These are 11 Contractors who Supply Oil to Pertamina



PT Pertamina (Persero) has secured an agreement with 11 oil and gas contractors aka the Sania Contract of Work Contractors (KKKS) which will sell domestic-produced crude oil. Negotiations with contractors have reached a contract agreement. Media Communication Manager of PT Pertamina, Arya Dwi Paramita, said that as a party that has the mandate to suppress oil imports, Pertamina is ready to buy crude oil from oil and gas contractors.

Arya stated that by buying crude oil from the 11 oil and gas contractors, Pertamina could supply the needs of crude oil to be processed at domestic refineries.

Mereka adalah RH Petrogas Limited, PT SPR Langgak, PetroChina International Jabung Ltd, PT Bumi Siak Pusako, PT Chevron Pacific Indonesia, SAKA Pangkah Indonesia Ltd, PT Energi Mega Persada Tonga, Petronas Carigali Ketapang I Ltd, Husky CNOOC Madura Ltd, PT Energi Mega Persada Tbk serta PetroChina International (Bermuda) Ltd. 

Arya mengemukakan, dengan membeli minyak mentah dari 11 kontraktor migas tadi, maka Pertamina bisa menyuplai kebutuhan minyak mentah yang akan diolah di kilang-kilang dalam negeri. 

“HaI ini penting untuk mengurangi beban impor, yang merupakan salah satu upaya untuk memenuhi kebutuhan dalam negeri,” ungkap dia.

     Namun Arya belum mau mengungkapkan bagaimana skema kontrak jual beli kepada 11 KKKS tersebut, termasuk nilai kontrak dan volume minyak yang disuplai. Satu hal yang pasti, volume kontrak penjualan minyak mentah antara Pertamina dan kontraktor migas bervariasi, sesuai kesepakatan dan produksi masing-masing perusahaan.

Lifting Oil and Gas Reaches 95% of Target



Production ready to sell national oil and gas is 1.91 million barrels of oil equivalent per day (BOEPD) or reaches 95% of the 2018 state budget target. On the other hand, production is ready to sell (lifting) oil at 762,000 barrels per day (bpd), and natural gas 1.14 million BOEPD.

Juru Bicara Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Wisnu Prabawa Taher berharap hingga akhir tahun produksi migas dapat lebih maksimal. Terkait dengan performa produksi, dia mengatakan bahwa pengaruh kinerja sumur yang baru belum sesuai dengan ekspektasi, ditambah dengan decline rate dari sumur eksis yang semakin besar.

Ada beberapa kendala operasi dan instrumen namun sudah dapat diatasi. Kemudian ada beberapa program pengembangan yang mundur ke tahun depan,” katanya.

Dalam rangka mengembangkan lapangan hulu migas dan menjaga optimasi produksi, imbuhnya, SKK Migas menyatakan telah melakukan pengeboran pengembangan 251 sumur dan target 289 sumur. Sementara itu, program kerja ulang atau workouer S54 sumur dari target 636 sumur. Secara bertahap, Wisnu menyatakan pihaknya tetap mengupayakan pencapaian bisa maksimal.

Pada 2019, proyek utama hulu migas yang rencananya berproduksi hanya datang dari Blok Bison Iguana Gajah Puteri. Produksi dari lapangan migas yang terletak di Kepulauan Riau ini akan dilaksanakan pada kuartal III/2019.

Apabila pada tahun depan investasi migas relatif stagnan, dia menilai, rencana penanaman modal pada 2020 akan lebih menarik. Alasannya, ada empat blok migas yang akan mulai berproduksi. Dia memaparkan, Blok Badik dan West Badik akan beroperasi kuartal III/2020 yang kini dalam perkembangan tender FEED, Blok Tangguh Train-3 (kuartal III/2020) yang berada pada tahap konstruksi, Blok Wasambo (kuartal IV/2020) dalam proses FEED, serta Blok MDA dan MBH wilayah kerja HCML yang rencananya berproduksi pada kuartal III/2020. 

Dari sisi penerimaan negara, Wisnu mengatakan hingga November 2018 setidaknya realisasinya mencapai US$ 15,9 miliar atau 133% dari target APBN. Menurutnya, angka tersebut dapat berubah sampai menunggu realisasi hingga akhir tahun. Dengan meningkatnya harga minyak dunia, dia memproyeksikan ada potensi peningkatan penerimaan negara.

