The government is advised to invite oil and gas junior companies



The government is advised to invite junior companies (small companies) that focus on oil and gas exploration activities. This is because the discovery of significant oil and gas reserves is the key to achieving the target of producing 1 million barrels of oil per day (BPD) by 2030. 

       Practitioners of Oil and Gas Tumbur Parlindungan revealed that large oil and gas companies rarely voluntarily disburse large funds for large-scale exploration activities. This can be seen from the lack of large oil and gas companies participating in the management of new oil and gas blocks through auctions held by the government.

For this reason, he advised the government to invite junior companies to look for potential oil and gas reserves in the country. This is because, in the world, junior companies usually focus on finding oil and gas reserves to be sold to large oil and gas companies. He gave an example, the discovery of large gas at Tangguh was actually carried out by Arco. However, BP, which is now the operator there, acquired the company.



"We need to invite small companies but want to take exploration risks. We need pioneers who want to drill, we need players who want to play exploration, big companies focus above 100 million barrels and above, "said Tumbur.

According to him, data on oil and gas reserves owned by Indonesia are currently difficult to compete with other regions. At present, large oil and gas companies are actually targeting Africa, which has proven oil and gas reserves in large quantities. This will only happen in Indonesia if there are 11 proven huge oil and gas reserves.

"The company will come if the reserves are proven large," said Tumbur.



Tumbur explained, large companies such as Shell, Chevron, Exxon, and Total would not be interested in oil and gas reserves whose volumes were less than 100 million barrels of oil equivalent. 



Furthermore, companies such as HESS, ConocoPhillips, and National Oil Company (NOC) such as Petronas, PTTEP Thailand, Repsol, will only glance at one area if the reserves are more than 50 million barrels of oil equivalent. 



In fact, he continued, the flow of foreign investment funds is very important so that exploration activities can run massively in Indonesia.

"We see that our oil and gas block auction is not very large, so it will not be in demand by large companies," he said.

On the other hand, the success of finding oil and gas reserves (success ratio) in Indonesia is still less than 50%. This could also be an obstacle to achieving the 1 million BPD oil production target. He gave an example, the findings of oil and gas in Ande-Ande Lumut could be one of the big findings, but the problem of monetization and the use of technology could hamper its development.

Referring to the data of the Ministry of Energy and Mineral Resources (ESDM), the number of the signing of production sharing contracts (PSCs) from oil and gas block auction results has been relatively low since 2015. In 2015, the government signed 8 PSCs. But afterward, although the auction was still held, in 2016-2017, not a single PSC was signed. Furthermore, as many as 11 PSCs were signed in 2018 and 6 PSCs last year. In fact, the signing of the PSC in Indonesia touched 26 contracts in 2011.

Inline, the realization of national oil and gas exploration investment has also been relatively low since 2015. In 2015, the realization of exploration investment was recorded to still reach the US $ 970 million. However, this exploration investment continues to decline to the US $ 916.2 million in 2016, US $ 576.55 million in 2017, and rose to the US $ 786.18 million in 2018. In fact, exploration investment in Indonesia once touched the US $ 3, 05 billion in 2013.

Must be planned

Another strategy from the government to reach the target of 1 million BPD is through enhanced oil recovery (EOR) activities. According to Tumbur, this EOR activity must be planned from the beginning in the development of an oil and gas block. The reason is that EOR activities will not be effective and will require large costs if they are only carried out when the oil and gas reserves of an oil and gas block are almost gone.

"During the decline, the energy strategy has been lost. If it was only EOR at that time, the cost was more expensive. EOR continues improvement, there are pilots from the start. If it's already [production] road it's difficult to run, "said Tumbur.

The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) once made an additional projection of oil production from EOR activities. Referring to the projection, the newly initiated EOR activities can significantly increase oil production starting in 2025. Referring to the data, national oil production is projected to only be 281 thousand BPD by 2030 if no EOR activities are carried out. However, if the EOR is successfully implemented, oil production can be bent to 520 thousand BPD that year.



However, at present, the EOR activities are still in the pilot phase. PT Pertamina (Persero) through Pertamina EP has implemented EOR in Tanjung Field. The company has also signed the points of understanding between Pertamina and Repsol for full-scale management, including the implementation of surfactant-polymer EOR. In the Jirak and Rantau Fields, Pertamina is conducting a study of the application of surfactant chemicals for the implementation of EOR in both fields.



