ESDM Auction 12 Oil and Gas Blocks in 2020

The Ministry of Energy and Mineral Resources (ESDM) plans to bid or auction 12 oil and gas blocks in 2020. Supply Is Ready to Increase from 12 Projects

The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) estimates 12 upstream oil and gas projects are ready to operate throughout 2020 with estimated gas production of 705 million standard cubic feet per day (MMscfd) and oil of 3,000 barrels per day (BPD).

Julius said the Merakes project by Eni East Sepinggan Ltd had an estimated production of 400 MMscfd. Meanwhile, gas reserves in the Merakes Field are estimated at 2 trillion cubic feet (Tcf).

Eni started the Merakes-1 Well in 2014. Three years ago, Eni had drilled the Merakes-2 Appraisal Well. Entering the third quarter of 2020, SKK Migas projects that three projects will produce. Starting from the Cantik project by PT Sele Raya Belida with an estimated production of 2.5 mmscfd, LP-MP SKG-19 Compressor by Pertamina EP with an estimated production of 150 mmscfd and Peciko 8A by Pertamina Hulu Mahakam with an estimated production of 8 mmscfd.

This year, the government is targeting lifting oil and gas 1.95 million Barrels of Oil Equivalent Per Day (BOEPD), while the realization of lifting in 2019 is 1.8 million BOEPD. Meanwhile, the oil production target is 755,000 BPD, while gas is 1.19 million BOEPD. Achievement of lifting oil 7,000 BPD, and gas 1.06 million BOEPD in 2019.

SPEED OF LICENSING

Meanwhile, SKK Migas accelerates the upstream oil and gas licensing process to an average of 3 days from the previous 15 days to ensure all oil and gas projects are completed on time.

SKK Migas Head Dwi Soetjipto said the One Door Service Policy (ODSP) program was present to build a transformation towards improving upstream oil and gas investment. In addition, the implementation of OSDP is expected to be in line with the dream of producing 1 million barrels of oil in 2030.

According to him, oil and gas exploration and exploitation activities require several licenses involving more than one agency. Through ODSP, SKK Migas claims that all licensing contract cooperation (KKKS) licensing process services are carried out in one door quickly.

Not only that, SKK Migas and KKKS also jointly conducted research on the completeness for each licensing requirement from various existing agencies. Dwi also promised that in the future the upstream oil and gas licensing related to SKK Migas would be integrated into the local government level.

      Licensing processes that take time, such as the EIA permit are promised to be completed sooner. Dwi added that this was important considering that if the project was completed on time, the project costs would not have been substantial and those that had been agreed upon and implementation were more efficient.

On the same occasion, Secretary-General of the Ministry of Energy and Mineral Resources (ESDM) Ego Syahrial said that from 2017 to 2019 it had cut 189 permits. Of the licenses that were cut, at least 60 regulations came from the oil and gas sector.

Pasokan Siap Bertambah dari 12 Proyek

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) memperkirakan 12 proyek hulu migas siap beroperasi sepanjang 2020 dengan estimasi produksi gas sebesar 705 juta standar kaki kubik per hari (MMscfd) dan minyak 3.000 barel per hari (bph).

Deputi Operasi SKK Migas Julius Wiratno mengatakan mengatakan dari 12 proyek migas yang direncanakan mulai beroperasi pada tahun ini, yang paling besar adalah Proyek Merakes yang dikerjakan Eni Indonesia.

“Merakes akan beroperasi pada kuartal keernpat tahun 2020 ini,” ujarnya.

Julius mengatakan proyek Merakes oleh Eni East Sepinggan Ltd memiliki estimasi produksi 400 MMscfd. Adapun, cadangan gas di Lapangan Merakes diperkirakan sebesar 2 triliun kaki kubik (Tcf). 

Eni mulai Sumur Merakes-1 pada 2014. Tiga tahun berselang, Eni telah mengebor Sumur appraisal Merakes-2. Adapun, pemerintah telah menyetujui proposal rencana pengembangan (POD) Lapangan Merakes yang terletak di cekungan Kutai, lepas pantai Kalimantan Timur, pada April 2018. Eni sudah memulai pengembangan Lapangan Merakes pada Mei 2019.