Dari sisi realisasi cost recovery hingga akhir November tahun ini, Wisnu menyatakan telah mencapai US$ 10,9 miliar atau sudah melebihi target Anggaran Pendapatan dan Belanja Negara (APBN) 2018 sebesar US$10,1 miliar. 

“Itu angka unaudited," katanya.

Sebelumnya, SKK Migas memproyeksi realisasi pengembalian biaya operasi akan mencapai US$ 11,7 miliar atau 112% dari target APBN 2018. SKK Migas memiliki strategi agar pengembalian biaya operasi bisa sesuai dengan target APBN, khususnya dalam Rancangan APBN 2019.

Wisnu menambahkan pihaknya akan melihat detail kompenen biaya dengan penggunaan cost benchmarking, sehingga dapat diperoleh estimasi biaya pada 2019 yang lebih akurat dan ekonomis. Selain itu, pemanfaatan aset bersama bisa lebih optimal dalam biaya operasi.

"Optimalisasi waktu dalam pelaksanaan kegiatan di lapangan, terutama dalam kegiatan pemboran, kerja ulang sumur dan maintanance,” tambahnya.

PERTAMINA EP

Di pihak lain, Presiden Direktur PT Pertamina EP Nanang Abdul Manaf memproyeksikan produksi minyak hingga akhir tahun mencapai 79.000 barel per hari (bph) atau 96% dari target 2018, sedangkan produksi gas akan terealisasi sebesar 1.019 MMSCFD atau 103% dari target 2018.

Menurutnya, produksi minyak tidak mencapai target akibat finalisasi pengeboran sumur tahun ini masih berlangsung dan belum dapat berproduksi
.
“Karena sumur yang ditargetkan selesai 90, realisasinya masih 74 dan 14 masih on going,” katanya.

Untuk lifiting minyak tercatat sebesar 78.120 bph atau 98% dari target tahun ini. Untuk lifting gas tercatat 815 MMSCFD atau 105% dari target tahun ini. Dari prognosa hingga akhir tahun, Nanang menyatakan realisasi pencapaian laba dapat melebihi target. 

“Karena dibantu harga minyak di atas forecast sebelumnya" katanya.

Hambatan memenuhi target akibat tidak terpenuhinya pengeboran, tertutupi dengan kinerja beberapa lapangan yang dikelola Pertamina EP seperti kinerja dari Pendopo Field. Sebagai salah satu backbone produksi di Pertamina EP, Dia menjelaskan Pendopo Field memberikan kontribusi gas sebesar 261,04 MMSCFD atau 110,2% dari target 243,16 MMSCFD.

Investasi sektor minyak dan gas bumi hanya bisa melesat signifikan bila sudah ada temuan wilayah kerja raksasa di Indonesia.

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) menyatakan meningkatnya investasi sektor minyak dan gas berharap banyak pada temuan wilayah kerja raksasa. Berkaca dari realisasi investasi hingga 31 Oktober 2018 yang mencapai US$ 8,7 miliar atau 61% dari total target rencana tahun ini, Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) menegaskan bahwa potensi ke
depan tidak banyak perubahan kinerja. 

Setidaknya sampai fasilitas produksi Blok Masela terealisasi yaitu sekitar tahun pada 2021-2022 dan proyek migas laut dalam. Kepala SKK Migas Amien Sunaryadi mengatakan investasi sektor migas di Indoensia terkesan tidak besar, karena belum ditemukan wilayah kerja (WK) yang memiliki cadangan migas skala besar “Jadi investasi akan besar kalau ada discovery besar. Nah tahun ini tidak tercapai [target], ada macam-macam faktornya,” katanya 

Tersendatnya investasi migas 2018 juga dipicu pergesaran pengeboran ekplorasi dan eksploitasi yang batal dilaksanakan, karena diundur tahun depan. Ke depan SKK Migas menegaskan untuk lebih berkomitmen mengawal realiasi ekplorasi. Pada 2019, proyek utama hulu migas yang rencananya berproduksi hanya bersumber dari Blok Bison Iguana Gajah Puteri. Produksi dari lapangan migas di Kepulauan Riau ini rencananya terlaksana pada kuartal III/2019.

