The cost of the Ultra In Sea Project is cut in half



Chevron parties want to cut costs so that the development plan is approved

One of Chevron's deep-sea oil and gas projects or Deepwater Development (IDD) projects is entering a new phase. This is in line with the certainty of the proposed development plan or plan of development (PoD) by the company from the United States.



Chevron is finally willing to cut development costs as requested by the Ministry of Energy and Mineral Resources (ESDM) as the main condition of the PoD's approval by the government. The government admits that it is still waiting for the proposal of PoD of the official IDD project from Chevron party no later than June 28, 2018. EMR Deputy Minister of Energy, Arcandra Tahar claimed the IDD project cost cuts are estimated to reach about US $ 6 billion.

Arcandra stressed that IDD project cost cuts are not only caused by world oil prices that are different from when Chevron requested a revision of the previous PoD, when oil prices were in the position of about US $ 100s per barrel. In addition to the financing structure, the main factor of cost cutting is the adoption of the right technology without having to spend the extra cost.

"The main thing is technology, the way that they develop, then commercial technology," said Arcandra.

Biaya Proyek Laut Ultra Dalam Dipotong Setengah


Pihak Chevron mau memangkas biaya agar rencana pengembangan disetujui

Salah satu proyek minyak dan gas (migas) ultra laut dalam atau Indonesia Deepwater Development (IDD) yang dikerjakan Chevron memasuki babak baru. Hal ini seiring adanya kepastian pengajuan proposal rencana pengembangan atau plan of development (PoD) oleh perusahaan dari Amerika Serikat tersebut.

Chevron akhirnya bersedia memotong biaya pengembangan seperti permintaan Kementerian Energi dan Sumber Daya Mineral (ESDM) sebagai syarat utama persetujuan PoD oleh pemerintah. Adapun pemerintah mengaku masih menanti proposal PoD proyek IDD resmi dari pihak Chevron paling lambat pada 28 Juni 2018. Wakil Mentreri ESDM, Arcandra Tahar mengklaim pemangkasan biaya proyek IDD diperkirakan mencapai sekitar US$ 6 miliar. 

"Jadi kira-kira sekitar US$ 6 miliar cutting (pemangkasan biaya), tadinya US$ 12,8 miliar," kata Arcandra.

Dengan kata lain, pemotongan hampir separuh. Ia menceritakan, pemangkasan biaya pengembangan Gendalo-Gehem ini tidak lepas dari lobi dan evaluasi pemerintah terhadap struktur biaya yang diberikankan oleh tim Chevron. Pemerintah bahkan melakukan pembicaraan pemangkasan biaya dengan tim dari kantor pusat. Chevron di Houston, Amerika Serikat (AS).

"Pembicaraan sejak sebelum puasa," kata Arcandra. 

Sebenarnya PoD ultra laut dalam tahap kedua ini sebenarnya sudah sempat mendapat persetujuan pemerinfah pada tahun 2008. Namun seiring perjalanan waktu, pada tahun 2013 setelah tahap front end engineering design (FEED), kebutuhan biaya proyek ini meningkat, dari sekitar US$ 6,9 miliar. Nah, mulai meningkatnya harga minyak jadi alasan Chevron melakukan revisi PoD. Perusahaan yang dulu bernama Caltex itu kemudian merevisi PoD tersebut dengan menambahkan permintaan Credit investment.

Saat revisi proposal revisi itu diserahkan, pemerintah selalu menolak. Hal itu karena proposal tidak lengkap secara administrasi dan pihak Chevron meminta insentif yang tidak ada dalam kontrak, yakni Credit Investment. Chevron meminta investment kredit atau hak ganti rugi kepada pemerintah dengan persentase yang sangat tinggi, yakni sebesar 240 %. Padahal maksimal investment credit yang diminta Kontraktor Kontrak Kerja Sama (KKKS) itu hanya sebesar 100% 

Arcandra menegaskan, pemangkasan biaya proyek IDD bukan hanya disebabkan harga minyak dunia yang berbeda dengan saat Chevron meminta revisi PoD sebelumnya, ketika harga minyak berada di posisi sekitar US$ 100an per barel. Selain struktur pembiayaan, faktor utama pemotongan biaya adalah penerapan teknologi yang tepat tanpa harus menghabiskan biaya ekstra. 

"Yang utama itu teknologi, the way that they develop, lalu teknologi komersial," ungkap Arcandra.

Meskipun mengalami pemangkasan biaya cukup signifikan, Arcandra menjamin produksi gas dari lapangan Gendalo-Gehem tidak akan terpengaruh. Layak kita tunggu realisasinya.

Project Tangguh Train 3 Continues to Target



The completion of the Tangguh Train 3 project is believed to be on target, ie 2020. It follows the arrival of a jacket or key infrastructure in the development of Train 3 which became the main milestone for the development of one of the largest liqufied natural gas (LNG) facilities in Indonesia by BP Indonesia. Vice President of BP Asia Pacific Project Niall Maguire said the jacket sent to Bintuni Bay or the location of the Tangguh Train 3 project is an important milestone in Tangguh's expansion.

