PGN Budgeted US $ 500 Million in Investment



PT Perusahaan Gas Negara (PGN) Tbk will invest around US $ 500 million, up 10 percent from last year's realization. The investment budget will be used for the construction of pipes with an additional target of around 700 kilometers (km). PGN President Director Gigih Prakoso said this year's investment plan was focused on developing a pipeline. 

    The company will increase the length of the pipeline, both distribution and transmission. One of the mistakes is by completing the pipeline projects undertaken by PT Pertamina Gas (Pertagas).

"The investment budget is around US $ 500 million. There is a 10% increase from 2018 realization, "he said.

He explained, there are at least three pipelines that Pertagas worked on that will be completed this year. In the fields, Gresik-Semarang Pipe, Duri-Dumai, and Grissik-PT Pupuk Sriwijaya (Pusri). In addition, it will also add distribution pipes to consumers. Thus, the length of PGN's pipeline segment of around 9,500 km will increase.

"Later it will probably increase by around 700 km this year, this is all, transmission, distribution, to pipes to consumers," said Gigih.

Pertagas began building the Grissik-Pusri Gas pipeline in July last year. This pipe was built to provide gas supply for energy and raw material needs of PT Pupuk Sriwidjaja (Pusri) in South Sumatra. The Grissik-Pusri gas pipeline that passes through Banyuasin and Musi Banyusin Regency is designed with a diameter of 20 inches and a length of 176 kilometers (Km).



The pipeline will deliver gas from ConocoPhillips (COPI) Grissik Gas Plant in Grissik, Musi Banyuasin 30 million cubic feet per day (million standard cubic feet per day / mmscfd) in the first year. Furthermore, the gas supply can increase to 70 mmscfd.

For Pipa Duri-Dumai with an investment of US $ 52.2 million, Pertagas works with PGN. The US $ 76 million Duri-Dumai pipeline has a diameter of 24 inches and a length of 64 km. The starting point of the transmission pipe is in the Grissik-Duri Pipe Meter Station and ends at Kilari Unit II Dumai. 

    The gas flowed through this pipeline comes from the Corridor Block which is managed by ConocoPhillips in South Sumatra. In addition, there will be additional gas from the Bentu Block which is operated by PT Energi Mega Persada (EMP). The total gas supply that can flow to the transmission pipeline network can reach 200 mmscfd.

The gas supply will be used by PT Pertamina (Persero) and PGN. Pertamina will use 57 mmscfd of gas and can increase to 120 mmscfd to meet the needs of Dumai Refinery. While PGN will deliver 37 mmscfd of gas to meet the needs of customers both industrial, commercial, small customers and households. Furthermore, the Gresik-Semarang transmission pipe is planned to have a capacity of up to 500 mmscfd and length 267 km.

The investment value of this project reaches US $ 250 million. The pipeline, which is equipped with 19 future connections, has the potential to channel gas to industries in seven districts / cities along the Central Java and East Java pipelines. 

     The gas supply for this pipe comes from the Jambaran-Tiung Biru Project which will be channeled to PT PLN (Persero) 100 mmscfd and 72 mmscfd industries. Construction of the distribution pipeline was also carried out to open new markets.

"There are many new markets, areas that we have developed in Central Java, Duri, Dumai, and North Sumatra," he said.

Integration

After completing the acquisition of 51% of Pertagas shares at the end of last year, Gigih revealed, PGN immediately had control of Pertagas. With this control, it wants the entire Pertagas project to be integrated with the PGN project, both for the distribution pipeline project or transmission. Furthermore, his party will determine the pattern of operation between Pertagas and PGN.

He explained, one of the options, it would divide the management of the transmission pipeline to Pertagas and the distribution pipeline by PGN, or vice versa.

"PGN is on the distribution side, or we submit a new project in the transmission sector to Pertagas," he said.

With transmission pipes held entirely by Pertagas, it is expected that operational costs will be more edition. Gigih added that his party would also regulate the market which would be managed by PT Pertagas Niaga. So far, Pertagas Niaga has been said to tend to sell liquefied natural gas (LNG) in retail. Pertagas in the future can be focused on working on this market.

"PGN also has an idea (PT Gagas Energi Indonesia), we can give Gagak the assignment of the SPBG handle," he said.
Last December, PGN officially took ownership of 51% of the shares of PT Pertamina Gas (Pertagas) and four of its subsidiaries with a transaction value of Rp 20.18 trillion Four Pertagas subsidiaries namely PT Perta Arun Gas, PT Perta-Gas, PT Perta-Samtan Gas , and PT Perta Kalimantan Gas. Initially, PGN would only take over Pertagas and one of its subsidiaries, PT Pertagas Niaga. With this acquisition, PGN officially became a gas subholding.

However, the payment of this acquisition will be carried out in two stages. In the first stage, PGN has paid 50% of the total purchase price or equivalent to IDR 10.09 trillion in cash. As for the second stage, the company will issue a Promissory Note of 50% of the total purchase price within a period of six months.

