberikan materi. Di antaranya, Ketua Dewan Penasihat PWI Pusat Margiono, Heri Susanto (Direktur Riset & Data, Katadata), Komaidi Notonegoro (Direktur Eksekutif ReforMiner Institute), dan Nur Wahidi (Kepala SKK Migas Perwakilan Jabanusa). 

Dalam konteks capaian target proyek sesuai jadwal, menurut Nur Wahidi, dukungan konstruktif dari semua stakeholder sangat diharapkan, baik pemerintah daerah, tokoh masyarakat, media massa, dan masyarakat secara luas. 

“Saya juga sampaikan banyak terima kasih atas dukungan media massa kepada SKK Migas selama ini. Hanya satu persen berita negatif tentang hulu migas di Jabanusa sepanjang 2019,” katanya. 

Khusus untuk proyek Jarmbaran Tiung Biru, Nur Wahidi menjelaskan, progress proyek secara keseluruhan mencapai 37,72 persen. Di mana progress untuk pekerjaan engineering proyek dengan 80,72 persen, procurement dengan 40,36 persen, dan construction dengan 14,49 persen. Ditargetkan pada Juni 2021 mendatang, proyek Jambaran Tiung Biru selasai dan mulai berproduksi. 

Dari proyek ini, target maksimum sales gas meningkat 10 persen secara nasional atau setara 192 juta kaki kubik per hari. Selama ini, sebanyak 15 kontraktor kontrak kerja sama (KKKS) di kawasan SKK Migas Jabanusa yang sedang menjalankan eksploitasi migas. Selain itu, ada 6 KKKS menjalankan aktifitas eksplorasi. Posisi Jabanusa dalam lifting migas nasional sangat penting dan menjadi backbone. 

Data 2018 menunjukkan, realisasi lifting minyak dari Jabanusa sebesar 253,822 ribu barel per hari atau mencapai 102,60 persen dari target. Sedangkan target lifting gas sebesar 753,2 juta kaki kubik per hari. Di tahun 2019, target lifting minyak dari Jabanusa sebesar 258,169 ribu barel per hari dan hingga berakhir tahun 2019 tercapai 100,87 persen dari target. 

Untuk target lifting gas dari Jabanusa ditetapkan sebesar 731,3 juta kaki kubik per hari. Dukungan dari semua pihak itu sangat  dibutuhkan SKK Migas Jabanusa dalam konteks ini, tegas Nur Wahidi, karena sampai sekarang dari monitoring terkait perizinan dan pertanahan di Jabanusa, ada sejumlah masalah yang harus segera diselesaikan. Masalah perizinan nonteknis sebanyak 13, masalah perizinan bahan peledak sebanyak 77, masalah pengadaan tanah sebanyak 5, dan masalah izin pinjam pakai kawasan hutan sebanyak 3.

 “SKK Migas dan KKKS bekerja untuk kepentingan negara, terutama dalam rangka pemenuhan energi nasional dan pendapatan negara,” katanya mengingatkan.

Pertamina's oil and gas production target misses



PT Pertamina (Persero) projects oil and gas production to be in the range of 910,000 barrels of oil equivalent per day (mboed) at the end of the year or lower compared to the company's initial target of 922,000 boepd. Pertamina Upstream Director Dharmawan H. Samsu said Pertamina recorded oil and gas production of 894,000 boepd as of September 2019 or 97% of the target set.

The oil and gas production achievements consisted of 410,000 barrels of oil per day (bpd) and 2,806 million cubic feet per day (mmscfd) of gas. This performance due to obstacles in the operations of subsidiaries on the upstream side. For example, the compressor is not optimal at Pertamina International EP Algeria Asset Algeria and the condition of high ambient temperature. In addition, Pertamina Hulu Indonesia experienced a decrease in constraints due to the performance of new wells and well intervention work that was not yet optimal.

"Pertamina will continue to make efforts to achieve the target even though there are upstream subsidiaries who have not yet achieved the oil and gas production target," he said.