After the jacket arrives, the next step is to look forward to the arrival of a platform that is indeed a package in the construction of this project. The Tangguh Train 3 project target will be completed by 2020. Later Train 3 will have capacity or production capability reaching 3.8 million tons per annmum (mtpa).

The addition of capacity from Train 3 will make the total LNG processing capacity in Tangguh reach 11.4 mtpa. The project will also add two offshore platforms, 13 new production wells, a new LNG loading dock, and other supporting infrastructure. 

      Gas production from Train 3 will be mostly or approximately 75 percent will be purchased by PT Perusahaan Listrik Negara (PLN) as raw material for gas powered power plants. In addition to PLN, it has also been allocated as much as 20 million cubic feet per day (mmscfd) for the electricity needs of the West Papua Region. BP holds 37.16% of management rights in the Tangguh project.

Proyek Tangguh Train 3 Berlanjut Sesuai Target


Penyelesaian proyek Tangguh Train 3 diyakini masih sesuai target, yakni tahun 2020. Hal itu menyusul tibanya jacket atau infrastruktur utama dalam pengembangan Train 3 yang menjadi milestone utama pengembangan salah satu fasilitas liqufied natural gas (LNG) paling besar di Indonesia oleh BP Indonesia. Infrastruktur seberat 1,900 ton itu dikirim dari Karimun Yard, Provinsi Kepulauan Riau menuju Teluk Bintuni dengan menempuh waktu selama 18 hari.

Vice President Proyek BP Asia Pasifik Niall Maguire mengatakan, jacket yang dikirim menuju teluk Bintuni atau lokasi pengerjaan proyek Tangguh Train 3 merupakan milestone penting dalam ekspansi Tangguh. 

"Kami bisa membangun kepercayaan diri dalam mencapai milestone berikutnya di proyek ini," kata Niall.

Setelah jacket tiba, tahap selanjutnya adalah menantikan kedatangan platform yang memang merupakan satu paket dalam konstruksi proyek ini. Targetnya Proyek Tangguh Train 3 akan selesai tahun 2020. Nantinya Train 3 akan memiliki kapasitas atau kemampuan produksi mencapai 3,8 million tons per annmum (mtpa).

Penambahan kapasitas dari Train 3 akan membuat total seluruh kapasitas pengolahan LNG di Tangguh mencapai 11,4 mtpa. Proyek ini juga akan menambahkan dua anjungan lepas pantai, 13 sumur produksi baru, dermaga pemuatan LNG baru, dan infrastruktur pendukung lain. 

     Produksi gas dari Train 3 nantinya sebagian besar atau sekitar 75% akan dibeli PT Perusahaan Listrik Negara (PLN) sebagai bahan baku pembangkit listrik bertenaga gas. Selain PLN, juga telah dialokasikan sebesar 20 juta kaki kubik per hari (mmscfd) untuk kebutuhan listrik Wilayah Papua Barat. BP memegang 37,16% hak kelola di proyek Tangguh.

Chevron Cuts Costs



Chevron Indonesia Company Ltd. will cut the operating and development costs of Indonesia's Deep Water Development (IDD) project in Gendalo-Gehem Field to US $ 6.8 billion.

Under the initial plan, Gendalo-Gehem's operating and development expenses stood at US $ 12.8 billion. Deputy Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar said it was discussing with Chevron when visiting Houston, United States (US). As a result of the visit, the US company agreed to cut IDD project development costs.

"Thus, the cost of state cost recovery on IDD projects will decrease by approximately US $ 6 billion," he said.

Arcandra said, it has not received a detailed proposal related to the revision of the plan of development (PoD) of the deep sea.

"Later, on June 28, 2018 will see the exact figure of cutting the cost of development of IDD by Chevron," he said.



Until May 2018, the realization of cost recovery is worth US $ 4.7 billion or 47% and the target of APBN 2,018 worth US $ 10.1 billion. On the other hand, Senior Vice President of Government Policy and Public Affairs of Chevron Indonesia Yanto Sianipar said, The study and the concept of feasibility of engineering and design work or pre-font end engineering and design (pre-FEED) on IDD project have started well. It has been pre-FEED since December 2017.

"We have also optimized the concept of development and simplification of the design basis. It makes an indication of significant reductions in development and operational costs, "he told Bisnis.

In the SKK Migas data, Chevron's Managed IDD Gendalo and Gehem project will start operations in 2024 and 2025. IDD Gendalo is estimated to have approximately 500 million cubic feet of gas per day (MMscfd) while Gehem 420 MMscfd. Arcandra mentions that Chevron will submit an IDD proposal without special conditions.

"The IDD renewal time will depend on the Chevron given PoD, interesting or not," he said.

The Ministry of Energy and Mineral Resources was intent on cutting the cost of developing oil and gas fields more efficiently. This is to make the return of oil and gas production cost does not rise too high. Previously, the ESDM Ministry has cut development costs at Merakes Square. MAKASSAR STRAIT

Chevron will also submit a proposal for a new Makassar Strait contract along with the submission of POD at the deep-sea oil and gas project in Makassar Strait. The contract scheme for Makassar-Strait will then use the gross split share. Arcandra said the development plans of IDD and Makassar Strait will be different. Later, Chevron will file the POD of the two blocks differently.

