Total EP Cancel Entry Block Mahakam



Ministry of Energy and Mineral Resources (ESDM) stated, PT Total EP Indonesie canceled to become partner of PT Pertamina in Mahakam Block. Whereas Minister of Energy and Mineral Resources lgnasius Jonan has given the opportunity to Total EP in order to get 39% stake in Mahakam, or bigger than before that only 30%.


Director of Oil and Gas at the Ministry of Energy and Mineral Resources, Djoko Siswanto asserted, Total EP chose to release the opportunity to have another participating interest or participating interest in the oil and gas block in East Kalimantan. Therefore, Total EP refused to pay the participation rights of Mahakam Block.

Kementerian Energi dan Sumber Daya Mineral (ESDM) menyatakan, PT Total EP Indonesie batal menjadi mitra PT Pertamina di Blok Mahakam. Padahal Menteri ESDM lgnasius Jonan sudah memberikan kesempatan ke Total EP agar bisa mendapatkan 39% saham di Mahakam, atau lebih besar dari sebelumnya yang hanya 30%.

Direktur Migas Kementerian ESDM, Djoko Siswanto menegaskan, Total EP memilih melepas kesempatan memiliki lagi hak partisipasi atau participating interest di blok migas di Kalimantan Timur tersebut. Sebab, Total EP menolak membayar hak partisipasi Blok Mahakam.

"Pertamina itu membolehkan mengurangi kepemilikan atau share down. Total kalau mau masuk harus bayar, tapi Total tidak mau bayar," jelas Djoko.

Lain dengan Inpex Corporation Japan yang menyatakan masih berminat menjadi mitra dengan Pertamina. Bahkan Inpex sudah melakukan pembicaraan secara business to business (B to B) dengan Pertamina. 

"lnpex sudah niat, tetap ada," kata Djoko.

Namun sejauh ini Djoko belum mengetahui berapa persen hak partisipasi yang diminati lnpex di Blok Mahakam. Pemerintah menetapkan batas maksimal share down yang boleh dilakukan Pertamina di Blok Mahakam hanya sebesar 39%. Keputusan tersebut bertujuan untuk menjaga eksistensi Pertamina sebagai operator blok migas tersebut. 

"Kita bisa sampai 39%, sebanyak 10% adalah untuk BUMD, Pertamina harus 51%. Jadi sampai 39% bisa," jelas Djoko.

Selain Inpex, ada perusahaan migas lain yang juga berminat untuk memiliki hak partisipasi di Blok Mahakam. Perusahaan migas tersebut masih menunggu pengumunan resmi Pertamina melepas sebagian hak partisipasi di Blok Mahakam.

Sejauh ini, di luar Total EP dan Inpex, perusahaan migas yang berasal dari China yaitu Petrochina telah menyatakan minat di Blok Mahakam. Petrochina mengincar hak partisipasi sekitar 15% sampai 20% di Blok Mahakam. Nah, untuk membeli saham di Blok Mahakam, ln ex maupun Petrochina harus menyiapkan dana yang sangat besar. Per 31 Desember 2017 nilai aset Blok Mahakam sebesar US$ 9,43 miliar.

Total Cancel Join in Mahakam Block



Total E & P Indonesie canceled to join PT Pertamina (Persero) in working on the Mahakam block due to reluctance to buy shares sold by the company. However, lnpex Corporation-Japan said it is still interested to participate in managing the oil and gas block in East Kalimantan.

In May last year, Total E & P Indonesie expressed interest in having a share of participation in the Mahakam Block. This 39% share is a joint for Total and Inpex Corporation which each have a share of 19.5%, if the proposal is approved. However, Djoko asserted, Total was canceled into the Mahakam.

"Inpex in Mahakam still want, Total seems to have no interest," he said.

However, Inpex has not submitted how much of the desired shares in the Mahakam block. What is clear is that in Mahakam block, Pertamina must become 51% majority shareholder and State-Owned Enterprise (BUMD) must get 10% participating interest in Indonesia.

"So Inpex can own up to 39%," said Djoko.

Inpex has started talks about its interest in holding shares of participation in the Mahakam Block. Later, Inpex must negotiate business with Pertamina. Previously, Upstream Director of Pertamina Syamsu Alam said, opening the opportunity for Total E & P Indonesie to join to manage the block off the coast of East Kalimantan. There is no time limit to when the negotiations take place.

As it is known, Pertamina has signed a new Mahakam Block contract valid from 1 January 2018 at the end of 2015. Under the contract, the company promised a signature bonus of US $ 41 million. In addition, state revenues from production bonuses include US $ 5 million from a cumulative production of 500 million barrels of oil equivalent, of US $ 4 million from a cumulative production of 150 million barrels of oil equivalent, and US $ 4 million from a cumulative production of 1,000 million barrels of oil equivalent.

As for the first three-year investment plan, Pertamina promises, funds amounting to US $ 75.3 million. The details are respectively US $ 1.3 million, then US $ 33.5 million, and US $ 40.5 million. Total Batal Gabung di Blok Mahakam


Total E&P Indonesie batal bergabung dengan PT Pertamina (Persero) dalam menggarap Blok Mahakam karena enggan membeli saham yang dijual perseroan. Namun, lnpex Corporation-Japan menyatakan masih berminat ikut mengelola blok migas di Kalimantan Timur tersebut.