According to him, Pertamina's oil and gas production until the end of the year is estimated to be around 910,000 boepd.

"The 910,000 boepd target is specifically 414,000 bpd and 2,928 mmscfd of gas," Dharmawan added.
Annually, Pertamina's oil and gas production performance is also corrected. The company's oil and gas production reached 911,000 boepd as of September 2018. For gas production, the decline was recorded to be very drastic, gas production reached 3,059 mmscfd in the third quarter of 2018. It's just that Pertamina's oil production recorded an increase compared to the same period last year 383,000 bpd.

If we refer to last year's production performance, this year's production projection will grow 18.48% with a target of 910,000 boepd. Over the past year, Pertamina's oil and gas production was recorded at 768,000 boepd, with a contribution of 291,000 bpd of oil and 2,763 mmscfd of gas. The realization of Pertamina's oil and gas production last year also increased significantly compared to the 2017 performance of 542,000 boepd with the realization of 238,000 bpd of oil production and 1,760 mmscfd of oil.

For the 2020 production target, Dharmawan projects that oil and gas production will reach 923,000 boepd. At present, through its upstream subsidiary which manages the majority of fields that have been in production for a long time and belongs to the category of mature fields with a natural decline rate of 50%.

According to him, holding back the rate of natural decline is a major challenge that has been managed well. This is evidenced by the ability of these fields to survive to produce at an aggregate depletion rate that is much lower, even close to 0%.

"Oil and gas is non-renewable energy, and all fields will surely face a rate of decline in natural production," he said.

Furthermore, in 2021, Pertamina is targeting production in the range of 1 million boepd and is targeted to continue to increase in the following years. Currently, Pertamina is also working on 98 projects through a number of subsidiaries. In detail, 47 projects were carried out by PT Pertamina EP, 29 projects by PT Pertamina Hulu Energi (PHE), 19 projects by PT Pertamina Hulu Indonesia (PHI), 2 projects by PT Pertamina EP Cepu (PEPC), and 1 project by PT Pertamina EP Cepu ADK.

Target Produksi Migas Pertamina Meleset


PT Pertamina (Persero) memproyeksikan produksi minyak dan gas bumi akan berada di kisaran 910.000 barel setara minyak per hari (mboed) pada akhir tahun atau lebih rendah dibandingkan dengan target awal perusahaan yang sebanyak 922.000 boepd. Direktur Hulu Pertamina Dharmawan H. Samsu mengatakan Pertamina mencatat produksi minyak dan gas bumi sebesar 894.000 boepd per September 2019 atau 97% dari target yang ditetapkan. 

Capaian produksi migas tersebut terdiri atas minyak 410.000 barel per hari (bph) dan gas 2.806 juta kaki kubik per hari (mmscfd). Kinerja ini  disebabkan adanya kendala dalam operasional anak usaha di sisi hulu. Misalnya saja, belum optimalnya kompresor di Pertamina Internasional EP Asset Algeria dan adanya kondisi high ambient temperature. Selain itu, Pertamina Hulu Indonesia mengalami penurunan kendala karena performa sumur baru dan pekerjaan well intervention yang belum optimal. 

“Pertamina akan terus melakukan upaya untuk mencapai target Walaupun ada anak usaha hulu yang belum mencapai  target produksi migas,” tuturnya.

Menurutnya, produksi migas Pertamina hingga akhir tahun nanti diperkirakan sekitar 910.000  boepd. 

“Target 910.000 boepd ini rincinya inyak 414.000 bph dan gas 2.928 mmscfd,” Dharmawan menambahkan. 

Secara tahunan, kinerja produksi migas  Pertamina juga terkoreksi. Produksi migas perseroan mencapai 911.000 boepd per September 2018. Untuk produksi gas, penurunannya tercatat sangat drastis,  produksi gas sampai mencapai 3.059 mmscfd pada kuartal III/2018. Hanya saja, produksi minyak Pertamina tercatat naik dibandingkan dengan periode yang sama tahun lalu 383.000 bph. 

