Difficult Blocks Access, Oil and Gas Upstream Investment Still a little bit

Paling menakutkan adalah jumlah Kontraktor Kontrak Kerjasama (KKKS) saat ini terus menurun sejak sejak tahun 2014, bahkan ketika harga minyak masih cukup tinggi.

"Artinya ada sesuatu, bukan faktor harga minyak saja, "kata Wiratmaja. Pada tahun 2014 jumlah KKKS mencapai 321 dan saat ini hanya 300 KKKS yang aktif.

Maka, pemerintah terus membahas kebijakan-kebijakan baru yang bisa membuat iklim investasi hulu migas lebih menarik. Namun, saat ini pemerintah baru bergantung pada skema gross split.

Dalam diskusi ”Membenahi Iklim Investasi Hulu Migas demi Mendorong Pertumbuhan Ekonomi Nasional” di Jakarta, Rabu (29/3), kondisi hulu migas nasional menjadi topik utama. Insentif sudah diberikan, perizinan sudah disederhanakan, tetapi mengapa investasinya masih tidak bergairah?

Ada yang berpendapat, harga minyak yang anjlok dari 100-an dollar AS menjadi 50-an dollar AS per barrel bahkan pernah kurang dari 30 dollar AS per barrel pada awal 2016 menjadi penyebabnya. Tidak hanya di Indonesia, seluruh dunia pun sedang lesu. Namun, dari catatan pemerintah, saat harga minyak di kisaran 100 dollar AS, kelesuan sudah terjadi di Indonesia. 

Pada 2013, saat harga minyak 90 dollar AS-100 dollar AS per barrel, jumlah wilayah kerja (WK) migas turun dari 321 menjadi 318 pada 2014. Bahkan, jumlah WK turun lagi menjadi 312 pada 2015. Per Juli 2016, ada 288 WK Penerimaan negara dari sektor migas juga merosot, dari Rp 320 triliun pada 2014 menjadi hanya Rp 80 triliun pada 2016.

Letak sumber daya yang berada di laut lepas dan dalam membuat ongkos operasional bertambah besar. Di satu sisi, tingkat keberhasilan semakin rendah. Risiko kehilangan puluhan, ratusan miliar, bahkan triliunan rupiah membayangi bisnis pengeboran minyak di wilayah semacam itu. Logikanya, biaya mahal dengan risiko keberhasilan kecil ditambah harga jual yang rendah menyebabkan investor menahan diri.

Perbedaan waktu dalam proses yang dilalui sejak penemuan cadangan hingga berproduksi cukup signifikan. Di era 1970-an, hanya butuh rata-rata 5 tahun dari penemuan cadangan migas sampai berproduksi. Memasuki era 2000-an, waktu yang dibutuhkan menjadi rata-rata 15 tahun. Waktu yang lama itu sebagian habis untuk perizinan baik di pusat dan daerah. 

Sekadar contoh, ada lebih dari 100 jenis izin di daerah yang harus di dapat investor. Di pusat, selain di Kementerian Energi dan Sumber Daya Mineral (ESDM) ada lebih dari 40 izin. Kementerian ESDM sudah memangkas dari semula 104 izin menjadi 42, yang masih terus dipangkas menjadi 6.

Soal konsep bagi hasil migas, pemerintah menerbitkan jurus baru agar investasi hulu migas menjadi lebih menarik. Konsep konvensional dengan komponen cost recovery (biaya operasi yang dapat dipulihkan) perlahan ditinggalkan. Konsep baru yang diharapkan bisa menjadi penyelamat hulu migas nasional adalah gross split (bagi hasil berdasar produksi bruto). 

Namun, masih perlu pembuktian untuk gross split ini. Kepastian hukum, kebijakan yang tidak mudah berubah, dan penyederhanaan birokrasi masih menjadi isu utama yang terus diperbincangkan dalam beberapa tahun terakhir. Namun, faktanya, hal itu tidak kunjung membaik. Blok kaya gas di perairan Maluku, misalnya, yang ditemukan sejak 1998 sampai sekarang belum juga bisa diproduksi karena masih berkutat pada urusan birokrasi.