PGN Anggarkan Investasi US$ 500 Juta


PT Perusahaan Gas Negara (PGN) Tbk bakal mengeluarkan dana investasi sekitar US$ 500 juta, naik 10% dari realisasi tahun lalu. Anggaran investasi ini akan digunakan untuk pembangunan pipa dengan target tambahan sekitar 700 kilometer (km). Direktur Utama PGN Gigih Prakoso mengatakan, rencana investasi tahun ini difokuskan untuk pengembangan jaringan pipa. Perusahaan akan menambah panjang ruas pipa, baik distribusi maupun transmisi. Salah satimya yakni dengan merampungkan proyek-proyek pipa yang dikerjakan PT Pertamina Gas (Pertagas).

“Anggaran investasinya sekitar US$ 500 juta. Ada kenaikan 10% dari realisasi 2018,” katanya.

Dia merinci, setidaknya ada tiga proyek pipa yang digarap Pertagas yang akan diselesaikan pada tahun ini. Rincinya, Pipa Gresik-Semarang, Duri-Dumai, dan Grissik-PT Pupuk Sriwijaya (Pusri). Selain itu, pihaknya juga akan menambah pipa distribusi ke konsumen. Sehingga, panjang ruas pipa PGN sekitar 9.500 km akan meningkat.

“Nanti mungkin akan bertambah sekitar 700 km tahun ini, ini semuanya, transmisi, distribusi, sampai pipa-pipa ke konsumen,” tutur Gigih.

Pertagas mulai bangun pipa Gas Grissik-Pusri pada Juli tahun lalu. Pipa ini dibangun guna memberikan pasokan gas untuk kebutuhan energi dan bahan baku PT Pupuk Sriwidjaja (Pusri) di Sumatera Selatan. Pipa gas Grissik-Pusri yang melewati Kabupaten Banyuasin dan Musi Banyusin ini didesain berdiameter 20 inchi dan panjang 176 kilometer (Km).

Pipa akan mengalirkan gas dari Grissik Gas Plant ConocoPhillips (COPI) di Grissik, Musi Banyuasin 30 juta kaki kubik per hari (million standard cubic feet per day/mmscfd) pada tahun pertama. Selanjutnya, pasokan gas dapat bertambah menjadi 70 mmscfd.

Untuk Pipa Duri-Dumai dengan nilai investasi US$ 52,2 juta, Pertagas mengerjakannya bersama PGN. Pipa Duri-Dumai senilai US$ 76 juta ini memiliki diameter 24 inch dan panjang 64 km. Titik awal pipa tranmisi di Duri Meter Station Pipa Grissik-Duri dan berakhir di Kilari Unit II Dumai. Gas yang dialirkan melalui pipa ini berasal dari Blok Corridor yang dikelola oleh ConocoPhillips di Sumatera Selatan. Selain itu, akan ada tambahan gas dari Blok Bentu yang dioperasikan oleh PT Energi Mega Persada (EMP). Total pasokan gas yang dapat mengalir ke jaringan pipa transmisi tersebut bisa mencapai 200 mmscfd.

Pasokan gas tersebut akan digunakan PT Pertamina (Persero) dan PGN. Pertamina akan menggunakan gasnya 57 mmscfd dan bisa naik menjadi 120 mmscfd untuk memenuhi kebutuhan Kilang Dumai. Sementara PGN akan menyalurkan gasnya 37 mmscfd untuk memenuhi kebutuhan pelanggan baik industri, komersial, pelanggan kecil, dan rumah tangga. Selanjutnya, Pipa transmisi Gresik-Semarang rencananya memiliki kapasitas hingga 500
mmscfd dan panjang 267 km. 

Nilai investasi proyek ini mencapai US$ 250 juta. Pipa yang dilengkapi dengan 19 future connection ini berpotensi menyalurkan gas bagi industri di tujuh kabupaten/kota sepanjang Jawa Tengah dan Jawa Timur yang terlewati pipa. Pasokan gas untuk pipa ini berasal dari Proyek Jambaran-Tiung Biru
yang akan dialirkan ke PT PLN (Persero) 100 mmscfd dan industri 72 mmscfd. Pembangunan pipa distribusi juga dilakukan untuk membuka pasar baru.

“Pasar baru banyak, daerah-daerah yang kami kembangkan Jawa Tengah, Duri, Dumai, dan Sumatera Utara,” kata dia.

Integrasi

Pasca rampungnya akuisisi 51% saham Pertagas pada akhir tahun lalu, Gigih mengungkapkan, PGN langsung memiliki kendali pada Pertagas. Dengan adanya kendali ini, pihaknya menginginkan agar seluruh proyek Pertagas dapat diintegrasi dengan proyek PGN, baik untuk proyek pipa distribusi
maupun transmisi. Selanjutnya, pihaknya akan menentukan pola operasi antara Pertagas dan PGN.

Dia menjelaskan, salah satu opsinya, pihaknya akan membagi pengelolaan pipa transmisi ke Pertagas dan pipa distribusi oleh PGN, atau sebaliknya.

“PGN di sisi distribusinya, atau ada proyek baru di bidang transmisi kami serahkan ke Pertagas untuk membangun,” tutur dia. 

Dengan pipa transmisi dipegang seluruhnya oleh Pertagas, maka diharapkan biaya operasionalnya lebih edisiensi. Gigih menambahkan, pihaknya juga akan mengatur pasar yang akan dikelola oleh PT Pertagas Niaga. Selama ini, Pertagas Niaga disebutnya cenderung menjual gas alam cair (liquefied natural gas/ LNG) secara retail. Pertagas ke depannya bisa difokuskan untuk menggarap pasar ini.

