Areas of Dugong Work Switch to Gross Split

    This change in scheme does not affect the period of the production sharing contract for 30 years from the effective date of the initial contract or until January 16, 2037. The current working area is 926.94 square kilometers.

"The government advised the contractor to continue the process of completing the Plan of Development, so that the field can immediately produce," he said.



West Natuna Exploration Ltd is the second KKKS to switch to using the Gross Split scheme. The change to the previous gross split scheme was carried out by Eni East Sepinggan on December 11, 2018.

"Thus, 37 oil and gas contracts using gross split schemes are listed," Arcandra said.

In accordance with the applicable rules and regulations, the costs incurred by the contractor during the exploration period are still recognized and applied as operating costs.

    Perubahan skema ini tidak mempengaruhi masa kontrak bagi hasil selama 30 tahun dari tanggal efektif kontrak awal atau sampai dengan 16 Januari 2037. Luas Wilayah kerja saat ini adalah 926,94 kilometer persegi.

“Pemerintah berpesan kepada kontraktor agar melanjutkan proses penyelesaian Plan Of Development, sehingga lapangan tersebut dapat segera berproduksi,” ujarnya.

West Natuna Exploration Ltd merupakan KKKS kedua yang beralih menggunakan skema Gross Split. Perubahan menjadi skema gross split sebelumnya telah dilakukan oleh Eni East Sepinggan pada 11 Desember 2018 lalu. 

“Dengan demikian, kontrak migas yang menggunakan skema gross split tercatat sebanyak 37 kontrak,” ujar Arcandra.

Sesuai dengan ketentuan peraturan dan perundangan yang berlaku, biaya yang sudah dikeluarkan kontraktor pada masa eksplorasi tetap diakui dan diberlakukan sebagai biaya operasi.

Oil and Gas 6 Block Contracts Revised To Gross Split



The Ministry of Energy and Mineral Resources (ESDM) said that there were five oil and gas companies that proposed amendments to their production contracts (PSCs) to become gross split schemes. This PSC revision is for six conventional and non-conventional oil and gas blocks.

Deputy Minister of ESDM Arcandra Tahar said, the six oil and gas blocks will be amended to become a gross split scheme until next month. In the next two weeks, the two oil and gas block contracts are targeted to be changed to gross split. Furthermore, the four oil and gas blocks will be followed again.

"Hopefully in the next two weeks there will be 38 oil and gas blocks (gross split). What has changed is six oil and gas blocks until mid-February. This year will continue to increase (gross split contract), "he said. Thus, a total of 42 oil and gas blocks will use gross split contracts in February.

The four oil and gas blocks that will be revised are the conventional oil and gas blocks. In particular, the Duyung Block is managed by Conrad Petroleum, North Arafura by Mandiri Arafura Utara Ltd, Bunga Mas by Bunga Mas International Company, and Blok Sebatik by Star Energy.

     While two of them are coal bed methane (CBM) gas, namely Muralim and Tanjung Enim Blocks that are worked on by Dart Energy Arcandra, explaining that the reason oil and gas companies amend their contracts to gross split is to consider the benefits of using gross split schemes.

"For these reasons, they transferred their contracts to gross splits," he said.

The Tanjung Enim and Muralim CBM blocks are the first two non-conventional oil and gas blocks to switch to gross splits. Arcandra said, there was no special incentive for CBM Blocks that switched to gross split schemes. The profit sharing (split) for non-conventional oil and gas blocks remains in accordance with applicable regulations.

He promised, the contract revision process to gross split would only take one month, including for the approval of its development plan (plan of development / POD).

Duyung Block is located in the West Natuna Basin. Referring to the official page, Conrad Petroleum has drilled four wells in this Mako Field, where the fourth well drilling was carried out in June 2017.

Kontrak 6 Blok Migas Direvisi Jadi Gross Split


Kementerian Energi dan Sumber Daya Mineral (ESDM) menyatakan terdapat lima perusahaan migas yang mengusulkan amendemen kontrak kerja samanya (production sharing contract/ PSC) menjadi skema bagi hasil kotor (gross split). Revisi PSC ini untuk enam blok migas konvensional dan non-konvensional.

Wakil Menteri ESDM Arcandra Tahar menuturkan, enam blok migas ini akan diamendemen kontraknya menjadi skema gross split sampai bulan depan. Dalam dua pekan ke depan, kontrak dua blok migas diantaranya ditargetkan sudah berganti menjadi gross split. Selanjutnya, akan disusul kontrak empat blok migas lagi.