Jika pada tahun depan investasi migas relatif stagnan, rencana penanaman modal pada 2020 tampak lebih bergairah. Pasalnya, ada empat blok migas yang akan mulai berproduksi. Sebut saja seperti Blok Badik dari West Badik (kuartal III/2020) yang saat ini dalam perkembangan tender Front End Engineering Design (FEED), Blok Tangguh Train-3 (kuartal III/2020) yang berada pada tahap konstruksi, Blok Wasambo (kuartal IV/2020) dalam proses FEED, serta Blok MDA dan MBH milik HCML yang rencananya berproduksi pada kuartal lll/2020.

Amien mengatakan untuk target investasi 2019 belum dapat diperkirakan mengingat rencana kerja dan anggaran (WPNB) kontraktor kontrak kerja sama (KKKS) masih dibahas. Investasi sektor migas, menurut Amien, juga dapat didorong dengan realisasi komitmen kerja pasti (KKP) bagi KKKS yang sudah memiliki hak mengelola lelang blok migas dengan skema Gross Split.  

Nantinya, SKK Migas mengawasi realisasi KKP yang disusun kontraktor dalam 5 tahun pertama. Amien mengakui rencana KKP yang dilaporkan kontraktor masih berdasarkan jumlah investasi dan pelaksanaan per tahunnya, tetapi tidak menyertakan proyek yang dikerjakan. Khusus untuk KKP, aktivitas eksplorasi terbagi di dalam WK dan di luar WK atau open area. 

Untuk aktivitas eksplorasi di dalam WK, KKKS dapat melakukan survei, airborne magnetic, airborne gravity, seismik, dan pengeboran eksplorasi. Sementara itu untuk open area, aktivitasnya mulai dari survei, airborne magnetic, airborne gravity dan seismik.

“Khusus untuk KKP dipastikan, bahwa uang ini harus dibelanjakan untuk eksplorasi. Yang harus kami jaga, jangan sampai mereka melaporkan eksplorasi di area terbuka dengan jumlah besar, ternyata realisasinya lebih kecil,” kata Amien.

Sebelumnya, Wakil Menteri ESDM Arcandra Tahar menegaskan dengan mengandalkan KKP yang dihadirkan dalam Gross Split, pengelolaan blok eksplorasi lebih terarah. 

“Bisnis migas itu memang berisiko. Ya dihitung, karena sudah ada data awalnya, kalau tidak dari situ, mengandalkan dari dana pemerintah tidak cukup.”

Mekanisme KKP lebih memberikan kepastian dana investasi untuk eksplorasi daripada mengandalkan dana yang dikeluarkan lewat Anggaran Pendapatan dan Belanja Negara (APBN). Setidaknya hal ini terekam dari jumlah investasi dalam kurun 2010-2019 oleh Badan Geologi.

Rekind Targeting Gas Tiung Biru



PT Rekayasa Industri, the developer of the Cirebon-Semarang segment of the transmission gas pipeline project, is targeting the supply of natural gas from the Jambaran Tiung Biru Field in Bojonegoro, Central Java to be channeled through the Cirebon-Semarang gas pipeline.

Jambaran-Tiung Biru, Cepu Block

The two gas sources come from Jambaran-Tiung Biru, Cepu Block which is managed by PT Pertamina EP Cepu (PEPC) as many as 20 million cubic feet per day (MMscfd). The natural gas supply will also be imported and the Madura BD Field, the Madura Strait Block managed by Husky CNOOC Madura Ltd. (HCML).


"That 20 MMscfd from Jambaran-Tiung Biru is one of them. We begged again, another 20 MMscfd plus from Husky. So because we have partnered with Pertagas [PT Pertamina Gas] and BBG [PT Bayu Buana Gemilang] who are looking for their source, but they already know the source and everything, "he said recently.

Rekind targets the physical construction of the gas pipeline to begin at the end of December 2018. PT Pertamina EP Cepu said that it would be available the addition of gas production from the Jambaran-Tiung Biru Field development project amounted to 20 MMscfd.

Yanuar stressed, the company he led received this year's award through the selection of the Indonesian Engineers Association for Rekind's innovation in the Kamojang-5 PLTP project with a capacity of 1x35 Megawatts (MW).

The project auction in 2012 was an international tender which was attended by four foreign contractors. The auction starts in the fourth quarter of 2012. through a process of technical and commercial evaluation. The Rekind-Sumitomo Corporation Consortium was announced as the auction winner in mid-2013.