Direktur jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) Djoko Siswanto mengatakan, Total sudah menyatakan tidak akan bergabung mengelola Blok Mahakam. Pasalnya, perusahaan migas berasal dari Perancis itu ingin memperoleh kepemilikan saham di Blok Mahakam secara gratis. 

“Pertamina itu mempersilahkan Total E&P Indonesie masuk, tetapi harus membayar saham. Total tidak mau membayar" kata dia di Jakarta.

Pada Mei tahun lalu, Total E&P Indonesie menyatakan berminat memiliki saham partisipasi di Blok Mahakam. Namun, Total E&P Indonesie menginginkan kepemilikan saham hingga 39%, di atas batas saham yang dapat dilepas Pertamina sebesar 30%. Saham 39% ini merupakan gabungan untuk Total dan Inpex Corporation yang masing-masing memiliki bagian 19,5%, jika usulan itu disetujui. Namun, Djoko menegaskan, Total batal masuk ke Mahakam.

“Inpex di Mahakam masih mau, Total sepertinya tidak ada minat,” ujar dia.

Meski demikian, Inpex belum menyampaikan berapa besar saham yang diinginkan di Blok Mahakam. Yang jelas, di Blok Mahakam, Pertamina harus menjadi pemegang saham mayoritas 51% dan Badan Usaha Milik Daerah (BUMD) harus memperoleh hak partisipasi Indonesia sebesar 10%.

“Jadi Inpex bisa memiliki sampai 39%,” tutur Djoko. 

Inpex sudah memulai pembicaraan tentang minatnya memegang saham partisipasi di Blok Mahakam tersebut. Nantinya, Inpex harus negosiasi bisnis dengan Pertamina. Sebelumnya, Direktur Hulu Pertamina Syamsu Alam mengatakan, membuka kesempatan bagi Total E&P Indonesie untuk ikut bergabung mengelola blok di lepas pantai Kalimantan Timur itu. Tidak ada batasan waktu hingga kapan negosiasi berlangsung.  

Seperti diketahui Pertamina telah menandatangani kontrak baru Blok Mahakam yang berlaku mulai 1 Januari 2018 pada akhir 2015 lalu. Dalam kontrak itu, perseroan menjanjikan bonus tanda tangan US$ 41 juta. Selain itu juga penerimaan negara dari bonus produksi meliputi US$ 5 juta dari kumulatif produksi 500 juta barel setara minyak, sebesar US$ 4 juta dari kumulatif produksi 150 juta barel setara minyak, dan US$ 4 juta dari kumulatif produksi 1.000 juta barel setara minyak.

Sementara untuk rencana investasi tiga tahun pertama, Pertamina menjanjikan, dana sebesar US$ 75,3 juta. Rinciannya secara berurutan US$ 1,3
juta, kemudian US$ 33,5 juta, dan US$ 40,5 juta. Saat ini, Pertamina mulai ikut mengelola Blok Mahakam untuk persiapan peralihan operator. Hal ini untuk menjaga agar produksi migas di blok tersebut tidak turun drastis.

Production of Tuban & Ogan Blocks is Lower



PT Pertamina Hulu Energi set a target of oil and gas production in Tuban Block and Ogan Komering Block this year is lower than the realization in 2017. Pertamina Hulu Energi (PHE) received an assignment from the government to manage Tuban and Ogan Komering at the end of February 2018 .

The Tuban Block contract expires on February 23, 2018 and the Ogan Block expires on February 28, 2018. The government decided to transfer the two blocks to PHE. However, Pertamina Hulu Energi has not started aggressively yet. PHE is beginning to be expansive next year. This year, the company is still focused on maintaining oil and gas production from both blocks.

Director of PHE Gunung Sardjono Hadi said that the company will not revise the production target of Tuban and Ogan Komering Block this year, which is no higher than the 2017 realization. The company proposes the target with the assumption that the company will focus on keeping the production in the block down This year.

"Most importantly, when take over becomes a new contract with a gross split scheme or a gross profit sharing contract there is no decrease in production. So, we are also difficult to directly first year promising big targets, "he said.

PHE targets the production of crude oil of Tuban Block in 2018 of 8,110 barrels per day (bpd), while natural gas is 11.11 million cubic feet per day (MMscfd). In fact, the oil production of Tuban Block in 2018 amounted to 10,500 bpd, while gas 14.2 MMscfd. 

       PHE estimates that the production of Ogan Komering Block crude oil in 2018 will be around 1,950 bpd, while gas is 8.21 MMscfd. In fact, oil production in Ogan in 2017 amounted to 2.250 bpd, while gas production 8.64 MMscfd. Gunung Sardjono Hadi noted that the current production in the Tuban and Ogan Komering blocks is already above the target.

"Although not much different from the target, about 1,200 barrels of equivalent per day to 2,100 barrels are equivalent per day above the target," he said.

PHE has not been able to act immediately when the transfer is done in April 2018 because the transition process is very short. In fact, the government has not yet decided on new operators until terminating the Tuban Block and Ogan Komering on February 28, 2018 so that there is a six month extension decision to the operators to exist. 

       Gunung said that the transfer of Tuban and Ogan Komering is different from Mahakam Block to PT Pertamina Hulu Mahakam (PHM). At that time, CMF has been approved in Mahakam contract so that when making a plan after the transfer in 2017 no problem.