Furthermore, related to CO2 flooding, Pertamina is currently conducting studies in several fields, namely Jatibarang, Sukowati, and Ramba. Pertamina also expanded this EOR activity to the oil and gas block managed by PT Pertamina Hulu Energi (PHE), namely in the North West Java Offshore Block, precisely in the Zulu Field and E-Main. In addition, in the near future the Batang field, which is operated by PHE Siak, will be an EOR steam flooding pilot project.

Threatened to be Delayed, SKK Migas Monitor Tangguh Train 3



The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) does not deny that there is a potential delay of the Tangguh Train 3 project by BP Berau Ltd due to the corona pandemic. For this reason, SKK Migas is ready to oversee the sustainability of this 3.8 million ton per year (MTPA) project.



SKK Migas Deputy for Operations Julius Wiratno said that in fact the project is still ongoing, especially in vital works. Nevertheless, the number of manpower and equipment logistics support is said to be an obstacle.

"Activities that enter the critical construction stage are still ongoing when there are limited personnel and supporting equipment because there are restrictions on the number of workers and physical distancing," explained Julius.

Fluctuating Tough Refinery Production



BP Berau Ltd. faced with technical obstacles in the form of comprehensive maintenance activities (turn around) so that gas production in the Tangguh refinery is fluctuating. 


     BP Indonesia Head of Country Moektianto Soeryo Wibowo admitted the field of operations was still relatively young so reservoir work was still considered good. It's just that in the field technical problems often occur so that BP routinely makes a turnaround.

He added, on average, nine treatments were carried out annually. Especially this year, the number could be 10 times. This condition causes production to fluctuate because when the turn around is carried out, one train will stop temporarily and only one will operate.

It is important to know, the Tangguh Refinery has begun producing since 2009 through the Tangguh Train Train-1 and Train-2 Train with a total capacity of 7.6 million metric tons per year (mtpa) or 1.4 Bcf of gas. Until early January 2019, cumulative production has reached 1,000 cargoes. In 2019, Tangguh Refinery LNG production has reached 100% of the target work program and budget (WP&B), which is 118 cargoes.

"The highest production in 2018 is 122 cargoes. Incidentally, 2018 was not turned around at all, "he said.

In 2021, the Tangguh refinery is targeted to be able to produce 121 cargoes. Since 2013, BP has supplied domestic gas needs. According to him, the domestic gas supply continues to increase. He is optimistic that the Tangguh Train-3 Refinery project will be operational in August 2021 so that it will increase BP's production by 3.8 million mtpa. This means that with three train units operating in 2021 BP's gas production could reach 11.4 million mtpa.

BP has contracted with the State Electricity Company (PLN) to supply 75% of gas production from the Train-3 Tangguh refinery, while the rest will be exported. PLN will receive 688 cargoes from the Tangguh LNG Plant from 2016 to 2033.

Produksi Kilang Tangguh Fluktuatif

BP Berau Ltd. dihadapkan pada kendala teknis berupa kegiatan perawatan menyeluruh (turn around) sehingga produksi gas di Kilang Tangguh fluktuatif. Head of Country BP Indonesia Moektianto Soeryo Wibowo mengakui lapangan operasi memang masih relatif muda sehingga kerja reservoir masih terhitung bagus. Hanya saja di lapangan sering terjadi kendala teknis sehingga BP rutin melakukan turn around.

Dia menambahkan, rata-rata setiap tahun dilakukan sembilan kali perawatan. Khusus tahun ini, jumlahnya bisa menjadi 10 kali. Kondisi tersebut mengakibatkan produksi akan naik turun karena ketika kegiatan turn around dilakukan, salah satu train akan berhenti sementara dan hanya satu yang beroperasi. 

Perlu diketahui, Kilang Tangguh mulai berproduksi sejak 2009 lewat Kilang Tangguh Train-1 dan Kilang tangguh Train-2 dengan kapasitas total 7,6 juta metrik ton per tahun (mtpa) atau 1,4 Bcf gas. Hingga awal Januari 2019, produksi kumulatif telah mencapai 1.000 kargo. Pada 2019, produksi LNG Kilang Tangguh telah mencapai 100% dari target work program and budget (WP&B), yakni sebanyak 118 kargo.

“Produksi tertinggi 2018, yakni 122 kargo. Kebetulan 2018 tidak di-turn round sama sekali,” katanya.