Pada 2 Mei 2019, dilakukan pemotongan baja secara simbolis sebagai salah satu bukti dimulainya proyek pengembangan Iapangan Merakes. Di Lapangan Merakes, Eni rencananya akan mengebor enam sumur bawah laut serta membangun sistem pipa bawah laut yang akan terhubung dengan fasilitas produksi terapung (floating production unit/FPU) Jangkrik di Blok Muara Bakau. Berdasarkan data SKK Migas, pada kuartal I/2020, diperkirakan ada empat proyek hulu migas yang

beroperasi.

Keempat proyek tersebut adalah Bukit Tua Phase 3 oleh Petronas Carigali Ketapang II Ltd dengan estimasi produksi 31,5 MMscfd, Grati Pressure Lovering oleh Ophir Indonesia (Sampang) Pty. Ltd dengan estimasi produksi 30 MMscfd, Buntal-5 oleh Medco E&P Natuna Ltd dengan estimasi produksi 45 MMscfd, dan Sembakung Power Plant oleh Pertamina EP:

Selanjutnya, pada kuartal II/2020 tercatat ada tiga proyek yang direncakan beroperasi. Sebut saja seperti proyek Randu Gunting oleh PT PHE Randu Gunting dengan estimasi produksi 3 mmscfd, Kompresor Betung oleh Pertamina EP dengan estimasi produksi sebesar 15 mmscfd, Malacca Strait Phase-1 oleh EMP Malacca Strait dengan estimasi produksi 3.000 bph, Meliwis oleh Ophir Indonesia (Madura Offshore) Pty. Ltd dengan estimasi produksi 20 mmscf. 

Memasuki kuartal III/2020, SKK Migas memproyeksikan tiga proyek akan berproduksi. Mulai dari proyek Cantik oleh PT Sele Raya Belida dengan estimasi produksi sebesar 2,5 mmscfd, Kompresor LP-MP SKG-19 oleh Pertamina EP dengan estimasi produksi 150 mmscfd serta Peciko 8A oleh Pertamina Hulu Mahakam dengan estimasi produksi 8 mmscfd.

Tahun ini, pemerintah menargetkan lifting migas 1,95 juta barel setara minyak per hari (boepd), sedangkan realisasi lifting 2019 sebesar 1,8 juta boepd. Adapun, target produksi minyak 755.000 bph, sedangkan gas sebesar 1,19 juta boepd. Capaian lifting minyak 7.000 bph, serta gas 1,06 juta oepd pada 2019.

PERCEPAT PERIJINAN

Adapun, SKK Migas mempercepat proses perizinan hulu migas menjadi rata-rata 3 hari dari sebelumnya selama 15 hari untuk memastikan seluruh proyek migas selesai tepat waktu. 

Kepala SKK Migas Dwi Soetjipto mengatakan program One Door Service Policy (ODSP) hadir untuk membangun transformasi menuju perbaikan investasi hulu migas. Selain itu, pelaksanaan OSDP diharapkan searah dengan mimpi produksi minyak 1 juta barel pada 2030. 

Menurutnya, dalam kegiatan eksplorasi maupun eksploitasi migas membutuhkan beberapa perizinan yang melibatkan lebih dari satu instansi. Melalui ODSP, SKK Migas mengklaim seluruh layanan proses perizinan Kontraktor Kontrak Kerja Sama (KKKS) dilaksanakan dalam satu pintu dengan cepat.

Tidak hanya itu, SKK Migas dan KKKS juga bersama-sama melakukan penelitian atas kelengkapan untuk setiap persyaratan perizinan dari berbagai instansi yang ada. Dwi juga menjanjikan ke depan perizinan hulu migas yang berhubungan dengan SKK Migas akan ikut diintegrasikan hingga ke level pemerintah daerah. 

Proses perizinan yang menghabiskan waktu, seperti perizinan Amdal dijanjikan akan diselesaikan lebih cepat. Dwi menambahkan hal ini penting mengingat jika proyek selesai tepat waktu, biaya proyek juga tidak akan bertamnah besar dan yang telah disetujui dan pelaksanaan lebih efisien. 

Pada kesempatan yang sama, Sekretaris Jenderal Kementerian Energi dan Sumber Daya Mineral (ESDM) Ego Syahrial mengatakan sepanjang 2017 hingga 2019 pihaknya telah memangkas 189 perizinan. Dari perizinan yang dipangkas, setidaknya 60 regulasi yang berasal dari sektor migas.