In contracts with a gross split scheme, PHE will issue US $ 42.25 million in Tuban Block as a definite commitment for the first 3 years. Produksi Blok Tuban & Ogan Lebih Rendah


PT Pertamina Hulu Energi memasang target produksi minyak dan gas bumi di Blok Tuban dan Blok Ogan Komering pada tahun ini lebih rendah dibandingkan dengan realisasi pada 2017. Pertamina Hulu Energi (PHE) menerima penugasan dari pemerintah untuk mengelola Blok Tuban dan Ogan Komering pada akhir Februari 2018.

Kontrak Blok Tuban berakhir pada 23 Februari 2018 dan Blok Ogan berakhir pada 28 Februari 2018. Pemerintah memutuskan untuk mengalihkan kedua blok itu kepada PHE. Namun, Pertamina Hulu Energi belum mulai agresif. PHE mulai ekspansif pada tahun depan. Pada tahun ini, perseroan masih fokus menjaga produksi minyak dan gas bumi dari kedua blok itu tidak turun.

Direktur Utama PHE Gunung Sardjono Hadi mengatakan, perseroan tidak akan merevisi target produksi Blok Tuban dan Ogan Komering pada tahun ini yang ditetapkan tidak lebih besar dibandingkan realisasi 2017. Pasalnya, perseroan mengajukan target itu dengan asumsi perseroan akan fokus menjaga produksi di blok tersebut tidak turun sepanjang tahun ini.

“Paling penting, saat take over menjadi kontrak baru dengan skema gross split atau kontrak bagi hasil kotor tidak ada penurunan produksi. Jadi, kami sulit juga secara langsung tahun pertama menjanjikan target besar,” ujarnya.

PHE menargetkan produksi minyak mentah Blok Tuban pada 2018 sebesar 8.110 barel per hari (bph), sedangkan gas bumi sebesar 11,11 juta kaki kubik per hari (MMscfd). Padahal, produksi minyak Blok Tuban pada 2018 sebesar 10.500 bph, sedangkan gas 14,2 MMscfd. 

      PHE menargekan produksi minyak mentah Blok Ogan Komering pada 2018 sekitar 1.950 bph, sedangkan gas sebesar 8,21 MMscfd. Padahal, produksi minyak di Ogan pada 2017 sebesar 2,250 bph, sedangkan produksi gas 8,64 MMscfd. Gunung Sardjono Hadi mencatat, saat ini produksi di Blok Tuban dan Ogan Komering juga sudah berada di atas target. 

“Walaupun tidak berbeda jauh dari target, sekitar 1.200 barel ekuivalen per hari sampai 2.100 barel ekuivalen per hari di atas target,” ujarnya.

PHE belum bisa langsung beraksi ketika alih kelola dilakukan pada April 2018 karena proses transisi sangat singkat. Bahkan, pemerintah belum memutuskan operator baru sampai melewati masa terminasi Blok Tuban dan Ogan Komering pada 28 Februari 2018 sehingga ada keputusan perpanjangan selama 6 bulan kepada operator eksis. 
     
Gunung menyebutkan, kondisi alih kelola Blok Tuban dan Ogan Komering berbeda dengan Blok Mahakam kepada PT Pertamina Hulu Mahakam (PHM). Saat itu, PHM sudah disetujui kontraknya di Mahakam sehingga ketika membuat rencana setelah alih kelola pada 2017 tidak ada masalah.

“Malah, pada masa transisi, Total sebagai operator eksis masih mengelola, tetapi dengan menggunakan dana dari PHM. Kalau Tuban dan Ogan Komering malah sudah terminasi dan sempat diperpanjang, jadi susah juga buat perencanaan jangka dekatnya,” sebutnya.

Dalam kontrak dengan skema gross split, PHE akan menggeluarkan sebesar US$ 42,25 juta di Blok Tuban sebagai komitmen pasti 3 tahun pertama. Lalu, anak usaha PT Pertamina (Persero) itu juga akan menggeluarkan dana US$ 23,3 juta di blok Ogan Komering untuk komitmen pasti 3 tahun pertama. Total produksi gas PHE pada kuartal I/2018 sebanyak 748 MMscfd naik 3% dibandingkan dengan periode yang sama 2017 sebesar 7Z5,6 MMscfd.

Government Prioritize Investment Commitment from Contractor


Limit Signup Bonus


The Ministry of Energy and Mineral Resources (ESDM) rejected the removal of the upper limit of the termination of the oil and gas contract because the government wants to pursue non-tax state revenue (PNBP) from this bonus. The heavy investment commitment of oil and gas contractors remains the priority of the Ministry of Energy.

Referring to Article 12 of Regulation of the Minister of Energy and Mineral Resources 23/2018 concerning the management of oil and gas working area that will expire its contract, the signature bonus shall be at least US $ 1 million and shall be limited to a maximum of US $ 250 million. However, in Ministerial Regulation 28/2018 which is a revision of Ministerial Regulation 23, the upper limit of US $ 250 million is removed.

ESDM Representative Arcandra Tahar said the removal of the upper limit of the signature bonus of oil and gas contracts is not because the government wants to win its big bonus. This abolition is intended to make the signature bonus signing fairer, considering there are some oil and gas blocks that have a net present value (NPV) quite well.