"However, in the implementation there may be a synergized, but still must be submitted one by one," he said.

Makassar Strait is one of the oil and gas blocks that will terminate by 2020. In addition to Makassar Strait, there are five other blocks to terminate, namely South Jambi B block will be managed by Petrochina, Brantas Block managed by Lapindo, Malacca Strait managed by EMR Salawati and Bird Head will be managed by Petrogas.

The other five blocks have obtained the terms and conditions of new contracts with the gross profit sharing scheme of the ESDM Ministry. The five block termination managers established a total commitment of US $ 291.52 million. Chevron Indonesia Company Ltd. akan memangkas biaya operasional dan pengembangan proyek minyak dan gas bumi laut dalam atau Indonesia deep water development (IDD) di Lapangan Gendalo-Gehem menjadi US$ 6,8 miliar.

Berdasarkan rencana awal, biaya operasional dan pengembangan Gendalo-Gehem mencapai US$12,8 miliar. Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar mengatakan, pihaknya berdiskusi dengan Chevron ketika berkunjung ke Houston, Amerika Serikat (AS). Hasil dari kunjungan itu, perusahaan dari AS itu setuju untuk memangkas biaya pengembangan proyek IDD.

“Dengan begitu, beban cost recovery [biaya produksi] negara pada proyek IDD akan berkurang sekitar US$6 miliar,” ujarnya.

Arcandra menuturkan, pihaknya belum mendapatkan proposal detail terkait dengan revisi rencana pengembangan (plan of development/PoD) laut dalam tersebut. 

“Nanti, pada 28 Juni 2018 akan terlihat angka pasti pemangkasan biaya pengembangan IDD oleh Chevron tersebut,” tuturnya.

Sampai Mei 2018, realisasi cost recovery senilai US$4,7 miliar atau 47% dan target APBN 2.018 senilai US$10,1 miliar. Di sisi lain, Senior Vice President Policy Government and Public Affairs Chevron Indonesia Yanto Sianipar mengatakan, Studi dan konsep kelayakan pekerjaan keteknikan dan desain atau pre-font end engineering and design (pre-FEED) pada proyek IDD telah dimulai dengan baik. Pihaknya telah melakukan pre-FEED sejak Desember 2017.

“Kami pun telah melakukan optimalisasi konsep pengembangan dan penyederhanaan basis rancangan. Hal itu membuat ada indikasi pengurangan biaya pengembangan dan operasional yang signifikan,” ujarnya kepada Bisnis.

Dalam data SKK Migas, Proyek IDD Gendalo dan Gehem yang dikelola oleh Chevron akan mulai beroperasi pada 2024 dan 2025. IDD Gendalo diperkirakan memiliki produksi gas bumi sekitar 500 juta kaki kubik per hari (MMscfd), sedangkan Gehem 420 MMscfd. Arcandra menyebutkan bahwa Chevron akan menyerahkan proposal IDD tanpa syarat-syarat khusus. 

“Waktu perpanjangan IDD akan tergantung PoD yang diberikan Chevron, menarik atau tidak,” sebutnya.

Kementerian ESDM pun tengah gencar untuk bisa memangkas biaya pengembangan lapangan migas lebih efisien lagi. Hal itu demi membuat tingkat pengembalian biaya produksi migas tidak naik terlalu tinggi. Sebelumnya, Kementerian ESDM sudah memangkas biaya pengembangan di Lapangan Merakes. Eni, pengelola Lapangan Merakes, setuju memangkas biaya sekitar US$ 200 juta menjadi sekitar US$ 1,03 miliar dibandingkan dengan sebelumnya senilai US$ 1,2 miliar.

Selain itu, Kementerian ESDM juga meminta pengelola Blok Kasuri untuk melakukan audit pihak ketiga. Hal itu dilakukan untuk melihat biaya pengeboran dan pengembangan lainnya. Pemerintah melakukan hal itu bukan berarti menilai biaya pengembangan Blok Kasuri terlalu tinggi, tetapi untuk verifikasi biar lebih adil.

MAKASSAR STRAIT

Chevron juga akan mengajukan proposal untuk kontrak baru Makassar Strait bersamaan dengan pengajuan POD di proyek migas laut dalam di Selat Makassar. Skema kontrak untuk Makassar-Strait nantinya menggunakan bagi hasil kotor atau gross split. Arcandra mengatakan, rencana pengembangan IDD dan Makassar Strait akan berbeda. Nanti, Chevron akan mengajukan POD kedua blok itu secara berbeda.

“Namun, dalam pelaksanaannya mungkin akan ada yang disinergikan, tetapi tetap harus di-submit satu per satu,” ujarnya.

Makassar Strait adalah salah satu blok migas yang akan terminasi pada 2020. Selain Makassar Strait, ada lima blok lain yang akan terminasi, yakni Blok South Jambi B akan dikelola oleh Petrochina, Blok Brantas dikelola oleh Lapindo, Malacca Strait dikelola oleh EMR Salawati dan Kepala Burung akan dikelola oleh Petrogas.

