ENI has the potential to replace Chevron in working on the IDD project

 

The Ministry of Energy and Mineral Resources (ESDM) said Chevron Indonesia would withdraw from the Indonesia Deepwater Development (IDD) Project. The oil and gas company from the United States is offering management rights to ENI.

Chevron is currently still looking for a replacement who will work on the IDD project. One of the candidates being offered by Chevron is an Italian oil and gas company, ENI.

Regarding Eni, the oil and gas company recently signed a contract with the government for the West Ganal Block. This block was previously part of the Makassar Strait Block, which contains the West Seno Field which has been developed by Chevron. Eni also manages the Muara Bakau and East Sepinggan Blocks which are located near the IDD Project.

      Referring to SKK Migas data, until last June, the IDD Project was still in the process of evaluating the approval of the plan of development / POD revision. In addition, this project is still in the process of evaluating the proposed extension of the Rapak and Ganal Block PSCs.

The IDD project combines two oil and gas fields, namely Gendalo Field, Ganal Block, and Gehem, Rapak Block. Still based on SKK Migas data, this project is targeted to reach a peak gas production of 844 million cubic feet per day (million standard cubic feet per day / MMscfd) and 27 thousand barrels of oil per day (bpd).

     The US $ 6.98 billion projects are planned to start operating in the fourth quarter of 2025. If Chevron releases the IDD project, there will be no more oil and gas projects in Indonesia that the oil and gas company will undertake. 

        The reason is, the management of the Rokan Block has been decided to be transferred to PT Pertamina (Persero) starting in 2021. However, Ego said, this does not mean Chevron will leave Indonesia.

Chevron sells IDD blocks

 

PT Chevron Pacific Indonesia's plan to exit the second phase of the development of the second phase of the Indonesia Deepwater Development (| DD) Block is very serious. Chevron has even offered the deep-sea gas block to its partner, Eni, an Italian oil and gas company.

"Chevron has already proclaimed it, now it is being offered to Eni, we'll just wait. Chevron is the one making the bid to Eni," he explained.


However, Ego was reluctant to reveal what the block release scheme would be like and the bid value. Currently, in the Deep Sea project, Chevron acts as the operator and the majority shareholder, which is 63%.

Chevron is working on this oil and gas project in Iaut with other partners, namely Eni, Tip Top, PT Pertamina Hulu Energi, and partners in Muara Bakau. IDD is a deep-sea gas project carried out by Chevron Indonesia Company (Cico) in the Kutai Basin, East Kalimantan through four production sharing contracts, namely PSC Ganal, Rapak, Makassar Strait and Muara Bakau.

The second phase development in the IDD Block includes the development of the Gendalo field and the Gehem field. There are plans to develop two separate hubs where Gendalo and Gehem will have a Floating Production Unit (FPU) for each field (see table). 

    Ego assessed that Chevron's plan to leave the IDD Block was inseparable from Chevron's not being extended to other oil and gas blocks in Indonesia, namely the Rokan Block. Later, in the year 2021. PT Pertamina (Persero) will continue the block located in Riau. "so one package," he said.

Global Investors Get Out of the Jumbo Oil and Gas Project



The future of energy investment in the country is threatened to fade. One by one foreign investors send signals that they will leave the jumbo oil and gas project in Indonesia. The latest news is that PT Chevron Pacific Indonesia is unlikely to continue the development of the Phase II Indonesia Deepwater Development (IDD) project in the Kutai Basin in Kalimantan Tmur.


The oil and gas company from the United States claimed to have no capital to develop the Phase II IDD project. This is because the IDD project is not a priority and is not included in the global Chevron Group portfolio.

Chevron's intention to leave the energy project adds to the list of foreign investors with plans to leave. Not long ago, Royal Dutch Shell (Shell) planned to sell Participating Interest (PI) at 35% in the Masela Block. The investment value of the gas block is around US $ 19.8 billion.


Another foreign investor who wants to leave is Japan's Mitsui Corp. They plan to leave the Paiton power plant project, East Java. Mitsui holds 45.59 shares in the 2,045 MW power plant. Regarding the potential of the IDD project, Soenitha said, in fact the Kutai Basin was still an attractive hydrocarbon area. 