Moreover, the government has set a formula to calculate the signature bonus block this termination. Referring to the Decree of the Minister of Energy and Mineral Resources 1794/2018, the formula is 25% multiplied by the NPV reduction of contractors with a 10% discount rate with undertaking investment commitments and a fixed working commitment NPV.

"Thus, the greater the commitment (the exact working commitment), the signature bonus is getting smaller. It does not matter because this (signature bonus) is better used to search oil and gas, for exploration, "said Arcandra in Jakarta.

Determination of signature bonus formula is also judged fair enough. Because the terminating oil and gas blocks, both the government and the contractor have the remaining reserves data from the block. The amount of this reserve is then given a value or calculated NPV which then becomes the base of signature bonus calculation. Arcandra explained, it uses NPV because the value of money at the time signed and when oil and gas production flows may be different because of the inflation or other causes.

Then, the government also provides a discount rate of 10% to make it more attractive than the interest on business loans in the bank which is about 10-11%. He said the existence of this formula provides certainty to the oil and gas contractor related to the signature bonus amount. Because, so far the government has no reference to set the signature bonus. The largest, the government once collected signature bonus up to US $ 41 million when the new contract of Mahakam block signed by PT Pertamina (Persero).

However, this signature bonus formula does not apply to new oil and gas blocks that are still in the exploration stage and have not known their oil and gas reserves.

"Meanwhile, if the oil and gas explosion blast bidding, because it can not be calculated NPV," said Arcandra.

Referring to the data of the Ministry of Energy and Mineral Resources, there are 21 oil and gas blocks that will expire in 2019-2026. For 2019, the government has set a new manager, PT Pertamina Hulu Energi Jambi Merang will again become the aperator of Jambi Merang Block, PT Pertamina Hulu Energi Tempirai for Raja-Pendapa Block, Kalrez Petraleum (Seram) Ltd for Bula Block, and CITIC Seram Energy Limited for Seram Nan Bula block.

Furthermore, by 2020, the oil and gas blocks that have been completed are South Jambi Black B Block, Brantas, Salawati Bird's Head, Malacca Strait, Makassar Strait, and Salawati Basin onshore. Other blocks to be completed by 2021 are the Bentu Segat Block, the Long Strait, and the Rakan Block which produces the largest oil in India.

In 2022, following the block Tarakan East, Coastal Plains and Pekanbaru, Bengkal, and Sengkang will be completed contract. Furthermore, in 2023, the Rimau, Jabun, and Karidar block blocks are one of the largest blocks of gas production in India that Conoco Philips produces.


In 2025, the Bangka block will follow the completion of the contract. Director General of Oil and Gas of the Ministry of Energy and Mineral Resources, Djoko Siswanto, previously disclosed, in accordance with Government Regulation no. 35 of 2004 Article 28, the existing contractor may apply for a contract extension not later than 10 years and no later than 2 years before the contract is completed. While the government must make new managerial decisions at least one year later.

BATAS Bonus TANDA TANGAN 


Pemerintah Prioritaskan Komitmen Investasi dari Kontraktor

Kementerian Energi dan Sumber Daya Mineral (ESDM) menampik penghapusan batas atas banus tanda tangan kontrak blok migas terminasi lantaran pemerintah ingin mengejar penerimaan negara bukan pajak (PNBP) dari bonus ini. Kamitmen investasi yang besar dari kontraktor migas tetap menjadi priaritas Kementerian Energi.

Mengacu pada Pasal 12 dari Peraturan Menteri ESDM 23/2018 tentang pengelolaan wilayah kerja migas yang akan berakhir kontraknya, bonus tanda tangan ditetapkan paling sedikit US$ 1 juta dan dibatasi paling besar US$ 250 juta. Namun, dalam Peraturan Menteri 28/2018 yang merupakan revisi Peraturan Menteri 23, batas atas US$ 250 juta ini dihapus.

Wakil ESDM Arcandra Tahar mengatakan, penghapusan batas atas bonus tanda tangan kontrak migas bukan karena pemerintah ingin memperaleh bonus sebesar-besar nya. Penghapusan ini dimaksudkan agar penetapan bonus tanda tangan menjadi lebih adil, mengingat terdapat beberapa blok migas yang memiliki net present value (NPV) cukup baik.

Apalagi pemerintah telah menetapkan formula untuk menghitung besaran bonus tanda tangan blok terminasi ini. Mengacu pada Keputusan Menteri ESDM 1794/ 2018, formulanya yakni 25% dikali hasil pengurangan NPV kontraktor dengan discount rate 10% dengan komitmen investasi yang belum dikembalikan dan NPV komitmen kerja pasti.

“Sehingga, makin besar komitmen (komitmen kerja pasti), maka bonus tanda tangan makin kecil. Ini tidak masalah karena ini (bonus tanda tangan) Iebih baik digunakan untuk mencari migas, untuk eksplarasi,” kata Arcandra di Jakarta.

Penetapan formula bonus tanda tangan juga dinilainya cukup adil. Karena blok migas terminasi, maka baik pemerintah maupun kontraktor memiliki data sisa cadangan dari blok tersebut. Besaran cadangan ini kemudian diberi nilai atau dihitung NPV yang kemudian menjadi basis penghitungan bonus tanda tangan. Arcandra menjelaskan, pihaknya menggunakan NPV dikarenakan nilai uang pada saat ditanda tangani dan ketika produksi migas mengalir bisa saja berbeda lantaran adanya inflasi atau penyebab lainnya. 