Pada 2021, Kilang Tangguh ditargetkan mampu memproduksi sebanyak 121 kargo. Adapun sejak 2013, BP sudah memasok keperluan gas domestik. Menurutnya, pasokan gas domestik terus mengalami peningkatan. Dia optimistis proyek Kilang Tangguh Train-3 dapat beroperasi pada Agustus 2021 sehingga akan menambah produksi BP sebanyak 3,8 juta mtpa. Artinya, dengan tiga unit train beroperasi pada 2021 produksi gas BP dapat mencapai 11,4 juta mtpa.

BP telah berkontrak dengan Perusahaan Listrik Negara (PLN) untuk memasok 75% produksi gas dari Kilang Tangguh Train-3, sedangkan sisanya akan diekspor. PLN nantinya akan menerima 688 kargo dari Kilang LNG Tangguh selama 2016 sampai 2033.

The Government Will Bid 12 Oil and Gas Blocks



The Ministry of Energy and Mineral Resources (ESDM) will auction 12 conventional and non-conventional oil and gas blocks this year. The ESDM Ministry is optimistic that there are still many investors interested in entering the national upstream oil and gas business. 

     Director of Upstream Business Development Directorate General of Oil and Gas at the ESDM Ministry Mustafid Gunawan said the 12 oil and gas blocks to be auctioned consisted of 10 conventional oil and gas blocks and two non-conventional oil and gas blocks.



Currently, his office is preparing a tender for 12 oil and gas blocks. However, he continued, not all oil and gas blocks will be auctioned together. In the initial stage, it will offer conventional oil and gas blocks first.

"Hoping this March or April conventional oil and gas blocks can be auctioned, 10 oil and gas blocks first," he said.

As for the auction of the two non-conventional oil and gas blocks, he said that they would do afterward. This is because it requires more time to prepare for conventional block auction, bearing in mind that the auction of conventional oil and gas blocks has been resumed after a long stop. Even last year, there was no auction for non-conventional oil and gas blocks.

"The [auction] non-conventional oil and gas block has long been [not done]. We are still looking for what [the strategy] is so that the non-conventional oil and gas block [auction] is even more active, ”explained Mustafid.

The preparation of the auction, which includes the cooperation contract / PSC scheme to be used, is the investment cost that can be returned (cost recovery) or gross profit sharing (gross split). It will see which scheme is more interesting from the technical side.

"What is clear, from the open leadership [whether using cost recovery or gross split, depending on technical results," he said.

Acting Director-General of Oil and Gas at the Ministry of Energy and Mineral Resources, Djoko Siswanto, added that Indonesia is currently still using the two PSC schemes. Of the 254 existing PSCs, only around 45 PSCs use a gross split scheme and the remainder a cost recovery scheme.

However, to avoid polemics, he will offer the two PSC schemes in the oil and gas block auction this year. Therefore, preparation for the auction requires a longer time. This is because it must calculate the amount of profit-sharing (split) offered to the contractor for each scheme so that the economy is the same.

"In terms of cost recovery, surely the government split is greater because it also shares costs. If the gross split, the government is small because the contractor is responsible for the cost. We need time to compare this because the exploration block auctioned is difficult to calculate its economy, "Djoko explained.

Still Interesting

Outside the oil and gas block auction, Mustafid revealed, there were very many international oil and gas companies that were interested in conducting exploration in open areas of Indonesia. Two of these companies are Neptune Energy and BP.

"BP is discussing conducting a survey outside its working area, as a diversion of commitment. This is still being processed, the funds are very large, "he said.

Separately, Deputy Head of the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) Fatar Yani Abdurrahman explained, his party had brought in oil and gas investors from various countries last year. Some of these oil and gas companies claim that oil and gas investment in Indonesia is increasingly attractive.

So far, interested companies are Neptune Energy, Premier Oil, Petrochina and BP. In line with Mustafid, BP will issue several new investments reaching the US $ 4 billion in new fields.

"This Indonesian oil and gas investment is still very interesting. Moreover, there are many basins that have not yet been explored, "said Fatar.

Mustafid added, the government is ready to support investors to enter the national upstream oil and gas business. One of them is by ensuring that the implementation of oil and gas data disclosure can take place in the next six months.

"What really determines [investment] about data, so the data is opened, can be accessed and can even be processed," he said.

This data disclosure is called using a membership system. At present, he is still calculating the amount of membership fees to access this data. Later if an oil and gas company becomes a member, then the contractor can access all existing oil and gas block data. However, if not registered as a member, oil and gas companies can only access basic data.

Pemerintah Akan Lelang 12 Blok Migas

Kementerian Energi dan Sumber Daya Mineral (ESDM) akan melelang 12 blok migas konvensional dan non-konvensional pada tahun ini. Kementerian ESDM optimistis masih banyak investor yang berminat masuk di bisnis hulu migas nasional. 