Kunjungan Kerja, Komisi B Pertanyakan Peran Pertamina EP dalam Sejahterakan Warga

Ketua dan Anggota Komisi B Dewan Perwakilan Rakyat Daerah (DPRD) Tuban melakukan kunjungan kerja (kunker) ke Kantor pusat PT Pertamina EP di Jakarta, Kamis (30/2).

Komisi B mengadakan Kunjungan Kerja ini untuk mempelajari mekanisme peningkatan kesejahteraan masyarakat berbasis pemberdayaan yang dilakukan oleh PT Pertamina EP selaku perusahan yang berada di bumi Para Wali.

Ketua Komisi B DPRD Tuban, Karjo menjelaskan, saat berada di kantor Pertamina EP, pihaknya menayakan 3 pertanyaan penting kepada direksi terkait komitmen perusahaan terhadap warga Tuban, terutama yang masuk dalam ring satu. Yakni, pertama terkait peran perusahaan dalam pengembangan serta jalinan koneksitas dengan BUMD setempat. 

     Kedua, keterlibatan perusahan dalam upaya meningkatkan ekonomi masyarakat, dengan pelatihan pemberdayaan masyarakat setempat. Ketiga, tentang peran dan perhatian perusahaan dalam pengembangan produk produk lokal untuk mengangkat kearifan lokal di Kabupaten Tuban.

"Poin itu yang kami sampaikan tadi di Pertamina EP," katanya. Ia mengatakan, 3 poin itu pada intinya untuk mensinergikan progres ke depan antara perusahan dan perekonomian di lingkungan masyarakat sekitar.

"Tidak dipungkiri, yang terjadi di masyarakat sekitar perusahan saat ini, justru sektor perekonomiannya masih minim. Apalagi tahun ini akan dilaksanakan pembangunan kilang di Kecamatan Jenu, Kabupaten Tuban. Sehingga, keterangan dari pertamina sangat dibutuhkan untuk menata masyarakat sekitar perusahaan Iebih baik," katanya.

Politisi ini berharap, adanya kunjungan dapat menyelesaikan persoalan antara perusahaan dengan masyarakat sekitar.

"Caranya bisa melalui keterlibatan langsung perusahaan dalam pemberdayaan masyarakat, perekonomian, dan pengembangan kearifan lokal oleh Perusahan. Faktor ekonomi mikro seperti sinergitas kerjasama perusahaan dengan BUMD akan berpengaruh peningkatan ekonomi makro. jika sudah terlaksana, maka Pendapatan Asli Daerah Tuban akan meningkat," .

Mandatory PSC Supply to a power plant


Gas Suplly

The entire Contractor Cooperation Contract (PSC) which has a gas field in the country are required to allocate a number of production for gas-powered power plants.

KKKS Wajib Pasok ke PLTG


Seluruh Kontraktor Kontrak Kerja sama (KKKS) yang memiliki lapangan gas di dalam negeri diwajibkan mengalokasikan sejumlah produksinya untuk pembangkit listrik bertenaga gas.

Kewajiban itu akan diterpakan dalam Keputusan Menteri (Kepmen) Energi dan Sumber Daya Mineral (ESDM). Menteri ESDM Ignasius Jonan mengungkapkan pihaknya sedang merampungkan Keputusan Menteri tersebut dan diharapkan terbit pekan depan. 

Adapun, regulasi tersebut bertujuan memaksimalkan harga listrik yang lebih terjangkau dengan meminimalisasi biaya transportasi untuk energi primer, dalam hal ini gas. Semakin tinggi biaya transportasi, semakin tinggi pula biaya listrik.

“Ada kesepakatan produsen hulu migas dengan PLN bahwa produsen gas di suatu tempat harus memasok gas di plant gate PLN yang terdekat, baik yang ada sekarang maupun ke depannya,” kata Jonan dalam rapat kerja dengan Komisi VII DPR, Kamis (30/3).