“PGN juga punya Gagas (PT Gagas Energi Indonesia), Gagak bisa kami kasih penugasan handle SPBG,” ujarnya.

Pada Desember lalu, PGN resmi mengambil alih kepemilikan 51% saham PT Pertamina Gas (Pertagas) dan empat anak usahanya dengan nilai transaksi Rp 20,18 triliun Empat anak usaha Pertagas yakni PT Perta Arun Gas, PT Perta Daya Gas, PT Perta-Samtan Gas, dan PT Perta Kalimantan Gas. Awalnya PGN hanya akan mengambil alih Pertagas dan satu anak usahanya, PT Pertagas Niaga. Dengan akuisisi ini, PGN secara resmi menjadi subholding gas. 

Namun, pembayaran akuisisi ini akan dilakukan dalam dua tahap. Pada tahap pertama, PGN telah membayar sebesar 50% dari total harga pembelian atau ekuivalen Rp 10,09 triliun secara tunai. Adapun untuk tahap kedua, perusahaan akan menerbitkan Promissory Note sebesar 50 % dari total harga pembelian dalam jangka waktu enam bulan.

ExxonMobil, Conoco, & BP Reach the Target



Only three oil and gas cooperation contract contractors were able to achieve the production target of oil and gas sales ready for 2018 and the six largest contractors in the country. 


    The three cooperation contract contractors (KKKS) are ExxonMobil Cepu Ltd. (operators of Banyu Urip Field, Cepu Block), PT Conoco Phillips Indonesia (Block Corridor in South Sumatra), and PT BP Berau (operator of the Tangguh LNG Plant in West Papua).

Meanwhile, PT Chevron Pacific Indonesia, as the largest oil producer at present, records oil lifting in the Rokan Block at 209,000 barrels per day (bpd) or 98% of the 2018 State Budget target. ExxonMobil Cepu Ltd. realized oil lifting of 209,000 bpd or 102% of the target. PT Pertamina EP is 79,900 bpd or 93% of the target.


In terms of natural gas producers, BP Berau, which is the operator of the Tangguh Block, recorded a lifting of 1,076 million cubic feet per day (MMscfd) or 108% of the target. ConocoPhillips Grissik Ltd. recorded production of 840 MMscfd or 104% of the target.

    Excellent performance was not followed by PT Pertamina Hulu Mahakam who was the operator of the Mahakam Block. The subsidiary of PT Pertamina (Persero) only realized gas lifting in 2018 amounting to 832 MMscfd or 75% of the 2018 State Budget target.

SKK Migas Head Dwi Soetjipto said that Chevron's performance in Block Rokan this year fell 10% compared to 2017 realization.

Hanya tiga kontraktor kontrak kerja sama minyak dan gas bumi yang mampu mencapai target produksi siap jual (lifting) minyak dan gas bumi sepanjang 2018 dan enam kontraktor terbesar di Tanah Air. Ketiga kontraktor kontrak kerja sama (KKKS) itu adalah ExxonMobil Cepu Ltd. (operator Lapangan Banyu Urip, Blok Cepu), PT Conoco Phillips Indonesia (Blok Corridor di Sumatra Selatan), dan PT BP Berau (operator Kilang LNG Tangguh di Papua Barat).

Sementara itu, PT Chevron Pacific Indonesia, sebagai produsen minyak terbesar saat ini, mencatatkan lifting minyak bumi di Blok Rokan sebesar 209.000 barel per hari (bph) atau 98% dari target APBN 2018. ExxonMobil Cepu Ltd. merealisasikan lifting minyak 209.000 bph atau 102% dari target. PT Pertamina EP sebesar 79.900 bph atau 93% dari target.

Dari sisi produsen gas alam, BP Berau yang menjadi operator Blok Tangguh mencatatkan lifting 1.076 juta kaki kubik per hari (MMscfd) atau 108% dari target. ConocoPhillips Grissik Ltd. mencatatkan produksi 840 MMscfd atau 104% dari target. Kinerja sangat baik tidak diikuti oleh PT Pertamina Hulu Mahakam yang menjadi operator Blok Mahakam. Anak usaha PT Pertamina (Persero) tersebut hanya merealisasikan lifting gas pada 2018 sebesar 832 MMscfd atau 75% dari target APBN 2018.

Kepala SKK Migas Dwi Soetjipto mengatakan bahwa kinerja Chevron di Blok Rokan pada tahun ini turun 10% dibandingkan dengan realisasi 2017.

“[Lifting minyak] ExxonMobil Cepu Ltd. naik dibandingkan dengan kinerja 2017 sebesar 203.000 bph. Kalau Pertamina EP, lifting minyaknya memang naik dibandingkan dengan 2017, tetapi memang tidak mencapai target APBN 2018,” tuturnya akhir pekan lalu.

Dwi menjelaskan, realisasi lifting gas Blok Mahakam jauh di bawah target APBN 2018 karena masih dalam masa transisi pengelolaan Wilayah kerja eks Total tersebut. Hanya di tahun 2019, apakah pada 2018 investasi tidak? Tahun ini rencananya investasi mereka [PT Pertamina Hulu Mahakam] banyak.”