“Tahun ini dilanjutkan dengan ODSP, SKK Migas ambil peran lebih jauh lagi. Ujungnya untuk mampu memproduksi 1 juta barel,” katanya.

Sementara itu Vice President Corporate Services Inpex Masela Ltd Nico Muhyiddin mengakui permasalahan perizinan merupakan hal yang dapat memperlambat proyek. Menurutnya, kolaborasi antara SKK Migas dan KKKS akan melihat permasalahan lebih dalam sehingga upaya mencari jalan keluar lebih cepat dan tepat.

“Kami harapkan implementasi program ini berlangsung dengan baik sehingga target yang dituju bisa dicapai dengan benar," katanya.

Vice President Public and Government Affairs ExxonMobil Indonesia Azi N. Alam juga mengapresiasi langkah SKK Migas menerapkan layanan ODSP. Azi menjelaskan koordinasi yang sudah terjalin ditambah dengan ODSP memberikan kemajuan dalam proses adendum revisi analsisi mengenai dampak lingkungan (Amdal) di Lapangan Banyu Urip Bojonegoro Jawa Timur.

“Kami kerja sama dengan SKK Migas, Kementerian ESDM, dan KLHK [Kementerian Lingkungan Hidup dan Kehutanan] untuk kemauan adendum amdal,” katanya.

SKK Migas Ensures Oil and Gas Licensing for Only Three Days

Through ODSP, the entire service contract licensing contract (KKKS) licensing process is carried out in one door and the process is also faster. SKK Migas and KKKS jointly conduct research on the completeness of each licensing requirement from various agencies that exist today. 

    Even more than that, SKK Migas will help the KKKS to be able to fulfill the documents that are required for licensing and assist the licensing arrangements in the relevant agencies.

According to Dwi, with the delay in the completion of the upstream oil and gas project due to the ODSR due to the long and time-consuming process of licensing, this will not happen again. This is important considering that if the project is completed on time, the project costs will also not increase greater than agreed upon and implementation is more efficient.

"Because any delays in the upstream oil and gas project will lead to cost escalation. The impact on the government is that state revenue is delayed and not optimal, "he stressed.

He said the ODSP service completes the operation of the Integrated Operation Center (IOC) conducted by his party at the end of last year. He is optimistic that with these two improvements, the upstream oil and gas target this year can be achieved. Because the operation of the IOC and ODSP can overcome several obstacles, including in the field of licensing and data accuracy.

"We have enough time to make improvements if there are obstacles found during the implementation of the WP&B (work plan and budget). We have data to prevent negative events that could hamper upstream oil and gas operations this year, "Dwi explained.

Going forward, he hopes that ODSP services can provide a real and optimal contribution to improving the national oil and gas investment climate. SKK Migas Pastikan Perizinan Migas Hanya Tiga Hari

Kepala SKK Migas Dwi Soetjipto menuturkan, kegiatan eksplorasi maupun eksploitasi migas membutuhkan beberapa perizinan yang melibatkan lebih dari satu instansi. Karenanya, dengan dukungan aktif SKK Migas, dia optimistis tidak akan ada lagi kendala perizinan di hulu migas dan perizinan bisa selesai lebih cepat. Percepatan perizinan ini dapat direalisasikan dengan diresmikannya One Door Services Policy (ODSP).

“Sehingga proses perizinan bisa dipercepat dari biasanya 15 hari menjadi hanya tiga hari,” kata dia usai meresmikan ODSP.

Melalui ODSP, seluruh layanan proses perizinan kontraktor kontrak kerja sama (KKKS) dilaksanakan dalam satu pintu dan prosesnya juga lebih cepat. SKK Migas dan KKKS bersama-sama melakukan penelitian atas kelengkapan untuk setiap persyaratan perizinan dari berbagai instansi yang ada saat ini. Bahkan lebih dari itu, SKK Migas akan membantu KKKS untuk dapat memenuhi dokumen yang menjadi persyaratan perizinan serta mendampingi pengurusan perizinan di instansi terkait.  