Selama ini, menurutnya, penyediaan gas untuk pembangkit kurang efisien. Dia mencontohkan penyediaan gas untuk PLTG Belawan yang dibawa dari Kilang Tangguh di Teluk Bintuni, Papua.

Dia melanjutkan, aturan alokasi gas tersebut akan tertuang dapat Perjanjian Jual Beli Gas (PJBG) dengan jangka waktu yang panjang. Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM Wiratmaja Puja mengatakan pembangkit listrik akan diprioritaskan mendapatkan gas dari KKKS. Adapun, alokasinya akan disesuaikan dengan kebutuhan pembangkit. “Kalau ada fasilitas produksi di satu tempat, listrik akan diprioritaskan,” katanya. 

Direktur Pengadaan PLN Supangkat Iwan Santoso menjelaskan dengan adanya aturan tersebut, ada jaminan bagi pihaknya untuk mendapatkan gas. 

“Ini menegaskan kembali, kalau dahulu, membangun pembangkit minta alokasi gas. Sekarang kami beri kebutuhannya, nanti alokasinya ditentukan pemerintah,” kata dia.

Adapun, harga gas yang berlaku seperti diatur dalam Peraturan Menteri ESDM Nomor 11 Tahun 2017, di mana harga gas untuk pembangkit dari LNG dan gas pipa dipatok sebesar 11,5% dari ICP. Berdasarkan catatan, kebutuhan gas untuk pembangkit listrik diprediksi terus meningkat setiap tahun hingga mencapai 7.721 billion cubic feet/bcf dari 2016 hingga 2025. Peningkatan drastis diprediksi terjadi pada 2019 sehingga defisit pasokan dalam negeri diperkirakan akan terjadi.

PLTGU SULAWESI TENGAH

Sementara itu, PT Pertamina EP akan mulai mengalirkan gas (on stream) dari Central Processing Unit Plant (CPP) Matindok di Kabupaten Banggai, Sulawesi Tengah, pada awal April 2017. Pertamina akan memasok gas dari CPP Matindok untuk PLTGU Sulawesi Bagian Tengah dengan kapasitas 150 MW

“PLN akan menyerap gas 20 MMscfd dari Matindok pada 2020,” kata Development Director PT Pertamina EP Herutama Trikoranto, Kamis (30/3).

EMCL Shaping Rural Infrastructure Maintenance Team at Ring One



Oil and gas operator, ExxonMobil Cepu Limited (EMCL) along Governmental Organization (NGO) formed Bapeka Maintenance Team of the village of Desa Cengungklung; Manukan, Katur Gayam subdistrict and village of the District Tengger Ngasem.

This formation also simultaneously training for three representatives from each village, on Thursday (30/3). Pembentukan ini juga sekaligus pelatihan bagi tiga perwakilan dari masing-masing desa, pada Kamis (30/3). “Hasil diskusi dengan desa dan tokoh masyarakat, Tim ini kita bentuk untuk memelihara infrastruktur yang telah dibangun EMCL di masing-masing desa,” ucap perwakilan EMCL, Feni Kumia Judiharti.

Menurut Feni, inisiatif pembentukan tim ini merupakan komitmen baik dari masyarakat penerima bantuan yang perlu diapresiasi. Pelatihan yang dilakukan untuk memberi dukungan dan motivasi dari berbagai pihak, “Ini adalah langkah positif dari masyarakat yang menurut saya sangat baik untuk dicontoh di desa-desa lain,” imbuhnya.

Feni berharap, dengan adanya Tim Pemelihara ini, bantuan EMCL bisa dimanfaatkan secara maksimal dan berkelanjutan. Menurutnya, pengembangan infrastruktur merupakan komponen penunjang dalam pengembangan sumber daya manusia. Kedua hal ini jika disinergikan bisa memberi dorongan yang kuat akan mempercepat peningkatan taraf hidup masyarakat.