    Direktur Pembinaan Usaha Hulu Direktorat Jenderal Minyak dan Gas Bumi Kementerian ESDM Mustafid Gunawan mengatakan, 12 blok migas yang akan dilelang ini terdiri dari 10 blok migas konvensional dan dua blok migas nonkonvensional. 

Saat ini, pihaknya sedang menyiapkan dokumen lelang 12 blok migas ini. Namun, lanjutnya, tidak seluruh blok migas akan dilelang bersamaan. Di tahap awal, pihaknya akan menawarkan blok migas konvensional terlebih dahulu.

“Berharap Maret atau April ini yang blok migas konvensional bisa dilelang, 10 blok migas dulu,” kata dia.

Sedangkan untuk lelang dua blok migas nonkonvensional, disebutnya akan dilakukan setelahnya. Hal ini lantaran pihaknya membutuhkan waktu lebih lama untuk menyiapkan lelang blok konvensional, mengingat lelang blok migas konvensional ini kembali dilakukan setelah sekian lama berhenti. Pada tahun lalu pun, tidak ada lelang blok migas nonkon-vensional.

“Yang [lelang] blok migas non-konvensional sudah lama [tidak dilakukan]. Kami masih mencari seperti apa [strateginya] agar [lelang] blok migas nonkonvensional lebih giat lagi,” jelas Mustafid.

Persiapan lelang yang dilakukan yakni termasuk skema kontrak kerja sama/PSC yang akan digunakan, apakah biaya investasi yang dapat dikembalikan (cost recovery) atau bagi hasil kotor (gross split). Pihaknya akan melihat skema mana yang lebih menarik dari sisi teknis.

“Yang jelas, dari pimpinan terbuka [apakah memakai cost recovery atau gross split, tergantung hasil teknis,” tuturnya.

Pelaksana Tugas Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM Djoko Siswanto menambahkan saat ini pun Indonesia masih menggunakan dua skema PSC tersebut. Dari 254 PSC yang ada saat ini, hanya sekitar 45 PSC yang memakai skema gross split dan sisanya skema cost recovery. 

Namun, untuk menghindari polemik pihaknya akan menawarkan kedua skema PSC tersebut dalam lelang blok migas tahun ini. Karenanya, persiapan lelang membutuhkan waktu lebih lama. Hal ini lantaran pihaknya harus menghitung besaran bagi hasil (split) yang ditawarkan ke kontraktor untuk masing-masing skema agar keekonomiannya sama.

“Kalau cost recovery, pasti split pemerintah lebih besar karena ikut tanggung cost. Kalau gross split, pemerintah kecil karena yang menanggung cost itu kontraktor. Kami perlu waktu untuk bandingkan ini, karena yang dilelang blok eksplorasi jadi sulit menghitung keekonomiannya,” jelas Djoko.

Masih Menarik

Di luar lelang blok migas, Mustafid mengungkapkan, sangat banyak perusahaan migas internasional yang berminat melakukan eksplorasi di wilayah terbuka Indonesia. Dua perusahaan diantaranya adalah Neptune Energy dan BP.

“BP sedang berdiskusi untuk lakukan survey di luar wilayah kerjanya, sebagai pengalihan komitmen. Ini masih diproses, dananya sangat besar sekali,” ujarnya.

Secara terpisah, Wakil Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Fatar Yani Abdurrahman menjelaskan, pihaknya telah mendatangkan investor migas dari berbagai negara pada tahun lalu. Beberapa perusahaan migas ini menyatakan bahwa investasi migas di Indonesia semakin menarik. 

Sejauh ini, perusahaan yang berminat adalah Neptune Energy, Premire Oil, Petrochina, dan BP. Senada dengan Mustafid, BP akan mengeluarkan beberapa investasi baru yang mencapai US$ 4 miliar di lapangan baru.

“Ini investasi migas Indonesia masih sangat menarik. Apalagi banyak basin-basin yang belum dieksplor,” tegas Fatar.

Mustafid menambahkan, pemerintah siap mendukung investor untuk masuk ke bisnis hulu migas nasional. Salah satunya yakni dengan memastikan implementasi keterbukaan data migas bisa berlangsung dalam enam bulan mendatang.

“Yang sangat menentukan [investasi] tentang data, jadi data dibuka, boleh di akses dan bahkan boleh diolah,” ungkapnya.