Menurut Dwi, dengan adanya ODSR keterlambatan penyelesaian proyek hulu migas karena hambatan proses perizinan yang lama dan menghabiskan waktu, tidak akan terjadi lagi. Hal ini penting mengingat jika proyek selesai tepat waktu, maka biaya proyek juga tidak akan bertambah lebih besar dari yang telah disetujui dan pelaksanaan lebih efisien.

“Karena setiap keterlambatan proyek hulu migas akan menimbulkan ekskalasi biaya. Dampak bagi pemerintah adalah penerimaan negara tertunda dan tidak optimal,” tegas dia.

Layanan ODSP disebutnya melengkapi pengoperasian Integrated Operation Center (IOC) yang dilakukan pihaknya pada akhir tahun lalu. Dia optimis dengan dua perbaikan ini, target hulu migas pada tahun ini dapat tercapai. Pasalnya, beroperasinya IOC dan ODSP dapat menyelesaikan beberapa hambatan, antara lain di bidang perizinan dan akurasi data.

“Kami memiliki cukup waktu untuk melakukan perbaikan jika ada kendala yang ditemukan saat implementasi WP&B (work plan and budget/rencana kerja dan anggaran). Kami memiliki data untuk mencegah kejadian negatif yang dapat menghambat operasional hulu migas di tahun ini,” jelas Dwi.

Ke depannya, pihaknya berharap layanan ODSP dapat memberikan kontribusi yang nyata dan optimal untuk meningkatkan iklim investasi minyak dan gas nasional. Sehingga, Indonesia mampu bersaing dengan negara-negara lain di kawasan seperti Malaysia, Thailand dan Vietnam, maupun belahan dunia lainnya, mengingat investasi hulu minyak dan gas adalah investasi lintas negara.

“Ini tahapan kami ingin membangun transformasi, sesuai visi pemerintah dan arahan Pak Menteri (Menteri ESDM Arifin Tasrif) , kami harus selalu memperbaiki investasi di hulu migas. Salah satunya untuk mengejar mimpi 1 juta bph (barel per hari) ,” tutur Dwi.

“Seperti diketahui perizinan selama ini merupakan hal yang dapat memperlambat proyek. Langkah ini sangat tepat, harapan kami permasalahan akan ditangani dengan cepat dan tepat. Kami harapkan implementasi program ini berjalan dengan baik sehingga target yang dituju bisa dicapai dengan benar,” ujar Nico.

12 Proyek

Sementara itu, Deputi Operasi SKK Migas Julius Wiratno mengatakan, terdapat 12 proyek migas yang direncanakan mulai beroperasi pada tahun ini. Salah satu yang paling besar adalah Proyek Merakes yang dikerjakan ENI Indonesia.

Di Lapangan Merakes, ENI rencananya akan mengebor enam sumur bawah laut serta membangun sistem pipa bawah laut yang akan terhubung dengan fasilitas floating production unit/FPU Jangkrik di Blok Muara Bakau. 

Puncak produksi Lapangan Merakes diperkirakan bisa mencapai 60.305 barel setara minyak per hari (barrel oil equivalent per day/ boepd). Pada kuartal pertama, Julius melanjutkan, terdapat empat proyek yang ditargetkan beroperasi. 

     Rincinya, Bukit Tua Phase-3 dengan estimasi produksi 31,5 juta kaki kubik per hari/ mmscfd oleh Petronas Carigali Ketapang II Ltd, Grati Pressure Lowering 30 mmscfd oleh Ophir Indonesia (Sampang) Pty Ltd, Buntal-5 45 mmscfd oleh Medco E&P Natuna Ltd, dan Sembakung Power Plant oleh PT Pertamina EP.

Selanjutnya, empat proyek akan beroperasi di kuartal kedua. Rincinya, Proyek Randu Gunting dengan perkiraan produksi 3 mmscfd oleh PT Pertamina Hulu Energi Randu Gunting, Kompresor Betung 15 mmscfd oleh PT Pertamina EP Malacca Strait Phase-13.000 bph oleh EMP Mallacca Strait, serta Meliwis 20 mmscfd oleh Ophir Indonesia (Madura Offshore) Pty Ltd. 