Seperti diketahui, di Desa Tengger beberapa waktu lalu EMCL telah menyerahterimakan bantuan pembangunan toilet, ruang kelas, ruang guru Pendidikan Anak Usia Dini (PAUD) desa Tengger. Di Desa Katur, baru-baru ini juga telah dilaksanakan serah terima pembangunan jalan paving.

Pertamina EP Will Stream Gas of CPP Matindok




PT Pertamina EP will soon be flowing gas (on stream) of the central processing unit plant (CPP) Matindok in Banggai, Central Sulawesi. The gas supply from CPP Matindok plans allocated for PT Perusahaan Listrik Negara and PT Donggi Senoro LNG.

Pertamina EP memiliki dua CPP yaitu CPP Donggi Senoro yang sudah on stream April 2016 dan CPP Matindok akan on stream di awal April nanti. Dalam sejumlah kasus ada yang sampai butuh 12 tahun,” kata Direktur Indonesian Petroleum Association (IPA) Board Ronald Gunawan dalam diskusi bertajuk ”Membenahi Iklim Investasi Hulu Migas demi Mendorong Pertumbuhan Ekonomi Nasional,” Rabu (29/3), di Jakarta.

Banyaknya izin yang harus diurus di pusat dan daerah menjadi salah satu tantangan terbesar dalam investasi hulu migas di Indonesia. Investor juga butuh kepastian hukum dan aturan. Revisi undang-undang tentang minyak dan gas bumi yang masih berlangsung juga menyebabkan pengusaha menahan diri untuk berinvestasi.

Narasumber lainnya, Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) I Gusti Nyoman Wiratmaja mengakui, memang masih banyak perizinan yang harus diurus pada instansi lain baik yang ada di pusat dan daerah. Perizinan di Kementerian ESDM sejauh ini sudah dipangkas yang semula sebanyak 104 izin menjadi 42 izin.

"Target kami adalah perizinan di ESDM hanya menjadi 6 izin saja. Saat ini sedang dalam proses,” ujar Wiratmaja. Kepala Badan Kebijakan Fiskal Kementerian Keuangan Suahasil Nazara menambahkan, dalam jangka pendek, pemerintah berupaya mengamankan penerimaan negara dari sektor migas yang menurun drastis dari Rp 320 triliun pada 2014 menjadi Rp 80 triliun pada 2016.

”Selain pemberian insentif untuk memulihkan investasi hulu migas, kami juga meminta SKK Migas cermat dalam perhitungan cost recovery (biaya operasi yang dapat digantikan). Cara lainnya adalah dengan konsep gross split (bagi hasil berdasar produksi bruto) yang saat ini baru diujicobakan,” kata Suahasil.

Direktur Eksekutif ReforMiner Institute Komaidi Notonegoro menambahkan, kondisi politik dan bisnis sektor hulu migas saat ini berbeda dengan masa lalu. Keterlibatan publik atau daerah penghasil kini jauh lebih besar.

”Arah kebijakan pemerintah saat ini adalah efisiensi dan berkeadilan. Namun, parameternya belum tentu sama dengan investor. Ini yang perlu diselaraskan,” ujar Komaidi.

Sementara itu, Direktur Industri Logam Kementerian Perindustrian Doddy Rahadi mengatakan, pemanfaatan kandungan lokal dalam industri migas dan penunjangnya saat ini belum optimal. Salah satu contohnya adalah meningkatnya impor baja sehingga melemahkan industri baja dalam negeri. 

Gambaran kondisi industri hulu migas di Indonesia adalah semakin berkurangnya minat kontraktor berinvestasi. Pada 2015, tercatat ada 312 perusahaan dan angkanya menurun menjadi 288 pada 2016. Sejumlah wilayah kerja migas nonkonvensional yang ditawarkan paula 2016 juga belum mendapatkan peminat.

"Dengan adanya sumur Tapen-4 dan Tapen-5 produksi migas mencapai 547 ribu lebih barel minyak per hari," ujar Agus saat acara Media Gathering di Warung Apung Rahmawati Tuban, Rabu (29/3). Agus juga menambahkan, pengeboran sumur Tapen-4 dan Tapen-5 rencananya dilakukan tahun ini di triwulan keempat, dan masing-rnasing menghasilkan 150 ribu barel minyak per harinya. 