Keterbukaan data ini disebutnya menggunakan sistem keanggotaan. Saat ini, pihaknya masih menghitung berapa besaran iuran keanggotaan untuk mengakses data ini. Nantinya jika sebuah perusahaan migas menjadi anggota, maka kontraktor bisa mengakses seluruh data blok migas yang ada. Namun jika tidak terdaftar sebagai anggota, perusahaan migas hanya dapat mengakses data dasar.

ESDM: Indonesian Upstream Oil and Gas Investment Still Promising For Global Investors

     Mustafid said oil and gas investors can access and process data in accordance with Ministerial Regulations. To access the oil and gas data, oil and gas investors must register themselves as members and pay contributions.

"The fee is being determined. Throughout being a member, get data. If not, only get basic data. Many investors are hoping for data, "he said.

In 2020, Mustafid said, his party would auction 12 work areas (WK) or oil and gas blocks.

"2020, we prepare a WK auction from a technical standpoint, whether cost recovery or gross split, is applied openly depending on evaluation," he said.

He said the work area to be auctioned consisted of 10 conventional oil and gas blocks, and the rest were non-conventional. Previously, the Head of the Communication Bureau, Public Information Services and Cooperation of the Ministry of Energy and Mineral Resources Agung said the Government was optimistic that the Ministerial Regulation could invite the maximum investment in upstream oil and gas.

The government provides data access to all parties who need it with maximum access for those who are registered as members. He said being a member was entitled to get access to a data package in the Work Area offering for free as well as getting a free data package for auction winners.

"As for non-members, data access is limited to general data, basic data, processed data and interpretation data that have passed the confidentiality period.

Yesterday when this application was presented to oil and gas contractors, they recognized that the application of oil and gas data was very helpful in managing oil and gas data, "Agung said.

ESDM: Invostasi Hulu Migas Indonesia Masih Menjanjikan bagi Investor Global

Kementerian Energi dan Sumber Daya Mineral (ESDM) menilai bahwa investasi hulu migas di Indonesia masih sangat menjanjikan bagi investor global.

“Sekarang ini perusahaan internasional mulai masuk ke Indonesia, salah satunya Neptune Energy di blok migas West Ganal (lepas pantai Selat Makasar),” ujar Direktur Pembinaan Usaha Hulu Migas Kementerian ESDM Mustafid Gunawan di Jakarta.

Sebagaimana diketahui, Konsorsium Eni Indonesia Limited - PT Pertamina (Persero) - Neptune Energy West Ganal B.V. menjadi pemenang lelang di blok West Ganal itu. Ia menambahkan, British Petroleum (BP) juga bakal melakukan kegiatan eksplorasi di wilayah terbuka.

“BP sedang berdiskusi pembahasan untuk lakukan survey di luar WK, pengalihan komitmen masih diproses. Dana sangat besar sekali,” ucapnya.

Keyakinan tingginya minat investor global berinvestasi hulu migas, menurut dia, bukan tanpa alasan. Saat ini data migas telah transparan seiring telah diterbitkannya Peraturan Menteri  ESDM Nomor 7 Tahun 2019 Tentang Pengelolaan dan Pemanfaatan Data Minyak dan Gas Bumi. Mustafid mengemukakan investor migas dapat mengakses dan mengolah data sesuai ketentuan Peraturan Menteri. Untuk mengakses data migas itu, investor migas wajib mendaftarkan diri sebagai anggota dan membayar iuran.

“Sedang ditetapkan biaya iurannya. Sepanjang menjadi anggota, mendapat data. Kalau tidak, hanya mendapat data dasar. Banyak investor yang berharap data,” ucapnya.

Pada 2020, Mustafid mengatakan, pihaknya bakal melelang 12 wilayah kerja (WK) atau blok migas.

“2020, lelang WK kita siapkan skema dari sisi teknis, apakah cost recovery atau gross split, diterapkan terbuka tergatung evaluasi,” ujarnya.

Ia mengemukakan wilayah kerja yang akan dilelang itu terdiri dari 10 blok migas konvensional, dan sisanya non konvensional. Sebelumnya, Kepala Biro Komunikasi, Layanan Informasi Publik dan Kerja Sama Kementerian ESDM Agung Pribadi mengatakan Pemerintah optimistis dengan Peraturan Menteri itu dapat mengundang sebesar-besarnya investasi di hulu migas. 

Pemerintah memberikan akses data kepada semua pihak yang membutuhkannya dengan akses yang sebesar-besarnya bagi pihak yang terdaftar menjadi anggota. Dia mengatakan menjadi anggota berhak mendapatkan akses paket data pada penawaran Wilayah Kerja secara gratis serta mendapatkan paket data  gratis untuk pemenang lelang.