       Therefore, Chevron is confident that other operators can continue to develop. Until now, Chevron along with the government and potential partner partners have continued to establish communication to find solutions for the development of the IDD Block.

SKK Migas Urges Chevron to Immediately Decide on the Fate of the IDD Project



The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) urged Chevron Indonesia to immediately ensure the continuation of the .



SKK Migas Head Dwi Soetjipto revealed that his party was still waiting for a report from Chevron regarding the follow up of the IDD Project. He said he had even pursued an oil and gas company from the United States to rush to make a decision whether to continue this project or not.



"So our position is waiting for a report from Chevron. Of course, this should not be protracted, and we have urged Chevron, "he said.

It understands that after the Covid-19 pandemic and low oil prices, many planned activities must be reviewed by oil and gas companies. The current condition has an impact on all major oil and gas projects in the world. As a result, Chevron's follow-up on the IDD Project has been hampered.

    However, it urged Chevron to immediately report its plans related to the IDD Project. Moreover, Chevron is not the only oil and gas company interested in working on the deep-sea gas project in the Makassar Strait.

"Actually there are other parties who are also interested in this matter [IDD Project]. But of course, we are waiting for the official report from Chevron first, "said Dwi.

SKK Migas Seeks 12 Oil and Gas Projects This Year is Not Delayed

At the Merakes Field, ENI plans to drill six subsea wells and build an underwater pipeline system that will be connected to the floating cricket production facilities / Jangkrik FPU in Muara Bakau Block. 7 Oil Producers Exceed Production Targets



Seven Indonesian oil producers (Cooperation Contract Contractors / KKKS) exceeded the 2020 oil production target set in the State Budget (APBN).

The seven oil producers are ExxonMobil Cepu Ltd (EMCL), Chevron Pacific Indonesia, Pertamina Upstream Energy ONWJ, Medco E&P Natuna, Pertamina Upstream Sanga-Sanga, Medco E&P Rimau, and JOB Pertamina-Medco Tomori Sulawesi LTD. Exceeding the highest target was achieved by Medco E&P Natuna which reached 119.6% of the APBN target.

"We continue to supervise and increase the intensity of coordination with KKS Contractors to discuss steps to improve upstream oil and gas operational performance and program implementation in line with Work, Programs and Budget (WP&B) in 2020," said Head of the Special Task Force for Upstream Oil and Gas Business Activities, Dwi Soetjipto, in Jakarta.

Based on SKK Migas notes, until early March 2020, there are a number of KKKS that have not reached their production targets due to several reasons.

"There are KKKS that have carried out activities, but the results obtained are not as high as predicted or have not reached the target, for that we will evaluate the KKKS program and ensure that production is on target," Dwi said.

To monitor the investment and production activities of the KKKS, SKK Migas is calling at the same time finding a solution with the KKKS that cannot realize the production according to the target. 

    Regarding KKKS that have not yet reached the target, Dwi said, his party continues to conduct evaluations to ensure that the activities they carry out can support the achievement of production targets in the coming years, primarily in achieving the target of 1 million barrels.

In addition to the 7 oil producers, there are four KKKS gas producers that exceed the channeling targets, namely Pertamina Hulu Mahakam, ENI Muara Bakau BV, Premier Oil Indonesia and Petrochina International Jabung LTD. The Phase II IDD Project is Underway



PT Chevron Pacific Indonesia plans to work on an underwater oil and gas project or Indonesia Deepwater Development (IDD) phase II. However, the project has not yet been implemented because Chevron has not yet got a business partner.



Corporate Communication Manager of PT Chevron Pacific Indonesia Sonitha Poernomo said that his party through Chevron Rapak Ltd had already worked on the first phase of IDD in the form of developing the Bangka Field. The oil and gas field has been producing since August 2016.

    For the Phase II IDD project located in Gehem and Gendalo Field, the work was hampered because Chevron was still looking for strategic partners. Because there is a potential risk if the project is not economical. This means that the existence of these business partners to share risks.

The Phase II IDD project cannot compete for capital in the Chevron portfolio globally, "Sonitha said.

Unfortunately, Sonitha could not name the prospective partners who would collaborate with Chevron to work on the Phase II IDD project. But certainly, Chevron Rapak Ltd has obtained permission from the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) to open data in order to facilitate discussions regarding the identification of potential partners who are able to manage IDD projects.