Kemudian, pemerintah juga memberikan discount rate 10% agar lebih menarik dari bunga pinjaman usaha di bank yang sekitar 10-11%. Dikatakannya, adanya formula ini memberikan kepastian kepada kontraktor migas terkait besaran bonus tanda tangan. Pasalnya, selama ini pemerintah tidak memiliki acuan untuk menetapkan bonus tanda tangan. Yang terbesar, pemerintah pernah memungut bonus tanda tangan hingga US$ 41 juta ketika kontrak baru blok Mahakam ditanda tangani PT Pertamina (Persero).

Meski demikian, formula bonus tanda tangan ini tidak berlaku untuk blok migas baru yang masih tahap eksplorasi dan belum diketahui cadangan migasnya. 

“Sementara kalau blok migas eksplarasi pakainya bidding, karena tidak bisa dihitung NPV-nya,” ujar Arcandra.

Mengacu pada data Kementerian ESDM, terdapat 21 blok migas yang akan berakhir pada 2019-2026. Untuk 2019, pemerintah telah menetapkan pengelola baru, yakni PT Pertamina Hulu Energi Jambi Merang akan kembali menjadi aperator Blok Jambi Merang, PT Pertamina Hulu Energi Tempirai untuk Blok Raja-Pendapa, Kalrez Petraleum (Seram) Ltd untuk Blok Bula, serta CITIC Seram Energy Limited untuk blok Seram Nan Bula.

Selanjutnya, pada 2020, blok migas yang selesai kontraknya adalah Blok South Jambi Black B, Brantas, Salawati Kepala Burung, Malacca Strait, Makassar Strait, dan onshore Salawati Basin. Blok lainnya yang akan selesai kontraknya pada 2021 adalah Blok Bentu Segat, Selat Panjang, dan blok Rakan yang menghasilkan minyak terbesar di Indanesia.

Pada 2022, menyusul blok Tarakan East, Caastal Plains and Pekanbaru, Bengkal, serta Sengkang bakal rampung kontraknya. Selanjutnya di 2023, blok Rimau, Jabun, dan Koridor blok Karidar merupakan salah satu blok dengan produksi gas cukup besar di Indanesia yang digarap Conoco Philips. 

Di 2025, blok Bangka akan menyusul rampung kontraknya. Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM Djoko Siswanto sebelumnya mengungkapkan, sesuai dengan Peraturan Pemerintah No. 35 Tahun 2004 Pasal 28, kontraktor eksisting dapat mengajukan perpanjangan kontrak paling cepat 10 tahun dan paling lambat 2 tahun sebelum kontrak selesai. Sementara pemerintah harus membuat keputusan pengelola baru paling telat satu tahun.

Minister of EMR Regulation 23/2018 Encourage Oil and Gas Management Competition



The Government ensures that the Regulation of the Minister of Energy and Mineral Resources (ESDM) No. 23 of 2018 on Management of the Oil and Gas Working Areas Ending Cooperation Contract is a concrete effort to implement the mandate of Article 33 of the 1945 Constitution. The main spirit of this regulation is a healthy competition for all prospective oil and gas contractors, in order to encourage greater results of oil and gas management for the country.

With respect to the Working Areas (WK) or oil and gas blocks that will expire in its contracts, the Government requires that its production levels do not fall, and that the block management program should provide greater benefits to the state.

"The work program for the continuation of the termination of WK oil and gas management must be maintained in quality, both from technical and financial aspects, and must still provide greater results for the country. If the outcome is greater, the state revenue is also better, the benefits for the country are also getting bigger, "said Head of Communications, Public Information Services and Cooperation Bureau, Ministry of ESDM Agung Pribadi in a written statement in Jakarta.

On the basis of Agung, it is not true that Minister of Energy and Mineral Resources Regulation No. 23/2018 prioritizes foreign parties and does not provide an opportunity to PT Pertamina (Persero) to manage terminating oil and gas WK. According to Agung, Pertamina is able to obtain the right to manage WK oil and gas termination.

"Pertamina may apply for the management of the oil and gas working area, as well as other contractors, foreign contractors or local contractors. Later will be evaluated by the Ministry of Energy and Mineral Resources team and inter-agency, "he said.

Article 13 Regulation of the Minister of Energy and Mineral Resources Number 23/2018 describes the Minister of ESDM which shall determine the management of the termination blocks.

"The determination would be the reference is the submission that provides greater benefits for the state. This is in accordance with the mandate of the constitution and this is our priority, "added Agung.

The government, said Agung, fully supports Pertamina to become a large oil and gas company that is calculated in the global arena. That is why, besides assigning directly to Pertamina to manage WK Terminasi, the Government also gives Pertamina opportunity to compete healthily with other companies or oil and gas contractors.

"There is no oil and gas company that can grow big just from the assignment or giving. Competition and fair competition is the way to encourage companies to become stronger and stronger and world-class, "said Agung.
Prior to allow Pertamina to compete with other oil and gas contractors, the Government through the Ministry of ESDM has provided right to manage 10 WK Termination to Pertamina. The ten oil and gas workers are ONWJ, Mahakam, Tengah, Attaka, East Kalimantan, NSO, Sanga-Sanga,
Southeast Sumatra, Tuban, and Ogan Komering.