Kelima blok lain sudah mendapatkan ketentuan dan syarat (term and condition) kontrak baru dengan skema bagi hasil kotor dari Kementerian ESDM. Pengelola lima blok terminasi itu menetapkan komitmen pasti secara total US$ 291,52 juta. Secara rinci, komitmen pasti Blok Brantas senilai US$ 115,55 juta, Malacca Strait US$ 45,75 juta, South Jambi B senilai US$ 32,75 juta, Kepala Burung US$ 61,22 juta, dan Salawati senilai US$ 36,25 juta.

The Jumbo Oil and Gas Project is Operating Sluggishly



A number of large-scale oil and gas projects have started to operate. However, the progress of these big projects is still very slow. One of the major projects that are expected to go ahead is the ultra marine project in Indonesia's second phase Deep Water Development (IDD) alias for Field Square Gendalo and Gehem.

Director General of Oil and Gas at the Ministry of Energy and Mineral Resources Djoko Siswanto said the Gendalo-Gehem plan of development (POD) proposal will be submitted in June 2018.

LNG plant location determination will be determined after pre feed is completed. According to Berly, pre-feed is the key step needed to formulate the revision of POD 1 (first development plan) to be submitted to the Government of Indonesia to continue the development of the Abadi LNG project.

"Pre feed will consider and formulate the basic requirements for the design of refineries and other facilities The analysis of pre feed results also examines the potential location of refinery development in West Southeast Maluku," he said.



Adapted East Natuna Block also has not started after Pertamina abandoned its partner, namely ExxonMobil, Petronas and PTT EP Thailand. East Natuna is a jumbo gas project with 46 trillion cubic feet (tcf) gas reserves. Pertamina is still looking for new partners.

Proyek Migas Jumbo Beroperasi Lamban


Sejumlah proyek migas skala besar sudah mulai beroperasi. Namun, kemajuan proyek-proyek besar tersebut masih sangat lambat. Salah satu proyek besar yang diharapkan segera berjalan adalah proyek ultra laut dalam alias Indonesia Deep Water Development (IDD) tahap kedua untuk Lapangan Lapangan Gendalo dan Gehem. 

Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) Djoko Siswanto mengatakan, proposal plan of development (POD) Gendalo-Gehem akan diajukan pada Juni 2018 ini. 

"Kami sedang menunggu proposalnya," jelas Djoko, akhir pekan lalu.

Menurut Kepala Divisi Program dan Komunikasi Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Wisnu Prabawa Taller, proyek Gendalo-Gehem masih dalam tahap pre front end engineering design (pre feed) dan diharapkan bisa selesai pekan ini.

"Mudah-mudahan pekan depan conclude," kata Wisnu.

Selain proyek Gendalo-Gehem, proyek Blok Masela juga sangat lambat. Wisnu mengungkapkan, proyek Blok Masela juga masih dalam tahapan prefeed. Mohammad Berli, Advisor Corp Service & Act. Senior Manager Corporote Responsibility Inpex Indonesia mengatakan, target pre feed Blok Masela selesai pada akhir tahun 2018. 

     Makanya sampai saat ini Inpex belum melakukan pembebasan lahan untuk lokasi kilang LNG. Bahkan, Inpex belum menentukan lokasi tepatnya kilang liquefied natural gas (LNG) Blok Masela akan dibangun di Maluku Tenggara Barat. 

"Lokasi kilang belum ditentukan. Saat ini kami melakukan survei pre feed,” ujar Berly.

Penentuan lokasi kilang LNG akan ditentukan setelah pre feed selesai. Menurut Berly, pre-feed adalah langkah kunci yang diperlukan untuk merumuskan revisi POD 1 (rencana pembangunan pertama) yang akan diserahkan ke Pemerintah Indonesia untuk melanjutkan pengembangan proyek LNG Abadi. 

"Pre feed akan mempertimbangkan dan merumuskan syarat dasar untuk desain kilang dan fasilitas lain. Analisis hasil pre feed juga mengkaji potensi lokasi pembangunan kilang di Maluku Tenggara Barat," ujarnya. 

Adapan Blok East Natuna juga belum dimulai setelah Pertamina ditinggal patnernya, yakni ExxonMobil, Petronas dan PTT EP Thailand. East Natuna adalah proyek gas jumbo dengan cadangan gas 46 trilion cubic feet (tcf). Pertamina masih mencari mitra baru.

Petronas: No Arbitration on Kepodang



Petronas Carigali finally opened a vote related to the compensation issue in the gas transportation agreement contract with PT Perusahaan Gas Negara Tbk (PGN) in Kepodang Field Blok Muriah. 



     Manono Setiawan, Manager of Corporal Affairs & Administration, Petronas Carigali, said that Petronas has not received any information related to PGN's move to sue Petronas for arbitration because it has not paid ship or pay liability of US $ 32 million. According to Andiono, Petronas has followed the agreement in the gas transportation agreement.

Petronas: Belum Ada Arbitrase atas Kepodang


Petronas Carigali akhirnya buka suara terkait masalah ganti rugi dalam kontrak gas transportation agreement dengan PT Perusahaan Gas Negara Tbk (PGN) di Lapangan Kepodang Blok Muriah. 