“Semoga dua pekan lagi menjadi 38 blok migas (gross split). Yang berubah ada enam blok migas sampai pertengahan Februari. Tahun ini akan tambah terus (kontrak gross split),” kata dia. Sehingga, total akan ada 42 blok migas yang menggunakan kontrak gross split pada Februari.

Empat blok migas yang akan direvisi kontraknya ini adalah blok migas konvensional. Rincinya, Blok Duyung yang dikelola oleh Conrad Petroleum, North Arafura oleh Mandiri Arafura Utara Ltd, Bunga Mas oleh Bunga Mas International Company, dan Blok Sebatik oleh Star Energy. 

    Sementara dua diantaranya adalah blok gas methana batu bara (coal bed methane/ CBM), yaitu Blok Muralim dan Tanjung Enim yang digarap oleh Dart Energy Arcandra menjelaskan, alasan perusahaan migas mengamendemen kontraknya menjadi gross split adalah mempertimbangkan keuntungan menggunakan skema gross split. 

Beberapa keuntungan ini adalah efisien, proses yang tidak berbelit-belit, sederhana dan lebih memiliki kepastian, dimana parameter pembagian insentif jelas dan terukur. 

“Karena alasan-alasan itu mereka mengalihkan kontraknya menjadi gross split," ujar dia.

Blok CBM Tanjung Enim dan Muralim merupakan dua blok migas non-konvensional pertama yang beralih ke gross split. Dikatakan Arcandra, tidak ada insentif khusus bagi Blok CBM yang beralih ke skema gross split. Bagi hasil (split) untuk blok migas non-konvensional tetap sesuai dengan regulasi yang berlaku.

Dia menjanjikan, proses revisi kontrak ke gross split ini hanya akan memakan waktu satu bulan, termasuk untuk persetujuan rencana pengembangannya (plan of development/ POD).

“POD dan PSC akan kami setujui seperti Eni, POD dan PSC kami setujui (dalam) satu bulan,” tutur Arcandra.

Blok Duyung berlokasi di West Natuna Basin. Mengacu laman resminya, Conrad Petroleum telah mengebor empat sumur di Lapangan Mako ini, dimana pengeboran sumur keempat dilakukan pada Juni 2017. 

    Lapangan Mako diperkirakan memiliki gas 705 miliar kaki kubik dengan upside scenario hingga 1.317 miliar kaki kubik.  Saat ini Conrad sedang menyusun POD lapangan ini. Pemegang hak partisipasi Blok Duyung adalah Conrad 90% dan Empyrean Energy Plc 10%.

5 Oil and Gas Blocks Approved Early This Year



The Ministry of Energy and Mineral Resources (ESDM) will open an oil and gas block auction Phase I / 2019 in five working areas. The five WKs are divided into two ex-production blocks and three exploration blocks.

The ex-production oil and gas blocks are the West Kampar Block and the Long Strait Block. The Kampar Block has actually been auctioned by the Ministry of Energy and Mineral Resources on September 19-October 22 2018. However, investors have not been interested in the block that has an estimated reserve of 8.3 MMSTB (oil + condensate).

Initially this block was managed by PT Sumatera Persada Energi (SPE). Then on December 28, 2008, Oilex Ltd purchased management rights of 45% of PSE. However, at the end of December 2016, PSE was in bankruptcy. The contract for the West Kampar Block was signed in October 2005 with a 30-year contract. 

     Termination of the SPE contract as manager of the Kampar Block is realized through a letter from the Minister of Energy and Mineral Resources with No. 29 74/2018 signed on 15 August 2018.

Similar to West Kampar, the Long Strait Block, which is located in Riau, will be terminated on September 5, 2021, attempting to be re-auctioned. Because, Petroselat Ltd. who is a subsidiary of PT Sugih Energy Tbk. as the operator has been declared bankrupt. On July 5, 2017, the government again auctioned the oil and gas block.

Meanwhile, the exploration work areas to be auctioned are the West Ganal Block, West Kaimana Block and Anambas Block. Actually, the West Ganal Block is included in the Makassar Strait area, but is separated. 

     Djoko said the Makassar Strait WK was a production block because of West Seno. With the issuance of West Ganal from Makassar Strait, purely a exploration WK.

For the Makassar Strait Block, there are investors who are interested in managing this working area. In the conventional oil and gas working area Phase II / 2018, Eni Muara Bakau B.V has submitted a proposal. Previously, on Wednesday (2/1), Djoko ensured that the three blocks to be auctioned again had passed the evaluation process, especially related to the Makassar Strait Block. 