KrisEnergy Departs from the Andaman II Block



KrisEnergy Ltd sold all of its shares in the Andaman II Block by 30% to BP Exploration Operating Company Limited. KrisEnergy together with partners won the Andaman II Block at the 2017 oil and gas block auction.

In its official statement, KrisEnergy states, it has signed a conditional sale and purchase agreement with BP Exploration Operating Company Limited for the sale of its shares in the Andaman II Block. The buying and selling of participatory interests (PIs) is still awaiting approval, including from the Government of Indonesia.

"The sale of these assets has taken into account the future exploration costs and risks associated with deep sea activities. The board of directors believes that it is prudent to allocate limited KrisEnergy capital to fund short-term development, "it said in its official statement.

However, KrisEnergy revealed, there is no certainty or guarantee that the release of this asset will be completed. In the Andaman II Block, KrisEnergy is only a 30% PI holder, not an operator. BP Indonesia Head of Country Moektianto Soeryowibowo confirmed that his party has signed an agreement with KrisEnergy.

"The transfer of participating interests is still awaiting several approvals, including from the Indonesian government," he said.

Deputy for Operations of the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) Julius Wiratno admitted that he did not yet know about the KrisEnergy corporate action in releasing its share ownership in the Andaman II Block. But he said, the transfer of shares could affect exploration activities in the block.

"Maybe it can also influence [exploration activities]," said Julius.

The Andaman II Block was won by the Consortium of Premiere Oil Far East Ltd, Kris Energy (Andaman II) BV, and Mubadala Petroleum (Andaman II JSA) Ltd in 2017. Furthermore, this block of production sharing contract (PSC) was just signed last year with a gross split scheme.

The share ownership in the oil and gas block is 40% Premiere Oil, 30% Mubadala Petroleum, and 30% KrisEnergy. The Consortium of Premier Oil Far East Ltd, KrisEnergy (Andaman II) BV, and Mubadala Petroleum (Andaman II JSA) Ltd promised a definite commitment for the first three years of G&G and 3D seismic activities totaling 1,850 square kilometers (km2) worth US $ 7.55 million. KrisEnergy Ltd menjual seluruh sahamnya di Blok Andaman II sebesar 30% kepada BP Exploration Operating Company Limited. KrisEnergy bersama mitra memenangkan Blok Andaman II ini pada lelang blok migas 2017 lalu. 

Dalam keterangan resminya, KrisEnergy menyatakan, telah menandatangani perjanjian jual beli bersyarat (conditional sale and purchase agreement) dengan BP Exploration Operating Company Limited untuk penjualan sahamnya di Blok Andaman II tersebut. Jual beli bagian partisipasi (participating interest/PI) ini masih menunggu persetujuan persetujuan, termasuk dari Pemerintah Indonesia.

“Penjualan aset ini telah mempertimbangkan biaya eksplorasi di masa mendatang dan risiko-risiko terkait kegiatan di laut dalam. Jajaran direksi percaya bahwa lebih bijaksana mengalokasikan modal KrisEnergy yang terbatas untuk mendanai pengembangan jangka pendek,” demikian tertulis dalam keterangan resminya.

Meski demikian, KrisEnergy mengungkapkan, tidak ada kepastian ataupun jaminan pelepasan aset ini akan diselesaikan. Di Blok Andaman II, KrisEnergy hanya sebagai pemegang PI dengan besaran 30%, bukan operator. Head of Country BP Indonesia Moektianto Soeryowibowo membenarkan bahwa pihaknya

“Pengalihan participating interest masih menunggu beberapa persetujuan, termasuk dari pemerintah Indonesia,” tuturnya.

Deputi Operasi Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Julius Wiratno mengakui belum mengetahui soal aksi korporasi KrisEnergy melepas kepemilikan sahamnya di Blok Andaman II. Namun dikatakanya, pengalihan saham ini bisa berpengaruh pada kegiatan eksplorasi di blok tersebut. 

“Mungkin bisa berpengaruh juga [kegiatan eksplorasi],” kata Julius.

Blok Andaman II dimenangkan oleh Konsorsium Premiere Oil Far East Ltd, Kris Energy (Andaman II) BV, dan Mubadala Petroleum (Andaman II JSA) Ltd pada 2017 lalu. Selanjutnya, kontrak kerja sama (production sharing contract/PSC) blok ini baru diteken pada tahun lalu dengan skema bagi hasil kotor (gross split).