      Terakhir di kuartal ketiga 2020 terdapat tiga proyek migas yang dijadwalkan beroperasi. Ketiga proyek ini adalah Proyek Cantik 2,4 mmscfd oleh PT Sele Raya Belida, Kompresor LP-MP SKG-19 150 mmscfd oleh PT Pertamina ER serta Peciko 8A 8 mmscfd oleh PT Pertamina Hulu Mahakam.

Pada 2020, lifting migas nasional ditetapkan 1,95 juta boepd, naik sedikit dari realisasi tahun lalu 1,8 juta boepd. Rincinya, produksi minyak naik menjadi 755 ribu bph dari realisasi 746 ribu bph, serta gas menjadi 1,19 juta boepd dari realisasi 1,06 juta boepd.

ESDM: Indonesian Upstream Oil and Gas Investment Still Promising For Global Investors

In 2020, Mustafid said, his party would auction 12 work areas (WK) or oil and gas blocks.

He said the work area to be auctioned consisted of 10 conventional oil and gas blocks, and the rest were non-conventional. ESDM: Invostasi Hulu Migas Indonesia Masih Menjanjikan bagi Investor Global

Kementerian Energi dan Sumber Daya Mineral (ESDM) menilai bahwa investasi hulu migas di Indonesia masih sangat menjanjikan bagi investor global.

“Sekarang ini perusahaan internasional mulai masuk ke Indonesia, salah satunya Neptune Energy di blok migas West Ganal (lepas pantai Selat Makasar),” ujar Direktur Pembinaan Usaha Hulu Migas Kementerian ESDM Mustafid Gunawan di Jakarta.

Sebagaimana diketahui, Konsorsium Eni Indonesia Limited - PT Pertamina (Persero) - Neptune Energy West Ganal B.V. menjadi pemenang lelang di blok West Ganal itu. Ia menambahkan, British Petroleum (BP) juga bakal melakukan kegiatan eksplorasi di wilayah terbuka.

“BP sedang berdiskusi pembahasan untuk lakukan survey di luar WK, pengalihan komitmen masih diproses. Dana sangat besar sekali,” ucapnya.

Keyakinan tingginya minat investor global berinvestasi hulu migas, menurut dia, bukan tanpa alasan. Saat ini data migas telah transparan seiring telah diterbitkannya Peraturan Menteri  ESDM Nomor 7 Tahun 2019 Tentang Pengelolaan dan Pemanfaatan Data Minyak dan Gas Bumi. Mustafid mengemukakan investor migas dapat mengakses dan mengolah data sesuai ketentuan Peraturan Menteri. Untuk mengakses data migas itu, investor migas wajib mendaftarkan diri sebagai anggota dan membayar iuran.

“Sedang ditetapkan biaya iurannya. Sepanjang menjadi anggota, mendapat data. Kalau tidak, hanya mendapat data dasar. Banyak investor yang berharap data,” ucapnya.

Pada 2020, Mustafid mengatakan, pihaknya bakal melelang 12 wilayah kerja (WK) atau blok migas.

“2020, lelang WK kita siapkan skema dari sisi teknis, apakah cost recovery atau gross split, diterapkan terbuka tergatung evaluasi,” ujarnya.

Ia mengemukakan wilayah kerja yang akan dilelang itu terdiri dari 10 blok migas konvensional, dan sisanya non konvensional. Sebelumnya, Kepala Biro Komunikasi, Layanan Informasi Publik dan Kerja Sama Kementerian ESDM Agung Pribadi mengatakan Pemerintah optimistis dengan Peraturan Menteri itu dapat mengundang sebesar-besarnya investasi di hulu migas. 

Pemerintah memberikan akses data kepada semua pihak yang membutuhkannya dengan akses yang sebesar-besarnya bagi pihak yang terdaftar menjadi anggota. Dia mengatakan menjadi anggota berhak mendapatkan akses paket data pada penawaran Wilayah Kerja secara gratis serta mendapatkan paket data  gratis untuk pemenang lelang.

“Sedangkan bagi bukan anggota, akses data diberikan terbatas hanya untuk data umum, data dasar, data olahan dan data interpretasi yang telah melewati masa kerahasiaan.

Kemarin saat aplikasi ini dipresentasikan kepada kontraktor migas, mereka mengakui bahwa aplikasi data migas ini sangat membantu dalam melakukan pengelolaan data migas,” ujar Agung.