Jika merujuk kinerja produksi tahun lalu, proyeksi produksi tahun ini tumbuh 18,48% dengan target 910.000 boepd. Sepanjang tahun lalu, produksi migas Pertamina tercatat 768.000 boepd, dengan kontribusi minyak 291.000 bph dan gas 2.763 mmscfd. Realisasi produksi migas Pertamina tahun lalu juga meningkat signifikan dibandingkan dengan kinerja 2017 sebesar 542.000 boepd dengan realisasi produksi minyak 238.000 bph dan gas 1.760 mmscfd. 

Untuk target produksi 2020, Dharmawan memproyeksikan produksi migas perseron mencapai 923.000 boepd. Saat ini, melalui anak usaha sektor hulu yang mengelola lapangan yang mayoritas sudah berproduksi sejak lama dan termasuk kategori mature fields dengan angka laju penurunan alamiahnya mencapai 50 %. 

Menurutnya, menahan laju penurunan alamiah merupakan tantangan utama yang berhasil dikelola dengan baik. Hal ini dibuktikan dengan kemampuan lapangan-lapangan tersebut bertahan untuk berproduksi dengan laju pengurasan secara agregat yang jauh lebih rendah bahkan mendekati 0%. 

“Migas adalah energi yang tidak terbarukan, dan semua lapangan pasti akan menghadapi laju penurunan produksi alamiah,” katanya.

Selanjutnya, pada 2021, Pertamina menargetkan produksi di kisaran 1 juta boepd dan ditargetkan akan seterusnya naik di tahun-tahun berikutnya. Saat ini, Pertamina juga sedang mengerjakan 98 proyek melalui sejumlah anak usahanya. Perinciannya, 47 proyek dikerjakan oleh PT Pertamina EP, 29 proyek oleh PT Pertamina Hulu Energi (PHE), 19 proyek oleh PT Pertamina Hulu Indonesia (PHI), 2 proyek oleh PT Pertamina EP Cepu (PEPC), dan 1 proyek oleh PT Pertamina EP Cepu ADK.

Progress of the Jambaran Tiung Biru Project Reaches 25%



PT Pertamina through its subsidiary PT Pertamina EP Cepu (PEPC) ensures the Jambaran Tiung Biru (JTB) project has reached 25%. As a national strategic project, JTB located in Bojonegoro has entered the period of construction of gas processing facilitators (GPF).

PT Pertamina's Upstream Director, Dharmawan H Samsu, said the JTB project continued to show progress and was better than the target. Until the second quarter of 2019, the construction of the project has progressed 25% or exceeded the target set.

"This project is very strategic and a priority of the government, so we are committed to accelerating in order to optimize the production of oil and gas reserves, encourage economic growth, while improving the welfare of the community in the operational area," said Dharmawan.

The presence of the JTB project also provides benefits during the construction period. One of them is labor absorption. To date there are more than 2,000 workers involved in the JTB project, with a composition of 70% local and 30% non-local workers, which are divided into three categories of skilled, semi-skilled and un-skilled. 

   With a gas production capacity of 192 million cubic feet per day (mmscfd) and 2.5 trillion feet (tcf) reserves that will flow through the Gresik-Semarang gas pipeline, the JTB project will have a double effect to reduce the supply deficit to the industry.

Progres Proyek Jambaran Tiung Biru Mencapai 25%


PT Pertamina melalui anak usahanya PT Pertamina EP Cepu (PEPC) memastikan proyek Jambaran Tiung Biru (JTB) telah mencapai 25%. Sebagai proyek strategis nasional, JTB yang berlokasi di Bojonegoro telah memasuki masa konstruksi gas processing facilitfles (GPF). 

Direktur Hulu PT Pertamina, Dharmawan H Samsu, menyebutkan proyek JTB terus menunjukkan kemajuan dan lebih baik dari target. Hingga kuartal II 2019, pembangunan proyek telah mengalami kemajuan 25% atau melampaui target yang ditetapkan. 