Kepemilikan saham di blok migas ini yakni Premiere Oil 40%, Mubadala Petroleum 30%, dan KrisEnergy 30%. KrisEnergy Release of Andaman Ownership ll



KrisEnergy Ltd agreed to release its 30% participating interest (PI) in the Andaman II Block to British Petroleum (BP). In an official statement, KrisEnergy's management announced that it signed a conditional sale and purchase agreement with BP Explorating Operating Company Limited.

Currently the process of buying and selling participating rights in the Andaman II block is still awaiting approval from the Indonesian government. The Singapore-based oil and gas company released the Pl after considering the exploration costs and risks of marine oil and gas operations. By doing so, the Board of Directors considers it wise for KrisEnergy to allocate limited capital for short-term development. Krisenergy hasn't confirmed when the Pl release will be completed.

Based on this business agreement, the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) has not commented much. Head of SKK Migas Program and Communication Division Wisnu Prabawa Taher said that his party had not received an official notification from KKKS related to the planned release of the Pl.

"There is no formal information," he said.
The Andaman II Block is a new block auctioned by the government in 2017 using a gross profit sharing scheme. The new contract was signed in early 2018 which was won by the Andaman II block management consortium namely Premiere Oil Far East Ltd as operator, KrisEnergy Ltd, and Mubadala Petroleum. Based on ESDM Ministry data, the Andaman Il block has the potential to store reserves of 844.14 billion Cubic feet / BCF gas and oil 196.53 million barrels of oil / MMbo.

The first 3-year commitment must be fulfilled by the consortium in the form of G&G and elementary school seismic activities covering an area of ​​1,850 square kilometers (km2) worth US $ 7.55 million. In accordance with Government Regulation No. 53 of 2017 which regulates tax treatment for upstream oil and gas business activities with a gross split PSC, the contractor will get indirect tax incentives.

KrisEnergy Ltd sepakat untuk melepas hak partisipasi atau participating interest (PI) 30% yang dimilikinya di Blok Andaman ll kepada British Petroleum (BP).

    Dalam keterangan resmi, manajemen KrisEnergy mengumumkan bahwa pihaknya mendatangani perjanjian jual beli bersyarat dengan BP Explorating Operating Company Limited. 

Saat ini proses jual beli bagian  partisipasi blok Andaman II tersebut masih menunggu persetujuan pemerintah Indonesia. Perusahaan migas yang berbasis di Singapura tersebut melepas Pl setelah mempertimbangkan biaya eksplorasi serta risiko operasi migas laut. Dengan begitu, Dewan Direksi menganggap akan lebih bijaksana bagi KrisEnergy untung mengalokasikan modal terbatasnya untuk pembangunan jangka pendek. Krisenergy belum memastikan kapan pelepasan Pl akan selesai. 

Atas kesepakatan bisnis ini, Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) belum banyak berkomentar. Kepala Divisi Program dan Komunikasi SKK Migas Wisnu Prabawa Taher mengatakan pihaknya belum menerima pemberitahuan resmi dari KKKS terkait dengan rencana pelepasan Pl tersebut. 

“Belum ada informasi formal,” katanya.

Blok Andaman II merupakan blok baru yang dilelang pemerintah pada 2017 dengan menggunakan skema bagi hasil kotor atau gross split. Penandatanganan kontraknya baru dilakukan pada awal 2018 yang dimenangkan oleh konsorsium kelola blok Andaman II yakni Premiere Oil Far East Ltd sebagai operator, KrisEnergy Ltd, serta Mubadala Petroleum. Berdasarkan Data Kementerian ESDM, blok Andaman Il berpotensi menyimpan cadangan sebesar 844,14 billion Cubic feet/BCF gas dan minyak 196,53 juta barel minyak/MMbo. 

Adapun komitmen pasti 3 tahun pertama yang harus dipenuhi oleh konsorsium berupa kegiatan G&G dan seismik SD seluas 1.850 kilometer persegi (km2) senilai US$ 7,55 juta. Sesuai dengan Peraturan Pemerintah Nomor 53 Tahun 2017 yang mengatur perlakuan perpajakan pada kegiatan usaha hulu migas dengan PSC gross split, kontraktor akan mendapatkan insentif pajak tidak langsung.

Pertamina Prepares Rokan Transition



PT Pertamina (Persero) prepared a number of activities in 2019 to begin the transition to managing the Rokan Block located in Riau. After paying the signature bonus December 20, 2018, Pertamina immediately formed a subsidiary to manage the legendary oil and gas work area, namely PT Pertamina Hulu Rokan.