"At the moment there is no final decision regarding the discussion," said Sonitha.

SKK Migas Deputy for Operations Julius Wiratno said. Chevron has actually partnered with Eni, Tip Top, Pertamina Hulu Energi (PHE) and Mitra Muara Bakau in the Phase II IDD project. Since the Phase II IDD project schedule is always backward, there is a possibility that the economic value of this project will decrease.

So it's only natural that Chevron considers it. Not to mention the project is limited by termination in 2026/2027, "Maybe Chevron wants to share down to partners taking into account the economics of the project," said Julius.

Initially, SKK Migas projected that the Phase II IDD project could start production in 2024, before finally withdrawing to 2025. Chevron is still looking for strategic partners to share risks.

Proyek IDD Tahap II Terancam Molor

PT Chevron Pacific Indonesia berencana menggarap proyek minyak dan gas bawah laut atau Indonesia Deepwater Development (IDD) tahap ll. Namun proyek tersebut belum juga terlaksana karena Chevron belum mendapatkan mitra bisnis. 

Manager Corporate Communication PT Chevron Pacific Indonesia Sonitha Poernomo mengatakan, pihaknya melalui Chevron Rapak Ltd sudah mengerjakan tahap pertama IDD berupa pengembangan Lapangan Bangka. Lapangan migas tersebut telah berproduksi sejak Agustus 2016 siIam. Untuk proyek IDD tahap II yang berada di Lapangan Gehem dan Gendalo, pengerjaannya terhambat karena Chevron masih mencari mitra kerja strategis. Pasalnya, ada potensi risiko jika proyek tersebut tidak ekonomis. Artinya keberadaan mitra bisnis ini untuk berbagi risiko.

Proyek IDD tahap II tidak dapat bersaing untuk mendapatkan modal dalam portofolio Chevron secara global,” kata Sonitha.

Sayangnya Sonitha belum bisa menyebutkan nama calon mitra yang akan bekerjasama dengan Chevron untuk mengerjakan proyek IDD tahap II. Namun yang pasti, Chevron Rapak Ltd sudah memperoleh izin dari Satuan Kerja Khusus Kegiatan Usaha Hulu Minyak dan Gas (SKK Migas) untuk membuka data dalam rangka memfasilitasi diskusi terkait identifikasi mitra potensial yang mampu mengelola proyek IDD.

”Pada saat ini tidak ada keputusan akhir mengenai diskusi tersebut,” kata Sonitha.

Deputi Operasional SKK Migas Julius Wiratno bilang. sebenarnya Chevron sudah bermitra dengan Eni, Tip Top, Pertamina Hulu Energi (PHE) dan Mitra Muara Bakau dalam proyek IDD tahap II. Berhubung jadwal proyek IDD tahap II selalu mundur, ada kemungkinan nilai keekonomian proyek ini semakin berkurang.

Jadi wajar apabila Chevron mempertimbangkannya. Belum lagi proyek tersebut dibatasi oleh terminasi pada tahun 2026/2027, ”Mungkin Chevron ingin share down ke mitra dengan memperhitungkan keekonomian proyek." ujar Julius. 

Awalnya, SKK Migas memproyeksikan proyek IDD tahap II bisa berproduksi pada 2024, sebelum akhirnya mundur menjadi tahun 2025. Chevron masih mencari mitra kerja strategis untuk berbagi risiko.

ESDM Auction 12 Oil and Gas Blocks in 2020



The Ministry of Energy and Mineral Resources (ESDM) plans to bid or auction 12 oil and gas blocks in 2020. Director of Upstream Business Development Directorate General of Oil and Gas at the Ministry of Energy and Mineral Resources Mustafid Gunawan said there were 10 conventional oil and gas blocks and two non-conventional blocks to be offered.

The opening of the oil and gas data so far is still in a 6 month transition period. According to him, so far a discussion on the amount of membership fees, where investors who are members can access all data.

"We are in the transition period from the enactment of the Ministerial Regulation, so it will be around March [officially enacted]. We hope that as soon as it has been resolved many investors will ask for it, "he added.