SKK Migas Accelerates Approval of Oil and Gas Block Development Plan

The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) will accelerate the approval of the plan to develop several oil and gas blocks to achieve the oil production target of 1 million barrels per day (BPH). 

    The reason is, until the end of 2019, national oil lifting was recorded at only 735,219 bpd. Head of SKK Migas Dwi Soetjipto said, his party had begun the process of accelerating the plan of development / PoD for oil and gas blocks, both for production and exploration blocks.

Some of the targeted fields have been approved by the PoD, namely Sanga-Sanga, Sakakemang, and Merakes. According to him, the operator of the Sanga-Sanga Block, PT Pertamina Hulu Sanga-Sanga, has submitted a proposal for its development plan which includes drilling 755 wells. However, because the operator requested incentives from the government, the PoD agreement awaited a decision regarding the incentives.

Furthermore, he will submit the proposed incentive to the Minister of Energy and Mineral Resources. Drilling wells in the Sanga-Sanga Block are needed to boost the block's oil and gas production.

The 755 wells have a gas potential of 1.2 trillion cubic feet and oil of 84.3 million barrels. Regarding Sakakemang Block, Dwi said, Repsol SA as the contractor's cooperation contract (KKKS) had completed the delineation process of oil and gas reserves. 

    However, the contractor is still waiting for reserve certification from the government-owned research and development agency ESDM (Energy Mineral Resources) which operates in the upstream oil and gas sector (Lemigas).

"If you have received certification, then POD can be expected to be included in this first quarter and hopefully by the end of 2021 it can be on stream," he said.

Dwi explained that the potential for Sakakemang Block gas reserves reaches 2 trillion cubic feet. However, to accelerate development, reserve certification is only carried out for a portion of the existing potential, namely 1 trillion cubic feet. For certification, all potentials still need additional drilling.

In addition to the three oil and gas blocks, SKK Migas has approved further development plans for the Mahakam Block. Earlier in its official statement, SKK Migas announced that PT Pertamina Hulu Mahakam would drill 257 wells in five fields in the Mahakam Block during the 2020-2022 period. The investment cost is the US $ 1.5 billion.

    SKK Migas will also ensure that the approved POD goes according to plan. Regarding the Merakes Block, PoD was approved in 2018. In the PoD, ENI plans to drill six underwater wells and build an underwater pipeline system that will be connected to the floating production facility / FPU Jangkrik in the Muara Bakau Block.

    The Merakes Field is targeted to start operating in 2021 with a production peak estimated to reach 60,305 barrels of oil equivalent per day / boepd.

Target Lifting

To pursue the oil production target of 1 million BPD, SKK Migas also recently inaugurated the Integrated Operation Center (IOC). According to Dwi, with this system, his party can oversee the operational activities of all KKKS in Indonesia every day online. In addition, his party can provide input to KKKS before events occur that hamper oil and gas production targets. Although, not all KKKS data are integrated with this system.

"In 2020, hopefully, it can be integrated with exploitation blocks of at least 90%," he said.

In the first phase, the development of IOC has resulted in integration and supervision online and in real-time. For the next development phase, the IOC will be equipped with data management and analysis. With IOC, SKK Migas hopes that the implementation of oil and gas operations in 2020 can be even better.

"At this time the IOC has also been able to monitor the implementation of drilling work so that it will be easier to conduct supervision. So that precautions can be taken if there is potential for delays in drilling work, "Dwi said.

As is known, in 2019 oil and gas lifting in 2020 is targeted at 755 thousand BPD for oil and 1.19 million barrels of oil equivalent per day for gas. Meanwhile, referring to SKK Migas data, the realization of lifting up to 31 December 2019 was recorded at only 735,219 BPD or 94.8% of the targeted 775 thousand BPD APBN and gas at only 5,934 million cubic feet per day (mmscfd) or 84.7% of the target of 7,000 mmscfd .

   Although, in terms of the activities carried out, the realization in 2019 is better than 2018. For details, the realization of well work was recorded at 821 or rose 30%, well drilling reached 320 wells or rose 5%, and 3D seismic activity jumped 475% to 6,837 square kilometers.

Dwi explained, there are several SKK Migas strategies in increasing national oil and gas production. It will maintain existing production levels to remain high, convert resources that have been found into proven reserves that can be produced, accelerate chemical injection through advanced drainage activities (EOR), as well as exploration for major discoveries.