"Proyek ini sangat strategis dan menjadi prioritas pemerintah, sehingga kami berkomitmen melakukan percepatan agar dapat mengoptimalkan produksi cadangan migas, mendorong pertumbuhan ekonomi, sekaligus meningkatkan kesejahteraan masyarakat di Wilayah operasi," ujar Dharmawan.

Kehadiran proyek JTB juga memberikan manfaat dalam masa konstruksi. Salah satunya penyerapan tenaga kerja. Hingga kini terdapat lebih dan 2.000 pekerja terlibat dalam proyek JTB, dengan komposisi 70% tenaga kerja lokal dan 30% non-lokal, yang terbagi dalam tiga kategori skilled, semi skilled dan un-skilled. 

    Dengan kapasitas produksi gas 192 juta kaki kubik per hari (mmscfd) dan cadangan 2.5 triliun kaki (tcf) yang akan mengalir melalui pipa gas Gresik-Semarang, proyek JTB akan memberikan efek ganda untuk menekan defisit pasokan ke industri.

Pertamina melalui anak usahanya PT Pertamina EP Cepu (PEPC) terus meningkatkan proyek Jambaran Tiung Biru (JTB). Sebagai proyek strategis nasional, JTB yang berlokasi di Bojonegoro, Jawa Timur ini telah memasuki masa konstruksi Gas Processing Facilities (GPF). Hingga kuartal ke-2 tahun 2019, proyek telah mengalami kemajuan 25% dan dalam posisi lebih cepat dari target.

“Proyek ini sangat strategis dan menjadi prioritas pemerintah sehingga kami berkomitmen untuk melakukan percepatan agar dapat mengoptimalkan produksi cadangan migas, mendorong pertumbuhan ekonomi sekaligus meningkatkan kesejahteraan masyarakat di wilayah operasi,” kata Direktur Hulu Pertamina, Dharmawan H. Samsu.

Dharmawan menambahkan, nilai penting proyek JTB juga memberikan manfaat dalam masa konstruksi, salah satunya penyerapan tenaga kerja. Hingga saat ini, terdapat lebih dari 2.000 pekerja terlibat dalam proyek JTB, dengan komposisi 70% tenaga kerja lokal dan 30% non-lokal, yang terbagi dalam tiga kategori skilled, semiskilled, dan unskilled. 

Selain itu, menurut Dharmawan, penyelesaian proyek pengembangan lapangan gas unitisasi Jambaran-Tiung Biru ini sangat dinantikan oleh industri di Pulau Jawa. Dengan kapasitas produksi gas sebesar 192 juta kaki kubik per hari (MMSCFD) dan cadangan 2,5 triliun kaki kubik (TCF) yang akan dialirkan melalui pipa gas Gresik-Semarang, proyek JTB akan memberikan efek pengganda (multiplier effect) dalam mengatasi defisit pasokan bagi setidaknya 19 sektor industri di Jawa Tengah dan Jawa Timur, termasuk industri tekstil, ban, baja, keramik, serta makanan dan minuman.

Two Upstream Oil and Gas Projects Delayed



The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) stated that there are two upstream oil and gas projects whose operating schedule is expected to retreat to the first quarter of 2020, namely the Bukit Tua Phase 3 and Buntal projects. In fact, the two projects are targeted to be operational by the end of this year along with four other oil and gas projects.

SKK Migas Deputy for Operations Julius Wiratno said the setback of the two oil and gas projects affected the performance of oil and gas production ready for sale this year. However, Julius did not explain how deep the impact was on production performance until the end of 2019.

"The Buntal-5 project is definitely backing down because the drilling rig is late entering Indonesia. The Bukit Tua Phase 3 project may also shift to 2020, but we are still recovering, "he said.