Rekind Incar Gas Tiung Biru


PT Rekayasa Industri, pengembang proyek pipa gas transmisi ruas Cirebon-Semarang, mentargetkan suplai gas bumi dari Lapangan Jambaran Tiung Biru di Bojonegoro, Jawa Tengah untuk dialirkan melalui pipa gas Cirebon-Semarang.

Direktur Utama Rekayasa Industri (Rekind) Yanuar Budinorman mengatakan, proses pembahasan pembangunan proyek pipa gas ruas Cirebon-Semarang telah memasuki tahap akhir, termasuk mengenai sumber pasokan gas. Saat ini sudah ada dua sumber gas yang tengah dicoba oleh anak usaha PT Pupuk Indonesia (Persero) tersebut.

Dua sumber gas tersebut berasal dari Jambaran-Tiung Biru, Blok Cepu yang dikelola PT Pertamina EP Cepu sebanyak 20 juta kaki kubik per hari (MMscfd). Suplai gas bumi juga akan didatangkan dan Lapangan Madura BD, Blok Madura Strait yang dikelola oleh Husky CNOOC Madura Ltd. (HCML).

“Itu 20 MMscfd dari Jambaran-Tiung Biru salah satunya. Kami lagi mohonkan, 20 MMscfd lagi plus dari Husky. Jadi karena kami sudah bermitra dengan Pertagas [PT Pertamina Gas] dan BBG [PT Bayu Buana Gemilang] yang mencari sumbernya mereka, tetapi sudah tahu sumber dan mana aja,” katanya, belum lama ini.

Rekind menargetkan, pembangunan fisik pipa gas tersebut dimulai pada akhir Desember 2018. PT Pertamina EP Cepu menyatakan akan terdapat
penambahan produksi gas dari proyek pengembangan Lapangan Jambaran-Tiung Biru sebesar 20 MMscfd. 

Direktur Utama Pertamina EP Cepu Jamsaton Nababan mengatakan, peningkatan produksi dari perkiraan awal sebesar 172 MMscfd tersebut berasal dari optimalisasi desain proyek. Nantinya, dari total produksi 192 MMscfd tersebut, alokasi sebesar 100 MMscfd diperuntukkan untuk Pertamina (Persero), yang kemudian dialirkan ke PLN untuk kebutuhan listrik di Jawa Timur dan Jawa Tengah.

Gas sebanyak 72 MMscfd akan memasok kebutuhan industri di Jawa Tengah dan Jawa Timur. Sementara itu, pihaknya saat ini sedang mencari calon pembeli untuk alokasi gas sebesar 20 MMscfd. 

“Sedang proses apakah ke Persero semua atau pembeli lain. Kalau ada yang minat silahkan.”

Sementara itu, Rekind, perusahaan penyedia rekayasa, pengadaan dan konstruksi (engineering, procurement, Construction/EPC) , mendapatkan penghargaan dalam pembangunan Pembangkit Listrik Tenaga Panas Bumi (PLTP) Kamojang 5.

Melalui penyelenggaraan Conference of Asean Federation of Engineering Organization (CAFEO Ke-36) pada 12-14 November 2018, Rekind dianugerahi penghargaan Asean Engineering Award 2018, untuk kategori perusahaan. Penghargaan ini diberikan AFEO untuk prestasi dan inovasi Rekind untuk proyek rekayasa di kawasan Asean. 

“Kami sangat mendukung dan mengapresiasi penyelenggaraan penghargaan Asean Engineering Award 2018 ini karena turut mendorong pertumbuhan dan pencapaian kinerja Rekind melalui tata kelola perusahaan BUMN yang baik, pengelolaan SDM yang berdaya saing tinggi dan memaksimalkan kontribusi nyata perusahaan bagi masyarakat," ujar Yanuar Budinonnan.

Yanuar menegaskan, perusahaan yang dipimpinnya tersebut menerima penghargaan tahun ini melalui seleksi Persatuan lnsinyur Indonesia atas inovasi Rekind dalam proyek PLTP Kamojang-5 berkapasitas 1x35 Megawatt (MW).

Pelelangan proyek pada 2012 ini merupakan tender internasional yang diikuti oleh empat kontraktor asing. Pelelangan dimulai pada kuartal IV/2012. melalui proses evaluasi teknis dan komersial. Konsorsium Rekind-Sumitomo Corporation diumumkan sebagai pemenang lelang pada pertengahan 2013.