On the other hand, Acting Director-General of Oil and Gas at the Ministry of Energy and Mineral Resources, Djoko Siswanto, confirmed that two contract schemes will be offered in the oil and gas block auction this year to avoid polemics between Cooperation Contract Contractors (KKKS). Joko said that cost recovery still dominated as many as 200 contracts, while gross split was only around 45 contracts.

"If the cost recovery is definitely split, the government will be greater because the government will share the costs. If it is a gross split, the portion of the government is small because it is the contractor, "he said.

The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) estimates 12 upstream oil and gas projects are ready to operate throughout 2020 with estimated gas production of 705 million standard cubic feet per day (MMscfd) and oil of 3,000 barrels per day (BPD).

SKK Migas Deputy for Operations Julius Wiratno said that of the 12 oil and gas projects planned to start operating this year, the biggest was the Merakes Project undertaken by Eni Indonesia.

"Merakes will be operational in the fourth quarter of 2020," he said.

Julius said the Merakes project by Eni East Sepinggan Ltd had an estimated production of 400 MMscfd. Meanwhile, gas reserves in the Merakes Field are estimated at 2 trillion cubic feet (Tcf).

Eni started the Merakes-1 Well in 2014. Three years ago, Eni had drilled the Merakes-2 Appraisal Well. Meanwhile, the government has approved the proposed development plan (POD) for the Merakes Field, located in the Kutai basin, off the coast of East Kalimantan, in April 2018. Eni has begun developing the Merakes Field in May 2019.

On 2 May 2019, a symbolic steel cutting was carried out as a proof of the start of the Merakes Field development project. In Merakes Field, Eni plans to drill six underwater wells and build an underwater pipeline system that will be connected to Jangkrik's floating production unit (FPU) in Muara Bakau Block. Based on SKK Migas data, in the first quarter of 2020, there are estimated to be four upstream oil and gas projects
operate.

The four projects are Bukit Tua Phase 3 by Petronas Carigali Ketapang II Ltd with an estimated production of 31.5 MMscfd, Grati Pressure Lovering by Ophir Indonesia (Sampang) Pty. Ltd with an estimated production of 30 MMscfd, Buntal-5 by Medco E&P Natuna Ltd with an estimated production of 45 MMscfd, and Sembakung Power Plant by Pertamina EP:

Furthermore, in the second quarter of 2020 there were three projects planned to be operational. Call it the Randu Scissors project by PT PHE Randu Scissors with an estimated production of 3 mmscfd, Betung Compressors by Pertamina EP with an estimated production of 15 mmscfd, Malacca Strait Phase-1 by EMP Malacca Strait with an estimated production of 3,000 BPD, Meliwis by Ophir Indonesia (Madura Offshore) Pty. Ltd with an estimated production of 20 mmscf.

Entering the third quarter of 2020, SKK Migas projects that three projects will produce. Starting from the Cantik project by PT Sele Raya Belida with an estimated production of 2.5 mmscfd, LP-MP SKG-19 Compressor by Pertamina EP with an estimated production of 150 mmscfd and Peciko 8A by Pertamina Hulu Mahakam with an estimated production of 8 mmscfd.

This year, the government is targeting lifting oil and gas 1.95 million Barrels of Oil Equivalent Per Day (BOEPD), while the realization of lifting in 2019 is 1.8 million BOEPD. Meanwhile, the oil production target is 755,000 BPD, while gas is 1.19 million BOEPD. Achievement of lifting oil 7,000 BPD, and gas 1.06 million BOEPD in 2019.

SPEED OF LICENSING

Meanwhile, SKK Migas accelerates the upstream oil and gas licensing process to an average of 3 days from the previous 15 days to ensure all oil and gas projects are completed on time.

SKK Migas Head Dwi Soetjipto said the One Door Service Policy (ODSP) program was present to build a transformation towards improving upstream oil and gas investment. In addition, the implementation of OSDP is expected to be in line with the dream of producing 1 million barrels of oil in 2030.

According to him, oil and gas exploration and exploitation activities require several licenses involving more than one agency. Through ODSP, SKK Migas claims that all licensing contract cooperation (KKKS) licensing process services are carried out in one door quickly.

Not only that, SKK Migas and KKKS also jointly conducted research on the completeness for each licensing requirement from various existing agencies. Dwi also promised that in the future the upstream oil and gas licensing related to SKK Migas would be integrated into the local government level.