From the management of WK Mahakam, it is predicted that Pertamina will get an additional net income of around Rp 7-8 trillion per year. From 8 other blocks, can get additional Rp 1 trillion to Rp 2 trillion. This means that from the rights to manage 10 blocks of oil and gas termination Pertamina can get additional revenue of about Rp 10 trillion per year to 20 years.

Responding to the Government's policy through Minister of Energy and Mineral Resources Regulation No. 23 of 201, President Director of Pertamina, Plans, Nicke Widyawati, conveyed positive response and support.

"Regulation of the Minister of Energy and Mineral Resources Number 23/2018 encourages Pertamina's professionalism and competitiveness, so that the Company has a stronger foundation to grow larger. By Ministerial Regulation Pertamina still has the opportunity to get WK Terminasi. As part of the Government, Pertamina has the same task of providing greater benefits for the state, "he said.

Peraturan Menteri ESDM 23/2018 Dorong Kompetisi Pengelolaan Migas


Pemerintah memastikan bahwa Peraturan Menteri Energi dan Sumber Daya Mineral (ESDM) Nomor 23 Tahun 2018 tentang Pengelolaan Wilayah Kerja Migas yang Berakhir Kontrak Kerja Sama-nya adalah upaya nyata untuk mengimplementasikan amanat Pasal 33 Undang-Undang Dasar (UUD) 1945. Semangat utama peraturan ini adalah kompetisi yang sehat bagi semua calon kontraktor migas, dalam rangka mendorong hasil pengelolaan migas yang lebih besar bagi negara.

Terhadap Wilayah Kerja (WK) atau blok migas yang akan berakhir kontraknya, Pemerintah menghendaki agar tingkat produksinya tidak turun, dan program kerja pengelolaan blok tersebut harus memberikan manfaat yang lebih besar untuk negara.

“Program kerja untuk kelanjutan pengelolaan WK migas terminasi harus dijaga kualitasnya, baik dari aspek kemampuan teknis maupun finansial, dan harus tetap memberikan hasil yang lebih besar bagi negara. Kalau hasilnya lebih besar, penerimaan negara juga lebih baik, manfaat untuk negara juga makin besar,” kata Kepala Biro Komunikasi, Layanan Informasi Publik dan Kerja Sama, Kementerian ESDM Agung Pribadi dalam keterangan tertulis di Jakarta.

Dengan dasar itu Agung menegaskan tidak benar bahwa Peraturan Menteri ESDM Nomor 23/2018 tersebut mengutamakan pihak asing dan tidak memberikan kesempatan kepada PT Pertamina (Persero) untuk mengelola WK migas terminasi. Menurut Agung, Pertamina sangat bisa untuk mendapatkan hak kelola WK migas terminasi. 

“Pertamina dapat mengajukan permohonan pengelolaan Wilayah kerja migas tersebut, sebagaimana kontraktor lainnya, kontraktor asing maupun kontraktor lokal. Nanti akan dievaluasi oleh Tim Kementerian ESDM dan lintas instansi," ungkapnya.

Pasal 13 Peraturan Menteri ESDM Nomor 23/2018 menjelaskan Menteri ESDM yang akan menetapkan pengelolaan blok terminasi tesebut. 

“Penetapan nantinya pasti acuannya adalah pengajuan yang memberikan manfaat lebih besar bagi negara. Ini sesuai amanat konstitusi dan ini adalah prioritas kita,” tambah Agung. 

Pemerintah, kata Agung, mendukung penuh Pertamina untuk menjadi perusahaan migas besar yang diperhitungkan di kancah global. Itulah sebabnya, selain menugaskan secara langsung kepada Pertamina untuk mengelola WK Terminasi, Pemerintah juga memberi kesempatan kepada Pertamina untuk berkompetisi secara sehat dengan perusahaan atau kontraktor migas lainnya.

“Tidak ada perusahaan migas yang bisa berkembang besar hanya dari penugasan atau pemberian. Kompetisi dan persaingan yang fair adalah cara untuk mendorong perusahaan menjadi lebih kuat dan tangguh dan berkelas dunia,” papar Agung.

Mahakam Block

Sebelum memberi kesempatan Pertamina untuk bersaing dengan kontraktor migas lain, Pemerintah melalui Kementerian ESDM telah memberikan
hak kelola 10 WK Terminasi kepada Pertamina. Kesepuluh WK migas tersebut yaitu ONWJ, Mahakam, Tengah, Attaka, East Kalimantan, NSO, Sanga-Sanga,
Southeast Sumatera, Tuban, dan Ogan Komering. 

Dari pengelolaan WK Mahakam, diprediksikan Pertamina mendapat tambahan pendapatan bersih sekitar Rp 7-8 triliun per tahun. Dari 8 blok lainnya, bisa mendapat tambahan Rp 1 triliun sampai Rp 2 triliun. Artinya dari hak kelola 10 blok migas terminasi itu Pertamina bisa mendapat tambahan pendapatan sekitar Rp 10 triliun per tahun sampai 20 tahun.

Menanggapi kebijakan Pemerintah melalui Peraturan Menteri ESDM Nomor 23 Tahun 201 tersebut, Pelaksana Tugas (Plt) Direktur Utama Pertamina, Nicke Widyawati, menyampaikan respons positif dan dukungan. 