     Manajer Corpopate Affairs & Administration Petronas Carigali Andiono Setiawan mengatakan, Petronas sampai saat ini belum mendapatkan informasi terkait langkah PGN yang akan menuntut Petronas kepengadilan arbitrase karena belum membayar kewajiban ship or pay sebesar US$ 32 juta. Menurut Andiono, Petronas telah mengikuti perjanjian dalam gas transportation agreement . 

"Kami belum menerima pemberitahuan resmi dari PGN untuk arbitrase dan yang pasti kami selalu mengikuti apa yang ada di dalam perjanjian," ujar Andiono

Namun ia tidak menegaskan jumlah kewajiban ship or pay yang telah dibayarkan oleh Petronas kepada PGN.

“Pada prinsipnya kami mengikuti apa yang ada di dalam perjanjian," terangnya. 

Seperti diketahui, PGN hingga saat ini masih belum juga mendapatkan ganti rugi dan Petronas akibat kondisi kahar di Lapangan Kepodang. Total ganti rugi yang seharusnya sudah dibayar sesuai mekanisme kontrak ship or pay mencapai sekitar US$ 32 juta. 

     Direktur Infrastruktur dan Teknologi PGN Dilo Seno Widagdo menyebut, PGN akan menyelesaikan permasalah ganti rugi tersebut melalui jalur arbitrase. 

"Petronas belum membayar sesuai ketentuan kontrak gas. Kami lanjutkan ke arbitase," tegas Dilo, Jumat (22/6).

Pertamina Starts Search Partners RDMP Balikpapan Plant



PT Pertamina (Persero) stated that the project construction of the refinery, both the new unit construction and the upgrading of the Iama unit, is still running as planned. In fact, Pertamina is now looking for partners to work on upgrading project of Balikpapan Refinery. The government's policy of reassigning Premium sales in Java does not disrupt this refinery project.

As is known, to date, an additional 571 retail outlets have re-sold Premium, so there are about 2,000 gas stations that provide Premium. Whereas on the other hand, Pertamina is now building a new refinery and refine the old refinery so it can produce fuel oil (BBM) at least Euro 4 standard. While Premium is a standard fuel Euro 2.

Pertamina Managing Director Nicke Widyawati said that the company will not change the plan to build refineries, although Premium is mandated to be sold in Java, Madura and Bali. All refineries will still produce quality BBM Euro 4, even Euro 5.

To Euro 4

Vice President of Corporate Communications Pertamina Adiatma Sardjito added, pihknya has made a step to implement the marketing of Euro Euro 4 fuel. Pertamina's Euro 4 equivalent fuel supply will increase after the Cilacap Blue Sky Project is completed by the end of this year.

Deputy Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar affirmed that the policy of premium provision throughout Indonesia is a Premium instruction. Nevertheless, it is now studying what kind of strategy so that this policy does not interfere with existing Pertamax consumption trends.

So far the government's policy is to ensure the availability of Premium and fuel prices will not rise until the end of the year. Pertamina Mulai Cari Mitra Garap RDMP Kilang Balikpapan


PT Pertamina (Persero) menyatakan pengerjaan proyek Kilang baik pembangunan unit baru maupun upgrading unit Iama, tetap berjalan sesuai dengan rencana. Bahkan, Pertamina kini sedang mencari mitra untuk menggarap proyek upgrading Kilang Balikpapan. Kebijakan pemerintah menugaskan kembali penjualan Premium di Jawa tidak mengganggu proyek kilang ini.

Seperti diketahui, hingga saat ini, tambahan 571 SPBU telah kembali menjual Premium, sehingga terdapat sekitar 2.000 SPBU yang menyediakan Premium. Padahal di sisi lain, Pertamina kini sedang membangun kilang baru dan memperbaiki kilang lama sehingga dapat menghasilkan Bahan Bakar Minyak (BBM) minimal standar Euro 4. Sementara Premium merupakan BBM standar Euro 2.

Pelaksana Tugas Direktur Utama Pertamina Nicke Widyawati menuturkan, pihaknya tidak akan mengubah rencana pembangunan kilang yang telah dibuat, meski Premium diamanatkan untuk kembali dijual di Jawa, Madura, dan Bali. Seluruh kilang nantinya tetap akan menghasilkan BBM kualitas Euro 4, bahkan Euro 5.

“Produk lain kan masih diperlukan, kemarin (konsumsi) Pertamax juga peningkatannya tinggi. Jadi tetap demand ada, karena mobil-mobil baru sekarang bahan bakarnya minimal Euro 4,” kata Nicke di Jakarta.

Bahkan pihaknya kini sudah mulai mencari mitra untuk menggarap perbaikan Kilang Balikpapan. Perseroan sudah menjalin komunikasi informal dari beberapa perusahaan yang menyatakan minatnya ikut dalam pengembangan kilang Balikpapan. Kerja sama dengan perusahaan lain merupakan strategi Pertamina untuk menggarap proyek yang membutuhkan dana besar. Pihak Pertamina sudah memulai market sounding dalam rangka mencari mitra untuk Proyek Kilang Balikpapan ini.

“Sudah mulai. Jadi targetnya kami harapkan tahun ini (sudah mendapat mitra) ,” tutur Nicke.