Pertamina to drill gas wells in Bojonegoro next year



State-owned oil and gas holding company Pertamina, through its subsidiary Pertamina EP CEPU (PEPC), is set to start drilling natural gas wells in the second half of 2019 at the Jambaran-Tiung Biru (JTB) gas project in Bojonegoro regency, East Java.


ln total, six Wells in the site could produce 192 million metric standard cubic feet per day (mmscfd) of natural gas - excluding CO2 content - according to the firm’s recent data. PEPC president director Jamsaton Nababan told the media in a recent press briefing that one well could generate around 60 mmscfd, but that figure did not yet exclude CO2 content.

“We will start to drill two out of six wells next July” he said.

Four wells are located in Wellpad Jambaran East and will be drilled starting the third quarter of 2019 until the iirst quarter of 2020, while the remaining wells located in Wellpad Jambaran Central will be drilled starting the second quarter of 2020 until the fourth quarter of the same year Jamsaton added that PEPC had resolved all issues regarding land procurement. 

The site of the JTB project was previously part ofa local village and also land owned by state-owned forestry company Perhutani, while some was privately owned.

“We have settled all issues regarding land permits. The remaining work in terms of land procurement is now only administration issues,” he assured.


   The site of the JTB project, a 98 percent stake of which is owned by PEPC and the remainder by another Pertamina subsidiary PT Pertamina EP spans across four regencies, four Villages and 14 million square meters of land previously owned by Perhutani.

PEPC has set a deadline of the second quarter of 2021 for the project’s full operation, which will be marked by a maiden gas transmission from the field to its buyers.

Jamsaton said that once the field had started to produce gas at 192 mmscfd, 100 mmscfd would be allocated for state electricity firm PLN and the rest for industries in East Java. 

“The gas price from our wells will be set at US$6.70 per million British thermal units [mmbtu] and once it reaches PLN, the price will be $7.60 per mmbtu [because of transmission fees],”he said. 

To fund the project, PEPC has set aside.$1.5 billion, $984 million of which will be allocated for the development of a gas-processing facility (GPF) that will be constructed by a consortium of engineering firms, namely PT Rekayasa Industri and PT Japan Gas Corporation.



The GPF has a total production capacity of 330 mmscfd of gas. However, given the complexity ofthe CO2 content in the field of around 30 percent, the project-will only produce 192 mmscfd of gas. It' was previously reported that the CO2 content from JTB project will be utilized by PEP in its Sukowati field in East Java to boost the units oil production with enhanced oil recovery (EOR) technology called a CO2- Hopding strategy. .

Furthermore, JTB general manager Bob Adibrata said that of the total investment to develop the GPF of $984 million, less than 1 percent of the funds had been utilized. 

"Meanwhile, construction of the GPF has reached 8.31 percent, of the target of 9.14 percent. We are running a bit late mainly in the engineering phase,” he said, adding that the firm was in the process of completing the project’s engineering design.

Bob added that the upcoming rainy season, especially the risk of Hooding, would be a challenge for the project development until the year end.

2021, Cirebon-Semarang Gas Pipeline is Targeted to Operate



After being delayed for 11 years, the Cirebon-Semarang gas transmission pipeline finally resumed. The pipeline, which is part of the Transjawa Pipe, is targeted to start operating in 2021. Managing Director of PT Rekayasa Industrial (Persero) Yanuar Budinorman said that his party is trying to make the Cirebon-Semarang pipeline begin construction at the end of this year. With an estimate of construction taking around 2.5 years, this pipeline is targeted to start operating in 2021.

"[Operation] is almost the same (with the Jambaran-Tiung Biru Project). So we connected from Pertagas (PT Pertamina Gas) "Gresik (East Java) -Semarang (Central Java). Semarang (Central Java) -Cirebon (West Java) we connect directly. It continues, "he said.


He added, the Jambaran-Tiung Biru Project is one of the sources of gas targeted by his party. Because, there is the potential for excess production of 20 million cubic feet per day (million standard cubic per day / mmscfd) of the gas project undertaken by PT Pertamina EP Cepu. In addition, gas supply of 20 mmscfd is also expected to be obtained from the Madura Strait Block operated by Husky CNOOC Madura Limited (HCML).


"We operate with (gas supply) first. We fulfill it first (gas needs) in Kendal (Central Java), then we build it all the way to Cirebon (West Java), "Yanuar said.