“Peraturan Menteri ESDM Nomor 23/2018 mendorong profesionalisme dan daya saing Pertamina, sehingga Perseroan memiliki fondasi yang lebih kuat untuk tumbuh makin besar. Dengan Peraturan Menteri itu Pertamina masih memiliki kesempatan untuk mendapatkan WK Terminasi. Sebagai bagian dari Pemerintah, Pertamina memiliki tugas yang sama yaitu memberikan manfaat yang lebih besar bagi negara,” ujarnya.

Mahakam Perdana Prime Block to Domestic



PT Pertamina Hulu Mahakam (PHM) conducts shipment of crude oil to domestic buyers of PT Pertamina (Persero) Integrated Supply Chain (ISC). The shipment is conducted from Senipah Terminal part of Senipah Peciko South Mahakam Field (SPS) which is the main terminal for crude oil and condensate lifting in the oil and gas block.

The initial shipment of Handil Mix Crude with volume of 150 thousand barrels, Shipment using tanker owned by PT Pertamina (Persero) MT Gede with the purpose of Pertamina refinery of Balikpapan (Refinery Unit V). Acting General Manager of CMM John Anis said that the shipment of crude oil to domestic buyers shows that managing the working area of Mahakam from Total E & P Indonesie to PHM runs smoothly.

"This is also a form of support for the fulfillment of energy needs in the country," he said.

The distribution of crude oil and condensate from Senipah Terminal to MT Gede tanker is conducted using Single Buoy Mooring facility (located about 11 km from the beach) operated by PT PHM itself. Handil Mix Crude (from Handil Field) is one of two types of crude oil produced directly by CMF.

Prime Shipment Starts




PT Pertamina Hulu Mahakam is shipping 150,000 barrels of crude oil to PT Pertamina (Persero) Integrated Supply Chain (ISC). Acting General Manager of Pertamina Hulu Mahakam John Anis said the initial shipment of oil to domestic buyers of Pertamina ISC shows the transfer of the working area of the Mahakam block is operating smoothly.

"With this shipment will support the fulfillment of domestic energy," he said

John Anis continued the company will send all oil and condensate production to Pertamina ISC. Shipments were made from the Senipah terminal, part of the Mahakam Peciko South Senate (SPS) field. Senipah is the main terminal for lifting crude oil and condensate in the Mahakam block.

Shipment using Pertamina's Gede Tanker vessel with the purpose of Pertamina refinery or refinery unit V. In crude oil and condensate distribution from Senipah terminal to MT Gede tanker is conducted using single buoy moring facility which is about 11 km and beach.

The facility was operated by Pertamina Hulu Mahakam. This year, Pertarmina targets oil and condensate production in the Mahakam block of 42,000 barrels per day in accordance with the work program and budget of 2018. Later, the oil production in Mahakam will be dilifed through 68 shipments from Senipah terminal and 9 shipment from Santan terminal.

All production of crude oil and condensate in Mahakam block will be allocated to Pertamina's domestic refinery such as refinery unit V Balikpapan, refinary unit IV Cilacap, while for Bontang Return Condensate will be shipped to TPPI refinery, Tuban.

Meanwhile, Pertamina Hulu Mahakam produces two types of crude oil first, Handil Mix Crude from Handil field. In addition there are Bekapai Crude Oil produced from Bekapai field. Besides those two, indirectly, Pertamina Hulu Mahakam also produces Rhinos Crude Oil. 

      This type of oil is part of the Imitisasi Badak field operated Vico Indonesia. For condensate, Pertamina Hulu Mahakam also produces two types namely, Senipah Condensate and Bontang Return Condensate.

Pengapalan Perdana Dimulai


PT Pertamina Hulu Mahakam melakukan pengapalan perdana minyak mentah sebanyak 150.000 barel kepada PT Pertamina (Persero) Integrated Supply Chain (ISC). Pejabat Sementara General Manager Pertamina Hulu Mahakam John Anis mengatakan pengapalan minyak perdana ini kepada pembeli domestik yaitu Pertamina ISC menunjukkan pengalihan Wilayah kerja blok Mahakam beroperasi lancar. 

"Dengan pengapalan ini akan mendukung pemenuhan energi dalam negeri," ujarnya

John Anis melanjutkan perseroan akan mengirimkan semua produksi minyak dan kondensat kepada Pertamina ISC. Pengapalan pun dilakukan dari terminal Senipah, bagian dari lapangan Senipah Peciko South (SPS) Mahakam. Senipah adalah terminal utama untuk lifting minyak mentah dan kondensat di blok Mahakam itu. 

Pengapalan menggunakan kapal Tanker MT Gede milik Pertamina dengan tujuan kilang minyak Pertamina Balikpapan atau Refinery Unit V. Dalam penyaluran minyak mentah dan kondensat dari terminal Senipah ke kapal tanker MT Gede dilakukan menggunakan fasilitas single buoy moring yang berada sekitar 11 km dan pantai. 

Fasilitas itu pun dioperasikan oleh Pertamina Hulu Mahakam. Pada tahun ini, Pertarmina menargetkan produksi minyak dan kondensat di blok Mahakam sebesar 42.000 barel per hari sesuai dengan program kerja dan anggaran 2018. Nantinya, produksi minyak di Mahakam itu akan dilifting melalui 68 pengapalan dari terminal Senipah dan 9 pengapalan dari terminal Santan. 