Paralel, perseroan bakal mulai konstruksi Proyek Kilang Balikpapan Tahap I pada tahun ini. Pengembangan kilang Balikpapan dimulai sejak tahun 2017 dan dikerjakan dalam dua tahap. Pengerjaan Tahap I proyek ini ditargetkan rampung pada 2021. RDMP Kilang Balikpapan Tahap I ditargetkan selesai pada 2021. Pada saat itu, kapasitas Kilang Balikpapan akan bertambah sebesar 100 ribu bph menjadi 350 ribu bph.

Sebagai informasi, Pertamina mengerjakan enam proyek kilang sekaligus, baik unit baru maupun peningkatan kapasitas dan kualitas dari kilang yang ada. Pembangunan dua unit baru yakni di Tuban, Jawa Timur dan Bontang, Kalimantan Timur. Sementara perbaikan empat kilang eksisting yang tersebar
di Balongan, Jawa Barat; Balikpapan, Kalimantan Timur; Dumai, Riau; serta Cilacap, Jawa Tengah. Dana yang dibutuhkan untuk merampungkan proyek ini sangat besar, yakni sekitar US$ 30 miliar.

Begitu Kilang Balikpapan Tahap I selesai, kapasitas kilang Pertamina akan naik menjadi 1,1 juta bph. Berikutnya, pada 2023, RDMP Kilang Cilacap dan Kilang Balongan ditargetkan selesai dan meningkatkan total kapasitas kilang menjadi 1,3 juta bph. Pada 2024, Proyek Grass Root Refinery (GRR) Tuban dan RDMP Kilang Dumai dijadwalkan rampung sehingga kapasitas kilang naik menjadi 1,7 juta bph. Terakhir pada 2025, GRR Bontang dan RDMP Kilang Balikpapan Tahap II bakal selesai dan kapasitas kilang Pertamina meningkat mencapai 2 juta bph.

Menuju Euro 4

Vice President Corporate Communication Pertamina Adiatma Sardjito menambahkan, pihknya telah menyusun langkah untuk menerapkan pemasaran BBM Standar Euro 4. Hal ini tidak hanya terkait pembangunan kilang saja. Saat ini pun, meski proyek kilang belum seluruhnya rampung, perseroan telah memproduksi BBM dengan standar setara Euro 4, yakni Pertamax Turbo.

Salah satu yang dilakukan Pertamina adalah menyiapkan produk antara yang menjembatani perubahan dari Euro 2 ke Euro 4, yakni Pertalite. “Step-nya ada Ron 88 (Premium), ke Pertalite, dan ke Pertamax. Pertalite bukan tujuan akhir, tetapi Pertamax Euro 4,” ujar dia.

Hal ini dinilainya penting karena tidak banyak lagi negara yang menggunakan BBM Euro 2. Selain Indonesia, hanya Mesir, Rusia, dan Korea Utara yang masih mengonsumsi BBM Euro 2. Padahal, dari sisi lingkimgan, dampak dari pemakaian BBM Euro 2 ini tidak bagus. Pasalnya, kandungan sulfur
menjadi salah satu pembeda dua jenis BBM  

“Jadi bahan bakar itu spesifikasinya ada RON, CO (karbon monoksida), HO (hidrogen monoksida), titik bakar, dan yang dominan merusak lingkungan adalah sulfur. Euro 4 itu salah satunya sulfur harus di bawah 50 ppm (part per million),” jelas Adiatma.

Saat ini, produksi Pertamax Turbo RON 95 dari Kilang Balongan disebutnya sebesar 9.500 kiloliter (KL). Pasokan ini cukup untuk menyuplai 329 SPBU di DKI, Jawa Barat, dan Banten. Meski demikian, sebenarnya telah ada sekitar 790 SPBU yang menjual Pertamax Turbo. Pasokan BBM setara Euro 4 Pertamina akan bertambah setelah Proyek Langit Biru Kilang Cilacap selesai pada akhir tahun ini.

Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar menegaskan kebijakan penyediaan Premium di seluruh Indonesia merupakan instruksi Premium. Meski demikian, pihaknya kini sedang mempelajari seperti apa strateginya agar kebijakan ini tidak mengganggu tren konsumsi Pertamax yang telah ada.

“Sedang kami cermati, pelajari strateginya ke depan seperti apa supaya tidak memundurkan Pertamax,” kata dia. 

Sejauh ini kebijakan pemerintah adalah menjamin ketersediaan Premium dan harga BBM tidak akan naik sampai akhir tahun. Sebagai informasi, Peraturan Menteri Lingkungan Hidup dan Kehutanan Nomor 20 Tahun 2017 mengamanatkan penerapan standar emisi BBM Euro 4 pada kendaraan bermotor yang sedang diproduksi paling lambat satu tahun enam bulan sejak aturan berlaku untuk kendaraan bermotor berbahan bakar bensin, CNG dan LPG.

Sementara, untuk kendaraan bermotor berbahan bakar diesel Euro 4 relatif panjang, yaitu empat tahun. Peraturan Menteri LHK 20/2017 ini berlaku sejak 7 April 2017.

OPEC and on-OPEC Will Pump Oil Supply



The outcome of a meeting of member countries of the World Petroleum Exporting Organization or OPEC and its non-OPEC oil allies eventually resulted in a decision. At the end of the meeting on Friday (22/6), oil-producing countries agreed to increase production moderately to prevent oil deficits that could damage global economic growth.