Realisasi lifting minyak pada 2018 sebesar 778.000 bph atau 97,25% dari target APBN 2018 sebesar 800.000 bph. Sementara itu, target lifting minyak pada 2019 turun menjadi 775.000 bph. Realisasi lifting minyak dan gas bumi sepanjang 2018 sebesar 1,92 juta barel setara minyak per hari /boepd atau 96% dari target APBN 2018 sebesar 2,00 juta boepd. 

Target lifting gas pada 2019 sebesar 1,25 juta boepd. Sepanjang 2018, realisasi lifting migas Pertamina Hulu Mahakam mencapai 64 juta barrel setara minyak dengan proyeksi imbal hasil untuk negara sekitar Rp 22 triliun.

3 The company is interested in Block Corridor



PT Pertamina (Persero), Repsol S.A., and Conoco Phillips are interested in managing the Corridor oil and gas working area located in Musi Banyuasin Regency, South Sumatra.

    Head of the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) Dwi Soetjipto said that his party had not yet decided who would manage the block because it was still in the evaluation stage. However, Dwi targets, the evaluation of the Corridor Block will be completed including the scenario for developing the working area to next week. .



"This is intended to provide certainty because the block contract expires in 2023. Hopefully there will be a decision soon," he said.

In September 2018, Director General of Oil and Gas, Ministry of Energy and Mineral Resources (ESDM) Djoko Siswanto said that Pertamina had officially submitted a proposal to the Ministry of Energy and Mineral Resources to manage the Corridor Block after the contract expired in 2023.

Djoko said that he had just received a Pertamina proposal which he called very thick. However, he could not disclose the details of the contents of the proposal.

"Pertamina told me to submit a proposal. I just received it, "Djoko said.

Pertamina has also obtained permission to access data on the Corridor Block. Besides Pertamina, the contractor existing in the block, namely ConocoPhillips Indonesia, has expressed interest in continuing to manage the Corridor Block after the contract expires. With the proposal from Pertamina, the Ministry of Energy and Mineral Resources will compare the ConocoPhillips and Pertamina proposals as they did at the Rokan Block, namely between PT Chevron Pacific Indonesia and Pertamina.

Based on Minister of Energy and Mineral Resources Regulation No. 23/2018 concerning Management of Oil and Gas Working Areas that End Work Contracts, the government opens opportunities for anyone to apply for management of oil and gas blocks, from existing and Pertamina operators.

The regulation confirms that the government will appoint the termination block management operator that has the best program and definite commitment, especially to encourage exploration in increasing Indonesia's oil and gas reserves and production.

Related to the extension by ConocoPhillips, Deputy Minister of ESDM Arcandra Tahar said that his side had not yet received a complete proposal. According to him, the proposal from ConocoPhillips is still being processed at SKK Migas.

Corridor Block is one of the terminated oil and gas working areas which has a large production capacity. The average crude oil production in the region reaches 13,700 barrels per day (bpd). Based on data from the Ministry of Energy and Mineral Resources, Conoco Phillips manages three oil and gas fields in Indonesia, namely the Corridor Block in South Sumatra with a 54% share participation, Talisman Corridor Ltd. 36%, and Pertamina Hulu Energi (PHE) Corridor 10%.

Conoco Phillips also manages the South Jambi Block by controlling 45%, along with 30% PetroChina working partners, and 25% Pertamina. In addition, the company from the United States also manages the Kualakurun oil and gas working area in Central Kalimantan with 100% participating shares. The South Jambi block will expire on January 18, 2020. ConocoPhillips has chosen to leave this block.

3 Perusahaan Meminati  Blok Corridor  


PT Pertamina (Persero), Repsol S.A., dan Conoco Phillips berminat untuk mengelola wilayah kerja minyak dan gas bumi Corridor yang belokasi di Kabupaten Musi Banyuasin, Sumatra Selatan. 

    Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Dwi Soetjipto mengatakan bahwa pihaknya belum memutuskan siapa yang akan mengelola blok tersebut lantaran masih dalam tahap evaluasi. Namun, Dwi menargetkan, evaluasi Blok Corridor selesai termasuk skenario pengembangan wilayah kerja tersebut pada ke pekan depan. .

“Ini dimaksudkan untuk memberi kepastian karena kontrak blok tersebut berakhir 2023. Mudah-mudahan segera ada keputusan,” katanya.

Pada September 2018, Direktur Jenderal Minyak dan Gas Bumi, Kementerian Energi dan Sumber Daya Mineral (ESDM) Djoko Siswanto mengatakan bahwa Pertamina telah resmi mengajukan proposal ke Kementerian ESDM untuk mengelola Blok Corridor setelah habis kontrak pada 2023.

Djoko menuturkan, pihaknya baru saja menerima proposal Pertamina yang disebutnya sangat tebal. Namun, dia belum bisa mengungkapkan detil isi proposal tersebut. 

“Pertamina ke saya mengajukan proposal. Saya baru saja  menerimanya,"  ujar Djoko.

Pertamina juga sudah mendapatkan izin untuk mengakses data di Blok Corridor. Selain Pertamina, kontraktor eksis di blok tersebut, yakni ConocoPhillips Indonesia, telah menyatakan minatnya untuk tetap mengelola Blok Corridor setelah kontrak habis. Perusahaan minyak raksasa dari Amerika Serikat itu sudah menyurati Kementerian ESDM mengenai minatnya tersebut. 