The Puffer-5 project was undertaken by Medco E&P Natuna Ltd with an investment of US $ 33 million. The project is targeted to produce 45 million cubic feet of gas per day (MMscfd). The Bukit Tua Phase 3 project in the Ketapang Block, worked on by Petronas Carigali Ketapang II Ltd with an investment of US $ 1,5 million.

    Bukit Tua Phase 3 is estimated to produce 3.82 barrels of oil per day (bpd) and 31 MMscfd of gas. Previously, according to SKK Migas data the Buntal-5 project was expected to operate in November 2019, while the Bukit Tua Phase 3 project would operate in December 2019.

"The rest of the project will be operational this year," said Julius.

Four other projects, namely the Bison-Iguana-Gajah Putri project, were carried out by Premiere Oil Natuna Sea BV with an investment of US $ 171 million. The project will produce 163 MMscfd of gas. The project project by PT Medco E&P Indonesia is estimated to produce 10 MMscfd. The investment value is US $ 11 million.

The Harvest Project is carried out by PetroChina International Jabung Ltd with an investment of US $ 17 million. Its production is estimated at 2,000 bpd.

"We are trying to speed up the Big Bamboo Project to increase oil and gas production in 2019. Additional Bamboo Besar oil and gas fields are around 2,700-3,000 bpd," he added.

The smooth running of these projects will affect the realization of upstream oil and gas investment which is still difficult to reach the target. SKK Migas estimates that this year's upstream oil and gas investment will only reach Rp168.97 trillion US $ 12 billion. The figure only rose slightly compared to the realization of 2018 worth US $ 11.98 billion.

This relatively stagnant achievement also makes this year's oil and gas investment target of US $ 14.79 billion difficult to achieve. Dua Proyek Hulu Migas Tertunda


Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) menyatakan ada dua proyek hulu migas yang jadwal operasinya diperkirakan mundur ke kuartal I/ 2020, yakni proyek Bukit Tua Phase 3 dan Buntal. Padahal, kedua proyek tersebut ditargetkan dapat beroperasi pada akhir tahun ini bersama dengan empat proyek migas lainnya. 

Deputi Operasi SKK Migas Julius Wiratno mengatakan kemunduran dua proyek migas tersebut memengaruhi kinerja produksi siap jual atau lifting migas tahun ini. Namun, Julius tidak menjelaskan sedalam apa dampaknya terhadap kinerja produksi hingga akhir 2019.

“ Proyek Buntal-5 pasti mundur karena drilling rig-nya telat masuk ke Indonesia. Proyek Bukit Tua Phase 3 juga mungkin akan geser ke 2020, tetapi masih sedang kami recovery,” tuturnya.

Proyek Buntal-5 dikerjakan oleh Medco E&P Natuna Ltd dengan nilai investasi US$ 33 juta. Proyek ini ditargetkan menghasilkan gas sebanyak 45 juta kaki kubik per hari (MMscfd). Adapun proyek Bukit Tua Phase 3 di Blok Ketapang, digarap oleh Petronas Carigali Ketapang II Ltd dengan investasi US$1 5 juta. 

    Bukit Tua Phase 3 diperkirakan dapat menghasilkan minyak 3.82 barel per hari (bph) dan gas 31 MMscfd. Sebelumnya, menurut data SKK Migas proyek Buntal-5 diperkirakan beroperasi pada November 2019, sementara proyek Bukit Tua Phase 3 beroperasi pada Desember 2019.

“Sisa proyek akan beroperasi pada tahun ini,” tutur Julius.

Empat proyek lainnya, yakni proyek Bison-Iguana-Gajah Putri dikerjakan oleh Premiere Oil Natuna Sea BV dengan nilai investasi US$ 171 juta. Proyek tersebut akan memproduksi gas sebanyak 163 MMscfd. Proyek Temelat oleh PT Medco E&P Indonesia diperkirakan dapat berproduksi 10 MMscfd. Nilai investasinya US$11 juta. 