    In addition, the Anambas Block has also been offered at Phase III / 2018 Auction, but no investors have been interested. Regarding the auction phase I / 2019 for oil and gas blocks, Djoko did not want to provide certainty. He said the auction will take place this month.

Kementerian Energi dan Sumber Daya Mineral (ESDM) akan membuka lelang blok minyak dan gas Tahap I/2019 sebanyak lima wilayah kerja. Lima WK tersebut terbagi atas dua blok eks produksi dan tiga blok eksplorasi. 

     Dirjen Migas Kementerian ESDM Djoko Siswanto mengatakan, untuk tahap pertama dipilih lima blok migas untuk dilelang. Pada tahun ini, menurutnya, blok migas yang ditawarkan ke investor mencapai 10 wilayah kerja.

“Bertahap, untuk Tahap I/2019 ada 5 wilayah kerja,” katanya dalam Konferensi Pers Paparan Kinerja Ditjen Migas Kementerian ESDM 2018, Jumat (11/1).

Blok migas eks produksi adalah Blok West Kampar dan Blok Selat Panjang. Blok Kampar sebenarnya sudah pernah dilelang oleh Kementerian ESDM pada 19 September-22 Oktober 2018. Namun, investor belum tertarik pada blok yang memiliki estimasi cadangan sebesar 8,3 MMSTB (minyak + kondensat).

Awalnya blok ini dikelola oleh PT Sumatera Persada Energi (SPE). Kemudian pada 28 Desember 2008, Oilex Ltd membeli hak kelola sebesar 45% dari PSE. Namun, pada akhir Desember 2016, PSE berada dalam kondisi pailit. 

    Kontrak bagi hasil Blok West Kampar ditandatangani pada Oktober 2005 dengan kontrak selama 30 tahun. Pemutusan kontrak SPE sebagai pengelola Blok Kampar diwujudkan lewat surat Menteri ESDM dengan No 29 74/2018 yang ditandatangani pada 15 Agustus 2018.

Serupa dengan West Kampar, Blok Selat Panjang, yang berlokasi di Riau akan terminasi pada 5 September 2021 berupaya kembali dilelang. Pasalnya, Petroselat Ltd. yang merupakan anak usaha dari PT Sugih Energy Tbk. sebagai operator telah dinyatakan pailit. Pada 5 Juli 2017, pemerintah kembali melelang blok migas tersebut.

Sementara itu, untuk wilayah kerja eksplorasi yang akan dilelang adalah Blok West Ganal, Blok West Kaimana dan Blok Anambas. Sebenarnya, Blok West Ganal masuk dalam wilayah Makassar Strait, tetapi dipisahkan. 

     Djoko mengatakan WK Makassar Strait menjadi blok produksi karena adanya West Seno. Dengan dikeluarkannya West Ganal dari Makassar Strait, murni menjadi WK eksplorasi.

“Fasilitas produksinya dikeluarkan, Blok West Seno yang dikeluarkan. Makanya, [West Ganal] itu eksplorasi,” ujarnya.

Untuk Blok Makassar Strait, ada investor yang tertarik untuk mengelola wilayah kerja ini. Dalam wilayah kerja migas konvensional Tahap II/2018, Eni Muara Bakau B.V telah memasukkan proposal. Namun, Kementerian ESDM menolak proposal karena KKKS tersebut tidak memenuhi persyaratan yang diberikan pemerintah.

Sebelumnya, pada Rabu (2/1), Djoko memastikan tiga blok yang akan dilelang ulang sudah melewati proses evaluasi, khususnya terkait Blok Makassar Strait. Selain itu, untuk Blok Anambas, juga sudah pernah ditawarkan pada Lelang Tahap III/2018, tetapi belum ada investor yang tertarik. 

    Terkait dengan waktu lelang blok migas Tahap I/2019, Djoko belum mau memberikan kepastian. Dia mengatakan lelang akan berlangsung pada bulan ini.

“Ya bulan ini, tadi baru saja rapat TnCnya. Tadi sudah diskusi juga dengan Pak Wamen," tambahnya.

Nantinya kelima blok migas yang dilelang akan menggunakan skema kontrak gross split. Sejauh ini, sudah ada 36 blok migas yang beroperasi dengan menggunakan skema bagi hasil produksi kotor ini.