National oil lifting, referring to data from the Ministry of Energy and Mineral Resources, had reached 861 thousand BPD in 2012. However, the realization of oil lifting continued to fall to 779 thousand BPD in 2015. Lifting oil again rose slightly in 2016 to 829 thousand BPD.


After that, the realization of oil lifting continues to fall to 804 thousand BPD in 2017 and 778 thousand BPD in 2018. While national gas lifting has continued since 2012, which once reached 1.2 million barrels of oil equivalent per day / boepd. Even in the last four years, national gas lifting has been below 1.2 million bopeds. In particular, gas lifting continues to fall to 1.19 million boepd in 2015, 1.18 million boepd in 2016, 1.14 million boepd in 2017, and 1.13 million boepd in 2019.

SKK Migas Percepat Persetujuan Rencana Pengembangan Blok Migas

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) akan mempercepat persetujuan persetujuan rencana pengembangan beberapa blok migas untuk mencapai target produksi minyak 1 juta barel per hari (BPH). 

     Pasalnya, hingga akhir tahun 2019 lalu, lifting minyak nasional tercatat hanya sebesar 735.219 bph. Kepala SKK Migas Dwi Soetjipto menuturkan, pihaknya telah memulai proses percepatan plan of development/PoD blok migas, baik untuk blok produksi maupun eksplorasi. 

Beberapa lapangan yang ditargetkannya sudah mendapat persetujuan PoD ini yakni Sanga-Sanga, Sakakemang, dan Merakes. Menurut dia, operator Blok Sanga-Sanga yakni PT Pertamina Hulu Sanga-Sanga, telah mengajukan proposal rencana pengembangannya yang meliputi pengeboran 755 sumur. Namun, lantaran operator meminta insentif dari pemerintah, maka persetujuan PoD menunggu keputusan terkait insentif tersebut.

“Sanga-sanga punya potensi besar, tentu saja perlu kalkulasi mengenai keekonomian itu. Menteri Energi dan Sumber Daya Mineral Arifin Tasrif sudah memberikan support bahwa kami akan lebih fleksibel di dalam melihat tingkat keekonomian, artinya perubahan insnetif akan dimungkinkan,” jelas Dwi

Saat ini, pihaknya masih melihat insentif apa yang harus diberikan agar pengembangan lanjutan Blok Sanga-Sanga ini sangat ekonomis. Selanjutnya, pihaknya akan mengajukan usulan insentif ini kepada Menteri ESDM. Pengeboran sumur di Blok Sanga-Sanga dibutuhkan untuk menggenjot produksi migas blok tersebut. 

Ke-755 sumur ini memiliki potensi gas 1,2 triliun kaki kubik dan minyak 84,3 juta barel. Terkait Blok Sakakemang, Dwi menyebutkan, Repsol SA selaku kontraktor kontrak kerja sama (KKKS) blok tersebut telah merampungkan proses deliniasi cadangan migas. Namun, kontraktor masih menunggu sertifikasi cadangan dari lembaga penelitian dan pengembangan ESDM (Energi Sumber Daya Mineral) milik pemerintah yang beroperasi dalam bidang hulu Migas (Lemigas). 

“Kalau sudah mendapat sertifikasi, maka POD bisa diharapkan bisa dimasukkan di triwulan pertama ini dan diharapkan akhir 2021 bisa on stream,” tutur dia. 

Dwi sempat menjelaskan, potensi cadangan gas Blok Sakakemang mencapai 2 triliun kaki kubik. Namun, untuk mempercepat pengembangan, sertifikasi cadangan hanya dilakukan untuk sebagian potensi yang ada, yakni 1 triliun kaki kubik. Untuk sertifikasi seluruh potensi yang ada masih membutuhkan tambahan pengeboran. 

Selain ketiga blok migas tersebut, SKK Migas telah menyetujui rencana pengembangan lanjutan untuk Blok Mahakam. Sebelumnya dalam keterangan resminya, SKK Migas mengumumkan bahwa PT Pertamina Hulu Mahakam akan mengebor 257 sumur di lima lapangan di Blok Mahakam selama periode 2020-2022. 