Proyek Panen dikerjakan oleh PetroChina International Jabung Ltd dengan investasi US$17 juta. Produksinya diperkirakan mencapai 2.000 bph. Untuk Proyek Full Well Stream Kedung Keris di Blok Cepu dikerjakan oleh ExxonMobil Cepu Limited (EMCL) dengan produksi 3.800 bph. investasi proyek tersebut mencapai US$72 juta. Meskipun ada proyek yang mundur, Julius mengatakan ada juga proyek yang dapat dipercepat.

“ Proyek Bambu Besar kami coba speed up untuk menambah produksi migas di 2019. Tambahan lapangan minyak dan gas Bambu Besar kira-kira 2.700-3.000 bph,” tambahnya.

Adapun kelancaran proyek-proyek tersebut akan berpengaruh pada realisasi investasi hulu migas yang masih sulit mencapai target. SKK Migas memperkirakan investasi hulu migas tahun ini hanya mencapai Rp168,97 tiriliun US$12 miliar. Angka tersebut hanya naik sedikit dibandingkan dengan realisasi 2018 senilai US$ 11,98 miliar.

Capaian yang relatif stagnan ini sekaligus membuat target investasi migas tahun ini senilai US$14,79 miliar sulit tercapai. Berdasarkan data Kementerian ESDM, realisasi investasi hulu migas memang berada dalam tekanan dalam 4 tahun terakhir. Salah satu penurunan investasi hulu migas paling terlihat dan sisi eksplorasi.

Pertamina speeds up the construction of the Tiung Biru Jambaran



Jambaran Tiung Biru (JTB) as Pertamina's national strategic infrastructure project is moving forward. The Unitization Gas Field development project will be an economic driver by responding to the need for gas supply for the industry. 

      The project, which is carried out by Pertamina's upstream subsidiary PT Pertamina EP Cepu (PEPC), has entered the Gas Processing Facility (GPF) construction period. Until the second quarter / 2019, the project has progressed 25% and is faster than the target. At present JTB has employed 2,000 workers with 70% local workforce.

"This project is very important and strategic to drive the national economy. PEPC continues to accelerate as Pertamina's commitment to optimize oil and gas production and reserves while increasing the welfare of the community in the operational area, "said Dharmawan H. Samsu, Upstream Director of Pertamina Natural gas is an alternative energy source and fossil fuels that are environmentally friendly and economical.

"With sufficient gas supply, the domestic industry will be able to operate more efficiently by up to 30%," he continued.

With a gas production capacity of 192 million cubic feet per day (MMSCFD) and 2.5 trillion cubic feet (TCF) reserves which will be channeled through the Gresik-Semarang gas pipeline, the JTB project will provide a multiplier effect in addressing the supply deficit for 19 industrial sectors in Central Java and East Java. 

     Not only does it have an impact on society and the future of the industry, PEPC has also succeeded in making capital expenditure efficiencies of US $ 509 million so that gas prices are cheaper and revenue for the state and contractor part increases.

The project, which is projected to be completed in the second quarter of 2021, will also contribute to increasing state revenues to US $ 3.61. Prudent planning management with efficient implementation made the JTB project successful in obtaining funding of US $ 1.85 billion from a consortium of 12 national and international financial institutions. 

    Dharmawan explained, "The success of project financing proves that PEPC uses world-class standards in managing Pertamina's upstream assets so that it is in good standing with international financial institutions."

Funding consists of 95% conventional and 5% sharia, which is a new achievement in the national oil and gas sector. In June, PEPC completed the financial close and first drawdown stages of creditors a month later. 

     Another success of PEPC is the technological change in the GPF unit so that the own use of gas as fuel (fuel gas) is reduced and results in an additional potential production of up to 20 MMSCFD, as well as an increase in oil and gas sales from 172 to 192 MMSCFD.

JTB is also projected to produce sulfuric acid up to 382 tons / day which supports the fulfillment of national needs while reducing imports. Sulfuric acid is needed by various industrial sectors, such as vehicle batteries, fertilizers, metal processing and clean water.