The agreement was reached after Saudi Arabia succeeded in persuading Iran, its rival oil-producing country, to approve an increase in production. Unfortunately, it is not known exactly how the target of OPEC oil production increase so that market players are still a question mark. What is clear, the policy will come into effect next month.

The decision to make Brent oil prices rose US $ 2.5 or 3.4% on that day to the level of US $ 75.55 per barrel. US President Donald Trump seems to welcome the OPEC ruling.

"Hopefully OPEC will raise its production substantially - prices need to be kept low," Trump twitt through his personal Twitter account following the OPEC announcement.

OPEC and non-OPEC said in a statement as quoted by Reuters, they will restore production levels as before pruning policies agreed earlier. OPEC and a non-OPEC joint will pump about 1 million barrels per day (bpd) in the coming months. That's tantamount to 1% of global supply. The top global oil exporter namely Saudi Arabia will increase production to hundreds of thousands of barrels without definite numbers.

While Iraq says production will rise by 700,000 bpd. Russian Energy Minister Alexander Novak said his country will add 200,000 bpd in the second half of 2018. For your information, since 2016, the OPEC countries agreed to cut oil production by 1.8 million barrels per day.

OPEC dan on-OPEC Akan Memompa Pasokan Minyak


Hasil pertemuan negara-negara anggota Organisasi Pengekspor Minyak Dunia atau OPEC dan para sekutu penghasil minyak non OPEC akhirnya membuahkan keputusan. Pada penghujung pertemuan, Jumat (22/6), negara penghasil minyak sepakat meningkatkan produksi secara moderat untuk mencegah defisit minyak yang dapat merusak pertumbuhan ekonomi global.

Kesepakatan tersebut dicapai setelah Arab Saudi berhasil membujuk Iran, negara produsen minyak pesaingnya, untuk menyetujui peningkatan produksi. Sayang, belum diketahui berapa persisnya target peningkatan produksi minyak OPEC sehingga pelaku pasar masih tanda tanya. Yang jelas, kebijakan tersebut akan mulai berlaku bulan depan.

Keputusan tersebut membuat harga minyak Brent naik US$ 2,5 atau 3,4% pada hari itu ke level US$ 75,55 per barel. Presiden Amerika Serikat (AS) Donald Trump tampaknya menyambut baik putusan OPEC tersebut. 

"Semoga OPEC menaikkan produksinya secara substansial. Harga perlu dijaga tetap rendah," kicau Trump melalui akun Twitter pribadinya pasca pengumuman OPEC.

OPEC dan non-OPEC menyebutkan dalam pernyataan seperti dikutip Reuters, mereka akan mengembalikan tingkat produksi seperti sebelum kebijakan pemangkasan yang disepakati sebelumnya. OPEC dan gabungan non-OPEC akan memompa sekitar 1 juta barel per hari (bph) dalam beberapa bulan mendatang. Itu sama saja dengan 1% dari pasokan global. Eksportir minyak global teratas yakni Arab Saudi akan meningkatkan produksi hingga ratusan ribu barel tanpa memberi angka pasti.

Sedangkan Irak menyatakan produksi akan naik sekitar 700.000 bph. Adapun Menteri Energi Rusia Alexander Novak bilang, negaranya akan menambah 200.000 bph pada paruh kedua 2018. Sekadar informasi, sejak 2016, negara OPEC sepakat memangkas produksi minyak hingga 1,8 juta barel per hari.

PGN Sues Petronas Case Force Majeur Kepodang



PGN claims to have tried a non-court line to ask for $ 32 million in compensation.

PT Perusahaan Gas Negara Tbk will take legal action to resolve the dispute over the non-fulfillment of gas delivery agreement with Petronas Carigali Muriah Ltd. The company will sue for compensation of US $ 32 million or equivalent to Rp 450 billion.



At the beginning of this lawsuit, PGN's subsidiary, PT Kalimantan Jawa Gas (KJG), did not get the gas supply under the Gas Transportation Agreement (GTA) agreement from Petronas Carigali Mariah Ltd. PGN believes that Petronas can not fulfill the gas distribution for Kalija Phase I transmission pipeline. In the agreement, Petronas must transfer the amount of gas to Kalija I Pipe by 104 MMSCFD from 2015 to 2019 with ship or pay decision. Terms of ship or pay is a form of guarantee on investment that must be paid.

Muriah Block Petronas

If Petronas does not distribute 104 mmscfd of gas from 2015 to 2019, Petronas must pay the KJG. In fact, the realization of Petronas distribution since 2015-2017 is always less or below 104 mmscfd. In fact, until mid-June 2018, Petronas Carigali Muriah did not immediately make any compensation payments. In accordance with the mechanism of contract ship or pay between Petronas to PT Kalimantan Java Gas (KJG) reaches approximately US $ 32 million.

Director of PGN Infrastructure and Technology Dilo Seno Widagdo said that his side will solve the compensation problem through legal channels.

"Petronas has not paid according to the terms of the GTA contract, so we will continue to arbitase," said Dilo.