Seluruh produksi minyak mentah dan kondensat di blok Mahakam akan dialokasikan ke kilang minyak dalam negeri milik Pertamina seperti, refinery unit V Balikpapan, refinary unit IV Cilacap, sedangkan untuk Bontang Return Condensate akan dikapalkan ke kilang Trans Pacific Petrokimia Tuban Indonesia (TPPI) Tuban. 

Sementara itu, Pertamina Hulu Mahakam memproduksi dua jenis minyak mentah pertama, Handil Mix Crude dari lapangan Handil. Selain itu ada Bekapai Crude Oil yang diproduksi dari lapangan Bekapai. Selain kedua itu, secara tidak langsung, Pertamina Hulu Mahakam juga memproduksi Badak Crude Oil. 

     Jenis minyak itu merupakan bagian dari imitisasi lapangan Badak yang dioperasikan Vico Indonesia. Untuk kondensat, Pertamina Hulu Mahakam juga memproduksi dua jenis yakni, Senipah Condensate dan Bontang Return Condensate.

PetroChina Wants Master Mahakam Bloc



Mahakam block continues to release new news. The latest news comes to PetroChina eyeing the Block management section. The Chinese oil and gas company is eyeing a 15% -20% shareholding in Mahakam. Claiming to be ready to invest in (in-house), until now, there is still no official decision.

"We discussed recently, these weeks," said Gusmiran, Vice President of Supply Chain Management & Operation Support of PetroChina Indonesia.

Only, PetroChina has signed a memorandum of understanding (MOU) with Pertamina since November 2017. Under the agreement, PetroChina will develop oil and gas blocks in Indonesia including the Mahakam Block.

According to Gusmiran, although PetroChina's intention to enter the Mahakam block has been granted permission from Pertamina, it still needs to be discussed between the SOE with Total EP Indonesie (France) and Inpex Japan Corporation. Only the two companies are still difficult to negotiate for shared ownership.


The Mahakam Block

Although, the Government of Indonesia has approved Total EP and Inpex can get 39% stake in Mahakam Block. When PetroChina steps into the Mahakam Block is realized, this will not affect Pertamina's position as a controller. PetroChina enters the Mahakam through the Total EP and Inpex sections.

In order to manage the Mahakam block, PetroChina has to spend a huge amount of money. Based on the valuation of Mahakam assets calculated by the Special Unit for Upstream Oil and Gas Business Unit (SKK Migas), the estimated asset of Mahakam as of December 31, 2017, is US $ 9.43 billion. If it takes 15% -20% of the shares, Petrochina must spend between US $ 1.4 billion - US $ 1.88 billion.

SKK Migas noted that the proven reserves of the Mahakam Block as of January 1, 2016, are 4.9 tcf of gas, 57 million barrels of oil and 45 million barrels of condensate. As of November 2017, the Mahakam Block produces 52,000 barrels of oil and condensate oil per day. 

 Meanwhile, gas production is 360 million cubic feet of natural gas per day. Previously, Syamsu Alam Director Hulu Pertamina once said other than Total EP and Inpex, there are some companies that are interested to enter the Mahakam Block.

PetroChina Ingin Menguasai Blok Mahakam


Blok Mahakam terus merilis berita baru. Terbaru muncul kabar PetroChina mengincar bagian Pengelolaan blok tersebut. Perusahaan minyak dan gas bumi dari Tiongkok ini mengincar kepemilikan saham 15%-20% di Mahakam. Mengaku siap melakukan penyertaan modal (farm in), hingga kini, masih belum ada keputusan resmi. 

"Kami membahas belum lama ini, pekan-pekan inilah,” kata Gusmiran, Vice President Supply Chain Management & Operation Support PetroChina Indonesia.

Hanya, PetroChina sudah melakukan penandatangan memorandum of understanding (MOU) dengan Pertamina sejak November 2017. Dalam kesepakatan itu, PetroChina akan mengembangkan blok-blok migas di Indonesia termasuk Blok Mahakam.

Menurut Gusmiran, walaupun niat PetroChina masuk ke Blok Mahakam telah mendapat ijin dari Pertamina, masih perlu pembicaraan antara BUMN tersebut dengan Total EP Indonesie (Perancis) dan Inpex Corporation Jepang. Hanya kedua perusahaan tersebut masih sulit negosiasi unutk bagian kepemilikan saham.

Meski, Pemerintah Indonesia sudah merestui Total EP dan Inpex bisa mendapat 39% saham Blok Mahakam. Bila langkah PetroChina masuk ke Blok Mahakam terealisasi, ini tidak akan mempengaruhi posisi Pertamina sebagai pengendali. PetroChina masuk ke Mahakam melalui bagian Total EP dan Inpex.

Untuk dapat mengelola blok Mahakam, PetroChina harus mengeluarkan dana yang sangat besar. Berdasarkan valuasi aset Mahakam yang dihitung Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas), estimasi aset Mahakam per 31 Desember 2017 segede US$ 9,43 miliar. Jika mengambil 15%-20% saham, Petrochina harus mengeluarkan dana antara US$ 1,4 miliar - US$ 1,88 miliar.

SKK Migas mencatat, cadangan terbukti Blok Mahakam per 1 Januari 2016 sebesat 4,9 tcf gas, 57 juta barel minyak dan 45 juta barrel kondensat. Hingga November 2017, Blok Mahakam memproduksi minyak dan kondensat 52.000 barel minyak per hari.