      Licensing processes that take time, such as the EIA permit are promised to be completed sooner. Dwi added that this was important considering that if the project was completed on time, the project costs would not have been substantial and those that had been agreed upon and implementation were more efficient.

On the same occasion, Secretary-General of the Ministry of Energy and Mineral Resources (ESDM) Ego Syahrial said that from 2017 to 2019 it had cut 189 permits. Of the licenses that were cut, at least 60 regulations came from the oil and gas sector.

"This year continued with ODSP, SKK Migas took the role even further. The end is to be able to produce 1 million barrels, "he said.

Meanwhile, Vice President of Corporate Services of Inpex Masela Ltd, Nico Muhyiddin, admitted that licensing issues are things that can slow down the project. According to him, the collaboration between SKK Migas and KKKS will see deeper problems so that efforts to find a way out more quickly and precisely.

"We hope that the implementation of this program will run well so that the intended target can be achieved properly," he said.

ExxonMobil Indonesia's Vice President Public and Government Affairs Azi N. Alam also appreciated SKK Migas's steps in implementing ODSP services. Azi explained the coordination that had been established coupled with ODSP provided progress in the process of an addendum to the revision of the analysis of environmental impacts (Amdal) at the Banyu Urip Bojonegoro Field in East Java.

"We are cooperating with SKK Migas, the Ministry of Energy and Mineral Resources, and KLHK [Ministry of Environment and Forestry] for the will of the Amdal addendum," he said.

Pasokan Siap Bertambah dari 12 Proyek

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) memperkirakan 12 proyek hulu migas siap beroperasi sepanjang 2020 dengan estimasi produksi gas sebesar 705 juta standar kaki kubik per hari (MMscfd) dan minyak 3.000 barel per hari (bph).

Deputi Operasi SKK Migas Julius Wiratno mengatakan mengatakan dari 12 proyek migas yang direncanakan mulai beroperasi pada tahun ini, yang paling besar adalah Proyek Merakes yang dikerjakan Eni Indonesia.

“Merakes akan beroperasi pada kuartal keernpat tahun 2020 ini,” ujarnya.

Julius mengatakan proyek Merakes oleh Eni East Sepinggan Ltd memiliki estimasi produksi 400 MMscfd. Adapun, cadangan gas di Lapangan Merakes diperkirakan sebesar 2 triliun kaki kubik (Tcf). 

Eni mulai Sumur Merakes-1 pada 2014. Tiga tahun berselang, Eni telah mengebor Sumur appraisal Merakes-2. Adapun, pemerintah telah menyetujui proposal rencana pengembangan (POD) Lapangan Merakes yang terletak di cekungan Kutai, lepas pantai Kalimantan Timur, pada April 2018. Eni sudah memulai pengembangan Lapangan Merakes pada Mei 2019.

Pada 2 Mei 2019, dilakukan pemotongan baja secara simbolis sebagai salah satu bukti dimulainya proyek pengembangan Iapangan Merakes. Di Lapangan Merakes, Eni rencananya akan mengebor enam sumur bawah laut serta membangun sistem pipa bawah laut yang akan terhubung dengan fasilitas produksi terapung (floating production unit/FPU) Jangkrik di Blok Muara Bakau. Berdasarkan data SKK Migas, pada kuartal I/2020, diperkirakan ada empat proyek hulu migas yang
beroperasi.

Keempat proyek tersebut adalah Bukit Tua Phase 3 oleh Petronas Carigali Ketapang II Ltd dengan estimasi produksi 31,5 MMscfd, Grati Pressure Lovering oleh Ophir Indonesia (Sampang) Pty. Ltd dengan estimasi produksi 30 MMscfd, Buntal-5 oleh Medco E&P Natuna Ltd dengan estimasi produksi 45 MMscfd, dan Sembakung Power Plant oleh Pertamina EP:

Selanjutnya, pada kuartal II/2020 tercatat ada tiga proyek yang direncakan beroperasi. Sebut saja seperti proyek Randu Gunting oleh PT PHE Randu Gunting dengan estimasi produksi 3 mmscfd, Kompresor Betung oleh Pertamina EP dengan estimasi produksi sebesar 15 mmscfd, Malacca Strait Phase-1 oleh EMP Malacca Strait dengan estimasi produksi 3.000 bph, Meliwis oleh Ophir Indonesia (Madura Offshore) Pty. Ltd dengan estimasi produksi 20 mmscf. 