Dengan adanya pengajuan proposal dari Pertamina, Kementerian ESDM akan membandingkan proposal ConocoPhillips dan Pertamina seperti halnya yang dilakukan di Blok Rokan, yakni antara PT Chevron Pacific Indonesia dan Pertamina.

Berdasarkan Peraturan Menteri ESDM No. 23/2018 tentang Pengelolaan Wilayah Kerja Migas yang Berakhir Kontrak Kerja Samanya, pemerintah membuka peluang bagi siapapun untuk mengajukan permohonan pengelolaan blok migas, dari operator eksis maupun Pertamina.

Regulasi itu menegaskan bahwa pemerintah akan menunjuk operator pengelola blok terminasi yang memiliki program dan komitmen pasti paling bagus, terutama untuk mendorong eksplorasi dalam meningkatkan cadangan dan produksi migas Indonesia.

Terkait dengan perpanjangan oleh ConocoPhillips, Wakil Menteri ESDM Arcandra Tahar menuturkan bahwa pihaknya hingga kini belum mendapatkan proposal lengkap. Menurutnya, proposal dari ConocoPhillips masih diproses di SKK Migas. 

“Sedang di SKK Migas, baru saja dibahas. Ke ketua tim belum. Prosesnya SKK Migas dulu setelah itu tim,” kata Arcandra.

Blok Corridor merupakan salah satu wilayah kerja migas terminasi yang memiliki kapasitas produksi cukup besar. Rerata produksi minyak mentah di wilayah itu mencapai 13.700 barel per hari (bph). Berdasarkan data SKK Migas, produksi siap jual atau lifting gas bumi di Blok Coridor per 31 Juli 2018 sebesar 828,11 juta kaki kubik per hari/MMscfd atau sudah mencapai 102,3% dari target tahun ini.

Berdasarkan data Kementerian ESDM, Conoco Phillips mengelola tiga lapangan migas di Indonesia, yakni Blok Corridor di Sumatra Selatan dengan bagian saham partisipasi 54%, Talisman Corridor Ltd. 36%, dan Pertamina Hulu Energi (PHE) Corridor 10%.

Conoco Phillips juga mengelola Blok South Jambi dengan menguasai 45 %, bersama mitra kerja PetroChina 30%, dan Pertamina 25 %. Selain itu, perusahaan dari Amerika Serikat itu juga mengelola wilayah kerja migas Kualakurun, Kalimantan Tengah dengan saham partisipasi 100%. Blok South Jambi akan habis masa kontraknya pada 18 Januari 2020. ConocoPhillips memilih meninggalkan blok ini.

The South Jambi B Block contract was signed



The oil and gas working area (WK) of South Jambi B adds to the number of contracts using the Gross Split profit sharing scheme. This is in line with the signing of the PSC / cooperation contract at the Ministry of Energy and Mineral Resources (ESDM).

Jindi South Jambi B Co Ltd is a contractor working on the block effective on January 26, 2020 with a contract period of 20 years. The South Jambi B Block is currently still operated by ConocoPhilips (South Jambi) B, which will expire on January 25, 2020.


Deputy Minister of ESDM Arcandra Tahar said, with the signing of the South Jambi B Block contract, the number of contracts that have been and will be signed using a gross profit sharing scheme (groos split) was recorded as many as 32 contracts since 2017. The details consist of 11 oil and gas block contracts auctioned , 20 termination block contracts, and one contract amendment.

"The total investment commitment of the 32 oil and gas WK reaches around US $ 2.1 billion, equivalent to Rp. 31 trillion," Arcandra said after signing in Jakarta.

Arcandra explained, the signature bonus from this block was US $ 5 million and the investment value of the Definite Work Commitment (KKP) reached US $ 60 million. The details of the activities to be worked on in the first five years of this contract are G & G Study, 2D seismic 300 km, 3D seismic 400 km, and three exploration wells. He mentioned that Jindi could cooperate with ConocoPhilips as an existing contractor to carry out exploration.

"Efforts can be made before the contract ends with cooperation," he said.

He said, the estimated reserves in the South Jambi Block were 600 thousand barrels for oil and 270 trillion cubic feet for proven gas reserves. This block has no longer been in production since 2012, but has reached the peak of gas production of 23 million cubic feet per day / mmscfd in 2006 and oil up to 512 barrels per day (bpd) in 2005.

Meanwhile Jindi South Jambi Managing Director B Song-Zhizong explained that the first Plan of Development / POD will be submitted at least at the beginning of the second semester next year. He believes the potential of South Jambi B is quite large. Besides that, several structures have also been developed by previous contractors, so that only continuing exploration activities.

Wakil Menteri ESDM Arcandra Tahar mengatakan, dengan ditandatangani-nya kontrak Blok South Jambi B, jumlah kontrak yang telah dan akan ditandatangani menggunakan skema bagi hasil kotor (groos split) tercatat sebanyak 32 kontrak sejak 2017. Adapun rinciannya terdiri dari 11 kontrak blok migas hasil lelang, 20 kontrak blok terminasi, dan satu amendemen kontrak.