"So that oil and gas lifting in 2019 is 2.02 million BOEPD, from the 2018 realization of 1.92 million BOEPD," he said at a hearing at the House of Representatives Commission VII (DPR).

2D & 3D Seismic

To achieve this target, his party has compiled a work program that will be carried out in the exploration block and in the exploitation block. According to him, the exploration block is planned to carry out 4,328 kilometers (km) of 2D seismic, 3D seismic area of ​​4,693 square kilometers (km2), and 57 wells of exploration well drilling.

While in the exploitation block, exploration activities will be carried out in the form of 3,814 km of 2D seismic, 3D seismic area of ​​1,747 km2, and drilling of wildcat wells or delineation of 40 wells.

"Then there will be workover of 969 wells, 29,256 well service activities, and drilling wells for the development of 345 wells," he explained.

In addition, SKK Migas also plans to have 13 oil and gas projects that will be operational this year. Upstream Oil and Gas Investment is Targeted at US $ 14.79 M



The government targets national upstream oil and gas investment of US $ 14.79 billion this year, up 24.28 percent from last year's realization of US $ 11.9 billion. Increased investment is driven by the presence of several large oil and gas projects that are now under construction.

However, if EOR is successfully implemented, oil production can be increased to 520 thousand bpd by 2030. In SKK Migas data, additional production from activities, EOR is projected to enter in 2025.

In 2018, the realization of national oil and gas lifting is still below the target of 2 million barrels of oil equivalent per day, which is 1.91 million barrels of oil equivalent per day. While the realization of gas lifting is 1.13 million barrels of oil equivalent per day from the target of 1.2 million barrels of oil equivalent per day.

Compared to 2017 realization, last year's oil and gas lifting was lower. In 2017, the realization of oil and gas lifting reached 1.94 million barrels of oil equivalent per day. However, last year's realization of upstream oil and gas investment was US $ 11.9 billion, higher and 2017 which was US $ 9.33 billion.

According to Djoko, the increase in investment does not mean an increase in oil and gas lifting because the oil and gas project is long-term.

"Even though lifting is down, a big investment is due to issuing costs now," he said.

In addition, investment is needed to keep national oil and gas production from being cut significantly. Because, without investment and activities, the rate of decline in oil and gas production can reach more than 11%.

"In order not to become a decline, development is used. The existing [oil and gas block] also develops so that it does not go down [production] by 11%, "he explained.

Dwi explained, the three biggest oil producers in 2018 were PT Chevron Pacific Indonesia for the Rokan Block 213 thousand bpd, Exxon Mobil Cepu Limited for the Cepu Block 209,314 bpd, and Pertamina EP 79,910 bpd.

Investasi Hulu Migas Ditargetkan US$ 14,79 M


Pemerintah menargetkan investasi hulu migas nasional sebesar US$ 14,79 miliar pada tahun ini, naik 24,28% dari realisasi tahun lalu sebesar US$ 11,9 miliar. Peningkatan investasi didorong adanya beberapa proyek migas besar yang kini dalam pengerjaan.

Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Dwi Soetjipto menuturkan, pada tahun ini, target lifting migas nasional ditetapkan sebesar 2,25 juta barel setara minyak per hari. Rincinya, produksi minyak ditargetkan sebesar 775 ribu barel per hari (bph) dan gas 1,25 juta barel setara minyak per hari. Untuk merealisasikan target tersebut, pihaknya menetapkan target investasi migas tahun ini US$ 14,79 miliar. 

“Rencana investasi tahun 2019 adalah US$ 14,79 miliar, dari realisasi 2018 sebesar US$ 11,9 miliar,” katanya.

Dwi menambahkan, salah satu strategi yang dilakukan agar lifting migas sesuai target yakni dengan memastikan investasi berjalan sesuai rencana. Utamanya, pihaknya akan mendorong investasi pada proyek-proyek migas yang masih dalam tahap pengembangan. 

“Jadi langkahnya bagaimana tingkatkan monitoring dan control proyek-proyek ini,” ujarnya.

Hal senada juga diungkapkan oleh Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) Djoko Siswanto. Pihaknya pihaknya juga optimistis investasi migas tahun ini akan membaik, mengingat ada beberapa proyek migas besar yang masih dalam pengerjaan.

“Optimis karena tahun ini Eni Indonesia sudah tetapkan Merakes (investasi) US$ 1,3 miliar, Train-3 Tangguh masih jalan, dan JTB (Jambaran Tiung Biru) US$ 1,6 miliar. Dari tiga itu saja, sudah besar (investasi),”jelas dia. 