According Dilo, PGN must take the path of arbitration because it has made efforts to ask for compensation from Petronas but it did not work.

"All efforts out of court have been tried, now 'we demand to the court," he said.

Petronas party is still silent about this case. Manager of Corporate Affairs & Administration Petronas Carigali Andiono Setiawan did not reply to KONTAN's short message sent on Sunday (24/6) when asked to respond to PGN's steps demanding compensation to the arbitration tribunal.

Petronas at the beginning of this year has declared a force majeure in Lapangan Kepodang Blok Muriah. Therefore Kepodang field production is incompatible with Plan of Development (POD) and unable to meet gas supply to PGN according to GTA.

In the Petronas PoD approved by SKK Migas in 2012, Kepodang Field is projected to produce up to 2026. This projection is in accordance with the number of hydrocarbons in Kepodang Field which can be produced into gas of 354 billions of standard cubic feet (bscf) of gas.

However, the calculation result of Lemigas analysis at the end of 2017 shows that gas reserve in place in Kepodang Field is only 107 bscf. While in house analysis Petronas calculated reserves of only 94 bscf. So the production of gas field Kepodang not fit the target. In POD, Kepodang Field gas production is estimated at 116 mmscfd, but now the Kepodang Field gas production is only 70-80 mmscfd.

PGN Gugat Petronas Kasus Kahar Kepodang


PGN mengklaim sudah mencoba jalur non pengadilan untuk minta ganti rugi US$ 32 juta.

PT Perusahaan Gas Negara Tbk akan menempuh jalur hukum untuk menyelesaikan sengketa atas tidak terpenuhinya perjanjian pengiriman gas dengan Petronas Carigali Muriah Ltd. Perusahaan ini akan menggugat ganti rugi sebesar US$ 32 juta atau setara Rp 450 miliar.

Awal mula gugatan ini karena anak usaha PGN yakni PT Kalimantan Jawa Gas (KJG), tidak mendapatkan pasokan gas sesuai perjanjian Gas Transportation Agreement (GTA) dari Petronas Carigali Mariah Ltd. PGN menilai Petronas tidak bisa memenuhi penyaluran gas untuk Pipa transmisi Kalija Fase I. Dalam perjanjian itu, Petronas wajib mengalirkan jumlah gas ke Pipa Kalija I sebesar 104 MMSCFD kurun waktu dari 2015 sampai 2019 dengan ketetapan ship or pay. Ketentuan ship or pay yaitu bentuk penjaminan atas investasi yang harus dibayarkan.

Jika Petronas tidak menyalurkan gas 104 mmscfd dari 2015 sampai 2019, Petronas harus membayar kepada KJG. Pada kenyataannya, realisasi penyaluran Petronas sejak 2015-2017 selalu kurang atau di bawah 104 mmscfd. Faktanya, hingga pertengahan Juni 2018, Petronas Carigali Muriah tidak segera melakukan pembayaran ganti rugi. Sesuai mekanisme kontrak ship or pay antara Petronas kepada PT Kalimantan Jawa Gas (KJG) mencapai sekitar US$ 32 juta.

Direktur Infrastruktur dan Teknologi PGN Dilo Seno Widagdo mengungkapkan, pihaknya akan menyelesaikan permasalahan ganti rugi tersebut melalui jalur hukum. 

"Petronas belum membayar sesuai ketentuan kontrak GTA. Ya kami lanjutkan ke arbitase," kata Dilo.

Menurut Dilo, PGN harus menempuh jalur arbitrase karena telah melakukan upaya meminta ganti rugi dari Petronas tapi tidak berhasil. 

"Semua upaya di luar pengadilan sudah kami coba, sekarang 'kami tuntut ke pengadilan," tegasnya.

Pihak Petronas sampai saat ini masih bungkam soal kasus ini. Manager Corporate Affairs & Administration Petronas Carigali Andiono Setiawan tidak menjawab pesan singkat yang dikirimkan KONTAN pada Minggu (24/6) saat diminta menanggapi langkah PGN yang menuntut ganti rugi hingga pengadilan arbitrase. 

Petronas pada awal tahun ini telah menyatakan kondisi kahar di Lapangan Kepodang Blok Muriah. Makanya produksi lapangan Kepodang tidak sesuai dengan Plan of Development (POD) dan tidak mampu memenuhi pasokan gas kepada PGN sesuai GTA. 

Dalam PoD Petronas yang disetujui SKK Migas pada 2012, Lapangan Kepodang diproyeksi bisa berproduksi hingga 2026. Proyeksi ini sesuai jumlah hidrokarbon di Lapangan Kepodang yang bisa diproduksikan menjadi gas sebesar 354 billions of standard cubic feet (bscf) gas.

Namun hasil perhitungan analisa Lemigas pada akhir 2017 lalu menunjukan cadangan gas in place di Lapangan Kepodang hanya 107 bscf. Sementara in house analysis Petronas menghitung cadangannya hanya 94 bscf. Makanya produksi gas Lapangan Kepodang tidak sesuai target. Dalam POD, produksi gas Lapangan Kepodang diperkirakan 116 mmscfd, tapi saat ini produksi gas Lapangan Kepodang hanya berkisar 70-80 mmscfd.