“Total komitmen investasi dari ke 32 WK migas tersebut mencapai sekitar US$ 2,1 miliar atau setara Rp 31 triliun,” kata Arcandra usai penandatangan di Jakarta.
Arcandra menerangkan, bonus tanda tangan (signature bonus) dari blok ini sebesar US$ 5 juta dan nilai investasi Komitmen Kerja Pasti (KKP) mencapai US$ 60 juta. Adapun rincian kegiatan yang akan digarap dalam lima tahun pertama dari kontrak ini yakni Studi G&G, seismik 2D 300 km, seismik 3D 400 km persegi, dan tiga sumur eksplorasi. Dia menyebut Jindi bisa melakukan kerjasama dengan ConocoPhilips selaku kontraktor eksisting untuk melakukan eksplorasi. 

“Bisa dilakukan usaha-usaha sebelum kontrak itu berakhir dengan kerja sama,” ujarnya.

Dikatakannya, perkiraan cadangan di Blok South Jambi itu sebesar 600 ribu barel untuk minyak dan 270 triliun kaki kubik untuk cadangan terbukti gasnya. Blok ini sudah tidak lagi berproduksi sejak 2012 lalu, namun pernah mencapai puncak produksi gas sebesar 23 juta kaki kubik per hari/ mmscfd di 2006 dan minyak hingga 512 barel per hari (bph) di 2005.

Sementara itu Direktur Utama Jindi South Jambi B Song- Zhizong menerangkan, rencana Plan of Development/POD pertama akan diajukan paling tidak di awal semester kedua tahun depan. Dia meyakini potensi South Jambi B cukup besar. Disamping itu, beberapa struktur juga sudah dikembangkan oleh kontraktor terdahulu, sehingga hanya melanjutkan kegiatan eksplorasi. 

“Discovery sudah ada, lalu dua struktur sudah dikembangkan,” ujarnya.

Jindi Prepares US $ 150 Million



Findi South Jambi B Co. Ltd., a subsidiary of Hong Kong Jindi Group which is the operator of the South Jambi B Block, will issue US $ 150 million in the first 3 years for oil and gas exploration. Sejak 2017 sampai saat ini, 32 Wilayah kerja migas telah menggunakan skema kontrak bagi hasil kotor (gross split) terdiri dari 11 blok hasil lelang, 20 blok terminasi, dan satu blok amendemen kontrak. 

Total komitmen investasi dari 32 wilayah migas tersebut mencapai sekitar US$ 2,1 miliar atau setara dengan Rp 31 triliun. Wakil Menteri ESDM Arcandra Tahar mengatakan, Jindi South Jambi B dapat masuk ke South Jambi lebih cepat dengan menggunakan skema kerja sama. Menurutnya, pemerintah mempercepat pelelangan blok terminasi tersebut agar menghindari penurunan produksi secara drastis.

“Produksi blok ini tidak turun drastis kalau diintervensi. Kami proses sekarang karena agar sampai 2022 bisa dilakukan upaya agar produksi bisa ditingkatkan.”

Only Two Oil and Gas Blocks Sell



The Ministry of Energy and Mineral Resources (ESDM) announces the results of the work area auction (WK) or the second stage of conventional oil and gas blocks. This announcement was made directly by the Deputy Minister of ESDM Arcandra Tahar.

In the second phase of the oil and gas block auction this year, there are six oil and gas blocks offered including Makassar Strait, Selat Panjang, South Jambi B, Andika Bumi Kita, Banyumas, and South East Mahakam. The six oil and gas blocks are divided into production blocks, namely Makassar Strait, Selat Panjang, and South Jambi B and exploration blocks, namely Southeast Mahakam, Banyumas and Andika Bumi Kita.

The auction schedule for the six oil and gas blocks starts on August 14, 2018 until October 12, 2018. Until the deadline for submitting participation documents / offers on October 12, 2018 there are 18 bid documents accessed by auction enthusiasts, with the results of four oil and gas blocks in demand by five bidders.

"Today is the day we will announce the second winner of the auction," said Arcandra at the ESDM Ministry.

The total signature bonus obtained by the government is USD 5,500,000, as well as a definite commitment of USD 64,000,000 which includes G & G activities of USD 1,000,000, 2D 300 km seismic surveys, 400 km2 of 3D seismic, and drilling of four wells. Arcandra added, for oil and gas blocks that have not been sold, they will be included in the next auction next week.

Kementerian Energi dan Sumber Daya Mineral (ESDM) mengumumkan hasil lelang wilayah kerja (WK) atau blok migas konvensional tahap kedua. Pengumuman ini dilakukan langsung oleh Wakil Menteri ESDM Arcandra Tahar.

Dalam lelang blok migas tahap kedua tahun ini, ada enam blok migas yang ditawarkan antara lain Makassar Strait, Selat Panjang, South Jambi B, Andika Bumi Kita, Banyumas, dan South East Mahakam. Keenam blok migas tersebut terbagi dalam blok produksi, yaitu Makassar Strait, Selat Panjang, dan South Jambi B dan blok eksplorasi yaitu Southeast Mahakam, Banyumas, dan Andika Bumi Kita.

Jadwal lelang dari keenam blok migas tersebut dimulai sejak 14 Agustus 2018 sampai dengan 12 Oktober 2018. Hingga batas akhir pemasukan dokumen partisipasi/penawaran tanggal 12 Oktober 2018 secara keseluruhan terdapat 18 bid document yang diakses oleh peminat lelang, dengan hasil empat blok migas diminati oleh lima peserta lelang.