"Semoga dalam pelaksanaannya nanti tidak terjadi kendala yang tidak di inginkan agar dapat membantu memenuhi kebutuhan minyak Nasional, kata Agus.

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi atau SKK Migas terus memacu keterlibatan daerah dalam kegiatan industri hulu minyak dan gas sehingga bisa memberikan nilai tambah bagi daerah yang menjadi lokasi operasi. 

Kepala SKK Migas Amien Sunaryadi mengatakan pihaknya terus mendorong kontraktor kontrak kerja sama (KKKS) agar memberi ruang kepada pemerintah daerah untuk turut terlibat dalam kegiatan di masing-masing daerah operasi.

Sejauh ini, salah satu bentuk dukungan akan partisipasi Pemerintah Daerah telah diwujudkan dengan keluarnya Peraturan Menteri ESDM No.37 / 2016 tentang Penawaran Participating Interest (PI) kepada Pemerintah Daerah melalui Badan Usaha Milik Daerah. Kontraktor harus menawarkan PI maksimal hingga 10% proyek dari kontrak baru yang diteken.

Kolaborasi pemerintah pusat dan daerah menjadi kunci untuk mendorong pertumbuhan ekonomi, khususnya di lokasi operasi. Pemerintah Daerah bukan hanya menjadi penerima dana bagi hasil (DBH) dari hasil produksi migas, melainkan terlibat secara aktif dalam kegiatan operasi. Keterlibatan pemerintah daerah diharapkan bukan menjadi beban bagi investor hulu melainkan mitra yang saling mendukung.

“Daerah bukan menjadi obyek bisnis, melainkan didorong menjadi subyek agar tumbuh dan mandiri,” ujarnya dalam acara Temu Usaha Hulu Migas dengan Para Pengguna Gas di Luwuk Kabupaten Banggai, Sulawesi Tengah

Gubernur Sulawesi Tengah Longki Djanggola berharap daerahnya menjadi konsumen pertama yang bisa menikmati produksi migas. Sebagai gambaran, saat ini rasio elektrifikasi Sulawesi Tengah masih berada di level 75 % , sedangkan di Baggai Laut hanya 50%. Seharusnya, dia menilai, rasio elektrifikasi bisa meningkat dengan optimalisasi penyerapan produksi migas ke daerah operasi.

Berdasarkan data SKK Migas, pasokan gas di Kabupaten Banggai mencapai 415 million standardisasi cubic feet per day/MMscfd hingga 2027. Volume gas tersebut mengalir dari Lapangan Senoro dan Lapangan Cendanapura (JOB Pertamina-Medco E&P Tomori) sebesar 310 MMscfd gas dan Lapangan Matindok (Pertamina EP) sebanyak 105 MMscfd.

Selain Banggai, Sulawesi Tengah juga memiliki Lapangan Tiaka, yang dioperatori JOB Pertamina-Medco E&P Tomori dengan produksi gas suar (flare gas) sebesar 3 hingga 6 MMscfd yang kini dimanfaatkan BUMD Kabupaten Morowali untuk sektor ketenagalistrikan

Temuan ini berasal dari 143 kontraktor kontrak kerja sama (KKKS) yang belum melunasi sisa kewajiban keuangan di 30 wilayah kerja yang berstatus terminasi.

Tunggakan tersebut meliputi sisa komitmen pasti di 25 wilayah kerja sebesar US$ 310 juta, bonus tanda tangan sebesar US$ 2,5 juta, barang dan jasa sebesar US$ 575 ribu, dan jaminan operasi sebesar US$ 5,8 juta. Pertamina EP Oil Products Rises

     Setelah dilakukan reparasi sumur, dengan pindah lapisan ke X-26, tercatat pada 22 Maret 2016 produksi XA-09 meningkat stabil mencapai 2.011 bopd, kemudian per 27 Maret mencapai 2.532 bopd