Pertamina Kebut Pengerjaan Jambaran Tiung Biru


Jambaran Tiung Biru (ITB) sebagai proyek infrastruktur strategis nasional Pertamina melaju pasti. Proyek pengembangan Lapangan Gas Unitisasi ini akan menjadi penggerak penekonomian dengan menjawab kebutuhan pasokan gas bagi industri. 

     Proyek yang dikerjakan anak perusahaan hulu Pertamina PT Pertamina EP Cepu (PEPC) ini telah memasuki masa konstruksi Gas Processing Facility (GPF). Hingga kuartal II/2019, proyek telah mengalami kemajuan 25 % dan lebih cepat dari target. Saat ini JTB telah mempekerjakan 2.000 pekerja dengan 70% tenaga kerja lokal.

“Proyek ini amat penting dan strategis untuk menggerakkan perekonomian nasional. PEPC terus melakukan percepatan sebagai komitmen Pertamina mengoptimalkan produksi dan cadangan migas sekaligus meningkatkan kesejahteraan masyarakat di wilayah operasi,” kata Dharmawan H. Samsu, Direktur Hulu Pertamina Gas alam merupakan sumber energi alternatif dan bahan bakar fosil yang ramah lingkungan dan ekonomis. 

"Dengan pasokan gas yang cukup, kelak industri dalam negeri dapat beroperasi lebih efisien hingga 3O%," lanjutnya.

      Tidak hanya berdampak pada masyarakat dan masa depan industri, PEPC juga berhasil melakukan efisiensi belanja modal sebesar US$ 509 juta sehingga harga jual gas lebih murah serta penerimaan bagian negara dan kontraktor meningkat.

Proyek yang diproyeksikan selesai pada kuartal II/2021 itu juga berkontribusi meningkatkan pendapatan negara hingga US$ 3,61. Pengelolaan perencanaan yang prudent dengan pelaksanaan yang efisien membuat proyek JTB sukses memperoleh pendanaan US$ 1,85 miliar dari konsorsium 12 lembaga keuangan nasional dan internasional. 

     Dharmawan menjelaskan, “Keberhasilan project financing membuktikan PEPC menggunakan standar kelas dunia dalam mengelola aset hulu Pertamina sehingga bereputasi baik di mana institusi keuangan internasional.”

Pendanaan terdiri atas 95% konvensional dan 5% syariah, yang merupakan prestasi baru di sektor migas nasional. Pada Juni lalu, PEPC telah menuntaskan tahapan Financial close dan drawdown pertama dari kreditor sebulan setelahnya. 

     Keberhasilan lain PEPC adalah perubahan teknologi pada unit GPF sehingga own use penggunaan gas sebagai bahan bakar (fuel gas) berkurang dan menghasilkan potensi tambahan produksi hingga 20 MMSCFD, serta kenaikan penjualan migas dari 172 menjadi 192 MMSCFD.

JTB juga diproyeksikan memproduksi asam sulfat hingga 382 ton/hari yang mendukung pemenuhan kebutuhan nasional sekaligus pengurangan impor. Asam sulfat amat dibutuhkan beragam sektor industri, seperti baterai kendaraan, pupuk, pengolahan logam dan air bersih.

Pertamina Prepares Rokan Transition



PT Pertamina (Persero) prepared a number of activities in 2019 to begin the transition to managing the Rokan Block located in Riau. Furthermore, Pertamina also plans to build an oil pipeline with a downstream scheme that connects Minas-Duri-Dumai and Balam-Bangko-Dumai. The construction of an oil pipeline is considered necessary because the existing pipelines are 40 years old. 

     According to him, the construction of the pipeline does not need to wait for the transition, management, but it can already be done this year. Based on the results of the study, to facilitate production, the pipeline infrastructure must be replaced.

"Chevron has agreed, but it will be detailed in the future. "The route will be installed next to each other, some will be made new," said the former BP Indonesia Head of Country.