Furthermore, Pertamina also plans to build an oil pipeline with a downstream scheme that connects Minas-Duri-Dumai and Balam-Bangko-Dumai. The construction of an oil pipeline is considered necessary because the existing pipelines are 40 years old. 

     According to him, the construction of the pipeline does not need to wait for the transition, management, but it can already be done this year. Based on the results of the study, to facilitate production, the pipeline infrastructure must be replaced.

"Chevron has agreed, but it will be detailed in the future. "The route will be installed next to each other, some will be made new," said the former BP Indonesia Head of Country.

In addition to the construction of a pipeline, Pertamina plans to also prepare a well drilling program. Dharmawan acknowledges that drilling wells is not easy because it requires a business agreement.

SKK Migas Head Dwi Soetjipto said that drilling wells is possible in the second semester / 2019. Meanwhile, to encourage upstream oil and gas investment, a concrete breakthrough needs to be done, one of which is the simplification of licensing for operational activities by focusing on SKK Migas. 

      The lecturer at the Trisakti University Faculty of Earth Sciences and Energy Pri Agung Rakhmanto said that innovation in the form of strengthening the role of SKK Migas could be done through the revision of the Oil and Gas Law.

Pertamina Siapkan Masa Transisi Rokan


PT Pertamina (Persero) menyiapkan sejumlah kegiatan pada 2019 untuk mulai melakukan transisi pengelolaan Blok Rokan yang berlokasi di Riau. Setelah membayarkan bonus tanda tangan 20 Desember 2018, Pertamina langsung membentuk anak usaha untuk mengelola wilayah kerja minyak dan gas bumi legendaris tersebut, yaitu PT Pertamina Hulu Rokan. 

RP Yudantoro ditunjuk sebagai Presiden Direktur Pertamina Hulu Rokan. Mantan Direktur Operasional PT Pertamina EP Cepu (PEPC) ini belum dapat memberikan komentar terkait dengan transisi pengelolaan Blok Rokan. 

“Nanti dulu," katanya sesuai acara Media Workshop Direktorat Hulu PT Pertamina: Upstream Insight. 

Pada kesempatan yang sama, Direktur Hulu Pertamina Dharmawan Samsu memaparkan, sejumlah fokus Pertamina dalam transisi blok migas legendaris tersebut. Dia menjelaskan, Pertamina Hulu Rokan berada langsung di bawah Direktorat Hulu Pertamina. 

      Dharmawan menyebutkan, anak usaha ini resmi dibentuk pada 20 Desember 2018, sehari sebelum perusahaan membayar bonus tanda tangan dan jaminan performa untuk Blok Rokan. 

“Tanda tangan kontrak ditargetkan untuk dilakukan pada bulan ini. Saat ini kami berada dalam tahap diskusi final dengan pemerintah,” ujarnya. 

Selanjutnya, Pertamina juga berencana untuk membangun pipa minyak dengan skema hilir yang menghubungan Minas-Duri-Dumai dan Balam-Bangko-Dumai. Pembangunan pipa minyak dianggap perlu mengingat jaringan pipa yang ada sudah berumur 40 tahun. 

     Menurutnya, pembangunan pipa tidak perlu menanti peralihan, pengelolaan, tetapi sudah dapat dilakukan pada tahun ini. Berdasarkan hasil kajian, untuk memperlancar produksi, infrastruktur pipa harus diganti. 

“Chevron sudah sepakat, tetapi akan didetailkan ke depannya. Mengenai jalur nanti dipasang bersebelahan, ada juga yang dibuat baru,” tutur mantan Head of Country BP Indonesia tersebut. 

Selain pembangunan jaringan pipa, Pertamina rencananya juga menyiapkan program pengeboran sumur. Dharmawan mengakui bahwa pengeboran sumur tidak mudah karena memerlukan kesepakatan bisnis. 

Kepala SKK Migas Dwi Soetjipto mengatakan bahwa pengeboran sumur dimungkinkan terjadi pada semester II/2019. Sementara itu, untuk mendorong investasi hulu migas perlu dilakukan terobosan konkret, salah satunya penyederhanaan perizinan kegiatan operasional dengan memusatkan di SKK Migas. 

     Pengajar di Fakultas Teknologi Kebumian dan Energi Universitas Trisakti Pri Agung Rakhmanto mengatakan, inovasi dalam bentuk penguatan peran SKK Migas dapat dilakukan melalui revisi Undang-Undang Minyak dan Gas.