Memasuki kuartal III/2020, SKK Migas memproyeksikan tiga proyek akan berproduksi. Mulai dari proyek Cantik oleh PT Sele Raya Belida dengan estimasi produksi sebesar 2,5 mmscfd, Kompresor LP-MP SKG-19 oleh Pertamina EP dengan estimasi produksi 150 mmscfd serta Peciko 8A oleh Pertamina Hulu Mahakam dengan estimasi produksi 8 mmscfd.

Tahun ini, pemerintah menargetkan lifting migas 1,95 juta barel setara minyak per hari (boepd), sedangkan realisasi lifting 2019 sebesar 1,8 juta boepd. Adapun, target produksi minyak 755.000 bph, sedangkan gas sebesar 1,19 juta boepd. Capaian lifting minyak 7.000 bph, serta gas 1,06 juta oepd pada 2019.

PERCEPAT PERIJINAN

Adapun, SKK Migas mempercepat proses perizinan hulu migas menjadi rata-rata 3 hari dari sebelumnya selama 15 hari untuk memastikan seluruh proyek migas selesai tepat waktu. 

Kepala SKK Migas Dwi Soetjipto mengatakan program One Door Service Policy (ODSP) hadir untuk membangun transformasi menuju perbaikan investasi hulu migas. Selain itu, pelaksanaan OSDP diharapkan searah dengan mimpi produksi minyak 1 juta barel pada 2030. 

Menurutnya, dalam kegiatan eksplorasi maupun eksploitasi migas membutuhkan beberapa perizinan yang melibatkan lebih dari satu instansi. Melalui ODSP, SKK Migas mengklaim seluruh layanan proses perizinan Kontraktor Kontrak Kerja Sama (KKKS) dilaksanakan dalam satu pintu dengan cepat.

Tidak hanya itu, SKK Migas dan KKKS juga bersama-sama melakukan penelitian atas kelengkapan untuk setiap persyaratan perizinan dari berbagai instansi yang ada. Dwi juga menjanjikan ke depan perizinan hulu migas yang berhubungan dengan SKK Migas akan ikut diintegrasikan hingga ke level pemerintah daerah. 

Proses perizinan yang menghabiskan waktu, seperti perizinan Amdal dijanjikan akan diselesaikan lebih cepat. Dwi menambahkan hal ini penting mengingat jika proyek selesai tepat waktu, biaya proyek juga tidak akan bertamnah besar dan yang telah disetujui dan pelaksanaan lebih efisien. 

Pada kesempatan yang sama, Sekretaris Jenderal Kementerian Energi dan Sumber Daya Mineral (ESDM) Ego Syahrial mengatakan sepanjang 2017 hingga 2019 pihaknya telah memangkas 189 perizinan. Dari perizinan yang dipangkas, setidaknya 60 regulasi yang berasal dari sektor migas.

“Tahun ini dilanjutkan dengan ODSP, SKK Migas ambil peran lebih jauh lagi. Ujungnya untuk mampu memproduksi 1 juta barel,” katanya.

Sementara itu Vice President Corporate Services Inpex Masela Ltd Nico Muhyiddin mengakui permasalahan perizinan merupakan hal yang dapat memperlambat proyek. Menurutnya, kolaborasi antara SKK Migas dan KKKS akan melihat permasalahan lebih dalam sehingga upaya mencari jalan keluar lebih cepat dan tepat.

“Kami harapkan implementasi program ini berlangsung dengan baik sehingga target yang dituju bisa dicapai dengan benar," katanya.

Vice President Public and Government Affairs ExxonMobil Indonesia Azi N. Alam juga mengapresiasi langkah SKK Migas menerapkan layanan ODSP. Azi menjelaskan koordinasi yang sudah terjalin ditambah dengan ODSP memberikan kemajuan dalam proses adendum revisi analsisi mengenai dampak lingkungan (Amdal) di Lapangan Banyu Urip Bojonegoro Jawa Timur.

“Kami kerja sama dengan SKK Migas, Kementerian ESDM, dan KLHK [Kementerian Lingkungan Hidup dan Kehutanan] untuk kemauan adendum amdal,” katanya.