"Hari ini adalah hari di mana kita akan mengumumkan pemenang lelang tahap kedua," kata Arcandra di Kementerian ESDM.

Arcandra kemudian mengumumkan keenam blok migas berikut pemenang lelangnya. Untuk Blok Makassar Strait tidak ada pemenang karena ada persyaratan yang tidak sesuai dengan ketentuan. Blok migas ini diminati satu peserta. Kemudian, Blok Selat Panjang juga tidak ada pemenangnya karena tidak memenuhi persyaratan. Blok ini diminati dua peserta. Ketiga, Blok South Jambi B yang dimenangkan oleh Hong Kong Jindi Group dengan komitmen kerja pasti lima tahun senilai USD 60 juta dan bonus tanda tangan US$ 5 juta.

Selanjutnya, Blok Banyumas yang dimenangkan oleh PT Minarak Brantas Gas dengan komitmen pasti eksplorasi USD 4 juta dan bonus tanda tangan US$ 500.000. Sedangkan untuk Blok Andika Bumi Kita dan Southeast Mahakam tidak diminati.

"Andika Bumi Kita tidak ada pemenang tidak ada yang mengajukan. Southeast Mahakam juga tidak ada pemenangnya," kata Arcandra.

Total bonus tanda tangan (signature bonus) yang diperoleh pemerintah sebesar USD 5.500.000, serta komitmen pasti sebesar USD 64.000.000 yang meliputi kegiatan G&G USD 1.000.000, survei seismik 2D 300 km, seismik 3D 400 km2, dan pengeboran empat sumur. Arcandra menambahkan, untuk blok migas yang belum laku akan diikutsertakan dalam lelang tahap berikutnya pekan depan. 

"Bagi blok tidak laku maka ada kemungkinan akan kita masukkan pada lelang tahap selanjutnya atau round selanjutnya dibuka minggu depan," tutur Arcandra.

Jindi Group Controls South Jambi Block B

President Director of Lapindo Brantas Inc. Faruq Adi Nugroho claimed that he had prepared himself to manage the block with the potential for oil and gas as much as 45 million oil equivalent (boe). The gas obtained from the Banyumas Block will be sold to the government through PT Perusahaan Gas Negara Tbk. or PT Pertamina Gas (Pertagas).

ENI REFUSED

Meanwhile, two other work areas that are of interest to contractors, namely the Makassar Strait Block and the Long Strait Block. However, the ESDM Ministry rejected the proposal submitted by Eni Muara Bakau B.V. in the Makassar Strait Block because the oil and gas contractor from Italy did not meet the requirements provided by the government. Arcandra said from the commercial side there were no problems, such as signature bonuses and definite work commitments.

"There are other requirements so Eni's offer fails. This is between the government and ENI alone [discussion]. "

Representative from Eni Muara Bakau BM Davide Casini Ropa said, he was interested in the Makassar Strait Block so he would try to take part in the next auction.

David explained, the reason for Eni's interest in oil and gas blocks off the coast of East Kalimantan was because of the Kutai Basin. Eni also projects that oil and gas reserves in Makassar Strait are quite good.

"This is not our decision. This block is interesting because it is close to our other facilities [Jangkrik Field], "he said.

Director General of Oil and Gas of the Ministry of Energy and Mineral Resources, Djoko Siswanto, said the government would discuss the continuation of Makassar Strait and the Long Strait. In the third phase of the auction, the two blocks will be included again. Rejection of Eni's proposal, according to him, because there is substance in the terms and conditions given and differences in the views of the government and companies from Italy.

"They (ENI) consider these conditions to interfere with commercialization, while we consider it an obligation. And it looks like they will negotiate first, but if the auction doesn't work, "he said.

Djoko said there was a possibility that Pertamina would conduct a joint study of the two blocks. Pemerintah memberikan wilayah kerja minyak dan gas bumi yang berlokasi di Jambi, Blok South Jambi B, kepada Hong Kong Jindi Group dalam Lelang blok migas tahap ll/2018.

Selain Jindi Group, PT Minarak Brantas Gas memenangkan tender Blok Banyumas yang berlokasi di Jawa Tengah. South Jambi B, merupakan wilayah kerja migas darat (onshore) yang sebelumnya dioperatori oleh ConocoPhillips. Para investor hanya mengambil dua wilayah kerja minyak dan gas bumi dan total enam blok yang ditawarkan dalam lelang tahap ll/2018 oleh Kementerian Energi dan Sumber Daya Mineral.

Lelang blok migas tahap II/2018 digelar pada 14 Agustus-12 Oktober 2018. Blok yang dilelang itu terbagi dari wilayah kerja produksi dan eksplorasi. Wilayah kerja produksi terdiri atas Blok Makassar Strait, Selat Panjang, dan South Jambi B. Wilayah kerja eksplorasi adalah Blok Southeast Mahakam, Banyumas, dan Andika Bumi Kita.

Hingga batas akhir pemasukan dokumen partisipasi/penawaran pada 12 Oktober 2018, ada 18 dokumen penawaran yang diakses oleh peminat lelang, dengan hasil empat wilayah kerja diminati oleh lima peserta lelang.

Wakil Menteri ESDM Arcandra Tahar mengatakan bahwa untuk empat blok migas yang tidak diminati akan dimasukkan dalam lelang migas tahap III/2018. Lelang tahap ketiga itu akan dibuka pada pekan depan. Lelang blok migas tahap III/2018 terdiri atas wilayah kerja yang sudah dan sedang melakukan studi bersama antara pemerintah dan kontraktor migas.