Pada tahun ini, Eni Indonesia mulai mengerjakan pengembangan Lapangan Merakes, Blok East Sepinggan. Proyek dengan nilai investasi total US$ 1,3 miliar ini ditargetkan rampung pada 2021. Selanjutnya, sejak akhir tahun lalu, PT Pertamina EP Cepu mulai menggarap Proyek JTB senilai US$ 1,55 miliar dengan target penyelesaian pada 2021. 

    Kemudian, BP Indonesia kini sedang mengerjakan Train-3 kilang gas alam cair (liquefied natural gas/LNG) Tangguh senilai US$ 8 miliar. Proyek yang dikerjakan perusahaan dari Inggris sejak 2016 lalu itu ditargetkan rampung pada 2020

Tidak hanya dari proyek baru, Dwi menuturkan, upaya pencapaian target lifting juga akan diupayakan dari kegiatan pengurasan minyak tahap lanjut (enhanced oil recovery/EOR). 

“Kami akan memastikan persiapan proyek-proyek EOR. Kemudian bisa kerja sama lebih bagus dengan KKKS (kontraktor kontrak kerja sama/KKKS) untuk membantu mereka tingkatkan lifting,” kata dia.

Mengacu data Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas), pada 2030, produksi minyak diproyeksikan hanya akan sebesar 281 ribu bph. Namun, jika EOR berhasil dilaksanakan, produksi minyak dapat ditingkatkan menjadi 520 ribu bph pada 2030. Dalam data SKK Migas, tambahan produksi dari kegiatan, EOR diproyeksikan akan masuk pada 2025.

Tidak Mencapai Target

Pada 2018, realisasi lifting migas nasional tercatat masih di bawah target 2 juta barel setara minyak per hari, yakni sebesar 1,91 juta barel setara minyak per hari. Rincinya. realisasi lifting minyak sebesar 778 ribu bph dari target 800 ribu bph. Sementara realisasi lifting gas sebesar 1,13 juta barel setara minyak per hari dari target 1,2 juta barel setara minyak per hari.

Jika dibandingkan realisasi 2017, lifting migas tahun lalu tercatat lebih rendah. Pada 2017, realisasi lifting migas mencapai 1,94 juta barel setara minyak per hari. Meski demikian, realisasi investasi hulu migas tahun lalu sebesar US$ 11,9 miliar, justru lebih tinggi dan 2017 yang sebesar US$ 9,33 miliar.

Menurut Djoko, kenaikan investasi bukan berarti peningkatan lifting migas karena proyek migas bersifat jangka panjang.

“Meskipun lifting turun, investasi besar karena mengeluarkan biayanya sekarang,” ujarnya.

Selain itu, investasi diperlukan untuk menjaga produksi migas nasional tidak terpotong secara signifikan. Pasalnya, tanpa ada investasi dan kegiatan, maka laju penurunan produksi migas bisa mencapai lebih dari 11%. 

“Supaya tidak jadi penurunan inilah yang dipakai development. [Blok migas] eksisting itu juga melakukan development agar tidak turun [produksinya] 11%,” jelas dia.

Dwi memaparkan, tiga produsen minyak terbesar di 2018 yakni PT Chevron Pacific Indonesia untuk Blok Rokan 213 ribu bph, Exxon Mobil Cepu Limited untuk Blok Cepu 209.314 bph, dan Pertamina EP 79.910 bph.

3 Oil and Gas Blocks Auction Again



The Ministry of Energy and Mineral Resources (ESDM) will auction off three oil and gas blocks that were not sold in 2018. The three blocks are the Selat Panjang (WK) Working Area, Makassar Strait, and West Kampar.

ESDM Ministry's Director General of Oil and Gas Djoko Siswanto said the auction for the working area in 2019 still refers to the experience of last year which was divided into three stages. According to him, the government's desire to continue auctioning the WK that failed to be auctioned was considered reasonable.

"Now there are still three stages, which I remember that must have been auctioned [this year] that Makassar Strait is not yet, then the Long Strait, and West Kampar," he said.

For the Kampar Riau Block, the ESDM Ministry actually auctioned it on September 19 to October 22, 201. Unfortunately, investors have not been interested in the block which has an estimated reserve of 8.3 MMSTB (oil and condensate). Initially the block was managed by PT Sumatera Persada Energi (SPE). Then on December 28, 2008, Oilex Ltd purchased management rights of 45% of PSE. On the way, at the end of December 2016, PSE was in bankruptcy.