Yanuar explained because it had partnered with Bayu Buana Gemilang (BBG) and PT Pertamina Gas (Pertagas), these two companies were tasked with finding the gas source. For information, BBG and Pertagas in this case play a role as shipper or company that flows its gas through Pipes Cirebon (West Java) -Semarang (Central Java).

Industrial Engineering has signed the principal of the agreement (Head of Agreement / HoA) with PT BBG. Meanwhile, the Gas Transport Agreement (GTA) between Rekind and BBG will be realized in the near future. While the signing of the HoA between Rekind and Pertagas is still in the process of being finalized.

For the distribution of gas in West Java and Central Java, Rekind also works with Pertagas and Regional-Owned Enterprises (BUMD). In West Java, Rekind cooperates with PT Energi Negeri Mandiri. While in Central Java, Rekind partnered with PT Sarana Pembangunan Jawa Tengah. According to Yanuar, one of the targeted markets is the industry in the Kendal region, Central Java.

"Not only industrial estates, in Kendal there are many industries that need gas," he said.

After all the licenses are completed and the signing of the cooperation is complete, it will meet with the Downstream Oil and Gas Regulatory Agency (BPH Migas) in the next 1-2 weeks. Together with BPH Migas, it will set a gas transportation fee (toll fee) for this Cirebon-Semarang Pipe.

At the same time, Rekind also coordinated with the Management Investment Consultant Project (PMIC) appointed by BPH Migas to discuss the toll fee.

"After meeting the Toll Fee, we hope that by the end of December we will start (ground breaking)," Yanuar said.

He is optimistic that the Cirebon-Semarang pipeline can be a sustainable gas energy supply solution to support industrial competitiveness in Java. Moreover, the potential of industrial consumers in West Java and Central Java is very large.

"For that we hope that all parties involved can be more cooperative so that the project can be started immediately this year and can be completed in accordance with the predetermined targets," Yanuar said.

This Cirebon-Semarang pipe is part of the Transjawa Pipe. The Trans Java gas pipeline integration project consists of three main projects. First, West Java is valued at US $ 300 million with the Cirebon-KHT (84 km) and Tegalgede-Muara Tawar lines (50 km). 

   Second, North Java costs US $ 400 million with the Cirebon-Semarang route (255 kin). Third, East Java worth US $ 360 million with the Semarang-Gresik route (271 km) and East Java Gas Pipeline (EJGP) -Grati worth US $ 58 million (22.1 km)

As is known, in 2006, Industrial Engineering was determined as the winner of the auction of special rights to the Cirebon-Semarang natural gas transmission segment by BPH Migas. At that time Rekind acted as a transporter who was the owner of a gas pipeline, while the gas buyer (off taker) was the Tambaklorok-Semarang PLTGU. The construction of the Cirebon-Semarang transmission gas segment had experienced problems due to the gas source that was not available at that time.

2021, Pipa Gas Cirebon-Semarang Ditargetkan Beroperasi


Setelah tertunda sampai 11 tahun, pipa transmisi gas Cirebon-Semarang akhirnya dimulai kembali. Pipa yang merupakan bagian dari Pipa Transjawa ini ditargetkan mulai beroperasi pada 2021. Direktur Utama PT Rekayasa lndustri (Persero) Yanuar Budinorman menuturkan, pihaknya berupaya agar Pipa Cirebon-Semarang dapat dimulai pembangunannya (ground breaking) pada akhir tahun ini. Dengan perkiraan konstruksi membutuhkan waktu sekitar 2,5 tahun, pipa ini ditargetkan bisa mulai beroperasi pada 2021.

“[Operasi] hampir sama (dengan Proyek Jambaran-Tiung Biru). Jadi kami sambung dari punya Pertagas (PT Pertamina Gas) ”Gresik (Jawa Timur)-Semarang (Jawa Tengah). Semarang (Jawa Tengah)-Cirebon (Jawa Barat) kami sambung secara langsung. Dimulai terus,” kata dia.

Ditambahkannya, Proyek Jambaran-Tiung Biru merupakan salah satu sumber gas yang ditargetkan pihaknya. Pasalnya, ada potensi kelebihan produksi 20 juta kaki kubik per hari (million standard cubic per day/mmscfd) dari proyek gas yang dikerjakan PT Pertamina EP Cepu tersebut. Selain itu, pasokan gas sebesar 20 mmscfd juga diharapkan dapat diperoleh dari Blok Madura Strait yang dioperasikan oleh Husky CNOOC Madura Limited (HCML). 