Untuk menarik para investor, lelang tahap III ini akan dilakukan secara langsung dan melalui mekanisme studi bersama. Dengan skema penawaran langsung, kontraktor sudah terlebih dulu melakukan studi bersama dengan pemerintah sebelum lelang blok migas dibuka. Kontraktor migas mencari data sendiri.

Dalam lelang reguler, pemerintah menyiapkan data sendiri terkait dengan blok migas yang akan ditawarkan kepada kontraktor. Dalam arena pemilihan terbatas (beauty contest) blok migas kali ini, Kementerian ESDM telah mengevaluasi peserta lelang dengan kriteria memiliki kemampuan finansial dan teknik untuk membiayai dan melaksanakan kegiatan operasi perminyakan, memiliki rekam jejak baik, dan memenuhi syarat dan ketentuan inti lelang wilayah kerja migas.

Hasilnya, Blok South Jambi B diserahkan kepada Hong Kong Jindi Group Co. Ltd., serta Blok Banyumas dikelola oleh PT Minarak Brantas Gas. Blok Banyumas merupakan wilayah darat yang berlokasi di Jawa Tengah. 

“Sampai sekarang berarti sudah ada enam Wilayah Kerja (WK) yang laku dengan [skema kontrak] gross split [bagi hasil kotor],” tuturnya.

Pemerintah menerima proposal Hong Kong Jindi Group dengan komitmen kerja pasti selama 5 tahun pertama yang tersaji melalui survei seismic 2D sepanjang 300 km, seimsik 3D seluas 400 km2, dan tiga sumur dengan nilai US$ 60 juta.

Hong Kong Jindi Group menjanjikan penandatanganan kontrak Blok South Jambi B pada akhir November 2018. Blok migas yang berlokasi di Jambi itu memiliki tingkat produksi minyak tertinggi 1.500 barel per hari.

PT Minarak Brantas Gas memberikan komitmen kerja pasti US$ 4 juta dan memberikan bonus tanda tangan senilai US$ 500.000 di Blok Banyu mas. Penandatanganan kontrak blok ini juga rencananya pada akhir November.

Presiden Direktur Lapindo Brantas Inc. Faruq Adi Nugroho mengaku bahwa pihaknya sudah menyiapkan diri untuk mengelola blok dengan potensi migas sebanyak 45 juta setara minyak (boe). Gas yang didapat dari Blok Banyumas akan dijual ke pemerintah melalui PT Perusahaan Gas Negara Tbk. atau PT Pertamina Gas (Pertagas).

“Ini Tanah Air saya, jadi tidak apa-apa apa dong membangun Tanah Air sendiri. Nanti seperitnya produksinya minyak akan lebih banyak," katanya.

ENI DITOLAK

Sementara itu, dua wilayah kerja lain yang diminati kontraktor, yakni Blok Makassar Strait dan Blok Selat Panjang. Namun, Kementerian ESDM menolak proposal yang diajukan oleh Eni Muara Bakau B.V. di Blok Makassar Strait karena kontraktor migas dari Italia tersebut tidak memenuhi persyaratan yang diberikan oleh pemerintah. Arcandra mengatakan dari sisi komersial tidak ada masalah, seperti bonus tanda tangan dan komitmen kerja pasti. 

“Ada persyaratan lain sehingga penawaran Eni gagal. Ini antara pemerintah dan ENI saja [pembahasannya]."

Perwakilan dari Eni Muara Bakau BM Davide Casini Ropa mengatakan, pihaknya tertarik dengan Blok Makassar Strait sehingga akan mencoba ikut lelang berikutnya.

David menjelaskan, alasan ketertarikan Eni pada blok migas lepas pantai Kalimantan Timur ini karena ada Cekungan Kutai. Eni juga memproyeksikan cadangan migas di Makassar Strait cukup bagus. 

“Ini bukan keputusan kami. Blok ini menarik karena dekat dengan fasilitas kami yang lain [Lapangan Jangkrik]," katanya.

Dirjen Minyak dan Gas Bumi Kementerian ESDM Djoko Siswanto mengatakan, pemerintah akan membahas mengenai kelanjutan Makassar Strait dan Selat Panjang. Dalam lelang tahap ketiga, dua blok tersebut akan diikutsertakan lagi. Ditolaknya proposal Eni, menurutnya, karena ada substansi dalam syarat dan ketentuan yang diberikan dan perbedaan cara pandang pemerintah dan perusahaan dari Italia tersebut.

“Mereka (ENI) mengganggap syarat tersebut mengganggu komersialisasi, sedangkan kami menganggap itu kewajiban. Dan sepertinya mereka akan menegosiasikan dulu, tetapi kalau dalam lelang tidak bisa begitu,” katanya.

Dalam lelang kali ini, ada pula blok yang sepi peminat, yakni Blok Andika Bumi Kita dan Southest Mahakam. Djoko mengatakan ada kemungkinan Pertamina melakukan studi bersama terhadap dua blok tersebut. Dia mengakui, PT Pertamina (Persero) memang belum menunjukkan ketertarikan dengan pernyataan resmi, tetapi secara lisan sudah mengutarakan minatnya.