Biaya investasi yang dikucurkan yakni sebesar US$ 1,5 miliar. SKK Migas juga akan memastikan POD yang telah disetujui berjalan sesuai rencana. Terkait Blok Merakes, PoD telah disetujui pada 2018 lalu. 

     Dalam PoD tersebut, ENI rencananya akan mengebor enam sumur bawah laut serta membangun sistem pipa bawah laut yang akan terhubung dengan fasilitas produksi terapung/FPU Jangkrik di Blok Muara Bakau. Lapangan Merakes ditargetkan mulai beroperasi pada 2021 dengan puncak produksi yang diperkirakan bisa mencapai 60.305 barel setara minyak per hari/boepd.

Target Lifting

Untuk mengejar target produksi minyak 1 juta bph, SKK Migas juga baru saja meresmikan Integrated Operation Center (IOC). Menurut Dwi, dengan sistem ini, pihaknya bisa mengawasi kegiatan operasi seluruh KKKS di Indonesia setiap hari secara online. Selain itu, pihaknya dapat memberikan masukan kepada KKKS sebelum terjadi kejadian yang menghambat target produksi migas. Walaupun, belum seluruh data KKKS terintegrasi dengan sistem ini. 

“Pada 2020 ini, mudah-mudahan bisa untuk integrasi dengan blok eksploitasi paling tidak 90%,” ujarnya. 

Pada fase pertama, pengembangan IOC telah dihasilkan integrasi dan pengawasan secara online dan real time. Untuk fase pengembangan tahap berikutnya, IOC akan dilengkapi dengan manajemen dan analisis data. Dengan IOC, SKK Migas berharap pelaksanaan kegiatan operasi migas di 2020 dapat lebih bagus lagi.

“Saat ini di IOC juga telah mampu memonitor pelaksanaan pekerjaan drilling, sehingga akan semakin memudahkan dalam melakukan pengawasan. Sehingga dapat dilakukan tindakan pencegahan jika ada potensi keterlambatan pekerjaan drilling,” ujar Dwi. 

Seperti diketahui, pada tahun 2019 lifting migas tahun 2020 ditargetkan sebesar 755 ribu bph untuk minyak dan 1,19 juta barel setara minyak per hari untuk gas. Sementara itu, mengacu data SKK Migas, realisasi lifting hingga 31 Desember 2019 tercatat hanya 735.219 bph atau 94,8% dari target APBN 775 ribu bph dan gas hanya 5.934 juta kaki kubik per hari (mmscfd) atau 84,7% dari target 7.000 mmscfd. 

Walaupun, dari sisi kegiatan yang dilakukan, realisasi di 2019 lebih baik dari 2018. Rincinya, realisasi pekerjaan kerja ulang sumur tercatat sebanyak 821 atau naik 30%, pengeboran sumur mencapai 320 sumur atau naik 5%, dan kegiatan seismik 3D melonjak 475% menjadi 6.837 kilometer persegi.

Dwi menjelaskan, ada beberapa strategi SKK Migas dalam meningkatkan produksi migas nasional. Pihaknya akan mempertahankan tingkat produksi eksisting agar tetap tinggi, mengubah sumber daya yang telah ditemukan menjadi cadangan terbukti agar bisa diproduksi, mempercepat injeksi kimia melalui kegiatan pengurasan tahap lanjut (Enhance Oil Recovery/EOR), serta eksplorasi untuk penemuan besar. 

Lifting minyak nasional, mengacu data Kementerian ESDM, sempat mencapai 861 ribu bph pada 2012. Namun, realisasi lifting minyak ini terus turun menjadi 779 ribu bph pada 2015. Lifting minyak kembali naik sedikit pada 2016 menjadi 829 ribu bph. 

Setelah itu, realisasi lifting minyak terus turun menjadi 804 ribu bph pada 2017 dan 778 ribu bph pada 2018. Sementara lifting gas nasional terus sejak 2012 yang pernah mencapai 1,2 juta barel setara minyak per hari/boepd. Bahkan dalam empat tahun terakhir, lifting gas nasional sudah di bawah 1,2 juta boped. Rincinya, lifting gas terus turun menjadi 1,19 juta boepd pada 2015, 1,18 juta boepd pada 2016, 1,14 juta boepd pada 2017, dan 1,13 juta boepd pada tahun 2019 lalu.