“Kami operasikan dengan (pasokan gas) itu dulu. Kami penuhi dulu (kebutuhan gas) di Kendal (Jawa Tengah), kemudian kami membangun terus sampai Cirebon (Jawa Barat),” ujar Yanuar.

Yanuar menjelaskan karena pihaknya telah menggandeng Bayu Buana Gemilang (BBG) dan PT Pertamina Gas (Pertagas), kedua perusahaan inilah yang bertugas mencari sumber gasnya. Sebagai informasi, BBG dan Pertagas dalam hal ini berperan sebagai shipper atau perusahaan yang mengalirkan gasnya melalui Pipa Cirebon (Jawa Barat)-Semarang (Jawa Tengah).

Rekayasa Industri telah menandatangi pokok perjanjian (Head of Agreement/ HoA) dengan PT BBG. Sedangkan, Gas Transport Agreement (GTA) antara Rekind dan BBG akan direalisasikan dalam waktu dekat. Sementara penandatanganan HoA antara Rekind dengan Pertagas masih dalam proses finalisasi. 

Untuk pendistribusian gas di Jawa Barat dan Jawa Tengah, Rekind juga bekerja sama dengan Pertagas dan Badan Usaha Milik Daerah (BUMD). Di Jawa Barat, Rekind menggandeng PT Energi Negeri Mandiri. Sementara di Jawa Tengah, Rekind bermitra dengan PT Sarana Pembangunan Jawa Tengah. Menurut Yanuar, salah satu pasar yang ditarget pihaknya adalah industri di wilayah Kendal, Jawa Tengah.

“Tidak hanya kawasan industri, di Kendal ternyata banyak industri yang membutuhkan gas,” tutur dia.

Setelah semua perizinan selesai dan penandatangan kerja sama selesai, pihaknya akan bertemu dengan Badan Pengatur Hilir Minyak dan Gas Bumi (BPH Migas) dalam 1-2 pekan ke depan. Bersama BPH Migas, pihaknya akan menetapkan ongkos angkut gas (toll fee) untuk Pipa Cirebon-Semarang ini. 

Pada saat yang sama, Rekind juga berkoordinasi dengan Project Management Investment Consultan (PMIC) yang ditunjuk BPH Migas untuk membahas toll fee tersebut.

“Setelah Toll Fee-nya ketemu, kami harapkan akhir Desember kami mulai dimulai (ground breaking),” kata Yanuar.

Dia optimis, adanya pipa Cirebon-Semarang bisa menjadi solusi pasokan energi gas berkelanjutan untuk mendukung daya saing industri di Pulau Jawa. Apalagi, potensi konsumen industri di Jawa Barat dan Jawa Tengah sangat besar. 

“Untuk itu kami berharap semua pihak yang terlibat dapat lebih kooperatif sehingga proyek dapat kami mulai segera pada tahun ini dan dapat diselesaikan sesuai dengan target yang telah ditentukan,” kata Yanuar.

Pipa Cirebon-Semarang ini merupakan bagian dari Pipa Transjawa. Proyek integrasi pipa gas Trans Jawa terdiri dari tiga proyek utama. Pertama, Jawa bagian Barat senilai US$ 300 juta dengan jalur Cirebon-KHT (84 km) dan Tegalgede-Muara Tawar (50 km). 

    Kedua, Jawa bagian Utara senilai US$ 400 juta dengan jalur Cirebon-Semarang (255 kin). Ketiga, Jawa bagian Timur senilai US$ 360 juta dengan jalur Semarang-Gresik (271 km) dan East Java Gas Pipeline (EJGP)-Grati senilai US$ 58 juta (22.1 km)

Seperti diketahui, pada 2006, Rekayasa Industri ditetapkan sebagai pemenang lelang hak khusus ruas transmisi gas bumi Cirebon-Semarang oleh BPH Migas. Saat itu Rekind bertindak sebagai transporter yang merupakan pemilik pipa gas, sedangkan pembeli gas (offtaker) adalah PLTGU Tambaklorok-Semarang. Pembangunan ruas gas transmisi Cirebon-Semarang ini sempat mengalami kendala dikarenakan sumber gas yang tidak tersedia pada saat itu.