The production contract for the Kampar Riau West Block was signed in October 2005 with a contract period of 50 years. Termination of the SPE contract as manager of the Kampar Block is realized through a letter from the Minister of Energy and Mineral Resources with Number 2974/2018 signed on August 15 2018. Similar to West Kampar; The Long Strait Block, located in Riau, will be terminated on September 5, 2021 and attempted to be auctioned again.

Because, Petroselat Ltd, which is a subsidiary of PT Sugih Energy Tbk., As the operator, was declared bankrupt on July 5, 2017, so the government again auctioned off the oil and gas block.

Especially for the Makassar Strait Block, there are actually investors who are interested in managing this working area. In the conventional oil and gas working area Phase II 2018, Eni Muara Bakau B.V has submitted a proposal.

At that time, the ESDM Ministry thought the Italian ENI investor proposal contained strategic requirements that made Eni's offer fail. But from the commercial side, such as cooperation bonuses and definite work commitments, Eni's proposal was deemed feasible.

   Djoko ensured that the three blocks would be re-auctioned, considering the government had conducted an evaluation, specifically related to the Makassar Strait Block. The government has successfully auctioned 36 oil and gas blocks using gross split schemes.

3 Blok Migas Dilelang Lagi


Kementerian Energi dan Sumber Daya Mineral (ESDM) kembali akan melelang tiga blok minyak dan gas yang tidak laku pada 2018. Ketiga blok tersebut adalah Wilayah Kerja (WK) Selat Panjang, Makassar Strait, dan West Kampar.

Dirjen Migas Kementerian ESDM Djoko Siswanto mengatakan, lelang wilayah kerja pada 2019 tetap mengacu seperti pengalaman tahun lalu yang dibagi menjadi tiga tahap. Menurutnya, keinginan pemerintah untuk tetap melelang WK yang gagal dilelang dianggap wajar.

“Sekarang tetap tiga tahap, yang saya ingat yang pasti dilelang [tahun ini] itu Makassar Strait kan belum, kemudian Selat Panjang, dan West Kampar,” tuturnya.
Untuk Blok Kampar Riau , sebenarnya Kementerian ESDM telah melelangnya pada 19 September - 22 Oktober 2018. Sayangnya, investor belum tertarik pada blok yang memiliki estimasi cadangan sebesar 8,3 MMSTB (minyak berikut kondensat) tersebut. Awalnya blok tersebut dikelola oleh PT Sumatera Persada Energi (SPE). Kemudian pada 28 Desember 2008, Oilex Ltd membeli hak kelola sebesar 45% dari PSE. Dalam perjalanannya, pada akhir Desember 2016, PSE dalam kondisi pailit.

Kontrak bagi hasil Blok West Kampar Riau ditandatangani pada Oktober 2005 dengan jangka waktu kontraknya selama 50 tahun. Pemutusan kontrak SPE sebagai pengelola Blok Kampar diwujudkan melaui surat Menteri ESDM dengan Nomor 2974/2018 yang ditandatangani pada 15 Agustus 2018. Serupa dengan West Kampar; Blok Selat Panjang, yang berlokasi di Riau, akan terminasi pada 5 September 2021 dan berupaya kembali dilelang. 

Pasalnya, Petroselat Ltd yang merupakan anak usaha dari PT Sugih Energy Tbk., sebagai operator telah dinyatakan pailit pada 5 Juli 2017, sehingga pemerintah kembali melelang blok migas tersebut.

Khusus untuk Blok Makassar Strait, sebenarnya ada investor yang tertarik untuk mengelola wilayah kerja ini. Dalam wilayah kerja migas konvensional Tahap ll 2018, Eni Muara Bakau B.V telah memasukkan proposal. Kemudian, Kementerian ESDM menolak proposal karena KKKS (kontraktor kontrak kerja sama) ENI dari Italia tersebut tidak memenuhi persyaratan yang diberikan pemerintah.

Saat itu, Kementerian ESDM beranggapan proposal investor ENI Italia tersebut mengandung persyaratan strategis yang membuat penawaran Eni gagal. Namun dari sisi komersial, seperti bonus kerja sama dan komitmen kerja pasti, proposal Eni sudah dianggap layak. 

   Djoko memastikan bahwa tiga blok tersebut akan dilelang ulang, mengingat pemerintah sudah melakukan evaluasi, khususnya terkait dengan Blok Makassar Strait. Pemerintah telah berhasil melelang 36 blok migas dengan menggunakan skema gross split.