In addition to the construction of a pipeline, Pertamina plans to also prepare a well drilling program. Dharmawan acknowledges that drilling wells is not easy because it requires a business agreement.

SKK Migas Head Dwi Soetjipto said that drilling wells is possible in the second semester / 2019. Meanwhile, to encourage upstream oil and gas investment, a concrete breakthrough needs to be done, one of which is the simplification of licensing for operational activities by focusing on SKK Migas. 

      The lecturer at the Trisakti University Faculty of Earth Sciences and Energy Pri Agung Rakhmanto said that innovation in the form of strengthening the role of SKK Migas could be done through the revision of the Oil and Gas Law.

Pertamina Siapkan Masa Transisi Rokan


PT Pertamina (Persero) menyiapkan sejumlah kegiatan pada 2019 untuk mulai melakukan transisi pengelolaan Blok Rokan yang berlokasi di Riau. Setelah membayarkan bonus tanda tangan 20 Desember 2018, Pertamina langsung membentuk anak usaha untuk mengelola wilayah kerja minyak dan gas bumi legendaris tersebut, yaitu PT Pertamina Hulu Rokan. 

RP Yudantoro ditunjuk sebagai Presiden Direktur Pertamina Hulu Rokan. Mantan Direktur Operasional PT Pertamina EP Cepu (PEPC) ini belum dapat memberikan komentar terkait dengan transisi pengelolaan Blok Rokan. 

“Nanti dulu," katanya sesuai acara Media Workshop Direktorat Hulu PT Pertamina: Upstream Insight. 

Pada kesempatan yang sama, Direktur Hulu Pertamina Dharmawan Samsu memaparkan, sejumlah fokus Pertamina dalam transisi blok migas legendaris tersebut. Dia menjelaskan, Pertamina Hulu Rokan berada langsung di bawah Direktorat Hulu Pertamina. 

      Dharmawan menyebutkan, anak usaha ini resmi dibentuk pada 20 Desember 2018, sehari sebelum perusahaan membayar bonus tanda tangan dan jaminan performa untuk Blok Rokan. 

“Tanda tangan kontrak ditargetkan untuk dilakukan pada bulan ini. Saat ini kami berada dalam tahap diskusi final dengan pemerintah,” ujarnya. 

Selanjutnya, Pertamina juga berencana untuk membangun pipa minyak dengan skema hilir yang menghubungan Minas-Duri-Dumai dan Balam-Bangko-Dumai. Pembangunan pipa minyak dianggap perlu mengingat jaringan pipa yang ada sudah berumur 40 tahun. 

     Menurutnya, pembangunan pipa tidak perlu menanti peralihan, pengelolaan, tetapi sudah dapat dilakukan pada tahun ini. Berdasarkan hasil kajian, untuk memperlancar produksi, infrastruktur pipa harus diganti. 

“Chevron sudah sepakat, tetapi akan didetailkan ke depannya. Mengenai jalur nanti dipasang bersebelahan, ada juga yang dibuat baru,” tutur mantan Head of Country BP Indonesia tersebut. 

Selain pembangunan jaringan pipa, Pertamina rencananya juga menyiapkan program pengeboran sumur. Dharmawan mengakui bahwa pengeboran sumur tidak mudah karena memerlukan kesepakatan bisnis. 

Kepala SKK Migas Dwi Soetjipto mengatakan bahwa pengeboran sumur dimungkinkan terjadi pada semester II/2019. Sementara itu, untuk mendorong investasi hulu migas perlu dilakukan terobosan konkret, salah satunya penyederhanaan perizinan kegiatan operasional dengan memusatkan di SKK Migas. 

     Pengajar di Fakultas Teknologi Kebumian dan Energi Universitas Trisakti Pri Agung Rakhmanto mengatakan, inovasi dalam bentuk penguatan peran SKK Migas dapat dilakukan melalui revisi Undang-Undang Minyak dan Gas.
